Samithi (MRPS) president Manda Krishna Madiga alleged that TRS chief K
chandrasekhar Rao doesn't want the separate Telangana state to be
formed. Speaking to the media, the MRPS president said "KCR is only
using the Telangana sentiment for amassing wealth. The TRS' opposition
to Sri Krishna Commission earlier and now to the second SRC proposal
is just superficial, but internally KCR is supporting it. I Don't
think the Centre has put forth the second SRC proposal without KCR
knowing about it."

Manda Krishna expressed doubt that the Congress and TRS might be
having some hidden agreement between them. He recalled the incident
that occured a day before central government announced Sri Krishna
Commission. He told, "KCR himself told in political JAC meeting held
at TDP leader Errabelli Dayakar Rao's quarters in New MLA quarters,
that he has the information from Centre that the SKC is going to give
report in favour of Telangana. He also said at that time that he is
not making it public at this juncture, as it may lead to
misunderstandings."

Mayawati's version of divide & rule: Proposed division of UP into 4

LUCKNOW: Chief Minister Mayawati has proposed division of Uttar
Pradesh into four smaller states. She is expected to table a motion on
this in the winter session of the assembly which starts on November
21.

This is being seen as her masterstroke to quell the anti-incumbency
against her government, as the state gears up for polls. The move is
aimed at turning the focus on the Congress-led central government,
while deflecting criticism of her government's performance by Congress
general secretary Rahul Gandhi.

Congress would come under intense pressure if the UP assembly passes a
motion for the division of the state, as the onus would then be with
the UPA government, already in a bind over the demand for creation of
Telangana state.

BSP aims to corner SP too, which has been constantly opposing UP's
division, Mayawati is aware that the Centre would have a hard time
either accepting or rejecting the motion passed by the assembly. Even
if the central government accepts, most of the credit would go to
Mayawati, as she has been demanding division of UP into four smaller
states for the last five years and has written several letters to the
prime minister on this.

Also the process for creation of new states is long-drawn and any
delay would result in the UPA government being portrayed as the
spoiler of the show, rather than Mayawati.

On the other hand, if the UPA government rejects the proposal,
Mayawati aims to garner the goodwill of the people as the only chief
minister who is committed to the cause. UP is being proposed to be
divided into four smaller states.

Harit Pradesh comprising 22 districts in west-UP, Bundelkhand with 7
districts in the most-backward region of the state, Poorvanchal
comprising 32 districts in the eastern part and central UP, with the
remaining 14 districts.

Congress is on the verge of sealing a pre-poll pact with Ajit Singh's
RLD who has some influence in western UP, and has been an ardent
campaigner for Harit Pradesh's creation.

Mayawati seeks to blunt any advantages Congress will have from the
alliance with RLD by turning the new champion of Harit Pradesh.
Congress' senior leader Digvijaya Singh reacted by calling for the
setting up a State Reorganisation Commission to look into the demand.

New Delhi: The controversial comment made by Chief Whip P.C. George
against A.K. Balan is anti-dalit, National Scheduled caste and
Scheduled Tribes Commission member Shivanna said Thursday.

The point has become clear in the preliminary investigation made by
the commission, he said.

The state government should have suo moto registered a case against
George in the case, he said.

Shivanna said that the refusal to charge a case against George was a
violation of the Supreme Court order.

The commission will soon reach Kerala for a detailed inquiry in the
case, he said.

The Kerala Congress-M leader P.C. George on October 27 had allegedly
made a casteist remark against CPM MLA A. K. Balan at a public meeting
in Pathanapuram in Kollam district.

It was the same meeting where Forest Minister K.B. Ganesh Kumar
(Kerala Congress-B) had fulminated in vulgar language against
opposition leader in Kerala Assembly V.S. Achuthanandan.

Balan is a former minister and MLA from Taroor (SC) segment in
Palakkad district.

Residents of the village overcome an age-old bastion of discrimination

The Dalits of Uthapuram village near here, where the 'untouchability'
wall was demolished in 2008, on Thursday entered a temple under the
control of the upper caste Hindus, with police protection.

Though scores of upper caste Hindus received the 11 Dalit persons
outside the temple with folded hands, the scene was marred by the loud
wails of women from the nearby streets, who were opposed to the entry
of Dalits to their temple.

The Dalits, led by their leaders K. Ponnaiah and Sankaralingam,
offered prayers at the Sri Muthalamman, Sri Mariamman temple around 4
p.m.

They offered a garland, coconuts and fruits to the presiding deity.

The priest performed 'puja' and 'deeparathana,' even as Madurai
(Rural) Superintendent of Police Asra Garg, along with a huge posse of
policemen, waited outside the temple.

The Communist Party of India (Marxist), instrumental in demolishing
the wall that divided the Dalits from the upper caste Hindus, hailed
the temple entry as a "historic" event.

"We are entering the temple premises for the first time after 1989,"
said Mr. Ponnaiah.

The Dalits used to offer prayers at the peepul tree on the temple
premises during the festival of the Karuppasamy temple (belonging to
the Dalits).

The devotees, who perform the role of Lord Karuppasamy, Vairavan and
Agni, used to go around the peepul tree as a ritual.

"Our belief is that the ritual will keep the evils out of our village.
But it was stopped after people threw stones at us during the festival
in 1989," he said. Since then, there were clashes between the two
groups, followed by the construction of the wall.

After the CPI(M) and the Tamil Nadu Untouchability Eradication Front
(TNUEF) took up the issue, the district administration demolished the
wall. However, tension prevailed in the village and a permanent police
picket was posted.
Negotiations

Meanwhile, Vishwa Hindu Parishad district president Chinmaya
Somasundaram and his long-time friend and former Aavin general manager
K. Athimoolam, who had relatives on both sides, began fresh
negotiations between the Dalits and the upper caste Hindus.

"After nearly two months of talks, we were able to bring peace. This
[the temple entry] has been the demand of the Dalits for nearly seven
decades," Mr. Somasundaram said. The SP offered all possible help to
further the talks.

An agreement was reached on October 20. "This is only a symbolic
entry. Things are not going to change overnight. But it is good that
people from both sides have come to a meeting point," Mr. Garg said.
He said more than 50 criminal cases booked against members of both
parties would be withdrawn. However, the police picket would continue.

Mr. Athimoolam said the Dalits would be allowed to offer worship at
the peepul tree after a ritual to reverse a "promise" made by the
caste Hindus in 1989 is performed.
Kumbabhishekam

The temple 'Kumbabhishekam' would be performed soon, and the upper
caste people would invite the Dalits for it. They also planned to hold
a common feast on the occasion, Mr. Somasundaram said.

Appreciating the caste Hindus for allowing the Dalits into the temple,
TNUEF State president P. Sampath said Uthapuram was no longer a symbol
of untouchability. "It has become the symbol of eradication of
untouchability." This would give an impetus to the Dalits of the State
who are being denied the right to worship.

Madurai, Nov 10 (PTI) Dalits hailing from Uthapuram in this district
today prayed at Sri Muthalamman temple after the long-standing dispute
with caste Hindus of the village was resolved. Both the sides were at
loggerheads for the past 20 years over offering worship in the temple.
The enmity between them was so much so that the caste Hindus even
built a dividing wall to prevent access to Dalits from using common
road running through their area in 1989. A portion of the wall was
demolished in 2008, after the intervention of the CPM and human rights
organisations. There were also frequent clashes between the two
communities over offering worship in the temple and several cases were
pending against people belonging to both communities. The issue was
resolved last month following efforts by Tamil Nadu Untouchability
Eradication Front, District Collector U Sagayam and Superintendent of
Police Asra Garg. Leaders of the caste Hindu community today welcomed
the Dalits to the temple. They also participated in the special puja
at the temple. Sankaralingam and Ponniah, the Dalit leaders, told
reporters that they were "very happy" after offering worship at the
temple. They said their community members had forgotten all the past
skirmishes and bitter incidents. It was also decided to withdraw all
the cases and remain united in future, Sankaralingam said. The caste
Hindu leaders said they would remain united with local Dalits and in
future they would also perform the consecration and festivals
unitedly.

Warangal: Socio-political philosophy promoted by Dr. B.R. Ambedkar has
brought about phenomenal changes in the lives of Dalits in India, said
former Vice-Chancellor of Sri Venkateshwara University Prof.
Kolakaluri Enoch.

His philosophy empowered the Dalits in India, he said.
He was speaking at the valedictory function of two-day national
seminar on 'Socio-Political Philosophy of Dr. B.R. Ambedkar:
Contemporary Social/Literary Perspectives', at Kakatiya University
here on Saturday.

Though he fought for the reconstruction of the Indian Society based on
the principles of liberty, equality and fraternity, his main focus was
on the prevalence of equality in the society, Mr. Enoch opined.

The youth should emulate Dr. Ambedkar's ideology and to follow his
life history to establish a society that would be based on democratic
principles and equality, he asserted.

Senior advocate of High Court of Andhra Pradesh, Mr. Bojja Tharakam
said that the universities should take the ideology of B R Admbedkar
to the rural masses to create awareness to improve their life
standards.

He added that the Dalit Bahujans of India should be united keeping
aside the class, caste, region and linguistic differences to achieve
the political power.

Mr. P. Shivakami, IAS turned activist and writer from Tamil Nadu
asserted that the universities should take up research areas which are
connected to the public issues rather than the research which would be
carried out for just earning degrees, which would be of no use to the
society.

Director of Dr. B.R. Ambedkar Studies Centre and the Director of the
seminar, Dr. B. Krishnaiah, presented the report of the seminar. Prof.
K. Sayulu, Registrar of the University, Prof. Sarangapani,
Co-ordinating Officer, UGC Unit, Dalita Ratna B. Kattaiah and others
were present.

Around 60 research papers both in English and Telugu were presented in
the two-day seminar. Professors N. Ramaswamy, G. Bhadru Naik, M.
Rajeshwar, Ambedkar activists Francis, Jannu Bhaskar, Research Scholar
and students participated in the function.

MADURAI: It was a dream-come-true moment for the dalits in Uthapuram
village as a group of them entered the Muthalamman temple, to which
they had been denied access for decades, on Thursday.

On October 15, police superintendent Asra Garg and Tamil Nadu
Untouchability Eradication Front (TNUEF) had decided to take dalits
into the temple and an agreement was signed five days later. But, many
were sceptical as no action was taken even after 25 days. They had
another discussion with representatives of both dalits and non-dalits
on Thursday, putting an end to the stalemate.

Earlier, whenever dalits tried to enter the temple, there were serious
clashes between communities. The temple witnessed clashes in 1948,
1964 and 1989. Many villagers are happy with the recent development.
"I welcome the move. It should be implemented in other temples in the
state where dalits are denied entry. It's time we abolished
discrimination," said S Karthikeyan, a non-dalit resident .

Around 3.30pm, 15 dalits entered the Muthalamman temple, made their
offerings and returned with prasadam from the priest. For M Thankaraj,
Madurai district secretary of TNUEF, the victory followed a long
fight. "We have been fighting for this since we launched TNUEF in
2007. Even though the caste wall put up by the non-dalits was
demolished a couple of years ago, dalits were not allowed to enter the
temple. The police officials have done a good job," he said.

Enraged over the alleged pulling down of the name board of Dr B R
Ambedkar Yuvakara Sanga, a youth association named after
constitutional expert at Bontagalli, dalits in the village resorted to
road block for nearly five hours on Tuesday, affecting the traffic on
Mysore- Bannur road.

According to dalits it was the handiwork of people belonging to a
particular caste in the village, who were against erecting the board
on a piece of land, which actually belongs to the government. The
board had been removed ahead of its unveiling, causing wide spread
animosity among the two communities.

The agitators alleged that Raviraj, Janakamma and Devamma who
questioned the people belonging to another caste, had to face their
wrath. However, this led to a high drama fuelled by the arrest of
Mahesh of neighbouring Kokkarehundi village in this regard.

The supporters of Mahesh from both the villages restrained the police
from taking him away by squatting in front of the jeep. They accused
dalits of levelling false allegations like that of atrocity and
abusement, only to blow the issue out of proportion.

Moreover, the dalits had plans to claim ownership of the land and
putting up the board was the beginning, they further alleged.

Mahesh who volunteered to pacify his supporters, convinced them saying
he will abide by the law. It was only after this, police could take
him away.

This was followed by the inauguration of Dr B R Ambedkar Youth
Association, according to the schedule.

However, eerie silence prevails in both the villages with the ember of
vengeance still burning in both the parties. As a precautionary
measure, police have made elaborate security arrangements with three
platoons of district armed reserve (DAR) police force and one of KSRP
deployed at the spot, said SP Koushalendra Kumar.

MLA Ramesh Bandisiddegowda visited the spot and took stock of the situation.

Fund allocations under Scheduled Castes Sub-Plan (SCSP) and Tribal
Sub-Plan (TSP) may be used for poverty alleviation schemes and
individual beneficiary oriented schemes like Mahatma Gandhi National
Rural Employment Guarantee Act, Indira Awaas Yojana, National Rural
Livelihoods Mission, Swarnjayanti Gram Swarozgar Yojana and Prime
Minister's Employment Generation Programme.

A task force headed by Planning Commission member Narendra Jadhav, set
up to review guidelines of SCSP and TSP, has recommended this in its
report. Currently, the funds can be used only for those schemes which
ensure direct benefits to individuals or families belonging to SCs and
STs.

The recommendation is made in view of dismal implementation status of
the schemes. The task force report observes that other than
allocations under the schemes of the Ministries of Social Justice &
Empowerment and Tribal Affairs, only a miniscule allocation is made
exclusively for SCs and STs.

The report also says that the criterion followed in earmarking these
allocations is not uniform and transparent and despite the clear
guidelines to place funds for SCSP under a separate Minor Head '789'
and for TSP under Minor Head '796' below the functional Major Head to
ensure their non-divertibility to other schemes, hardly any Ministry
is showing its outlays under the separate Minor Heads.

At present, all Ministries have to put 16.2 per cent of their annual
Central Plan outlay under these schemes. The report proposes that
there should be variable earmarking of funds depending on the nature
of the Ministry's work.

The report further suggests that funds remaining unutilized at the end
of the financial year should be non-lapsable and transferred on the
lines of North Eastern Region, to a non-lapsable Central pool of SCSP
funds.
