Dalits present alternative education bill
Say existing Act is non-inclusive and discriminatory

KATHMANDU: Dalit Welfare Organisation (DWO) today handed over the
Alternative Bill 2010 of the Education Act to vice chairman of
legislature-parliament Purna Kumari Subedi saying the proposed bill
for the eighth amendment (2010) to Education Act 1971 did not address
educational issues of the Dalit Community.
At the inaugural programme of the fourth national session of DWO,
Gajadhar Sunuwar, chairman of DWO handed over the alternative bill to
Subedi and informed that the bill was prepared after collecting
suggestions and views from stakeholders and Dalit communities across
the country.
"It is unfortunate that the bill makes no mention of 'Dalits',
'reservations for Dalits', and 'positive discrimination'," reads an
excerpt of the background of the proposed bill.
"The bill has downgraded the Dalit movement for social justice through
education for Dalits, a community that has very little enrollment in
the secondary level and higher education," it added.
The alternative bill says Dalits are not prioritised for the post of
head-teacher in schools. They have asked political parties to
incorporate the issues of Dalits in education in the proposed bill.
