He comes to Mangalore for having treatment

PUTTUR: A physically challenged Dalit youth was assaulted last
Saturday in Vittla.Guruvappa Mambady (23), a resident of Mambady, near
Vittla in Bantwal taluk was allegedly assaulted by the traffic
controller at the Karnataka State Road Transport Corporation (KSRTC)
bus-stand and others when he alighted from the bus from Mangalore at
Vittla.

He has since been admitted to Puttur government hospital. Mr.Guruvappa
is an epileptic and comes to Mangalore every week for treatment,
following a surgery he underwent 12 years ago, his elder brother
Prakash Mambady told The Hindu.

Mr. Prakash said that during the journey, Mr. Guruvappa was overcome
with a fit of epilepsy, as a result of which, he accidentally fell on
a fellow passenger. The man pushed him away, injuring him in the head.
Later when the bus stopped at Vittla, Mr.Guruvappa approached the
traffic controller, who knew Mr.Guruvappa as he was a regular
passenger on that route, but Mr.Guruvappa alleged that the traffic
controller thrashed him saying "he falls on others every time", Mr.
Prakash said.

Mr. Prakash said Mr. Guruvappa travels to Mangalore because he had a
bus pass for the people with disabilities and could avail free
treatment at a hospital there.

"Here, for the same treatment we have to pay," he said.

When Mr. Prakash called his brother a little after 6 p.m., the latter
told him to come immediately to the bus-stand. "After that, they took
away his phone and Rs. 3,000 from his wallet," Mr.Prakash said.A
complaint has been filed with the Vittla police station under Sections
324 and 506 read with Section 34 of the IPC and also under Section 3
(1), (11) of the Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Act 1989. Deputy Superintendent of Police B.J. Bhandary
said that Mr. Guruvappa's bus pass, cash, and mobile phone had been
reportedly stolen.

KSRTC Puttur Depot manager K.K. Venugopal told The Hindu that it was a
skirmish between two passengers and that the traffic controller had
informed the police about it, but when the police arrived the youth
had fled.
