Inspired by the way Mayawati government, the Central government has
decided to replicate the Uttar Pradesh model to track mid-day meal
scheme to cross-check if children get their hot meal in schools. The
HRD ministry has decided to have a nation-wide short messaging service
(SMS) alert
system to monitor the Rs 10,000 crore mid-day meal scheme. Under the
scheme, the school children till upper primary level are provided hot
cooked meal once a day.

Mayawati government in UP was the first to introduce a software based
SMS system, wherein the school principal and a few parents received an
automatic message the day less than 50 percent or a large number of
school children were served mid-day meal.

The SMS was generated on basis of information on mid-day meal feed by
teacher in-charge of the scheme into an online monitoring system. The
principal was required to give an explanation through SMS and parents
to verify the claim.

A senior HRD ministry official said the national system will be
improvement of the UP model and no money will be charged from parents
for sending an SMS system to the national server. A successful pilot
has been implemented in Bihar and the ministry expects to cover 12
lakh schools across India by June this year.

Every school will have to feed information regarding the mid-day meal
served to children every day and the type of food. They will be
required to provide details about the quantity of food-grains they
received and the amount used.

The entire information generated would be in public domain on the new
mid-day meal website. "It will help in curbing corruption and ensure
that children get good quality food," HRD minister Kapil Sibal said,
after launching the website on which the mid-day meal scheme
information will be available.

The UPA government has been critical of UP government over
implementation of Central schemes and had detected irregularities in
National Rural Health Mission and Mahatma Gandhi National Rural
Employment Guarantee Scheme. But, the government had no problem in
adopting a UP's innovation.
 

Verse 53. Those Born Into This World Must Acquire Much Merit

As from a mass of flowers
many a garland may be made,
so by one born mortal
should many good deeds be done.
Explanation: The deft maker of garlands takes a variety of flowers. Out of these he creates garlands of different strands and variegated arrangements. In the same way, those who are born into this world should, out of their lives, create good, wholesome, meritorious actions of a vast variety.
Dhammapada Verse 53

Yathapi puppharasimha
kayira malagune bahu
evam jatena maccena
kattabbam kusalam bahum

Verse 53: As from a collection of flowers many a garland can be made by an expert florist, so also, much good can be done (with wealth, out of faith and generosity) by one subject to birth and death.

1. kattabbam kusalam bahum: much good may be done. According to the Commentary, it means many deeds of merit should be done with wealth, out of faith and generosity.

The Story of Visakha
While residing at the Pubbarama monastery in Savatthi, the Buddha uttered Verse (53) of this book, with reference to Visakha, the famous donor of the Pubbarama monastery.
Visakha was the daughter of a rich man of Bhaddiya, named Danancaya, and his wife Sumanadevi, and the granddaughter of Mendaka, one of the five extremely wealthy men of King Bimbisara's dominions. When Visakha was seven years old, the Buddha came on a tour to Bhaddiya. On that occasion, the rich man Mendaka took Visakha and her five hundred companions with him to pay homage to the Buddha. After hearing the discourse given by the Buddha, Visakha, her grandfather and all her five hundred companions attained Sotapatti Fruition.
When Visakha came of age, she married Punnavadahana, son of Migara, a fairly rich man from Savatthi. One day, while Migara was having his meal, a bhikkhu stopped for alms at his house; but Migara completely ignored the bhikkhu. Visakha, seeing this, said to the bhikkhu, "I am sorry, your reverence, my father-in-law only eats leftovers." On hearing this, Migara flew into a rage and told her to leave his house. But Visakha said she was not going away, and that she would send for the eight elderly rich men who were sent by her father to accompany her and to advise her. It was for them to decide whether she was guilty or not. When the elders came, Migara said to them, "While I was having my rice-with-milk in a golden bowl, Visakha said that I was taking only dirt and filth. For this offence, I'm sending her away." Thereupon, Visakha explained as follows: "When I saw my father-in-law completely ignoring the bhikkhu standing for alms-food, I thought to myself that my father-in-law was not doing any meritorious deed in this existence. he was only eating the fruits of his past good deeds. So, I said, 'My father-in-law only eats leftovers.' Now Sirs, what do you think, am I guilty?" The elders decided that Visakha was not guilty. Visakha then said that she was one who had absolute and unshakable faith in the Teaching of the Buddha and so could not stay where the bhikkhus were not welcome; and also, that if she was not given permission to invite the bhikkhus to the house to offer alms-food and make other offerings, she would leave the house. So permission was granted to her to invite the Buddha and his bhikkhus to the house.
The next day, the Buddha and his disciples were invited to the house of Visakha. When alms-food was about to be offered, she sent word to her father-in-law to join her in offering food; but he did not come. When the meal was over, again she sent a message, this time requesting her father-in-law to join her in hearing the discourse that would soon be given by the Buddha. Her father-in-law felt that he should not refuse for a second time. But his ascetic teachers, the Niganthas, would not let him go; however, they conceded that he could listen from behind a curtain. After hearing the Buddha's discourse Migara attained Sotapatti Fruition. He felt very thankful to the Buddha and also to his daughter-in-law. Being so thankful, he declared that henceforth Visakha would be like a mother to him, and Visakha came to be known as Migaramata.
Visakha gave birth to ten sons and ten daughters, and ten sons and ten daughters each were born to everyone of her children and grand-children. Visakha possessed an immensely valuable gem-encrusted cloak given by her father as a wedding present. One day, Visakha went to the Jetavana monastery with her entourage. On arrival at the monastery, she found that her bejeweled cloak was too heavy. So, she took it off, wrapped it up in her shawl, and gave it to the maid to hold it and take care of it. The maid absentmindedly left it at the monastery. It was the custom for the Venerable Ananda to look after the things left by any one of the lay disciples. Visakha sent the maid back to the monastery saying, "Go and look for the bejeweled cloak, but if the Venerable Ananda had already found it and kept it in a place do not bring it back; I donate the bejeweled cloak to the Venerable Ananda." But the Venerable Ananda did not accept her donation. So Visakha decided to sell the bejeweled cloak and donate the sale proceeds. But there was no one who could afford to buy that bejeweled cloak. So Visakha bought it back for nine crores and one lakh. With this money, she built a monastery on the eastern side of the city; this monastery came to be known as Pubbarama.
After the libation ceremony she called all her family to her and on that night she told them that all her wishes had been fulfilled and that she had nothing more to desire. Then reciting five verses of exultation she went round and round the monastery. Some bhikkhus hearing her, thought she was singing and reported to the Buddha that Visakha was not like before, and that she was going round and round the monastery, singing. "Could it be that she had gone off her head?" they asked the Buddha. To this question, the Buddha replied, "Today, Visakha had all her wishes of the past and present existences fulfilled and on account of that sense of achievement, she was feeling elated and contented; Visakha was just reciting some verses of exultation; she certainly had not gone off her head. Visakha, throughout her previous existences, had always been a generous donor and an ardent promoter of the Doctrine of successive Buddhas. She was most strongly inclined to do good deeds and had done much good in her previous existences, just as an expert florist makes many garlands from a collection of flowers."
Then the Buddha spoke in verse as follows:
Verse 53: As from a collection of flowers many a garland can be made by an expert florist, so also, much good can be done (with wealth, out of faith and generosity) by one subject to birth and death.
At the end of the discourse the rich lady attained Sotapatti Fruition.

BSP is not against any caste or religion and wanted to build a society based on the principles of equality. Mayawati has given tickets to candidates belonging to all sections of society during the current assembly elections.
BSP had formed government in UP four times because of its "good and pro-people policies",it  exuded confidence that the party will repeat its performance once again this time. People would bring BSP back to power for the fifth time in the state as it always works for the welfare of all sections of society.
Non-BSP governments are formed with the help of rich people and so they make policies which favour them, BSP is the only party which makes policies for the welfare of all sections.
BSP government did not tolerate atrocities against women, SC/STs and other weaker sections and the culprits are immediately sent behind the bars.
Charisma of AICC General Secretary Rahul Gandhi will not work there. The grand old party and BJP are contesting for the third and fourth positions.

Uttar Pradesh's Sarvajan living hugely improved lives in the last five years of rule by Mayawati, a CM from the community . Hence she remains their icon and BSP the party they identify with-because it draws legitimacy, inspiration and ideology from Babasaheb Ambedkar.

The future of Indian democracy depends a great deal on a revival of Dr.
Ambedkar's visionary conception of democracy. This vision also needs to be
enlarged and updated in the light of recent experience. Revolutionary
Democracy Dr. Ambedkar's vision of democracy was closely related to his
ideal of a "good society". He did not leave room for any ambiguity
regarding the nature of this ideal. On many occasions, he stated that he
envisaged a good society as one based on "liberty, equality and
fraternity". Democracy, as he saw it, was both the end and the means of
this ideal. It was the end because he ultimately considered democracy as
coterminous with the realisation of liberty, equality and fraternity. At
the same time, democracy was also the means through which this ideal was
to be attained.

Dr. Ambedkar's notion of "democratic government" went back to the
fundamental idea of "government of the people, by the people and for the
people". But "democracy" meant much more to him than democratic
government. It was a way of life: "Democracy is not merely a form of
government. It is primarily a mode of associated living, of conjoint
communicated experience. It is essentially an attitude of respect and
reverence towards fellowmen."

Another crucial feature of Dr. Ambedkar's conception of democracy is that
it was geared to social transformation and human progress. Conservative
notions of democracy, such as the idea that it is mainly a device to
prevent bad people from seizing power, did not satisfy him. In one of the
most inspiring definitions of the term, he defined democracy as "a form
and a method of government whereby revolutionary changes in the economic
and social life of the people are brought about without bloodshed." ...

Dr. Ambedkar's passion for democracy was closely related to his commitment
to rationality and the scientific outlook. At an obvious level,
rationality is necessary for democratic government since public debate (an
essential aspect of democratic practice) is impossible in the absence of a
shared adherence to common sense, logical argument and critical enquiry.
Rational thinking is even more relevant if we adopt Dr. Ambedkar's broad
view of democracy as a state of "liberty, equality and fraternity".
Indeed, rationality is conducive if not indispensable to the realisation
of these ideals. ...

There is also a close affinity between rationality and equality. For one
thing, propaganda and manipulation are common tools of subjugation. The
caste system, for instance, has been propped over the centuries by an
elaborate edifice of unscientific dogmas. The scientific outlook is
essential to liberate and protect oneself from ideological manipulation.
For another, the scientific spirit has a strong anti-authoritarian
dimension. Authority rests on the notion that one person's view or wish
counts more than another's. In scientific argument, this is not the case.
What counts is the coherence of the argument and the quality of the
evidence. In that sense, the scientific outlook is a protection against
the arbitrary exercise of power.

There is a view that reason and science are "western" notions, alien to
the people of India, who have their own "modes of knowledge". This view is
bound to astonish anyone who has cared to read the Buddha's teachings.
Many centuries before Descartes, Buddha urged his followers to use their
reason and not to believe anything without proof. In "Buddha or Karl
Marx", one of his last speeches, Dr. Ambedkar includes the following in
his summary of the essential teachings of the Buddha: "Everyone has a
right to learn. Learning is as necessary for man to live as food is ...
Nothing is infallible. Nothing is binding forever. Everything is subject
to inquiry and examination."

This is not to deny that there are other modes of knowledge than rational
argument and scientific discourse. That is the case not only in India but
all over the world. For instance, no amount of rational argument can
convey what a jasmine flower smells like. Direct experience is
indispensable. Similarly, if you hold the hand of an Iraqi child who has
been wounded by American bombs, you will learn something about the nature
of this war that no amount of scientific information on "collateral
damage" can convey. In The Buddha and His Dhamma, Dr. Ambedkar gives a
fine account of the distinction between vidya (knowledge) and prajna
(insight). In the step from vidya to prajna, non-scientific modes of
learning often play an important role. But this does not detract from the
overarching importance of rationality in individual awakenment and
social living.

One reason for bringing this up is that recent threats to Indian democracy
often involve a concerted attack on rationality and the scientific spirit.
I am thinking particularly of the Hindutva movement. As various scholars
have noted, this movement can be interpreted as a sort of "revolt of the
higher castes": an attempt to reassert the traditional authority of the
upper castes, threatened as it is by the expansion of political democracy
in independent India. This reassertion of Brahminical authority in the
garb of "Hindu unity" involves a suppression of rational thinking and
critical enquiry. That is the real significance of the seemingly
"irrational" statements and actions we are witnessing day after day from
political leaders of the saffron variety: the call for teaching astrology
in universities, the substitution of myths for history, the search for
Lord Ram's "authentic" birthplace, the handover of research institutions
to certified obscurantists, among other recent examples. I doubt that Mr.
Murli Manohar Joshi really cares for the inclusion of astrology in the
university curriculum, but what he has good reason to care for is the
nurturing of a spirit of submission to Brahminical obscurantism. Resisting
this and other attacks on rationality is an important requirement of the
defence of democracy in India today.

One of the most interesting features of Dr. Ambedkar's political
philosophy is his stress on the ethical dimension of democracy, or what he
called "morality". One aspect of this is the importance of "constitutional
morality", that is, of abiding by the spirit of the constitution and not
just its legal provisions. Going beyond this, Dr. Ambedkar felt that
"morality", in the sense of social ethics, was indispensable for the
realisation of liberty and equality. In the absence of morality, there
were only two alternatives: anarchy or the police. ...

In fact, one of Dr. Ambedkar's many criticisms of caste system was that it
undermines social rationality and morality. In Annihilation of Caste, he
thundered: "The effects of caste on the ethics of the Hindus is simply
deplorable. Caste has killed public spirit. Caste has destroyed the sense
of public charity. Caste has made public opinion impossible. A Hindu's
public is his caste… Virtue has become caste-ridden and morality has
become caste-bound." He ultimately identified mortality with "fraternity"
- "a sentiment which leads an individual to identify himself with the good
of others".

Dr. Ambedkar's attraction to Buddhism has to be seen in the light of his
twin commitment to morality and reason. Not only did he regard Buddha's
"Dhamma" as compatible with (indeed committed to) reason, he also saw it
as an expression of the ideal of "liberty, equality and fraternity". At
one point he even stated that this ideal of his derived directly "from the
teachings of my master, the Buddha". Towards the end of his life, he even
seems to have nurtured the hope that the Dhamma would become a universal
code of social ethics. ... ...

In practical terms, the best course of action may be to revive the
Directive Principles of the Constitution, and to reassert that these
principles are "fundamental in the governance of the country" (Article
37). Indeed, in spite of much official hostility to these principles
today, there are unprecedented opportunities for asserting the economic
and social rights discussed in the constitution - the right to education,
the right to information, the right to food, the right to work, and the
right to equality, among others. Dr. Ambedkar's advice to "educate,
organise and agitate" is more relevant than ever.
BSP rule has made much difference even to Ambedkar villages which were conceived in 1991 to bring their residents, particularly SC/STs, into the mainstream. When implemented in 1995, the scheme became a source of heartburn exposing Mayawati to the charge that she was excessively focused on SC/STs which is not true.
Ms. Mayawati Ji Led Government's four-year term Has been very promising and the best in the sphere of "Law & Order and Crime Control" Besides "Development and Public Welfare, especially in rural areas to the entire people.
After its four-year term, has kindled a new ray of "bright" future among the general public in the State, especially the SC/STs, backwards, religious minorities and upper-caste poor in respect of law and order and crime control together with development and public welfare activities.
This very government, by pursuing the path shown by great saints, gurus and seers born in backward classes, especially Mahtma Jotiba Phule, Chhatrapati Shahuji Maharaj, Shri Narayana Guru, Baba Saheb Dr. Bhimrao Ambedkar and Manyawar Shri Kanshiram Ji in development and public welfare activities with government following the policy of "Sarvajan Hitay – Sarvajan Sukhay".
Besides, to honour these backward-born great "Saints, Gurus and Seers", various magnificent spots, memorials, museums, parks, etc have been constructed in the state, on which the total budgeted government amount spent is even less than 1%; the remaining funds having spent on law and order, crime control, development and public welfare activities.
In the last four years, the central government did not release on time its share payable to the state totalling Rs. 21,385 crore. If this amount had been paid by the centre in time, achievements of the state government could have been far better.
Not only this, the "special economic package' of Rs. 80,000 crore sought from the central government for the total development of the state, especially Bundelkhand and Poorvanchal in view of the poor and pitiable economic conditions inherited from the previous governments, no money was received from the central government at all.
Thereafter, under government's new development strategy several major projects /schemes on the PPP-model, like the Ganga Express-way, Yamuna Express-way and Upper Ganga canal were prepared to spur development in the state in which no central investments were involved except a departmental 'no objection ' from them; the centre, however, did not cooperate even in this matter.
And yet, with "correct mobilization of resources and improved financial management" the state government generated an atmosphere Development, notable achievements of which are enumerated in http://sarvajan.ambedkar.org
NOTE-1-Since the formation, in 1995 of the first government of Hon'ble Chief Minister Ms. Mayawati Ji in Uttar Pradesh, its priority has been the total development of the poor and the backward SC/ST, other backward classes,Religious minorities and disables persons-who had remained neglected for centuries and during earlier governments. By separately creating Uttar Pradesh Welfare Department and other ministries, there has been considerable improvements in their condition at every level and\ every sphere.
1.    This government in the last four years has undertaken several activities at a total cost of Rs. 37,000 crore (Rs. 36,795 crore), outlay of 21.21 and 100% expenditure on the development of "SC/ST" under special component plan which are chiefly – increase in the rate of post matric for (Scheduled Castes), eligibility level of income increased from 1lakh to Rs.2 lakh,, scholarships fora all students (girls and boys) from class 1 to 8, establishment of 'bhagidari bhavan' at Lucknow and Agra, including Training institutes at Aligarh and Rae Bareli to coach SC/ST youth for recruitment to high-level services like I.A.S and P.C.S; recruitment in Government posts through a drive to clear the backlog; for the first time Reservation in contracts upto Rs.25 lakh for SC/ST, so far, contracts worth Rs.1,623 crore allotted; about 4 lakh S/C families allotted more Than 3,500 hectares of land.; 16 Mahamaya Polytechnics for Information Technology set up for these categories of students; regularisation of Landless SC/ST people in possession of gram sabah land upto13May, 2007;  formal right of possession letters (pattas) awarded to 9,431 persons; about 3000 genuine lease-holders benefited by removing illegal usurpers from their land; creation of employment totalling 5,945 lakh man- days for men and 2,089 lakh for women belonging to SC/ST classes created in rural areas; about 8 lakh S/C families benefited by writing-off debts amounting to Rs.120.28 crore of Uttar Pradesh SC/ST Development Corporation; electrification on large-scale of SC/ST bustees /majras and appointment of 23% from these classes only of SOs in police stations; provision of reservation also in state government-aided private enterprises; allotment of more than 4,000 fair price shops; together with the establishment of a Rs.100 crore "leather park and shoe mandi": in Agra, exemption from VAT of Agra Footwear Industry.
2.       "Other Backward Classes" – in the last four years 2 lakh landless people allotted lease of about 50,000 hectares of agricultural land; effective implementation of 27% reservation for OBSc in the allotment of fair price shops in the urban and rural areas under the public distribution system; computerisation of the entire procedure of scholarship under the backward classes Welfare department; more than 50 lakh students (girls and boys) benefites by scholarships under the scheme of aid to the poor families of backward classes on account of marriage and illness about Rs.50 crore spent every year; apart from increasing the "creamy layer" annual income limit of these classes from Rs.3 lakh Rs.5lakh, about Rs.250 crore spent to reimburse the admission fees of students studying in post matric classes.]
3.     In the matter of Religious Minorities especially the Muslim community, mention may be made of the establishment of Manyawar Shri Kanshiram Ji Urdu, Arabic-Persian University; inclusion of 10 new Arabic-Persian Madrasas in the grant-in-aid list; as much as 486.73 crore approx, on account of scholarships to 1,28,35,824 minority students (girls and boys); elegibilty income limit for scholarships increased to Rs.1 lakh in respect of, minority students; grant of Rs. 3,745 lakh for the marriage of 37,445 daughters from minority BPL families; reimbursement of fees amounting to Rs.2,049 lakh of 49,166 post matric students; construction of well-equipped "Haj Houses" at Ghaziabad and Lucknow for the convenience of the Hajis; "direct Haj flight" from Varanasi to Jeddah; abolition of the pre-condition of police verification in the appointment of "Mutawallis"; arrangement of advance coaching to prepare for competitive recruitment examinations; the amount of grant for Uttar Pradesh Urdu Academy more than doubled to Rs.3 crore; establishment of 58 government secondary schools in minority-dominated areas of 22 selected districts as well as mformation of a commission to provide the atatus of minority institution to 'taleemi idaar' (educational institutions) besides, the distribution of Manyawar Shri Kanshiram Ji Handloom Weavers awards.
4.      "Disabled" – establishment of 'Uttar Pradeesh Dr. Shakuntala Misra Rehabilation University' at a cost of Rs.400 crore to provide quality education to the differently-abled students; with 1% reservation for the visually impaired and 2% other disabled, so far, 677 and 1320fair shops allotted, respectively; disabled pension rate increased to Rs.300 per month from Rs.150- the total number of disabled pensioner during 2009-10 increased to 708077.
5.    Several welfare schemes implemented for Sarv-Samaj "women" also, notable being amendment of the zamindari kanoon to ensure equitable share of women in patriarchal landed property; the amount of dole for destitute women increased to Rs.300 per month from Rs.150 apart from construction of shelter homes etc for them in Mathurs and Vrindavan; "alertness and sensitivity" on the part of government has resulted in considerable "decline" of criminal cases against "women".

1.        Uttar Pradesh Mukhyamantri Mahamaya Gharib Arthik Madad Yojna benefits about 31 lakh families in Uttar Pradeshwhich have not been able to avail of the benefits of the BPL list or antyodaya, by providing an assistance of Rs.400 per month.
2.         Savitribai Phule Shiksha Madad Yojna benefitted a total of 6,86,953 girl students, so far, with Rs.15,000 and a bicycle given to class 10 students and an additional assistance of Rs.10,000 on promotion to class 12.
3.        Mahamaya Gharib Balika Ashirwad Yojna provides for Rs.1lakh to be given to the girl child immediately on birth, which has benefitted about 3,25,000 girl children.
4.        Dr. Ambedkar Gram Sabha Samagra Vikas Yojna benefitted abount 5,598 gram sabhas.
5.        Manyawar Shri Kanshiram Ji Sheri Gharib Awas Yojna provides for free housing facilities, benefiting about 1lakh families.
6.        Sarvjan Hitay Gharib Awas (Slum Area) Maliqana Haq Yojna benefited about 7,232 families.
7.         BPL card-holders of Sarv-samaj and beneficiaries of Mahamaya Gharib Arthik Madad Yojna being provided free of charge legal aid by government lawyers to plead their cases in courts.
8.        Under Manyawar Shri Kanshiram Ji Sheri SC/ST Bssti Samagra Vikas Yojna, 250 bustees selected for development.
9.        Lease-hold of 55,000 hectares of agricultural land for about 2.5 lakh poor and unemployed landless people.
10.      About "3.5 lakh families" allotted residential plots measuring 3,500 hectares.
11.      Allotment of 30,000 hectares of land to about 36,000 agriculturists.
12.      16,000 sites allotted to 19,000 people engaged in the pottery craft.
13.      Allotment of 12,000 hectares of land for free plantation to 42,000 farmers.
14.      Insurance provided to 18,67,835 heads of families under the General Public Insurance Scheme.
15.      Under the enforced Uttar Oradesh Janhit Guarantee Quanoon 13 essential services relating to revenue, urban development, medical and food and supply guaranteed within a specified time limit.
16.      Brilliant BPL students (girls and boys) of the newly established Gautam Buddha University belonging to sarv-samaj sent to Europe for higher studies on state expenses.
17.      The maximum sickness allowance increased from Rs.2,000 to 5,000 in the case of S/S and those eligible from the general category.
18.       The amount of grant-in-aid doubled in the event of marriage/sickness in Bundelkhand.
19.      As many as 897 child development projects under operation.
20.       Daily wages of "labourers/wage earners" of unorganised sector increased to Rs.100 from Rs.58.
21.      More than 18 lakh government employees in the state provided benefit of the sixth pay commission, causing an additional financial burden of Rs.21,000 crore.
22.      As many as 35,000 daily wage employees, appointed till 29 June, 1991 regularised.
23.      Generation of 10,586 lakh man days in the rural areas at a cost of Rs. 16,995 crore.
24.      Self-employment made available to 13.58 lakh families with a grant of Rs.800 crore.
25.      Recruitment of 1.9 lakh 'safai-workers (Aroghya Rakshaks)" in the state in one go besides, 88,000 primary school teachers, 5,000 Urdu teachers and massive recruitment in other departments together with employment opportunities provided to "lakhs" of people in non-governmental sectors as well.
26.       Infrastructural Development: construction of 165 Km long, 6-lane Yamuna express-way at a cost of Rs. 9,935 crore between Noida and Agra.
27.      Rs.30,000 crore –construction project of 1,047 Km long, 8-lane entry controlled express-way from Greater Noida to Ballia.
28.      Costing Rs. 8,911 crore, 148-km long Sanauta-Purkazi Express-way project along the upper Ganga canal bank.
29.      In the Taj city, Agra, construction of a 20.5 km long 6-lane ring road at a cost of Rs.1,100 crore.
30.      30.  Delhi-Noida-Greater Noida Metro Rail Link, first phase, from Delhi to Noida completed.
31.      PPP process activated to establish ab international airport at Kushinagar for the development of Buddhist circuit.
32.      Energy development; with an amount of Rs. 28,796 crore incurred by the government led by the Hon'ble Chief Minister Ms. Mayawati Ji, a "new trust" born among the general public to meet its electricity needs, during its four-year term,; the government seriously engaged at the ground level about its promise to offer 24-hourelectricity by 2014, Begining of about 30,000 MW new projects. Investment of Rs. 1,20,000 crore. In the field of transmission, thye largest ever investment of Rs.10,000 crore through PPP in the country.
33.      Road construction – construction/reconstruction of more than 50,000 km long roads with an expenditure of about Rs.9000 crore.
34.      About 13,000 km long CC roads and KC drains constructed in 5,480 gram sabhas/villages at a cost of Rs. 3,569 crore.
35.      Construction of 319 bridges at a cost of Rs.1,369 crore as well as 16 over-bridges, entailinf an expenditure of Rs.363crore.
36.       Irrigation – Strengthening of irrigation works/activities at a cost of Rs.22,097 crore.
37.      Additional irrigation capacity of about 1.5 lakh hectares generated with the construction of 2,975 tube wells.
38.      Tail-feeding of more than 9,000 canals ensured.
39.      Irrigation arrangement of 32 lakh hectares of land.
40.      Agriculture and Allied services – about Rs. 19,50 crore spent in the last four years.
41.      Drive to bouble the income of the farmers.
42.      Weather-based crop insurance scheme started.
43.      Rain water storage project in Bundelkhand.
44.      Unprecedented increase in sugarcane price (SAP).
45.      Uttar Pradesh tops the country in milk production.
46.      Dr.Ambedkar Agricultural Improvement Scheme of feeder separation for uninterrupted power supply to farmers.

48.       Education and Sports Development – about 65,000 crore (Rs.64,997 Crore) were spent on account of education in the last four years.
49.      As many as 12,160 new senior primary schools and 4,654 new primary schools established.
50.      13 private universities established.
51.      Manyawar Shri Kanshiram Ji Research Chair established in 6 universities.
52.      As many as 41 new government polytechnics set up.
53.      In Gautambuddha Nagar, a second technical university established under the name of Mahamaya Technical University.
54.      Commencement of 'Manyawar Shri Kanshiram Ji Kala Samman Puraskar' and Sant Ravidas Kala Samman Puraskar'.
55.      Medical and Health services – About 22,000 crore (Rs 22,190 crore) spent in the last four years.
56.      Decision to operate medical colleges in Kannauj, Jalaun and Saharanpur districts as wellas a para-medical college in Jhansi.
57.      Decision to open state of the art super specialty 500-bed hospital with participation of private sector, costing around 140-150 crore each in Lucknow, Agra, Jalaun, Bijnur, Azamgarh, Ambedkar Nagar. And Saharanpur.
58.      For the first time in the country a separate unani directorate established by  Uttar Pradesh.
59.      Urban Development – About Rs.13,156 crore spent on account of housing and urban development as wellas Rs. 4,090 crore spent on hygene and cleanliness schemes.
60.      Projects worth about Rs.8,000 crore completed in Kanpur, Lucknow, Agra, Varanasi, Meerut, Allahabad and Mathura on development of urban infrastructural facilities and providing housing to the poor besides, fulfilling their basic needs.
61.       Provision of about Rs.1,000 crore for drinking water projects in 7 metropolitan towns. Completion of projects of Rs.400 crore in other 37 towns and plying of 1,310 modern buses started.
62.      Implementation of solid waste management schemes in 26 cities.
In additionto the above, the government has, through other departments , taken several important and notable  decisions, a detailed account of which is given in a government published listing its achievements of four years.
In order to see for herself the ground reality of the activities stated in the booklet, the Hon'ble Chief Minister, Ms Mayawati Ji, from 1st February, 2011 to 2nd March 2011 i.e., for full one month, made surprise inspections to take stock of law and order situation and creime control in all the 72 districts, together with development and public welfare activities, with strict action taken against authorities, if anything wanting was detected. Necessary directions and guidance for improvement were also given.
In a nutshell, the four years of the Uttar Pradesh Chief Minister Hon'ble Ms Mayawati Ji led government has been " highly promising and the best" in the area of "development and public welfare"
Every policy of Uttar Pradesh Govt. is based on 'Sarvajan Hitay – Sarvajan Sukhay'
Important and Historic Initiative for Law & Order and Crime Control
1.    Since the formation of the present government in Uttar Pradesh, on 13 May, 2007 till date, an Unprecedented environment of "peace and order and communal harmony, free from injustice, crime and fear" has been created by giving "top priority" to "law-order and crime control" for which several important decisions had to be taken with iron resolve at the different levels e.g:
2.      Rigorous and effective action taken against more than 1 lakh known notorious criminals/Mafiosi.
3.      1.707 notorious criminals detained under the most stringent "National Security Act (NSA)".
4.      Strict action taken under the "Gangster Act" against about 40,000 professional offenders.
5.      A total of 8.013 notorious delequents, carrying reward on their heads, were arrested, including those "carrying on the head a reward" upto Rs.5 lakh.
6.       Another 374 notorious criminals carrying reward, between Rs.50,000 – Rs. 5,00,000 were "killed" by the police in self defense.
7.      Also, thousands of anti-social elements/goondas and white-collar criminals were sent to their right place i.e. behind the bars in the "jail".
8.    For the first in the state, action was also taken against " influencial people and those occupying high positions" found guilty of breaching the law, establishing the motto "all wequal before the law" under which several ministers, ex-ministers, MPs and legislators were proceeded against leagally with due strictness.
9.    "Historic action" continues, without let or hinderance, against arrant criminals and Mafiosi to "confisticat their ill-gotten wealth" in order to break the economic backbone. Property worth more than Rs. 443 crore forfeited so far.
10.  Elimination of fierce dacoits – synonymous of terror, Rs. 5 lakh rewardee bandit chief Shivakumar alias Dadua, Ambika Patel i.e. Thokia, Mussafir Yadav, carrying a reward of Rs.2lakh from Bihar State and Santosh alias Kittu Gupta with a reward of Rs. 1.5 lakh besides, several other offenders carrying rewards between Rs. 1 lakh and Rs. 50,000 were killed by police in encounters inself-defence.
11.   In the terrorist attack on CRPF group centre at Rampur by 4 terrorists of HUJI – Harqat UI Jehad Al Islami as well as an active member of Khalistan Zindabad Force (KZF) together with ISI agents were also apprehended.
12.  Noor Baksh, a shooter belonging to the gang of international criminal, Dawood Ibrahim was shot daed while trying to escape from police custody.
13.  To secure justice to prosecuted people under the previous government, 10,000 cases filed through a "special campaign" and action taken against 31,136 persons. "Legal" action also initiated against those trying to register "fake" reports.
14.  The area of 'jungle raj', goonda tax, 'mafia rule' and 'anarchy' inherited in legacy, ends, entirely due to the "missionary and struggling" efforts of Hon'ble Chief Ninister Ms. Mayawati JI. People, coming out of the suffocating "jungle raj", breathing in, today, the wiff of fresh air of the "rule of law by law".
15.  The result of such strict action was that an environment of " communal harmony" continued to exist and no untoward incident occurred in the whole of the state, in light of the court decision on the very sensitive Ram Janmbhoomi/Babri Masjid "case". The peaceful conditions prevailed in Uttar Pradesh, there was calm and quiet in other states of the country as well.
16.  So also Common Wealth Games 2010, three-tier panchayat elections, Mahakumbh fair, Haridwar-2010, Allahabad Magh Mela-2011 passed off peacefully. Lok Sabha-2009 general elections were also conducted without violence, with peace and impartiality.
17.   In order to ensure "justice" to the general public and create "trust" towards the law and order system in them,strict instructions issued to record the First Information Report (FIR) in the thanas from victimized persons without the slightest difficulties
18.  Instructions to all district, division and tehsil level authorities to be available to the people, as a must in their offices from 10 to 12 in thye morning.
19.  Observance of "thana divwas" on every 1st and 3rd Saturdsy of the month with the object of taking effective
action against victimization of poor people of the sarv-samaj.
20.  As a result of these special efforts made by the government, remarkable "decline" in the rate of all kinds of crime against "SC/ST" in the state. Eqally notable has been the percentage of disposal of crime enquiries which stands at 92.
21.  Appointment of a special public prosecutor" for prosecution of cases under the SC/ST Prevention of Atrocities Act.
22.  "Considerable reduction" in incidence of all crimes against "women" in the state.
23.  The percentage of action was 94.1, last year against those accused of crime against "women" and 91.9 of cases disposed of, which is a "record" in itself. Consequently, the rate of crime against women in Uttar Pradesh is much less than even the national average.
24.  The effort to secure "justice" in every matter and at every level  to every segment of the society and the sarv-samaj, the poor people, farmers, labourers, businessmen, lawyers, service-class and non-service-class people as also students in accordance with the policy of "Sarvajan Hitay Sarvajan Sukhay".
25.  Together with the arrest of more than two dozen hard core naxalites, a strategy of  "tatal development (samagra vikas)" in identified areas adopted in order to deal with the "naxal" problem so that a feeling of trust towards the administration in kindled in the public psyche in the affected areas and they do not go astray. Efforts to provide the various basic amenities under Dr. Ambedkar gram sabha yojns to the 423 naxal affected villages.
26.  Many important and historic decisions taken to establish "rule of the law by law" in the state  in order to "modernize and strengthen to make the police administration alert and vigilant".
27.  More than double the increase in police budget with about Rs. 7,740 crore sanctioned. For the first time in Uttar Pradesh a service manual for different sections of the police force promulgated.
28.  Formation of "Uttar Pradesh Police Recruitment Board" for transparency in view of complaints of corruption in police recruitment.
29.   In a "historic" decision about 2.04 lakh new posts for policemen created, in one stroke. Already 35,000 constables selected in a transparent procedure – a step which has been praised at the national also.
30.  Constitution of two new zones Viz. "Poorvanchal and western Uttar Pradesh" to further strengthen the "Special Task Force (STF)".
31.   "National Capital Police Zone" formed for effective control over law and order and crime control in western Uttar Pradesh.
32.   Establishment of "women police stations (mahila Thana)" in all districts together with "mahila helpline", "family planning Centre" and "mahila sahayta prakoshtha" at the state level.
33.  "Anti-Terrorist Squad (ATS)" set up in November, 2007 itself.
34.  "SIT" constituted to investigate serious economic offences.
35.  For proper security and up keep of the newly constructed sites/memorials  etc
formation of "Uttar Pradesh Police Special Zone Security Battalian" under which 1,233 new posts created.
36.  "state level committee constituted" inder the chairmanship of Director General, police to prevent circulation of"counterfeit / fake currency notes". 
37.  Sevearl proposals for necessary cooperation pending with the centre about inclusion of naxal-affected districts into "focus" districts under the "integrated development plan" for development of the local surroundings and modernization of the police.
Apart from these, many more important steps were taken, a detailed account of which is given in a booklet published by the government, highlighting its achievements during the last four years.
In brief, to get the correct feel of ground realities, the Hon'ble Chief minisre Ms. Mayawati Ji herself made surprise inspections of "Law-order and crime control:, for one full month i.e. from 1 February – 2 March, 2011, visiting police stations in all the 72 districts in the state,taking strong action against authorities found wanting in performance and issuing guidelines for improvement.

Authorities insist wetland sale is 'perfectly legal'

NOIDA: Stepping up its act following reports of alleged "irregularities in the sale of the wetland in Dadri to a private developer", the Uttar Pradesh government sent a team of officials led by the inspector general of forests, Uttar Pradesh, DC Khanduri to visit the disputed area on Friday. This was done to "ensure the legality of the sale of land around the Bil Akbarpur Lake in Dadri, Greater Noida, to a private developer." Dismissing all allegations of irregularities, the officials maintain that the sale of approximately one lakh square metre area around the wetland to the Ansals for developing a residential township is "perfectly legal."
UP chief minister Mayawati, accused the Centre of focusing on NRHM bunglings on assembly polls eve with a "malicious" design. At a rally in Roorkee on Monday, she said: "The Congress-headed UPA is misusing the CBI in the name of the NRHM scam probe. The raids just before the assembly elections are politically motivated to malign my image and take mileage in the polls."

Mayawati is constantly in touch with the BSP district secretaries.
Mayawati's four years tenure - was maintenance of law and order. In 2007, Mayawati was able to get such a landslide because Mulayam's reign had become synonymous with "goonda raj". 
Mayawati has the image of being a much tougher leader in fighting goonda elements. She almost demolished Raja Bhaiya. So along with social engineering, it was her image as a strong leader who could fight goondas that brought her to power."
There are those who are willing to play the devil's advocate and say that under the five-year BSP rule, development has indeed taken place. Seated in his office in Bapu Bhavan in Lucknow, I quiz a senior IAS officer who has held important positions in both Mulayam and Mayawati governments. He is considered pro-Mulayam but points out that under Mayawati's reign, UP has seen a lot of development. He points out that on the power front the Mayawati government has begun half-a-dozen big projects; and when that work is completed, power generation in the State will go up to nearly 15,000 MW. "She is right when she says the Centre and the Congress have neglected UP for long years. No new power station had been added in UP for three or four decades. The State was neglected by the Congress for political reasons, and any Congress chief minister who became too popular was removed."
"Also, agriculture has done good under Mayawati's regime," 

UP's  Good image

Says another IAS officer: "Land reforms have taken place here, and you'll find in rural areas an absence of land-grabbing. People are very aware, and even a small infringement is taken seriously. And despite what the rest of India thinks, some systems work here. Take, for instance, the huge network of roads that UP has."
He argues that law and order situation has improved too; compared to some of the districts in States like Bihar, Andhra Pradesh and Jharkhand, "where nothing works without the writ of Naxalites, UP doesn't have this problem except for some border areas. I would say UP has avoided the Naxal problem because land issues have been sorted out here."
He adds that compared to some parts of Western Bihar, where one cannot move without "hordes of police, UP is comparatively safe. Of course, here too there are road hold-ups, but it's nothing like the organised gangs of Bihar".

Electoral benefits for BSP

Because of development issues, early trends indicate the BSP  will get 303 seats, with the Congress the BJP, which have not benefited because corruption, has shot itself in the foot by not passing Lokpal Bill. There is consensus that neither Congress nor BJP will benefit, since they lost their deposites in the bi-elections. The Congress, cannot do better; anyway, it has a terribly low denominator — only 22 seats in 2007 — to contend with. SC/STs/OBCs, Minorities and poorer Upper Castes votes will go to BSP for its Sarvajan Hithay Sarvajan Sukhay i.e., for Welfare and Happiness of the Entire People Policy.
Muslims will never move away from the BSP. As Shia leader points out, in five years the BSP has done lot for their welfare, "be it education or employment or promoting Urdu language". The community thanks Mayawati for improving the plight of impoverished female Chikan and zardosi workers of Lucknow.
"So the UP Muslim is today not hesitant about giving its support to BSP."
Lucknow's Muslims have no problem with Mayawati. They feel that by the expansion and beautification of the Dr Ambedkar Park, she added beauty to the topography of Lucknow. "Historically, the city of Lucknow is known for its monuments like the Imambara and the Rumi Gate. Along with that now she is recreating history by making the Ambedkar Park a huge icon of the city.

Dynastic hubris drives Congress to new low

 
The Congress party has been in decline since the late 1980s. The two consecutive terms in office of the UPA up to the present have indeed worsened the party's position as it battles charges of mega corruption and non-governance. But the Congress's dynastic First Family has lost none of its arrogance. In poll-bound Uttar Pradesh, for example, there is practically no Congress presence on the ground. But Rahul Gandhi believes in the superiority of his charm, "youth" and surname to produce a victory.
Uttar Pradesh is a complicated story.
Contrast that with how easily and routinely the Congress formed governments in Uttar Pradesh in the 1980s and earlier, and you realise how misplaced the Nehru-Gandhi family's vanity is. Along with Uttar Pradesh, the party has lost its hold in the rest of the Hindi heartland, in West Bengal, in Karnataka, in Maharashtra (where it shares the cake with Sharad Pawar's NCP), in Andhra Pradesh (Jagan Reddy is running a parallel dynastic soap there), and, of course, in Gujarat. In some of the residual states, it struggles at keeping power, with the party structure in a shambles, exactly as in Uttar Pradesh. The Congress First Family's arrogance derives wholly from the power it holds at the Centre, and there is no realisation how tenuous that is.
The plain fact is that the Congress is floundering in an era of interminable coalition politics. Why single-party Congress rule gave way to a confused state of bipolar/coalition politics is a complicated issue, locating several factors, including communal politics, Mandal, SC/ST rise, regionalism, proliferation of copycat dynasties, and so on. The foil to all this was/is not more but less dynastic politics, returning to the grassroots, increasing party politicisation, raising the number of stakeholders, and ushering genuine inner-party democracy in the Congress. It hasn't been so. Internal democracy is an absolute no-no in the Congress, whose president will always be a Nehru-Gandhi. If that is bad, worse is the way a party government power structure is conceived and constructed, with those from the Rajya Sabha occupying the powerful ministries, whilst others with political backgrounds and experience are kept out to vegetate or indulge in wanton mischief.
Digvijay Singh may be all over the media with a quote a day, and he may have tutored Rahul Gandhi in politics at some time. But his friends say he is deeply unhappy at not finding accommodation in the Union cabinet. At the top level in government, it is only Pranab Mukherjee who understands politics and is, therefore, deployed in every crisis situation, which happens all too often, and during Parliament sessions, every day. This is no way to run public affairs. But who is to tell the Nehru-Gandhis, who believe in their omniscience and invincibility, and remain surrounded by insalubrious advisers who can't lay claim to understanding even mofussil politics?
In the days of Indira Gandhi, the Congress was a still more closed shop. But the country was less politically conscious and consequently not so fragmented, coalition impulses were snuffed out as and when they appeared, and Mrs Gandhi, a fearsome prime minister, connected massively with the masses. At bottom, she knew the country and she understood politics. Although he claims her legacy, Rahul Gandhi cannot replicate her success — now or ever. Arrogance is what is left to display, and it jars.
A poor showing will add to its woes ahead of the country's presidential polls.

Of the five states facing the ballot, the contest in Uttar Pradesh -- the country's most populous -- has greater portends for national politics. With 403 assembly and 80 Lok Sabha seats.

The two states together have at least 11 Rajya Sabha seats falling vacant in April. The Congress is in a minority in the Rajya Sabha, a critical handicap for legislative business in parliament.

Congress leaders said the party's performance in the five assembly polls would determine the degree of external support needed to get its candidate through in a presidential contest.
The elections, specially in Uttar Pradesh, will have a direct impact (on national politics). There is no good result for Congress. The UPA alliance can break.

The staggered polling began Jan 28 in Manipur. The results will be declared March 6. The last phase of polling in Uttar Pradesh will conclude May 3. Goa goes to the polls the same day.
But like every other politically motivated politician, Rahul too just exploited us."Among other things, Bhatta and Parsaul villagers expected Mr. Gandhi to throw his weight behind the promised Land Acquisition (amendment) Bill. "During the agitation here, Mr. Rahul promised to bring the amended land acquisition bill in Parliament. But when we went to meet him in Delhi, he passed on the blame to the Bharatiya Janata Party, accusing it of blocking the Bill. Why should we vote for him?"
Today, there is little visible support for the Congress, and almost no enthusiasm for Thakur Devendar Singh, the party's candidate from the Jewar Assembly constituency into which Bhatta and Parsaul fall.
Rahul betrayed us and the BJP and the SP have been indifferent.
On the other hand, the BSP, after its land reforms act is deeply popular with the peasant castes, has managed to retain the support with the Bharatiya Kisan Union which is on side of Ms. Mayawati and of the Scheduled Caste Jatavs estimated at about 10 per cent of the electorate with the BSP a complete yes-yes.

Mulayam shook hands with Kalyan and gave a ministerial berth to his son.
Azam Khan and Kalyan's son were ministers in the same cabinet.
BSP sources, feel in the battle of wits between the Congress and the SP, the BSP would emerge the winner.
SP said the incidents of rape will be checked effectively and government jobs will be given to rape victims or one of their family members in the state."  Opposition parties had sharply reacted to Mr Yadav's announcement terming it as "laughable" and a "cruel joke" since the identity of the rape victim will not be disclosed.
Ensure that a mobile phone reaches every rural household within two years if it comes to power in the state.
Revamp the Lokayukta to make it truly independent and effective and ensure that an effective, nonpolitical person is appointed on the post.,giving adequate power and authority to Lokayukta and ensure that the CM is its preview
Vidhan Sabha Election 2012-Nav Buddhar Pradesh 2020'Vision' for UP is to create a Sarvajan  Kendra at the panchayat level to issue birth, death and caste certificates and job cards.Every gram panchayat to have broadband connections and every resident will have a bank account so that benefits reach them directly.
Creation of 20 lakh new jobs in the state. A school for every 2,500 homes, and vacancy of new teachers will be filled.
Introducing a code of ethics for all civil servants, MLAs and MLCs has already started. An anticorruption activity in CM's office to monitor cases of corruption is in place. Action has been taken even though Lokpal Bill did not take off. Only BSP is capable of IMPLEMENTING all these rather than lying in papers for the last 65 years of Congress and BSP rule.They just preach but BSP Practice.

Elections are due in UP from 8th Feb. 2012. As you know the media / centre govt / election commission will always present only incorrect negative news repeatedly about UP govt and Mayawati to defame her.
 
Now in this technology world let's present to whole world correct and positive news about UP govt and Mayawati which may assist BSP to win more seats. 
 
As a part of your responsibility, please try to do two below things by spending about 10min daily from today till the elections are over.

1) Open various news items about Mayawati & BSP from Google news search and put your comparative positive comment on the  news.
 
2) Vote to Mayawati in various news papers online survey.

4) Proposed divisions of state into smaller states for better development
5) Given full respect to great national social leaders by creating their parks and institutes.
6) Sacked ministers who are indicated by Lokayukta in corruption.
7) Rejected FDI in retails to protect small shop owners.
8) Mayawati is the only CM who is going to serve full 5 years with stable govt.
 
There are many more developments which media will never tell, so local UP people will need to play vital role for spreading correct news.

In a democracy any party goes to the people with an agenda and programmes they would implement if they came to power. Are the parks in UP not built with that sense? BSP being a party that has come into being on the philosophy of Dr.B.R.Ambedkar, Mahatma Phule, Periyar and other social thinkers who wanted to establish a just society. It is in this context that one should understand the parks established in honour of the leaders who showed a path to the downtrodden. If the argument given by EC that anything built from public funds that could influence the voters, "... are they created using government funds and displayed in an election situation? Second, even when these are created with government funds, we need to see if they are part of the normal functions of any government, irrespective of party affiliation?" How could one see parties asking people to vote for their party on the schemes brought out by them? Eg. Congress asking people to vote on the MGNRES, RTI, Development, etc. is it not one way of influencing the voters asking for votes on schemes implemented from 'Public Funds'. The EC's logic of public funds being used is absurd and against the democratically elected government's mandate to execute its schemes for its people. It is worthwhile to recollect Dr.B.R.Ambedkar's words, "For ours is a battle not for wealth or for power. It is battle for freedom. It is the battle of reclamation of human personality" and it is that culture which is reflected in parks which the so-called 'elites' of the Indian society cannot digest. And the bogey of 'Public money' being wasted is just hogwash.

Congress today flayed Uttar Pradesh Chief Minister Mayawati for taking
recourse in the "will" of BSP founder Kanshi Ram for installing her
statues and said it was perhaps the only case in which government
property was "willed".

"I have practiced law but never seen government property being willed
by anyone and it is most unfortunate...A person can will his personal
property to anyone but not public property," Congress spokesman Rashid
Alvi told media persons here.

Accusing opposition parties of anti-dalit mentality, ruling BSP in
Uttar Pradesh had claimed Mayawati's statues were installed in the
state as per the "written will" of party founder Kanshiram.

"Allegations are being levelled regarding installing statues of
Mayawati along with Kanshiram at some memorials and other places...It
is not her will but has been done as per the 'written will' of party
founder Kanshiram," BSP had said in a statement issued here.

"In his will, Kanshiram had directed that Mayawati was her lone
political successor and wherever his statues are installed it should
be done along with that of the BSP national president," the statement
had stated.

The Congress spokesman also made light of Mayawati dismissing her
ministers on corruption charges, saying, "It was hard to believe that
she was not aware of their misdeeds and corrupt practices."

Reacting to BJP manifesto which promised a cow to every BPL family, he
alleged the party has resorted to igniting communal sentiments and
"trying to mislead the electorate on such emotional issues".

Criticising SP chief Mulayam Singh Yadav for promising jobs to rape
victims, he said Congress would instead take steps to prevent such
incidents from taking place if it comes to power in UP.
