The BSP President said all the cases against him are politically motivated, and have been filed at the behest of Congress leader and MoS in the Railways KH Muniyappa, a Madiga Scheduled Caste. Since the 2004 Assembly poll, he said, the Congress party has lost 42 seats because of the BSP and has been able to win only 68 seats in the House of 224.

Muniyappa, 54, currently the state BSP president, in the 2004 Assembly elections. Contesting from Satanur constituency, his candidature had consolidated the constituency's Scheduled Caste vote bank in favour of the BSP. He managed to dent the Congress vote share.

Ms Mayawati had rightly thought since Holiyars were already consolidated by the BSP, with Madiga consolidation, they could become a force to reckon with in the state
. Hence the choice of Mr. Marasandra Muniappa, since the Congress, BJP, and JDS always divided Holiyars and Madigas and gained political power. Now the congress due to intolerance, Congress leader and MoS in the Railways KH Muniyappa, a Madiga Scheduled Caste is used against Mr Marasandra Muniappa for fear of further damage to Congress, as the people have become fed up with Congress, BJP and JDS.
Babasaheb Dr. Ambedkar said that when untouchables are troubled by Upper Castes, that means the path they are treading is correct.

THE KARNATAKA BSP President Marasandra Muniyappa is doing a Mayawati
in Bengaluru. He has built a white mansion named after his leader and
a colony in the name of BSP founder Kanshi Ram. Unexceptional, except
for the fact that it is alleged he has done so by usurping land
belonging to poor Dalits. Not only is Muniyappa emulating his boss in
the amassing of personal property and building ostentatious memorials
to Dalit icons, he has been accused of cheating Dalits and grabbing
their property. Fed up with inaction, the Karnataka High Court
recently directed the home secretary, city police commissioner and the
chief secretary to explain why Muniyappa has not been arrested so far.

Muniyappa, 54, currently the state BSP president, was an unknown
entity until the 2004 Assembly elections. Contesting from Satanur
constituency, his candidature had consolidated the constituency's
Dalit vote bank in favour of the BSP. Although he lost the election,
he managed to dent the Congress vote share, proving consequential in
the victory of the BJP.

According to his affidavit filed before the Election Commission, he
did not possess any land in 2004. Luck smiled on him in 2008 and he is
now rumoured to be worth Rs 500 crore. During a BSP convention
attended by Mayawati, he was made president of the state party.

In the words of former state president B Gopal, Muniyappa played the
caste card. Belonging to the Madiga (cobbler) caste, which forms 8
percent of the state population, he seemed to be the ideal choice for
the post. Unlike the Holiyars (bonded labourers), the BSP had not been
able to rope in the complete support of the Madigas. Says Gopal, a
Holiyar, "Mayawati thought since Holiyars were already consolidated by
the BSP, with Madiga consolidation, they could become a force to
reckon with in the state.'' However, he adds, Mayawati does not know
that Muniyappa has no real support base.

So far, 34 cases of land-grab, cheating, intimidation, attempt to
murder and extortion have been registered against him. His ire has
been directed mostly against his own community. And most of his
victims have been poor, helpless Dalits from whom he has usurped land.
And others who are not Dalits like V Shankar and Bashir Ahmed have
been threatened with rape cases and SC/ST atrocities case if they dare
to challenge him.

Some of the major cases against him are as follows:
1. LAKSHMIPURA: Eleven acres in Bengaluru North taluk, Yeshwanthpur,
Lakshmipura were originally allotted to five poor Dalit women. Under
the Prohibition of Transfer of Certain Land (PTCL) Act, 1978, land
given to ST/SC cannot be sold or bought (even by other Dalits) without
the permission of the state government. But Muniyappa managed to
transfer the land. He formed a layout in nine acres, naming it after
BSP founder Kanshi Ram. 'The Kanshi Ram Layout' — the streets of which
have been named after other Dalit icons Jyotiba Phule, Sahu Maharaj
and Gautam Buddha — now mocks those whose condition they sought to
improve.

In the remaining two acres, Muniyappa constructed Mayawati White
House, and got it inaugurated by the UP CM herself. Gowramma and
Jayamma, now destitute, have got an injunction from the court. But
they have paid a heavy price for taking legal recourse. On 6 January,
Muniyappa and his henchmen made an attempt on the life of their
brother Veeranna, 46. A shocked Veeranna told TEHELKA from his City
Bowring Hospital bed, "Being a Dalit leader, Muniyappa should have
been working for the upliftment of Dalits, but he has become the
oppressor." A case has been registered at Hebbal against Muniyappa,
his son Sandeep and a few others. Muniyappa told TEHELKA the layout
and his house have been built on property bought by him, and he has
legal papers to back it up. He said neither he nor any of his party
members attacked Veeranna.

2. NEW INTERNATIONAL AIRPORT LAND CASE: Thirty acres belonging to
Dalit families, handed over to them through the PTCL Act by the state
government, have been allegedly sold by Muniyappa. This 30-acre
granite land is said to have fetched him close to Rs 60 crore. A case
has been registered against him at the Kodihalli police station,
Bengaluru.

3. V SHANKAR LAND CASE: Eyeing a 10,000 sq ft plot in the heart of the
city, Muniyappa allegedly got his henchman Domlur V Muniswamy to
threaten former director of Bangalore Development Authority (BDA) V
Shankar, 49. Shankar approached the Indiranagar police in 2009, even
confessing that he paid Rs 5 lakh to Muniswamy to reach a compromise.
But the threats continued unabated. Shankar also alleges that when he
brought the matter to Ulsoor Division Law Officer Venkataramanappa,
Muniyappa threatened him in front of the officer, warning that false
rape cases and cases under the SC/ST Prevention of Atrocities Act
would be filed against him.

4. DODDABALLAPUR LAND CASE: Around 200 acres of land near Anjanmurthy
layout in Bengaluru belonging to several Dalit families have been
acquired by Muniyappa through forged agreements. The landowners have
now filed a case against him, and are preparing to approach the court
to get their land back.

5. DODDABALLAPUR STONE QUARRY CASE: In another cheating case,
Muniyappa had sub-leased a stone quarry lease to one Syed Bashir Ahmed
in 2011, for which he took an advance of Rs 7 lakh. However, the lease
lapsed and due to environmental concerns further permission for
quarrying was denied. Muniyappa threatened to shoot Ahmed with the
rifle of the gunman provided to him by the government. A case of
cheating and criminal intimidation (under sections 420 and 506 of the
IPC) has been registered against him by the Thalaghat Pura Police of
Ramnagaram district. Muniyappa admits that he sub-leased his stone
quarry lease when it was about to expire. But he says Ahmed knew about
this at the time of signing the agreement.

THERE ARE other cases of alleged land-grab and extortion registered
against Muniyappa: the Nagadahalli land case, Rajankunte Housing
Corporation case and Byrasandra land case.

Dalits who lost their land have now come under the banner of DVSS —
Dalitarinda Dalitara Shoshana Virodhi Samithi — a forum against Dalit
oppression. In a case filed by them, the high court has asked the home
secretary, city police commissioner and chief secretary to give
reasons why this man, despite having a dozen cases registered against
him, has managed to hood-wink the law.

"I vaguely recall references like that being made but am not in a
position to tell you right now," said Home Secretary, RH Auradhkar,
when asked about these cases. City Police Commissioner Jyothi Prakash
Mirji, however, remembers the details. "We took action against him
(Muniyappa) earlier," he says. "But he got bail. We will do whatever
the court directs us to."

When contacted, the BSP President said all the cases against him are

After almost 10 days have elapsed since the murder of a dalit youth,
Atul Rathod at Rethal village in Sanand taluka, Sanand police finally
managed to lay its hands on the accused responsible for killing the
youth. The police arrested eight people involved in the scuffle that
resulted in Rathod's death.

Police arrested all people from Viramgam on Friday and produced them
in court. They have been taken in police remand till February 9. The
police sources said that the cops were on their trail for past few
days.

The police arrested Bharat Dodia, Jabbar Dodia, Balsang Dodia, Jasu
Dodia, Dheru Dodia, Raya Dodia and Suresh Solanki. Police sources also
said that the accused are been taken in police custody to confiscate
weapons, including the one used in the murder.

Talking to DNA, the investigating officer RC Pathak said that we need
to recover even the clothes that the accused were wearing in order to
prove the case. The police had earlier, arrested one person in
connection with the murder case.

Sanand police had come under severe criticism for faulty investigation
in the case and not reacting timely. The dalits of the area, however,
are still not satisfied with the police investigation. A source close
to the development said that cops have acted irresponsibly while
arresting the accused and were not able to arrest them earlier
immediately after the murder.

Atul Rathod was killed in a scuffle between Rajputs and dalits in the
Rethal village, when a group of Rajputs attacked dalits. The reason of
the scuffle is believed to be an old complaint under atrocity act
filed against the Rajputs by a dalit. Rathod was killed when the
dalits were attacked in connection to the old complaint.

However, despite agitations by dalits the police did not react. In
order to make cops react they placed Rathod's body in the police
station for a day.

Dealing with exclusion

The anthology invokes memories of a world that is experienced in a way
different from the present.

Dalit is a condition. Historically it has been willed on one set of
people by another. By taking away their land. By denying them
language. By negating their sense of self — the pre-eminent condition
of ownership. Worst, erasing their memories. Refusing them a place in
history or a history of their own. Even as we recount one by one the
chilling details of such crimes by man against man, we are aware that
we have recourse only to the language of the victor and the concepts
of the victor to narrate them. The lifeworld of the Dalit, the horizon
of all his experiences, stands systematically destroyed by powers that
enjoy dominance. In place of this collective and inter-subjective
ground of perceiving, all that becomes available are the possibilities
put in place by those who have displaced them from history.

The recognition by the Dalits that these possibilities are immense and
can be put to strategic purposes to write themselves into history has
resulted in the outstanding Oxford India Anthology of Malayalam Dalit
Writing edited by M. Dasan, V. Prathibha, Pradeepan Pampirikkunnu and
C.S. Chandrika. The anthology, comprising 55 selections by 36 writers
of poetry, fiction, drama, autobiography, biography and archival and
critical prose, uses the very tools of modernity to conjure a
worldview and construct a subjective experience not organised on the
primacy of the individual or instrumentalist reason. It invokes
memories of a world that is experienced in a way different from the
present, celebrating the wisdom of a community and beliefs that are
other-worldly. In so doing, they erect alternative cosmological and
theological frameworks as Poikayil Appachan does when he says, let me
add something in my own melody and goes on to speak of the ancient
race that made this land fertile and how at one point they became
slaves of this region.

Alternative systems

It is a daunting task — recording alternative systems of knowing — and
the quartet of editors, and supported by the Government of Kerala,
carries it out admirably. They have not compromised by yielding to the
demands of the market or mainstream academia and in so doing have made
possible a collection that will go on to change the existing canon of
Malayalam literature. A galaxy of 19 translators, among them
award-winning translators like K. Satchidanandan, A.J. Thomas, Valson
Thampu and Catherine Thankamma have moved the texts from varied
registers in Malayalam into an English they have boldly crafted for
the purpose. No one can ignore this book — significantly brought out
in the centenary year of Oxford University Press.

Let me explain how such a revisionary exercise of re-drawing the canon
of Malayalam literature can be undertaken. Though methodologically we
can adopt several mechanisms, I limit myself to three: One, an
epistemological revision — in the choice of an explanatory paradigm,
two, an ethical revision — in the choice of strategies by which the
ideological implications of representation are drawn up, in order to
comprehend current social problems and three, an aesthetic revision —
in the choice of narrative strategy.

Till date, the discourses of the Dalits have centered on principles of
exclusion and inclusion or absence and presence. We have several
important texts that examine the modes of exclusion or absence, which
is a political stand, and a whole series of writings that examine the
terms or the language of exclusion, which is an aesthetic stand. If we
examine these texts closely, we can see that both sets assume a
subordinate position — even while employing the polemical language of
resistance. Conceptually and linguistically, they are always already
situated in a position of subordination.

Dalit scholars like Paul Chirakkarod and Kaviyoor Murali who find a
prominent place in the anthology have recognised this and have
contested the tendency to treat caste as the sole instrument of
oppression. They aim to recreate caste as a new identity of self
assertion and pride. I see the historic importance of this book as
marking a move away from what I would call the mindset of the
subordinated.

New concepts

This book opens up new domains of knowledge that not only bring new
objects, new concepts and new techniques to light, but also give rise
to totally new forms of subjects and subjects of knowledge. As is now
well documented, the subject of knowledge itself has a history or, to
put it in a different way, truth itself has a history; not static but
constantly shifting and modifying existing systems. Viewed
objectively, this book marks a radical intervention in truth positions
and the history of truth positions. This calls for reworking the
theory of the subject, because we see before us the happy act of the
Dalit writing himself into subject positions.

Equations of power have definitely shifted as even a cursory look at
the writings of K.K. Kochu in this anthology will prove. If the Dalit
was the object of study earlier — in governmental records or
missionary narratives or high literary texts — he is the determining
subject now. He is the agent of his own change; the master of his own
destiny. This is clear from the introduction, clear from each and
every selection included in this anthology.

In the poem "My Soil" included in this anthology K.K.S. Das puts forth
these ideas in a language that only a poet has access to:

Breaking the chest of hell/ an ember,/ the flowers of thorny plants/
hurl my patrimony/ over the head of dharmashastras.

Breaking the boundary-stones of generations/ in the heart of my father
land/ I am born again.

Bangalore : Karnataka Government today directed police to probe the
alleged torture of a dalit girl in Bijapur district recently and
promised that stringent action would be taken against the guilty.

Replying to the issue raised by Srinivas Prasad (Cong) during zero
hour in the state assembly, Chief Minister D V Sadananda Gowda agreed
that the girl's torture was an "inhuman act" and asserted that
government would not tolerate such incidents.

Prasad said that in Boodihal village of Bijapur district, the owner of
a land had tied the girl to a tree and tortured her after she cut some
'jowar' plants to feed her cattle.

He refused to release the girl despite her pleas and also other dalits.

According to reports, Ninganna Biradar fled when police arrived on the
scene and set the girl free.

Gowda said that police have been asked to submit a report and action
will be taken after receiving it.

He said the government has also directed the Mandya district police to
investigate the recent honour killing of a girl by her family members.

The Kalahandi Dalit Samaj has condemned the incident at Dombpada of
Lathore village under in Balangir district, in which several houses of
Dalits were set ablaze by a group of people during a clash on January
22.

It has decided to organise a massive rally here in protest against the
incident. A preparatory meeting for the rally was held here on
Thursday where senior lawyer Jasobant Naik, Chhabilal Nial, Kumuda
Ranjan Naik, Satyabadi Naik, Mangal Pal, Lambodar Durga, Baidyanath
Behera, Kanhucharan Sunani, Jalandhar Behera, Chandra Naik, Aswin
Chandan, Jagdish Naik, Pradip Naik, Saroj Bag, Biranchi Mahanand and
Santanu Bag were present.

BERIPADA: A school headmaster was arrested on the charges of
misbehaving with a minor Dalit girl in a residential school in
Badampahad area of Mayurbhanj district.� Bhandan Sevashram headmaster
Krupasindhu Dalai (45) has been produced in the court and remanded in
judicial custody on Sunday.

Police said Dalai, a native of Bahugram village under Udala police
limits, allegedly molested the 13-year-old girl who is a student of
Class VII. He, however, let her go when the cook of the school spotted
him and raised an alarm.

�A case was registered against the headmaster following the complaint
of the girl. As soon as the news spread, tension ran high in the area
as the locals besieged the school demanding dismissal of the
headmaster and stringent action against him. They were pacified after
the local� officials assured them to look into the safety of the
students.

DICCI to open its 6th chapter in city

NAGPUR: The Dalit Indians Chamber of Commerce and Industries (DICCI),
which was set up on April 14, 2005 in Mumbai, will be opening an
office in Bajaj Nagar on Sunday. This would be its sixth chapter with
the other offices being in Mumbai, Delhi, National Capital Region
(NCR), Bangalore and Hyderabad.

The DICCI attempts to bring all Dalit entrepreneurs on a single
platform and bring about development largely in their community and
has been set up on the lines of the Confederation of Indian Industries
(CII). It has nearly 1,400 members from all over India.

"Nagpur has huge potential to grow industrially," said Arun
Khobragade, who will assume the charge of chairman of the Nagpur
chapter during the installation ceremony on Sunday evening. Nishay
Shelke and Sanjay Gosavi would be the vice-presidents.

Khobragade, an IIM graduate, revealed that deputy CEO with Bombay
Stock Exchange (BSE) Ashish Kumar Chavan would be present on the
occasion along with DICCI chairman Milind Kamble. "Over 125
entrepreneurs have joined and requests are still coming. We will
reopen the membership in August," he said.

The former VP of ABN-Amro Bank said DICCI members were contributing to
about 4% to the GDP and 20% to the small and medium enterprises (SME)
sector. "Initially, we will focus on creating opportunities for
members and empowering them through information and knowledge
exchange. We will conduct skill development and entrepreneurship
development programmes," he said.

Samir Fulzele, a distributor for HCL products who joined DICCI, said,
"We will now get a chance to interact with business leaders and take
inspiration from them," he said.

The main problem here is a lack of izzat (respect). Politicians
here do not value the izzat of the aam aadmi.

My mission is to transform UP.

Will not budge from this till my work is done- that is when the
people here can support themselves, stand on their own feet.

Till then, Rahul Gandhi will be seen with farmers, in villages, at
the homes of poor people.

Wherever I go, the aam aadmi tells me that for 20 years, they have
been fooled by the government in power.

We have not come here for a compromise...we will strike any deal
only with the people of UP, not with others.

Lokpal Bill -we had a revolutionary idea to make it a
constitutional body like the Election Commission. A bill that gives
true power to a Lokpal. I saw with my own eyes opposition party
leaders laughing at this idea. When we asked them, why did you not
pass this idea? They said it is because "This is not our idea. This
is Rahul Gandhi's idea."

This (constitutional status) is going to happen, whether we like it or not.

We have put ministers in jail for corruption. We have given you
Right to Information Act. They (BJP) have a chief minister in Gujarat
who is fighting the Lokayukta there.

It's not that people are not happy with the performance of
majority of our MPs. Most of them are doing well, some are not
performing well.

Are we going to grow like Kerala or are we going to stay where we
are? This is the question for UP. It cannot be transformed in six
months. But you can make a huge beginning if your chief minister
decides he or she wants change. Mayawati and Mulayam ji, with all due
respect, do not want to change UP.

Anybody who says caste does not exist in UP has not walked the
streets of UP.

With Sam Pitroda, we had a man from a small community that feels
disempowered...and I was saying there is hope for you in this country.
There is one person who has done it...you can do it too. It was a
message of equality.

I respect Kanshi Ram, I think he has moved the politics of UP
further. I am fond of Mayawati , I respect her.

My problem with Mayawati -ji is that she has forgotten how to
listen to the people of UP.

UP has lost hope. How do you change a state? You go to a village,
you give it hope.

Uttar Pradesh is slowing India down, and it is not UP's fault. We
are not going to tolerate this anymore. Full stop. End.

Rahul Gandhi has no Shakti. I have no power. I take voices of
people to the Lok Sabha and make it heard.

The only thing I have is that some people believe in me. If one
person in UP believes me, that is enough for me.

We politicians are just transmitters. Our job is to listen and
transmit. Our job is to understand and transmit.

Throw a shoe at me. Do whatever. I am not scared of anyone.

KOCHI: Strict actions will be initiated against those local bodies
that divert the fund allotted for the welfare of the schedule caste
and schedule tribe communities, said� S Subbaiyya, Director of SC/ST
Development Department, the other day.

He was speaking at a meeting convened to assess the various SC/ST
welfare projects.

"The funds have been allotted in a bid to assist the� SC/ST
communities to be a part of the mainstream," he said and instructed
the authorities concerned to serve notice if there has been any
confirmation of the funds being diverted.

"The funds are strictly

allocated for the welfare purpose. Local bodies should use such funds
to train the community members on various vocations like catering
technology, nursing and also for their self employment," he said.

Subbaiyya said that there is ample scope for farming and other
small-scale industries. To utilise such sectors extensively, more
plots should be allotted, he said.

Subbaiyya has also asked the authorities concerned to submit projects
which can make SC/STs communities to opt service sectors.

�The projects should be submitted within February 25.

"Government has initiated project Vigyanwadi to make schedule caste
students tech-savvy. Provisions should be made at the earliest to open
such Vigyanwadis having library, computers and Internet facility in
all the panchayats," he pointed out.Subbaiyya also said that funds
should be provided to start agro-based service centres which will help
them buy agricultural equipment like tractors, tillers etc, and� also
to start micro-industrial units which will provide training to youth
belonging to the same category.

MUMBAI: The Republican Party of India (RPI) chief Ramdas Athawale
criticised dalit leaders Prakash Ambedkar and Jogendra Kawade on
Monday for sealing alliance with the Congress and NCP for the upcoming
civic polls.

"When I was with Congress, the party did not take along even a single
(dalit) leader. It's good that they (BBM and PRP) have formed an
alliance with Congress and NCP. It will make no impact on us. Congress
has netted two fishes in the form of Prakash Ambedkar and Jogendra
Kawade," the RPI chief added.

He was speaking after releasing the list of six candidates from his
party for the BrihanMumbai Municipal Corporation (BMC) elections while
training his guns on Prakash Ambedkar and Jogendra Kawade, the
presidents of Bharipa Bahujan Mahasangh (BBM) and People's Republican
Party (PRP) respectively, for forging alliance with Congress and NCP
combine.

RPI, which is contesting the city civic poll in alliance with Shiv
Sena and BJP, has been allocated 29 seats out of which the dalit
outfit has ceded two seats to Dalit Panther Party led by Namdeo
Dhasal.

Speaking about the cracks developed in the Shiv Sena, BJP and RPI
allaince in some civic bodies, Athawale said, "As the dispute is
between the partners, things are becoming difficult".

SEAT BREAK-UP

RPI, which is contesting the civic polls in allaince with the Shiv
Sena and BJP, has been allocated 29 seats, out of which two seats have
been ceded to Namdev Dhasal-led Dalit Panther.
