Mumbai, Dec 9 (PTI) Three days after the activists of the Republican
Sena barged into the Indu Mill in Dadar, demanding land for Dr B R
Ambedkar's memorial, BJP workers today held a 'dharna' to put a
pressure on the government to acquire the mill land immediately.
Mumbai BJP chief Raj Purohit, who led the protest at Azad Maidan here,
said the mill land should be acquired as soon as possible for a grand
memorial of Dr Ambedkar. "It was former Prime Minister Atal Behari
Vajpayee, who first mooted the idea of a memorial of Ambedkar on the
Indu mill land," Purohit said. On December 6, the Republican Sena
activists, led by Anandraj Ambedkar, grandson of Dr Babasaheb
Ambedkar, entered the Indu Mill and installed busts of Babasaheb
Ambedkar and Gautam Buddha on the premises. RPI leader Ramdas Athawale
has also warned of a stir on the issue from December 15. The RPI and
various Dalit groups want that the land of the now defunct Indu Mill,
owned by the National Textile Corporation — a government of India
undertaking — be handed over for a museum and a large park in
Ambedkar's memory. Every year, lakhs of people turn up to pay their
respects to Ambedkar on December 6, which is the death anniversary of
the Dalit leader.

New Delhi, 3rd December. Tens of thousands of Dalits coming from all
over India will march from Delhi's Ambedkar Bhawan to the country's
Parliament on 5th December at 10 AM for their sustained campaign for
the Dalit Dignity. After the march, thousands of Dalits arriving from
different remote areas of the country and participating in the March
to Parliament will convene into the Rashtriya Dalit Mahasabha
(National Dalit Assembly) at the Parliament Street, New Delhi. This
Rashtriya Dalit Mahasabha (National Dalit Assembly) being organised
outside the Parliament will assess the extent of participation of the
historically marginalized social sections in the social, economic,
political and cultural processes and life of the country. It is
likely to suggest ways and means to increase the level of
participation of Dalits, Socially and Educationally Backward Classes
and Minorities i.e. the Bahujans, in the political power structures,
army, judiciary, administration and organisations and institutions
deciding the policies and trends for the nation. More than 10,000
Dalits, Adivasis, Workers, Minorities, Women and other social
activists are expected to participate in this Dignity March and
National Dalit Assembly.

( 5th December is the eve of the death anniversary of Dr B. R.
Ambedkar – the father of the India's Constitution. This day reminds us
of the struggles launched by Dr Ambedkar for the Dignity of the
Dalits and other socially marginalized sections. 5th December is now
observed as the World Dignity Day – International Day of Socially
Excluded. As the fundamentalists in the country demolished the Babri
Mosque on 6th December in 1992, this day also reminds us the struggle
for secularism and communal harmony.)

Associated with this main programme, a National Convention of Dalit
Women is also being organized in the convention hall of Ambedkar
Bhawan on 4th December, 2 PM -- 5 PM. More than 1000 women coming
from different corners of the country will be participating in this
convention.

On the evening of 4th December, '1000 Lights of Dignity' will be
lighted at Ambedkar Bhawan. On the same evening, there would be a
cultural programme as well on the grounds of Ambedkar Bhawan.

On 6th December, there would be a programme as 'Musahar Rights Day'
and Consultation on Peoples' Dignity. Issues related to the most
backward and marginalized communities within the Dalit fraternity will
be discussed. Short term and Long term strategies for the development
of these social sections will also be suggested.

Hundreds of Dalits will also participate in the Rozi Roti Satyagraha
at Jantar Mantar on 6th December to demand for the universal Food
Security for Dalits under the proposed Food Security Legislation.

After all these programmes, a Charter of Demands & Suggestions from
the people will be submitted to the Prime Minister and other
ministers/planning commission.

NACDOR campaigns for Dignity and against casteism, racism and all
other forms of discrimination to establish an inclusive and
enlightened society. Though, this platform is primarily a Dalit
Initiative, but it has always been on the forefront for supporting
other progressive, secular movements and communities struggling for
justice through peaceful means. At international level, NACDOR has
been in active solidarity with the religious minorities, adivasis and
indigenous populations and their organisations from African, Latin
American, Afro-American, Palestinian communities.

Major organisations supporting NACDOR's initiative are Tehreek-e
Pasmanda Muslim Samaj, Bundelkhand Dalit Mahasabha, NACDOR MNREGA
Mazdoor Union, Village Dalit Education Committees, Rashtriya Dalit
Mahila Andolan, SC/ST Employees Associations etc. Among other
constituents of NACDOR, there are more than 1500 social, cultural, and
voluntary Dalit organisations of non-government origin. Dalit Dignity
March and National Dalit Assembly are getting overwhelming support
from these organisations.

This Dignity March and National Dalit Assembly is being held in
support of various demands of the marginalised sections, notable among
them are:

Reservation for SC/ST/OBCs in private sector, army and judiciary
Control on price-rise
Constitutional provision for food security guarantee to all
National Urban Employment Guarantee Act
Time bound promotions for employees of the reserved categories
Control on escalating prices of land in cities and dignified
housing guarantee (act) for the urban families
Broad constitutional provisions for corruption free administration
Strong action against hoarders, corrupt and individuals/agencies
engaged in black money
Total agricultural reforms in favour of poor peasants and
allotment/control of land to the landless families
Allocation of resources to various marginalised communities in the
proposed 12th five year plan, at least in accordance with the their
proportionate share in the total population.
Total implementation of the Sachar Commitee recommendations
without any delay
50% Reservation for women in the parliament and state assemblies
with proportionate representation of women from SC/STs, OBCs and
minorities
Equal allocation for women and men in all the resources and plans.
Additional reservation for the Dalit Christians and Dalit Muslims
Transfer of forest land to STs and other communities dependent on forests
Cut in the direct and indirect subsidies provided to the corporate
sector and provision of strong labour laws in favour of workers

Informing the press about these programmes, Chairman of NACDOR, Mr
Ashok Bharti said, " Dalit movement has been successful to some extent
in raising the concerns and needs of the Dalit community. But it has
strangled itself in the same power and social structures, to which it
was expected to challenge right from its beginning. Unfortunately, the
post-Ambedkar Dalit leadership indulged excessively itself on
achieving political power. They (the Dalit leadership) thought that
they would be able to improve the situation of Dalits through
political power. But the current situation has proved that, unless the
social, economic, cultural and other alternative institutions of the
oppressed and the marginalised are established and strengthened, mere
political power may not yield concrete results. NACDOR aims to broaden
the agenda of the Dalit Movement. NACDOR is fully committed to the
unity of all progressive and democratic movements and understands that
the people's unity can be ensured for the success of their
rights-based struggles."

National Confederation of Dalit Organisations ( NACDOR) is the
national platform of more than 1500 grass root level Dalit
organisations. This organisation is committed to struggle against the
caste based injustice, communalism and neo-liberal globalisation in
the light of Ambedkarian-thought. NACDOR is a strong supporter of
democracy and seeks fundamental transformation in the thought process

MADURAI: "The only difference between what happened in Uthapuram and
our village is that there is no wall here. All other discrimination is
present," said a pensive Mariappan, pointing to the road in the
village that divides the Dalit colony from that of the Caste Hindu
people.

From the archaic two-tumbler system and a separate ration shop, to the
lack of access to the village temple, the Dalits of Kurayur in
Thirumangalam taluk near here have been facing caste discrimination
for years.

However, while the physical wall in Uthapuram had received much
attention from the district administration, much of what is happening
in this outwardly quaint village has gone unnoticed.

Despite being a reserved constituency in the last two panchayat
elections, Dalits in the village say that they have not been able to
bring in change. The discrimination starts from the food they eat,
with the village having separate ration shops for the two castes.

"We have to get the rice from the one on our side of the village.
There is another building inside whether they get it, though the cards
are mixed among the two shops," said one person, pointing to the
building near the missionary-run school where only SC students study.

Then comes the dreaded two-tumbler system. When Express checked out a
tea shop in the village, it came to light that the Dalits were served
only in paper cups, whereas the Caste Hindus were served in the usual
glasses."We used to have separate tumblers in the early days. But the
tea shops have now changed to paper cups as they do not want to
attract attention," said another person from the SC community.

Like many other villages in the district, the flashpoint in Kurayur
also seems to be the place of worship. Dalits say that they have been
barred from entering the Mariamman temple in the village, which is now
undergoing renovation.

While they were allowed to worship the Ayyanar in the village during
the festival, they could do it only during days when the Caste Hindus
do not visit.

A temple's demeaning 'leftovers' ritual has all sides frothing

Once the meal is over, Dalits, backwards and people from the local
tribes are allowed to roll on the leftovers
The belief is the ritual will cure the 'devotees' of ailments
The ritual has got a lot of flak from progressive groups

adding to the controversy

The annual Champa Shasti festival held over November and December at
the Kukke Subramanya temple in Dakshina Kannada district in Karnataka
has an unusual tradition. On all three days, the Shivalli Brahmins are
served a multi-course meal in seclusion in the temple precincts. And
after they are through, instead of clearing the spread plantain leaves
on which the food's served, Dalits, backwards and local tribespeople
are allowed to roll on the leftovers.

The belief is this ritual will cure the 'devotee' of ailments,
especially skin-related ones, and will gift a child to those praying
for a baby. It's also considered an ideal form of thanksgiving to the
local deity after "wish fulfilment". The ritual, called 'maade snana'
in Tulu and Kannada, is said to be over four hundred years old but
there are no written records to prove such a claim.

As the tradition reinforces and 'enacts' caste hierarchies, where even
a Brahmin's 'jhoota' is bestowed with powers to cure people from
subaltern communities, it had been catching a lot of flak since last
year from progressive groups in the state. Especially as this was
being allowed in a temple that belongs to the muzrai department, a
state-run body which administers Hindu temples.

Last week, though, saw protests heating up more because after the huge
outcry last year, the local administration had promised to end this
ritual which violates basic human dignity. Apparently, under "pressure
from devotees", the administration allowed the practice from November
28 onwards. Nearly 4,000 people joined up to roll over the leftovers.

What took the row beyond the usual temple affairs level was muzrai and
higher education minister Dr V.S. Acharya's statement that it was a
"faith-based ritual and banning it was tantamount to hurting the
sentiments of the people". People immediately started questioning not
only his credentials as a trained medical doctor, but also his RSS
roots. They began asking if he would similarly allow dowry, child
marriage and other social evils as they are also faith-based?

The fact that the Kukke Subramanya temple is in Dakshina Kannada
district has also added political colour to the controversy. The
district has been a hot-bed of Hindutva politics of late (in 2008, it
even saw a number of attacks on churches). Also, many VIP members of
the state cabinet like Acharya, Shobha Karandlaje and CM Sadananda
Gowda hail from the region. A statement by Vishwesha Theertha Swamiji
of the Udupi Pejawar math, a VHP leader himself, has not helped
matters. In a nonchalant manner, he announced that he neither
"vehemently opposed nor strongly supported" the ritual.

The complexity of the issue unravels itself when we take into
consideration the largely illiterate Malekudiya tribe's support for
the ritual. When the local administration hinted at a ban, members of
the ST community went on a rampage, even declaring that they would
stay away from building the deity's chariot, a traditional activity
they have performed for years during the festival season. (If the
chariot is not built, the festival will remain incomplete without the
final procession of the deity.)

K.S. Shivaramu of the Karnataka Backward Class Awareness Forum
believes "the backwards, Dalits and the Malekudiyas are being pushed
by the Brahmins of the region to perform this ritual. They are
exploiting their ignorance. They want to keep the caste divide alive."
Incidentally, Shivaramu, who went on a fact-finding mission to Kukke
on November 30, was thrashed by the temple workers. "Those who
attacked me were all innocent backward class people. After they
attacked me, they were felicitated by the temple's chief priest who is
a Brahmin. One temple worker from the Malekudiya tribe, Nagesh, was
suspended for leading the attack. The irony of the situation is those
who do the ritual are backwards, those who thrash me are backwards,
those who are penalised for it are backwards and those who seek a ban
are also backwards," he says wryly.

Advocate and ex-chairman of the state Backward Classes Commission, Dr
C.S. Dwarakanath, sees clever commercial interests at play here. He
also alleges that the ritual is part of the revivalist agenda of the
Sangh parivar. "The Kukke temple, tucked away in the forests and
controlled by Brahmins, was never as popular as the nearby Dharmastala
temple controlled by the Jains. This controversy has helped them
generate some further popularity for the temple and its powers. In
recent years, the temple has seen VIP visitors like Sachin Tendulkar,
Ravi Shastri and some very big politicians. It's sad that these people
visited a temple which perpetuates such human indignities."

Interestingly, except for the Left parties, no other political party
in the state has so far spoken out against the ritual. "In this case,
the secular parties like the Congress and JD(S) look more dangerous
than the BJP. They are only worried about their votebanks," says a
frustrated Dwarakanath. Writer and activist G.K. Govinda Rao, however,
feels it isn't enough that political parties and the government push
for a ban. The caste maths and pontiffs, who are otherwise so
powerful, should unilaterally demand it. Some years ago, another
heinous ritual called 'Ajalu', practised against the Koraga tribe, was
banned by the government. 'Ajalu' had Brahmins giving leftover food as
alms to them with an added bonus—a strand of their hair and a finger
nail mixed in.

Last Wednesday, after a week-long debate, the state government voiced
an opinion—in a rather feeble voice. Social justice minister A.
Narayanaswamy, incidentally a Dalit, said that they may consider
banning the ritual. Till that happens, it will be a whole social ethic
mucking about in the leftovers.

Dalit girl gangraped in Haryana

JIND: A dalit teenage girl was gangraped by three youths at a village
here, police said on Friday.

The victim, a student of class-X, was abducted by the three youths
from her house in Kalawati village yesterday, they said.

The trio took her to a farm and raped her, police said, adding that a
medical test confirmed rape.

No arrest has been made so far in this case.

First national Dalit trade fair in Mumbai from Dec 16

Mumbai, Dec 9 (PTI) To expand their horizons by doing business with
big industrial houses, the apex body of Dalit entrepreneurs is
organising a national trade fair here from December 16-18. "This will
the first-of-its kind national trade expo where all Dalit
entrepreneurs will come on one platform and get an opportunity to
expand their businesses," Dalit Indian Chambers of Commerce and
Industry (DICCI) Chairman Milind Kamble told reporters here today. The
association had last year organised an expo in Pune where 110 Dalit
entrepreneurs from Maharashtra had participated. "After the Pune
success, we decided to take a major leap and organise an expo where
entrepreneurs from all over the country will be able participate and
exchange ideas as well as generate business," he said. Nearly 200
entrepreneurs from Maharashtra, Haryana, UP, Delhi, MP, Andhra
Pradesh, Kerala and Tamil Nadu, among other states, will be
participating in the three-day event. "We are hopeful of a huge
response for this event as it is a one-of-its-kind expo. The Tata
Group and Godrej Industries along with the CII are supporting the
event, Kamble said. Maharashtra Chief Minister Prithviraj Chavan and
Union Ministers Sharad Pawar, Sushilkumar Shinde and Mukul Wasnik are
expected to visit the fair, he added.

Name Bengal township after Ambedkar: NGO

Kolkata, Dec 9 (IANS) Claiming that thousands of scheduled castes and
scheduled tribes were evicted to create New Town Rajarhat -- a
fast-growing residential-cum-industrial hub, an NGO Friday demanded it
be named after Dalit icon B.R. Ambedkar.

'Thousands of our people were driven out to create this township. The
only way to lessen their suffering is to rename the township after
Ambedkar. He was not only our leader, but a leader of the whole
country. We will be meeting Chief Minister Mamata Banerjee with our
demand,' B.R. Ambedkar Mission secretary general S.K. Das said here.

Earlier, it was decided the name will be after late Marxist leader and
former chief minister Jyoti Basu, but the decision was scrapped under
Banerjee's stewardship.

Among their other demands are -- naming of streets and railway
stations after SC/ST leaders, reservation in private educational
institutions and a Dalit chief minister for the state.

'(West) Bengal is only state that has never had a Dalit chief minister
even after six decades of independence. This proves how much our
leaders have been suppressed. Unless we have a Dalit at the helm, our
conditions will never change,' said Das.

'We will also meet the governor (M.K. Narayanan). Around 85 percent of
the people in the belong to the lower echelons of the caste system and
still they continue to be marginalised. An effort from the government
is essential to reform our condition,' Das added.

National Commission for Scheduled Tribes chairman Rameshwar Oraon said
that tribal political leaders have not been given due honour.

'The contribution of revolutionaries like Sidhu (Murmu) and Kanu
(Murmu) has not been given much recognition,' Oraon said.

Mumbai, Dec 9 (PTI) Three days after the activists of the Republican
Sena barged into the Indu Mill in Dadar, demanding land for Dr B R
Ambedkar's memorial, BJP workers today held a 'dharna' to put a
pressure on the government to acquire the mill land immediately.
Mumbai BJP chief Raj Purohit, who led the protest at Azad Maidan here,
said the mill land should be acquired as soon as possible for a grand
memorial of Dr Ambedkar. "It was former Prime Minister Atal Behari
Vajpayee, who first mooted the idea of a memorial of Ambedkar on the
Indu mill land," Purohit said. On December 6, the Republican Sena
activists, led by Anandraj Ambedkar, grandson of Dr Babasaheb
Ambedkar, entered the Indu Mill and installed busts of Babasaheb
Ambedkar and Gautam Buddha on the premises. RPI leader Ramdas Athawale
has also warned of a stir on the issue from December 15. The RPI and
various Dalit groups want that the land of the now defunct Indu Mill,
owned by the National Textile Corporation — a government of India
undertaking — be handed over for a museum and a large park in
Ambedkar's memory. Every year, lakhs of people turn up to pay their
respects to Ambedkar on December 6, which is the death anniversary of
the Dalit leader.

Mumbai, (IANS) Chief Minister Prithviraj Chavan Friday called on Prime
Minister Manmohan Singh and discussed two critical issues confronting
Maharashtra — remuneration for farmers and the allotment of land in
Mumbai for a memorial to B.R. Ambedkar.

The Ambedkar memorial issue has snowballed into a controversy with
Republican Sena activists laying siege inside the Indu Mill at Dadar
here since Tuesday.

The activists, including Buddhist monks, led by Anandraj Ambedkar,
grandson of B.R. Ambedkar, have refused to vacate the premises till
the government allows the much-delayed memorial at the site.

"The state government had written to the centre Aug 8 on the issue as
we are very keen to construct an Ambedkar memorial on the site,"
Chavan said.

He urged Manmohan Singh to expedite the matter since the mill hand
belongs to the central government.

Regarding the issue of suitable remuneration for cotton, soyabean and
other cash crops for farmers, Chavan said he would discuss the issue
with the state cabinet and take a decision.

But the state needed the guidance of the centre and so he apprised the
prime minister in detail.

As the UP Assembly elections draw closer, it is being hotly debated
whether Rahul Gandhi's charisma or Mulayam Singh Yadav's political
skills would succeed in removing BSP from power when the country's
cow-belt, Uttar Pradesh, goes to polls. But whatever be the result,
one thing is sure that Mayawati will take the trophy for being the
only Chief Minister of UP to complete the full five-year term of the
office uninterrupted.

This achievement would help her score over her predecessors who
include Govind Ballabh Pant, Kamalapati Tripathi, Sampurnanand,
Sucheta Kriplani, Charan Singh, Chandra Bhanu Gupta, Hemwati Nandan
Bahuguna, ND Tiwari, Mulayam Singh Yadav, Kalyan Singh and all the
other Chief Ministers the State has had. It is strange but true that
in a politically sensitive State like Uttar Pradesh that has given
seven Prime Ministers, none of its 34 Chief Ministers other than
Mayawati remained in office uninterruptedly for the full five-year
term.

Nawab Sir Md Ahmad Said Khan Chatri was the first (interim) Chief
Minister of the State (then United Province). He took office on April
3, 1937 but for just three months. Then the legendary Govind Ballabh
Pant took charge. He became Chief Minister of the state four
times-twice before Independence and twice after it. But his stint was
separated by Assembly elections in 1952. In 1954, he resigned the
chief ministership to become Home Minister of the country under Prime
Minister Jawaharlal Nehru.

Sampurnanand succeeded Pant and was Chief Minister from December 28,
1954 to December 6, 1960. But in 1957, the State went to polls and
Congress emerged winner under his leadership.

The state then witnessed uncertain political development.
Sampurnanand's successor, Chandra Bhan Gupta, had uneasy relations
with Indira Gandhi which resulted in political instability in the
state. Between December 1960 and April 1967, Uttar Pradesh had three

Chief Ministers-twice Chandra Bhanu Gupta and once Sucheta Kriplani
(October 1963-March 1967). Gupta's second tenure was for just 18 days!
The internal rift between Chandra Bhanu Gupta and Kamlapati Tripathi
paved the way for emergence of the first non-Congress government in UP
when Charan Singh became Chief Minister in 1967.

The 1970's was a period of turmoil for UP. One government after
another were formed but none of them lasted long. The governments led
by Charan Singh, Tribhuvan Narain Singh, HN Bahuguna, ND Tiwari, Ram
Naresh Yadav and Banarsi Das kept collapsing. These regime were
interspersed with Presidents rule, imposed four times between 1970 and
June 1980.

In 1980, VP Singh became Chief Minister but in 1982 he moved to
Centre, handing over the baton to Sripati Mishra. Vir Bahadur Singh
ruled between September 1985 and June 1988. After the disastrous flood
that inundated Lucknow in 1988, the then Prime Minister Rajiv Gandhi
made ND Tiwari the Chief Minister of UP. Tiwari took up the job for
the third and last time as a Congress Chief Minister of the undivided
Uttar Pradesh.

The 1990's saw emergence of regional parties. Mulayam Singh Yadav
became Chief Minister for the first time in December 1989 with the
help of Congress, but the June 1991 election saw BJP emerging
victorious. But demolition of Babri mosque on December 6, 1992, paved
the way for Kalyan Singh's ouster.

December 1993 saw Mulayam and Mayawati coming together for a short
period to from government. The BJP's rule between 1997 and 2002 saw
Kalyan, Ram Prakash Gupta and Rajnath Singh occupying the Chief
Minister's chair. Mulayam Singh Yadav's tenure between August 2003 and
May 2007 provided some degree of stability.

In May 2007, Mayawati got a decisive mandate by deftly stitching the
combination of Upper caste and Dalits. And since then she is at the
helm of affairs.

It remains uncertain who will form the next government, but it is
Mayawati who wins kudos for creating a new record of sort in Uttar
Pradesh.
