Dalit death: 3 cops shifted, 9 suspended

GHAZIABAD: The Ghaziabad police has transferred three policemen,
including the SHO of the Loni police station, and suspended nine
constables in connection with the alleged assault of a Dalit youth in
their area. Rishi (20) was allegedly beaten up on August 9 by a group
of men from Nithora village after their vehicles collided. Rishi was
taken to the police station and later died at a hospital. A police
officer said his family has alleged that the local police were in
connivance with the accused. Ghaziabad SSP Raghubir Lal said
preliminary investigations found the policemen had acted in a partisan
way. "A magisterial inquiry may be conducted," he added. Three of the
accused have been arrested while a search is on for the others.

NAGPUR: Akhil Bharatiya Mahatma Phule Samata Parishad on Thursday
organised a small celebration at the RBI square here, welcoming the
decision of the group of ministers on caste-based enumeration.
Parishad's city president and NIT trusteeKishor Kanhere garlanded
Ambedkar's statue amid bursting of firecrackers and playing of band.

Speaking on the occasion, he said the Samata Partishad, under the
leadership of Chhagan Bhujbal, was fighting for the cause for the last
17 years. It had been demanding inclusion of caste in the national
census process. The demand was raised so that the other backward
classes (OBCs) which were denied their due as per their strength would
get a better deal. Kanhere said he had filed a petition in the Supreme
Court in the matter where a decision was pending. "The pressure on the
government finally worked. The announcement on the caste count is an
Independence day gift for millions of OBCs in the country," said
Kanhere.

The Samata Parishad has thanked Bhujbal, BJPgeneral secretaryGopinath
Munde , Janata Dal(U) leaderSharad Yadav and MP Sameer Bhujbal for
forcefully pleading the case for enumeration of OBCs. For last seven
decades no such exercise was done to find out the numbers of the OBCs.
As a result, the community was not getting proportionate share in
national planning process and welfare schemes and reservation in jobs
and elections, said Kanhere.

Frustrated over the indecision of the Union government on the caste
count, the Samata Parishad had threatened a huge protest rally at
Ramlila grounds in Delhi on August 23.

Despite major political parties extending support to the demand for
caste count, the UPA government had not been able to take a final
decision on it even as the census operations began early this year.
Now the government has decided to register the caste count separately
in December.

Madurai, Aug 12(PTI) Alleging harassment of Dalits by police, a
petition has been filed in Madras High Court Bench here for a CBI
investigation into cases registered against Dalits and Caste Hindus in
connection with the October 2008 caste clash in Uthapuram village in
the district. Petitioner, Rajammal, a resident of Uthapuram, submitted
local police officers were harassing the Dalits by misuing the
contents of one of the First Information Reports, which stated that
around 300 Dalits were involved in the 2008 violence and clash. She
demanded a direction to the CBI to take action against the erring
police officers under the Scheduled Caste and Scheduled Tribes
(Prevention of Atrocities Act). The petitioner also prayed for a
direction to the Home Secretary to implement rule 13 of SC/ST rules
that envisaged that police officers posted in such areas had the right
aptitude and understanding of the problems faced by Dalits. She sought
an interim direction to the Police not to take any further proceedings
such as arresting the Dalits. She prayed for the transfer of the
Madurai Superintendent of Police and Inspector of Ezhumalai police
station,exercising jurisdiction over Uthapuram. Claiming that she
played a lead role in rescuing the Dalits against the police, she said
she feared that she would be victimised. Caste Hindus and Dalits of
the village clashed on October 1 over painting the wall of a local
temple, leading to a police lathicharge.

The Communist Party of India-Marxist (CPI-M) Thursday said that the
proposed caste census should ensure a 'scientific count' of Other
Backward Classes (OBC).

Party leader Sitaram Yechury told reporters outside parliament that an
OBC count would provide information about numbers of the community
which had been given reservation benefits by the government.

He said that methodology of the OBC headcount had to be decided by the
government.

'The count should be done scientifically. It is for the government to
decide how to do it,' Yechury said.

Finance Minister Pranab Mukherjee said Thursday that the Group of
Ministers on caste-based census tasked to look into the demand had
given the green signal to go ahead, but the final decision on 'how and
when this should be done' would be taken by the cabinet.

Mukherjee headed the ministerial panel.

NEW DELHI: A day after a ministerial panel gave its nod to caste
census, OBC satraps raised apprehensions about the feasibility of
doing the caste count at the stage of biometric capture, forcing the
government to assure them it was not trying to hoodwink them.

The OBC satraps were on their feet no sooner had the Lok Sabha
assembled on Thursday, raising doubts on the GoM's decision on
Wednesday to have caste count during the biometric stage. They implied
that it may actually sabotage their agenda to have a headcount of
OBCs.

The protest by JD(U), SP, BSP and RJD led to adjournment of question
hour, and the government for the first time made an official
announcement that caste census would happen but the modalities were to
be worked out.

Leader of the House Pranab Mukherjee said "caste will be canvassed
without affecting the integrity of headcount".

The statement was worked out in a meeting where Mukherjee and home
minister P Chidambaram told OBC leaders that caste count could only be
done at the stage when the biometric signs of citizens are taken.

While it was not spelt out officially owing to the technicality that
Cabinet was still to decide, the assurance bore fruit and LS resumed
duty.

The protesting outfits said caste count at the biometric stage would
never happen and it should be taken up during the headcount.

The biometric stage will see special camps being set up across the
country in November-December to collect fingerprints and iris scan of
people.

"Are we fools? Biometric stage will never come," SP chief Mulayam
Singh Yadav said. The leaders said biometrics would be a long-drawn
process. "This (biometric) exercise cannot be completed in 100 years.
The decision to hand out voter identity cards was taken 15 years ago
and has not been implemented completely," Sharad Yadav said.
