Ambedkar varsity quota stand triggers a row

LUCKNOW: It is a case of dalit versus other backward castes (OBCs).
Ironically, what has served as a trigger-point is the Babasaheb
Bhimrao Ambedkar University, which is located here.
While the issue is all set to snowball into a major political
controversy with backward leaders gearing up to take it up as pot-shot
against the Congress, the bone of contention is the university's
decision to deny reservation in admission to students belonging to the
OBCs.
Incidentally, all this has been done in utter disregard of the
provisions of the Central Educational Institutions (Reservation
Admission) Act, enacted by the Parliament in 2007 and also in
violation of University Grants Commission (UGC) guidelines for
adhering to the reservation policy in matter of appointment as well in
admission.
Started as a state project in 1989 by then chief minister N D Tiwari,
it was granted a Central university status under an MoU signed between
UP and the Centre in 1995.
Symbolically, it is being considered as a Congress project to
cultivate dalit support base in UP. Reason for this is not too far to
find. Its foundation stone was laid by late prime minister Rajiv
Gandhi. And when successive state governments evinced no interest in
its development, Motilal Vora, who was the governor of UP under
President's rule, chose to transfer it to the Centre in 1995.
But what brings criticism for the Congress is its failure to enforce
the Central Act for granting reservation to the OBC students in the
university. Under the provisions of the Act, they are entitled for
27.5 per cent reservation, while the remaining 22.5 per cent should be
meant for SC/ST category students.
Contrary to this, the university has reserved all 50 per cent seats
for SC/ST students. Not only this, this reservation has been further
exceeded to above 60 per cent.
This has been done artificially by way of treating those SC/ST
students in general category, whose qualifying marks are equal to
those of their counterparts from the general category. The qualifying
mark for the reserved category is 45 per cent and for those of general
category is 50 per cent.
