The constant rise in cases of cruelty against people from scheduled
castes and tribes has angered social and dalit activists.

The number of the cases registered has gone up considerably since last
year as per government records. However, the activists have claimed
that many of the cases are not registered by the police.

According to the figures with the social justice department, the cases
registered under The Scheduled Castes and Tribes (Prevention of
Atrocities) Act 1989 were 1,401 in 2010 against 1,272 the previous
year.

In 2008 and 2007, there were 1,510 and 1,774 cases registered
respectively under the act.

In a report submitted by Babasaheb Ambedkar Research and Training
Institute(BARTI), affiliated to the social justice department, has
admitted that the police were reluctant in lodging the complaints
under the act.

A group led by social activist Anand Patwardhan and communist activist
Prakash Reddy, in its letter written to the home minister, had cited
nearly 10 such cases of atrocities against people from backward
classes. Another delegation lead by dalit leaders Ram Pandagale and
Uttam Gaikwad, met governor K Sankarnarayanan on Wednesday.

Dinesh Waghmare, secretary, social justice said, "We have launched
programmes with incentives to the local bodies to bring awareness
about the existing act for atrocities. A toll-free helpline
(18002331155) also has been launched to bring awareness about the
existing acts and about the developmental schemes available for the
people from scheduled castes and tribes."
