Why is the "caste census" segregated and not integrated with the so-called economic census?  What we want is correlations!  The government is playing games and needlessly spending money,

BPL & caste census first, economic census in 2012

NEW DELHI: Work on India's sixth economic census will begin in 2012 as
the government wants to give preference to enumeration of those living
below the poverty line and a caste census. The economic census, which
provides basic data on the number of enterprises and people employed
in them, was originally planned to begin this month.

"We are now looking to start fieldwork on economic census by February
2012," a senior official with the Ministry of Statistics and Programme
Implementation told ET.

The enumeration of below the poverty line, or BPL, families is due to
start in April and the caste census in July this year. The BPL census
will seek to identify the beneficiaries of the government's subsidized
foodgrain schemes. The caste census will be the first in the country
in 80 years.

These censuses require huge resources, the official said, adding that
each would require at least 10 lakh enumerators. Also, the workforce
has to be trained in accordance with the objectives of the exercise
for better results. "We plan to finalise the schedule, questionnaire,
and also give out the training for the economic census by January next
year," said another official in the Ministry of Statistics and
Programme Implementation.

The scope of the new economic census has been widened to include the
services sector, mom & pop stores or neighbourhood retail shops and
businesses run from home. It is expected to cover about 24 crore
households and between 4 crore and 5.2 crore enterprises. The
government plans to compile a national registry of businesses based on
the economic census data.

The exercise will cost an estimated Rs 700 crore. The ministry is
expected to approach the cabinet committee on economic affairs soon
for the required funds. The Central Statistics Office, or CSO,
conducted the first economic census in 1977. Since then, it has
carried out four more economic censuses in 1980, 1990,1998 and 2005.

The economic census is the only way to meet the need for data in
respect of the unorganized non-agricultural sectors of the economy.
It's a complete count of all entrepreneurial units located within the
geographical boundaries of the country.
