An activist in India has been beaten up for protesting about a ritual
in which lower-caste Indians roll in the food leftovers of those of a
higher caste.

KS Shivaramu was chased in the street and beaten with sticks outside
the Subrahmanya temple in the southern state of Karnataka.

Hundreds of people had rolled on the floor at the "made snana"
ceremony at the temple.

Caste discrimination is illegal in India but bias remains in many areas.
'Superstitious beliefs'

Mr Shivaramu was speaking to the media outside the temple on Wednesday
after meeting officials to submit a petition demanding an end to what
he called the "inhuman" ceremony.

After he had finished, a group of people began to argue with him and
then chased him along the street hitting him with sticks. Mr Shivaramu
was taken to hospital.

The ceremony involves rolling on plantain leaves that contain the
leftovers of food served to high-caste Brahmins.

The ritual is performed annually during the Champa Shashti festival.

The local Malekudiya tribe believes that it will cure skin diseases.

Mr Shivaramu told the Hindu newspaper that the ceremony "perpetuates
superstitious beliefs", adding: "The practice of serving food inside
the temple only for a particular caste should be stopped."

Local media say officials are reluctant to enforce a ban given the
strength of tribal support.

Dalits venture into funding to help community with Rs 500 crore fund

BANGALORE: India's Dalit businessmen are pooling together risk capital
to set up a venture capital fund for their brethren, the first
initiative of its kind in the country. The Rs 500-crore fund, being
championed by the Dalit Indian Chamber of Commerce and Industry, will
be registered with capital market regulator Sebi by the end of the
year.

It will open for business in the middle of 2012. The initial corpus
for the sector-agnostic fund will come from the community's business
elite, a group which includes Ashok Khade, chief executive of the Rs
500-crore Mumbai-based Das Offshore Engineering, and Rajesh Saraiya,
chief executive of the $400-million (Rs 2,000-crore) UK-based steel
trading firm Steel Mont, who will anchor the fund as Limited Partners,
or LPs.

"The current funding mechanisms are largely collateralbased, which
means they are out of bounds for a number of Dalit entrepreneurs,"
said the chamber's Chairman Milind Kamble, explaining the rationale
for setting up the fund. Dalits number about 200 million, or one-sixth
of India's population, but control only 1% of the country's wealth
because they own very few assets, according to D Shyam Babu, a Dalit
scholar and activist, who is researching the community's economic
progress.

traditionally faced major hurdles in accessing capital despite the
creation of government institutions such as the National Scheduled
Caste Finance and Development Corp. "The amounts disbursed are too
small - barely Rs 5 lakh - and even that is doled out in instalments.
There is no denying the government programmes are designed to help,
but they fall short," Babu said.

The fund will be run as a regular risk capital entity but will need to
balance social good with commercial interest as the aim is to broaden
the availability of capital for Dalit businessmen. "But this fund is
not a charity; it will be run as a business," Kamble said.

Prasad Dahapute, MD at Varhad Capital, a boutique investment banking
firm involved in setting up the fund, said they are seeking at least
30 members to contribute Rs 5 crore each. A number of well-known Dalit
businessmen have been asked to contribute to the fund and many have
agreed, he added.

The other day I started watching "The Sound of Mumbai." As I travel to
Kolkata, India each year to volunteer with slum children I was drawn
of course to this film. In my time with poor Indian children, I always
feel I learn and gain in many ways much more from the experience than
what I give, so I was intrigued by this effort to showcase Indian
children singing the much-loved songs from "The Sound of Music." I
will admit that it seemed rather ethnocentric that foreigners would
find it useful to teach under privileged Indian children English songs
that have nothing to do with their background, ethnicity or
environment. But I guess I was wrong.

In An "English goddess" for India's down-trodden, BBC News reported
that the dalits of India are "building a temple in Banka village in
the northern Indian state of Uttar Pradesh to worship the Goddess of
the English language, which they believe will help them climb up the
social and economic ladder."

The dalits, known as untouchables, are so low and vile that they
perform the most polluted, menial tasks in Indian society, working
with animals skins, waste and tending pigs and buffaloes. Ghandhi
called them harijan, or "children of God." While discrimination based
on caste is illegal in India, and has been since independence in 1947,
many of the country's 200 million dalits face injustices daily, living
in slums and squalor, attending school but made to sit and eat
separately and suffering violence perpetrated by higher caste Hindus
whose actions often go unnoticed or are disregarded. Indeed, the
Christian Solidarity Worldwide (CSW) charity has stated that while
some crimes are reported, much caste-based discrimination and violence
in India goes unrecorded.

Just this week, an Indian dalit boy was killed because he had the same
name as that of high caste man's son. The boys father, Ram Sumer, had
been given several warnings by Jawahar Chaudhary to change the names
of two sons whose names were the same as his own, Neeraj and Dheeraj.
The body of Neeraj, 14, was found in a field by two friends: he had
been strangled. Chaudhary denies involvement saying he was framed, but
two acquaintances of his have been arrested.

But hope springs eternal, and for the dalits of Banka, action means
change. About two-feet tall and made of bronze, the newly 'minted'
Goddess of English is modeled after the Statue of Liberty. According
to Chandra Bhan Prasad, a dalit writer who came up with the idea:

She is the symbol of Dalit renaissance. She holds a pen in her right
hand which shows she is literate. She is dressed well and sports a
huge hat – it's a symbol of defiance that she is rejecting the old
traditional dress code. In her left hand, she holds a book which is
the constitution of India which gave Dalits equal rights. She stands
on top of a computer which means we will use English to rise up the
ladder and become free for ever.

While Hindi is the most widely spoken, there are dozens of languages
regularly used in India with hundreds more in use in rural areas. To
communicate, Indians often use English as their lingua franca. In
Banka, Nalanda school principal Shiv Shankar Lal Nigam says that "It's
not possible to get by in today's world without English. Even to
communicate with people in other Indian states, you need to know
either the local language or English. Since you cannot learn multiple
Indian languages, English has to be used as the link language."
To succeed in medicine, education, engineering, IT, virtually any job
of consequence, it is important to know English. Dr Bhimrao Ambedkar,
a Dalit thinker and architect of the Indian constitution, is quoted by
Chandra Bhan Prasad as stating that "English was the milk of a
lioness, only those who drink it will roar."
To avoid discrimination, some dalits converted to Christianity, but
some found even this unsatisfactory (read Indian Dalits find no refuge
from Caste in Christianity) . The government of Indian passed
legislation decades ago to remove and make punishable prejudice and
wrongdoings aimed at dalits to no avail. Perhaps the Goddess of
English will help dalits combat caste inequality: after all, the
origins of caste discrimination are embedded in Hinduism, perhaps it
necessary to fight centuries old religious beliefs with an equally
imposing supernatural 'force.'

The row over Madae Snana in the Kukke Subramanya temple may echo in
the Lok Sabha if Shivaramu, the crusader against Madae Snana, has his
way. "They have not hurt me, but they have hurt the sentiments of the
entire Dalit community. I understand that people who roughed me up
were tribals working in the temple, but I see the brutal hands of the
government behind the attack on Dr Gopaland me," Shivaramu, president
of Hindulida Vargagala Jagruta Balaga, told DNA.

"These Malaekudiya tribals are innocent victims of the temple. They
are made to work day and night and on occasion such as the incident on
Wednesday, they (temple authorities) use them to rough up people who
question the authority of the temple," said Shivaramu.

"Every blow I received on my body has made by resolve stronger to
fight the superstition of Madae Snana. My associates and I have
started collecting historical facts from various research scholars and
the government notices restricting Madae Snana. When our research is
complete, the Balaga will sensitise all Dalit MPs and MLAs in
different states. We may also ask people's representatives of all
levels to begin awareness programmes in their respective
constituencies. Uttar Pradesh chief minister Mayawati can help me in
taking this movement ahead," added Shivaramu.

LUCKNOW : The ruling Bahujan Samaj party (BSP) on Friday took credit
of Congress led UPA government's announcement on minority quota within
quota for other backward classes (OBCs) and slammed Congress general
secretary for his reported statement that foreign direct investment
(FDI) in retail sector is not an issue in Uttar Pradesh (UP).

In an official statement, the BSP said that the entire country is
opposing FDI in retail because it will render a heavy blow on crores
of small traders, farmers and people dependent on retail and
agriculture for employment. "it seems that either Congres yuvraj Rahul
Gandhi has not understood the issue properly or is trying to divert
public attention from price rise and corruption under UPA regime by
overnight giving nod to FDI in retail," the BSP stated and reiterated
that Mayawati government will not allow FDI in retail in UP and
continue to oppose the proposal in the Parliament.

The BSP also struck back on Congress leaders for describing Mayawati
government corrupt. "Chief minister has sacked seven ministers so far
as soon as their names figured in corruption cases. She recommended
for CBI inquiry into the alleged scam in implementation of National
Rural Health Mission (NRHM) in UP. Mayawati also requested Comptroller
and Auditor General to conduct a special audit of NRHM. However,
Congress led UPA government has not taken any action on corrupt
ministers and officers. Whatever action has been taken so far is
because of intervention of court.
Regarding announcement of union law minister Salman Khurshid that the
Centre will introduce quota within in quota in OBC category for
minorities, which will also benefit Muslims, the BSP said that
Congress woke up only after UP chief minister Mayawati raised the
issue with the prime ministers. The BSP said that Mayawati had
provided Muslims benefits of reservation under OBC category in 1995
when she became chief minister of UP for the first time. Since then,
the party, added number of decisions have been taken for uplifting
socio-economic and political status of Muslims and other minorities in
the state. However, the party said, Centre is sitting on funds meant
for minority welfare.

Mayawati had written to prime minister Manmohan Singh on September 14
demanding Constitutional amendment to provide benefits of reservation
to Muslims. On November 24, she wrote another letter to SIngh. This
time, she reiterated demand of Muslim and accused Centre of not
releasing over Rs 3000 crore fund marked for welfare of OBCs,
including Muslims.

Ahmedabad: Sanand, a taluka of Ahmedabad district, has been developing
rapidly ever since Tata Motors set up its Nano plant here; it is now
expected to emerge as the 'Detroit of India'. But one of its villages,
Goraj, hides an ugly fact - ostracisation of a Dalit community. The
irony is that this discrimination is taking place barely 50 km from
Ahmedabad where Mahatma Gandhi's Sabarmati Ashram (also known as
Harijan Ashram) is located.

Unable to withstand 'harassment' by upper caste villagers, Dalits are
moving out of Goraj. A local community leader, Pravin Makwana, said
that, in the last few years, almost half the 35-40 Dalit families of
the village have moved out.

They had sought help from the police to end their ostracisation but to
no avail. The Dalit locality in Goraj is surrounded by people
belonging to other castes who have allegedly often attacked them.
Kalpesh Dabhi, a Dalit student studying for a BA degree in Gujarat
College, told that he was attacked and beaten up by a group of people
on October 4, 2011.

He said he and his friends were once walking on a road that passes
through 'their' (read upper caste) locality. "They took offence to
this and beat us up. We had to be taken to hospital. I decided to
leave my village rather than face harassment every day," said Dabhi. A
complaint about the incident was filed at the Sanand police station.

In the past few years, as many as six complaints (under the special
law forbidding atrocities on Schedule Castes) have been filed by the
Dalits of Goraj. Of these, two were filed on October 1, 2011 and
October 4, 2011, respectively. The first complaint was filed after
Dalit girls were allegedly teased by some upper caste boys. In the
second incident, two Dalits were attacked while passing through an
upper caste area. A counter-complaint was filed by the upper caste
people of the area after the second incident.

When contacted, sarpanch of Goraj, Devu Thakor confirmed that Dalit
families were indeed moving out of the village to escape harassment.
However, talati-cum-mantri of Goraj, BG Gurjar, could not be contacted
for his comments despite several attempts. Gautam Vankar, a peon at
the BMW plant in Uttaria village near Shantipura, left Goraj to come
and live in rented accommodation in Sanand town. Vankar, who is too
scared to speak against the upper castes, is among the people who left
the village recently.

India Dalit boy 'killed over high-caste man's name'

A low-caste Dalit boy has been killed in the northern Indian state of
Uttar Pradesh for sharing a name with a man of a higher caste, police
say.

They said Neeraj Kumar's father Ram Sumer had been asked to change the
names of two sons as they were the same as those of Jawahar
Chaudhary's sons.

The body of Neeraj, 14, was found on 23 November in a field. Two
friends of the Chaudhary family have been arrested.

Mr Chaudhary denies the involvement of his family in the murder.

He says the family is being framed by police.

Dalits, formerly known as "untouchables", are at the bottom of the
Hindu caste system in India.

Although caste discrimination is illegal, biases remain in many areas.
Strangled

The latest incident took place in Radhaupur village in Basti district.

Both Ram Sumer and Jawahar Chaudhary have sons named Neeraj and
Dheeraj and that has long been an issue between the two families,
Sub-inspector Praveen Kumar said.

Mr Chaudhary, who belongs to a higher caste, had given several
warnings to Mr Sumer to change the names of his boys.

On 22 November, Neeraj left home after dinner to watch television at a
friend's house. His body was found the next day.

Police said he was strangled.

Mr Chaudhary's sons - Neeraj and Dheeraj - are missing, but police
have arrested two friends of the family who they say had a role in the
murder.

Improvement of IT Skills of SC/ST Unemployed Youth

Shri Sachin Pilot, the Minister of State for Communications and
Information Technology informed Rajya Sabha today in a written reply
that special measures have been initiated to improve the IT skills of
SC/ST umemployed youth, so as to build capacity for competing in the
private Sector. Ministries/Department viz Department of Information
Technology, Ministry of Social Justice and Empowerment, Ministry of
Development of North Eastern Region, Ministry of Labour and Employment
have initiated various schemes/projects to improve the IT skills of
SC/ST unemployed youth.

The Minister further informed the House that Department of Information
Technology (DIT) has constituted Project Review and Steering Group
(PRSG) to review the implementation and suggest mid course
corrections, if any, for the projects funded by DIT. Other Ministries/
Departments have its own review mechanism to measure the outcome of
each of the schemes/ projects.
