Lucknow, Nov 5:
Claiming big time revival of the Congress in Uttar Pradesh, senior
Congress leader and Union Minister for Food Processing Subodh Kant
Sahay said UP Chief Minister Mayawati had turned the state capital as
a city of deads and the statues.
''Lucknow could now be termed as a city of deads due to installation
of statues and memorials while lack of development or welfare schemes
for the poor people have forced them to earn their living through
begging'', he said.
Addressing a press conference here, Mr Sahay, who is here to campaign
for the Congress candidate in the Lucknow(West) bypolls scheduled to
be held on November 7, said gross misuse of public fund by the present
BSP government had given the Congress a boost among the masses as they
were now openly supporting the party to save their future.
''While Ms Mayawati has turned into a Queen but her Dalit supporters
changed into beggers in her over two year rule'', he said.
Talking about the irregularities in implementation of NREGA in the
state, he said it was unfortunate that Rs 2000 crore sanctioned by the
Centre for the scheme remained unutilised.
The Union Minister was, however, all praise for UPCC president Rita
Bahuguna Joshi, who was also present at the press meet, and even
termed her as 'Jhansi Ki Rani' for her fight against the Mayawati
government. ''Hats off to the lady for her fight against the regime
even after her house was burnt by the government goons'', he added.
Mr Sahay said the law and order situation in the state has
deteriorated and now people had started saying that Mayawati even
defeated Mulayam Singh Yadav in promoting the criminals.
Later in the day, he along with several other senior Congress leaders
would address an election meeting in Chowk area of the state capital.

Cong true well-wisher of farmers, Dalits: Digvijay

Ferozabad, Nov 5 : Congress general secretary and Uttar Pradesh
affairs in charge Digvijay Singh today claimed only his party was the
real well-wisher of the farmers as well as the Dalits.

Mr Singh said this while electioneering in favour of Raj Babbar, the
Congress candidate from Ferozabad Lok Sabha seat, on the last day of
campaigning.

He claimed only Congress had remained concerned about the rights of
the farmers and the Dalits.

''All other parties, including the ruling BSP, were working against
their benefits,'' the senior Congress leader asserted.

Union minister of state for Telecommunication Sachin Pilot, addressing
a public meet here said the central government gave a big relief to
the farmers by waiving 7,000 crores loan on them.

He said the farmers were facing the wrath of natural calamities, while
the Mayawati-led Uttar Pradesh government was misusing people's money
on parks and statues.

Ferozabad is the lone Lok Sabha seat which is going to by-elections on
November 7. The seat had fallen vacant after the resignation of
Samajwadi Party state unit president Akihlesh Yadav.

the son of party president Mulayam Singh Yadav.

Akhilesh's wife Dimple is in the race from the seat against Raj Babbar.

Moga : A request to lower the volume of a music system ignited a clash
between Dalits and Jat Sikhs in Chooharchakk village of Moga district
on Wednesday night, ending in the death of a 24-year-old Dalit.
Chamkaur, father of the deceased, Jeevan Singh, told the police that
Dhanna Singh of neighbouring Daudhar village — who came to pick up
Dalit workers from Chooharchakk regularly — would play very loud music
in his tractor which he parked in front of their house. Jeevan had
earlier requested Dhanna to play the music at a lower volume, his
father said.

On Wednesday, when Jeevan asked Dhanna to turn down the volume again,
it led to an altercation between the two. Soon, the members of the two
communities were fighting each other across the village. Around 8.30
pm, the Jat Sikhs allegedly opened fire on the Dalits, killing Jeevan
and injuring three of his friends, the police said. Jeevan was shot on
the back of his head. Deputy Superintendent of Police Gurmeet Singh
said as many as 10 rounds were fired from .12 and .315 bore weapons.

Though no arrests have been made till now, four persons— Dhanna Singh,
Shinder, Gopi and Seepa — have been booked for murder.

Armed with written commitments made by practically every party except
the BJP, the National Council of Dalit Christians (NCDC) on Thursday
demanded that the government extend Scheduled Caste status to Dalit
Muslims and Christians.

Referring to a petition pending in the Supreme Court, the NCDC said
the matter was being unduly delayed because of "indifference" on the
part of the Union government, which has not given its reply for over a
year and a half.

Meanwhile, "the National Commission for Scheduled Castes has
recommended that SC status must be extended to Christians and Muslims
of SC origin. The National Commission for Minorities, too, has
supported the demand," Delhi Archbishop Vincent Concessao said here,
briefing the media on behalf of the NCDC.

A dozen State governments and Union Territories have, according to
NCDC, recommended to the Centre that SC status to be extended to Dalit
Muslims and Christians. Besides, the Bihar, Uttar Pradesh and Andhra
Pradesh Assemblies have passed resolutions to this effect.

Further, the NCDC pointed out, the Congress brought the Constitution
(Scheduled Castes) Orders Amendment Bill in 1996 for extending SC
status to Dalit Christians on the ground that change of religion had
not altered their social and economic conditions.

CHENNAI: In a gruesome honour killing, a 21-year-old woman was
brutally murdered by her father and relatives in Tirupur district of
Tamil Nadu on
Wednesday for marrying a Dalit youth.

Sripriya, who belonged to the backward Kallar community, had fallen
love with A Badhrakali, while she was doing an internship for her B.Ed
course.

The couple eloped and got married in Salem on September 29. Police and
relatives said Sripriya's father Srinivasan and two relatives came to
Madathukulam, near Udumalpet in Tirupur district, on Wednesday. The
newly-wed couple was staying with Badhrakali's sister in Madathukulam.
Srinivasan asked Sripriya to come to Trichi to visit her mother who
was ill.

''She refused and told them she would decide after her husband
returned home. They left quietly,'' Badhrakali's brother-in-law
Chandrasekar said. ''Then the two relatives returned. When my wife
Rani and a neighbour questioned them, one man threatened them with a
knife while the other stabbed Sripriya,'' said Chandrasekar. Sripriya
was stabbed on her neck, breasts and abdomen.

CHENNAI: In a gruesome honour killing, a 21-year-old woman was
brutally murdered by her father and relatives in Tirupur district of
western Tamil
Nadu on Wednesday.

Sripriya, who belonged to the backward Kallar community, had fallen
love with a Dalit youth, A Badhrakali, while doing an internship to
get her B.Ed. The couple eloped and got married in Salem on September
29.

Police and Badhrakali's relatives said that Sripriya's father,
Srinivasan, and two relatives came to Madathukulam, near Udumalpet, on
Wednesday. The newly-wed couple was staying with Badhrakali's sister
in Madathukulam.

Srinivasan asked Sripriya to come to Tiruchi to visit her mother, who,
he said, was ill. "She refused and told them that she would decide
after her husband returned home. The trio then left," Badhrakali's
brother-in-law, Chandrasekar, said.

"After some time, the two relatives returned. When my wife, Rani, and
a neighbour questioned them, one man threatened them with a knife
while the other stabbed Sripriya," said Chandrasekar. Sripriya
received injuries to her neck, breasts and abdomen and died.

Udumalpet deputy superintendent of police C Raja said Srinivasan (65),
his nephew Asaithambi alias Rajkannan (27) and Pannadi (30) had been
arrested on Thursday for murdering Sripriya. They were booked under
Section 302 of the IPC. "The relationship between Sripriya and her
parents was strained ever since the inter-caste marriage. Preliminary
investigations revealed that the trio wanted to kill Badhrakali but he
was not at home," Raja said.

Sripriya and Badhrakali fell in love last year while interning at a
school close to his village of Azhagapuri, near Palani. Badhrakali's
relatives said they had been receiving threats ever since the couple
eloped.

Fearing a threat to their lives, the couple approached the Dindigul
police and submitted a complaint at the All-Women's Police Station in
Palani on October 5. The next day, Srinivasan and his relatives were
summoned to the police station. After hours of discussion, Sripriya
refused to leave Badhrakali. The angry parents then gave a written
undertaking disowning her and saying that they would no longer be in
touch with her.

"I spoke to Sripriya on the phone a couple of minutes before she was
murdered. She was under the impression that her father had a change of
heart. We would have been more careful if we had suspected their
motive," Chandrasekar said.

The girl's body was handed over to Badhrakali's family after the
post-mortem at the Udumalpet government hospital.

"Stabbing the breasts is a brutal way of protecting the honour of the
caste," said A Kathir, executive director of Evidence, an NGO working
in the areas of caste-based discrimination and violence.

Kathir, who visited Madathukulam and made enquiries, claimed that this
was the seventh honour killing in Tamil Nadu in the last two years.
"Torture and killing in the name of protecting the pride of the caste
or family are recorded as murder and not as honour killings," he said.

Last year, Dalit youth A Sivaji of Haridwaramangalam in Tiruvarur
district was killed by the relatives of his caste Hindu wife, Lakshmi,
who had married him against their wishes. He was kidnapped from his
home by an armed gang and then murdered. Lakshmi continued to live
with her in-laws and took her case to the National Human Rights
Commission. Following this, the Madurai bench of the Madras High Court
had directed the police to invoke penal provisions under the SC and ST
(Prevention of Atrocities) Act against the accused.
