Jajpur (Orissa), Oct 20 Two children belonging to dalit community were
allegedly denied admission at the anganwadi school at Oddiso village
in Orissa's Jajpur district.

The incident came to light after victims mother brought it to the
notice of the authorities.

According to the complaint filed with the secretary, Women and Child
Development department and a copy of which was also given to the
district collector by Tulasi Sethy of Oddiso village stated that her
children were denied admission into the village Anganwadi centre as
they belong to Dalit community.

Jajpur Collector Pramod Kumar Mohanty said an enqiry into the incident
has been ordered.

The Anganwadi worker being an upper caste lady allegedly declined to
admit the duo on the ground of untouchability.

Punjab, October 19: A dalit couple on Saturday allegedly committed
suicide by jumping into a canal near Daudhar village under Badhnikalan
police station of Moga district in Punjab.

The couple was under dipression due to some ailment and poverty since
a long time, the police said.

Harnek Singh and his wife Manjeet Kaur, residents of Rasulpur, jumped
into the Abohar branch canal.

Their bodies were found on Sunday evening, the police added.

The couple had seven children and their financial condition was very weak.

They were suffering from an ailment and were unable to afford costly
treatments, the residents said.
In another case, a couple committed suicide in Madhavram in Chennai dy
drinking poison on Saturday saddened by the death of their 10 years
old child.
The chid demised after a knee operation six months ago.

Barabanki: A Dalit man's face was blackened by villagers in the
Barabanki district for allegedly trying to molest a village girl.

Babloo Rawat, the accused was tied to a tree and a garland of shoes
was hung around his neck as a punishment for his alleged offence.

He also allegedly tried to strangle her after attempting to outrage her modesty.

Babloo is alleged to be a serial offender who has complaints regarding
the same against him in the past. The villagers had complained about
his conduct to the village elders in the past as well.

"An FIR has been registered against Babloo," said the circle officer
of the area Deependra Nath Chaudhary.

The villagers who beat him have not been booked as the accused has not
given any written complaint against them.

A contempt petition filed in the Madras High Court had brought out the
Tamil version of the movie 'Dr. Babasaheb Ambedkar' out of the cans.
The original movie directed by Jabbar Patel in which Malayalam actor
Mamooty donned Ambedkar's role got entangled in red tape and remained
in the can for more than five years.

The English version of the movie which was produced jointly by
Ministry of Social Justice and Empowerment and government of
Maharashtra was released in the year 2000.

In December 2006 the government of Tamil Nadu sanctioned rupees ten
lakhs for dubbing the movie into Tamil. In spite of the amount
sanctioned, the movie never hit the screens. S. Sathiachandran,
advocate and Dalit activist in March sent a representation to the
government of Tamil Nadu to take necessary action to release the movie
on April 14, on the eve of Ambedkar's birth day. When there was no
response from the government, Sathiachandran filed a writ petition in
the Madras High Court seeking a mandamus to the General Manager of the
National Film Development Corporation (NFDC) to release the movie. The
High Court of Madras in its order on April 30, directed NFDC to take
necessary steps, expeditiously to release the movie within a period of
four weeks.

Since the movie has not been released so far, Sathiachandran, moved a
contempt petition before the Madras High Court to initiate contempt
proceedings against both NFDC and the distributor for their failure to
comply with the Court's order.

In his affidavit filed before the High Court today, D. Ramakrishnan,
Deputy General Manager today informed the Court that the Tamil version
of the movie on Ambedkar would be released in theatres on the December
6, which happens to be the death anniversary of Dr. Ambedkar.

Ramakrishnan, in his affidavit apologised for his failure to comply
with the Court's earlier orders and contended that the analog and
digital prints of the movie are being collected from the previous sole
distributor and all steps would be taken to release the movie on
December 6.

When Law et al. News spoke to S. Sathiachandran, the petitioner, he
said it is unfortunate that he had to knock the doors of the Court for
releasing the movie and move a contempt petition for
non-implementation of earlier orders. However, he expressed hope that
the NFDC would keep up its promise and the Tamil version of the movie,
will be released as submitted before the court.

Bihar: Dalit women striped, thrashed Cops deny filing FIR in rape case

At least three Dalit girls were raped across Uttar Pradesh this week,
but the police called these incidents politically motivated canards.

This came to light on a day when chief minister Mayawati proclaimed
that incidents of rape had decreased by 15 per cent this year and
crime against Scheduled Castes in the state had gone down by 25 per
cent.

She said this at a police commemoration day function on Thursday.
Ironically, the rape of the three girls from poor low caste families,
that she champions, did not figure in her speech.

On the contrary, the three heinous incidents were labelled as
politically-motivated crimes "staged" during the ongoing panchayat
elections.

The victims are 17-year-old Sanjeeta from Kurhans village in Azamgarh
district, 16-year-old Moni from Gurgujja village in Hardoi and
16-year-old Uma from Semrakhurd village in Gorakhpur. (The names of
the girls have been changed.) "Sudhir Tiwari and Hari Prakash Yadav
kidnapped Sanjeeta on Monday. They raped her later dumped her in a dry
pond. Instead of arresting the accused, the police kept my daughter in
custody when I approached them to file a complaint. They released her
on Friday saying her arrest could trigger a controversy during the
panchayat polls," Sanjeeta's father Jay Ram said.

Additional SP Sarwesh Singh Rana said: "We have arrested two of the
accused. But we have yet to confirm if it's a rape. Sanjeeta is close
to one of the accused. We believe someone bribed her father to
register a rape case against the men to malign the candidate they are
supporting in the panchayat polls." Moni has a similar story to tell.
The police in Hardoi said she was having an affair with one of her
rapists. Her father, Ram Lal, has accused Vijendra Kumar, an upper
caste youth, of barging into their home on Tuesday and raping her at
gunpoint. No one else was at home then.

Uma was also kidnapped and gang-raped on Tuesday. Though her father
filed a complaint against two men in the area, they are yet to be
arrested. They are reportedly campaigning for the panchayat polls.

Human rights activist Manoj Kumar Singh said: "UP Police reports say
of the 826 rape cases reported in the first half of 2010, 178 victims
are Dalits. The police in Azamgarh, Hardoi and Gorakhpur often
hesitate to register rape cases. They label these as
politically-motivated crimes or consensual sex."

Dalits make up more than 16% of India's population of one billion.
Yet, despite years of campaigning and state intervention, many of them
still face discrimination in society. Their hardship has been
highlighted at an exhibition in London.

eyes are drawn to the horrific scars on her arms and body.

This is just one of the photographs on display at Being Untouchable,
an exhibition at London's HOST Gallery exploring the lives of Dalits
in India.

The little girl is Kamlesh. She was just seven when she was pushed on
to a pile of burning rubbish as she was walking with her mother.

Kamlesh is a Dalit, and her scars are a constant reminder of the
"punishment" she received for using a road reserved for "high-caste"
people.

According to Christian Solidarity Worldwide (CSW), the charity that
organised the exhibition, the bulk of caste-based discrimination and
violence in India goes unrecorded.

Kamlesh was pushed on to a pile of burning rubbish for walking on the
"wrong" road But in 2008 alone, there were 33,000 reports of crimes
against Dalits in official statistics, it says.

Formerly known as Untouchables, members of the Dalit community were
considered to be the lowest in the traditional Hindu caste system.

The images are presented in such a way that the viewers will feel
encouraged to touch them, says Marcus Perkins, the photographer behind
the exhibition.

"Despite the huge numbers affected, I'm convinced many outside India
either don't know about casteism, or think it is just dying out as a
result of India's economic boom, which clearly is not the case," he
says.

There are about 166 million Dalits in India, which means one in every
40 people in the world is a Dalit.

Discrimination on the basis of caste is illegal in India, but
campaigners say it still continues and is particularly widespread in
rural areas.

Meena Kandasamy, an Indian Dalit activist and writer attended the
launch of the exhibition. "You realise this is something you should
work on, something that has to be changed," she tells the BBC World
Service, adding that continuing discrimination against Dalits
challenged the idea of an equal world.

"It challenges your idea of hope and justice. It challenges your idea
of any good future for the country," she says.

Low-end jobs

The aim of the exhibition is to use the photographs to show different
forms of "untouchability", discrimination that affects Dalits in
modern India, says David Griffiths of CSW.

"In our preoccupation with the extraordinary rise of a middle-class in
India, we must not allow these voices to be drowned out," he says.

One photograph on display shows a woman called Uma cleaning the
communal latrine of her village by hand.

Members of the Dalit community are frequently forced to take on some
of the most demeaning and low-end jobs, whilst lack of opportunities
for better work means they often live in severe poverty.

Another image shows Dalit families sleeping together in a community
centre after their homes were looted and burnt during a surge in
caste-related violence.

Mr Griffiths believes India has much to gain by dealing with the issue
of untouchability and tackling the discrimination that Dalits still
face.

"Fairer distribution of wealth and universal access to education in
the country would mean a larger workforce capable of contributing to
India's booming private sector.

"There's a real self-interest here for India to address caste
discrimination," he says.

Hyderabad, Oct. 20: The National Commission for Scheduled Castes feels
the need for a quicker decision on the controversial categorisation of
Scheduled Castes in the state.

Maintaining that categorisation was a serious issue, the commission
chairman and Member of Parliament, Dr P. L. Punia, said delaying the
decision affects the overall interests of the SCs. He, however,
refused to reveal whether he was for or against categorisation.

"There are two other members in the commission and we will take a view
and communicate it to the Centre," he said.

He was in favour of reservations in the private sector also because,
he said, the private sector depends on the government, national banks
and state-owned financial institutions for its survival and thus
cannot insulate itself from reservations.

Dr Punia said there were large deficiencies in the state implementing
the sub-plan in the budget for SCs. The expenditure under sub-plan of
9.53 per cent is very little. There are also complaints of SC sub-plan
funds being diverted for other projects and expenditure on
recreational facilities being shown under the sub-plan. He said the
Chief Minister had assured him that the sub-plan for projects that
exclusively benefit SCs would be strictly implemented.

Dalit Conference In Kakinada
A national level conference on Dalits will be held in Kakinada on October 24th.

23rd Oct, 2010: Forum for Dalit studies will organise a national level
conference on the implementation of Dr. BR Ambedkar's aims and
principles at Ambedkar Bhavan in Kakinada on October 24th.

According to Prof. Arun Kumar from Andhra University, the conference
would be chaired by Dr. Ambedkar's grandson M Anand Teltumbde. RK Kale
and Bala Mungekar (former MP), professors from Gujarat Central
University, would participate as chief guests.

The national conference would focus on rights of Dalits, their
problems in the wake of globalisation and government measures for
upliftment of Dalits.

The conference will discuss implementation of reservation in PSUs in
the wake of the nation celebrating its 60th Independence Day last
August.

Prof. Arun Kumar called upon all Dalit members to participate in the
conference and make it a grand success.
