Greater Noida, Sep 27 (PTI) Villagers in Gautam Buddha Nagar district
of Uttar Pradesh may soon get better power supply with District
Magistrate Hridesh Kumar directing the authorities to ensure
availability of electricity to them for at least 14 hours a day.
During a surprise visit to Ambedkar villages here, he also asked the
local authorities to clear the water-logged agricultural fields and
repair the roads within two months.Ambedkar villages are villages that
have sizeable Scheduled Caste and tribal population. Kumar visited
Dubli, Udravli and Rabupura Dehat, where people mostly complained

New Delhi: The Lok Janshakti Party (LJP) headed by Ram Vilas Paswan on
Tuesday demanded an inquiry through a sitting high court judge into
the alleged police "brutality" on Dalits in Tamil Nadu's Ramnathpuram
where six people lost their lives in firing by cops.

Paswan, who met Home Minister P Chidambaram, also demanded that all
"guilty" policemen should be placed under suspension immediately and
booked for murder. He also demanded a compensation of Rs 20 lakh to
the kin of each of the deceased.

"The gruesome act has caused anger among the Dalits not only in Tamil
Nadu but across the country," he told reporters.

The LJP leader said the Home Minister gave a patient hearing and
assured them that necessary action will be taken in this regard.

Lucknow : As the Assembly elections are drawing near, the Bharatiya
Janata Party (BJP) is planning a slew of 'sammelans' as part of its
efforts to woo voters of extremely backward castes, Dalits and the
minorities.

The party will hold a 'samajik nyaya sammelan' for OBCs in Lucknow on
September 29, a 'Dalit adhikar mahasammelan' on September 30, a Sahu
Samaj meeting on October 2, a conference for minorities on October 3
and another one for the Prajapati Samaj on October 9.

Different functions will be organised on October 11 to celebrate the
birth anniversary of Maharishi Valmiki as well. Though corruption and
law and order are the party's plank for the 2012 polls, the BJP has
decided not to speak much on these issues in these conferences but
will highlight the grievances of these communities instead.

"We are identifying the grievances of these communities that were
never addressed by any party. Their grievances will be main agenda of
these sammelans instead of corruption," said Ramnath Kovind, who is
the party's national spokesperson and in charge of its National
Scheduled Castes Cell. "We will highlight the report of an agency that
shows a 10 per cent annual rise in cases of atrocities against Dalits
in UP during the past four years," Kovind said.

Kovind said that the party will highlight the issue of
'untouchability' that hindered the growth of Dalits and extreme
backward castes in UP. It will blame the Samajwadi Party and BSP for
using these communities for political reasons.

Senior leaders Rajnath Singh, Uma Bharti, national vice-presidents
Vinay Katiyar, Kalraj Mishra, Mukhtar Abbas Naqvi and state president
Surya Pratap Shahi will address these conferences. Party leaders will
start camping in Lucknow from Wednesday. Kovind reached Lucknow on
Tuesday to supervise the preparations for the 'Dalit Adhikar
Mahasammelan'. Sources said the idea of targeting these communities by
organising different meetings has been floated by Sanjay Joshi, who
was recently asked to oversee poll preparations in UP.

Another leader said the party has made an assessment that the
extremely backward sections were not loyal to any particular political
outfit and so the BJP can join the race to woo them.

Ghaziabad : Uttar Pradesh Chief Minister Mayawati is set to announce
Hapur as a new district when she visits the region on Wednesday.
Officials said Hapur will be carved out of the districts of Ghaziabad,
Bulandshahr and Meerut.

The region will become Uttar Pradesh's 73rd district and is likely to
be named after dalit icon Periyar E V Ramasamy, officials said. This
is the 14th district Mayawati will be announcing as the chief
minister.

The demand for a separate Hapur district is a longstanding one, dating
to 1976, when the district of Ghaziabad was carved out of Meerut. At
the time, a separate district of Hapur was also being considered, but
the plan was shelved in favour of a Ghaziabad district.

The last district that came into being on recommendation of the
Mayawati government was Chhatrapati Shahuji Maharaj Nagar in 2010,
which consists of three tehsils of Sultanpur district — Amethi,
Gauriganj and Musafirkhana — and two tehsils of Rae Bareli — Salon and
Tiloi.

Officials of the Ghaziabad District Authority said the new district
will comprise four tehsils — Hapur, Garhmukteshwar, Dhaulana and
Syana. The police stations to be included in Hapur are Hapur
(Kotwali), Hapur(Dewat), Pilkhuwa, Babugarh, Dhaulana, Hafizpur,
Mansoori, Simbhawali and Garhmukteswar, Syana, Bibinagar, Agauta,
Narsena and Kharkhauda.

The last time the district of Ghaziabad was divided was in 1997, when
Gautam Budh Nagar was formed, including some areas of Bulandshahr
district. At that time also there were voices demanding the creation
of a separate Hapur district.

On the condition of anonymity, officials said two other districts are
also in the pipeline.

Shamli district, to be created out of Muzaffarnagar, and a separate
Deoband district.

The Chief Minister is scheduled to arrive at Dewan Public School at 1
pm, where a makeshift helipad has been put in place.

After addressing supporters and the media where the official
announcement is expected, she will also visit the tehsil headquarters
as well as the local police station.

The swamijis of all maths should stop the "drama" of talking about
social reforms when they have not initiated a single concrete step to
bring about the change they speak about, Seer of Nidumamidi Math
Veerabhadra Channamalla Swami said on Tuesday.

To a question during an interaction organised by the Journalists'
Study Centre, he strongly criticised Sri Vishwesha Thirtha Swamiji of
Pejawar Math and seers of all maths who "talk about social change but
do nothing about it". He urged the swamijis to "stop the drama" of
visiting Dalit houses or washing the feet of Dalits, which would not
bring an end to their social or economic problems.

Although he had "great respect for Pejawar swamiji's concern for
society", Nidumamidi swamiji was critical of his actions with regard
to Dalits. . "For half a century, he has spoken about social change,
but has not managed to solve even a single fundamental problem of
Dalits," the swamiji said.

In a region where ajalu paddhati was practised, Pejawar swamiji had
not said that it was "wrong". Similarly, he had remained silent about
"made snana" which was a "de-humanising" practice, the practice of
making Dalits carry night soil on their head, the problems of
davadasis and prostitutes, Nidumamidi swami said.

"Let alone taking steps to address social problems of Dalits, have any
of the swamijis even agreed that all people from Dalits to Brahmins
have been created equal and that they all have the same rights?" the
swamiji said.

There was a time when "religious institutions were pro-people but in
our times, that is not the case". Maths today unite only to further a
communal agenda or work for their caste groups, but not to work for
the social, economic, political, or national interests of all people.
Although religious heads have supported political power historically,
in a "healthy democracy" it was imperative that the "immoral nexus"
between religion and the ruling class ended and each functioned
independently of the other.
Black money

The swamiji said he had been saying for the last 20 years that "not
all, but a majority of religious institutions" received money earned
illegally and were being run by ill-gotten wealth. No religious leader
had declared that ill-gotten wealth should not be donated to their
institutions.

The former Tourism Minister G. Janardhan Reddy donated a crown that
cost over Rs. 40 crore to Tirupati temple in 2009, but even though
there were demands to return the crown after his arrest, the temple
refused saying that offerings could not be returned, the swamiji said.

To a question on how he resolved his personal conflict with the math
system, the swamiji replied that he had rejected the system completely
and taken up teaching. . He said that he entered the math to bring
about social change. To this effect he had appointed Dalits as
priests, arranged inter-caste and inter-faith marriages, visited
houses of people of all castes and faiths, and organised awareness
programmes.

Lucknow: Uttar Pradesh Chief Minister Mayawati will launch her
election campaign for the 2012 Assembly elections today.

The state government is expected to announce three new districts to be
carved out of Muzaffarnagar, Ghaziabad and Moradabad. Shamli, Hapur
and Sambhal also may get district status.

The Chief Minister is also likely to begin her state-wide tour from
today to collect feedback about the development works and law and
order situation in the state.

LUCKNOW: UP chief minister Mayawati has shot off two letters to prime
minister Manmohan Singh. While the first one is to draw the attention
of Singh towards the poor conditions of national highways passing
through UP, the other one is about short supply of fertilisers.

A DVD with footage of pot holed roads has been attached with the
letter to make prime minister have an idea of reality. So far,
Mayawati has written six letters to the prime minister in last one
week. The four letters earlier were on providing reservations to
Muslims, Jats, the poor among the upper caste and implementing quota
in private sector.

In the first letter, Mayawati has informed the prime minister that the
conditions of the highways have turned from bad to worse following
heavy rains during the monsoon. Interestingly, in first of its kind
endeavour, the chief minister has also attached a DVD having footage
of pathetic condition of the national highways (93, 119, 74, 72A, 73,
76, 76E, 75E, 7, 19, 232, 91A, 92 and 97) passing through UP.

Mayawati has requested prime minister to pay immediate attention
towards the problem because bad condition of roads is also leading to
loss of human life due to accidents. The condition of the roads, she
said, is also affecting the development of the state. She has reminded
the prime minister of the letter written by the UP government to the
Union minister of national highways and transport, regarding release
of funds for repair of national highways. As many as 43 national
highways pass through UP. The total length of the highways is 6681 km,
of which 3178 km comes under the state public works department.

Mayawati has also reminded the prime minister that Rs 900 crore were
sanctioned for the repair and construction of national highways in the
financial year 2010-11. However, only Rs 50.50 have been released so
far. Further, she said for the financial year 2011-12, Rs 737 crore
were earmarked. However, money has not been released despite the fact
that the state government has sent an estimate of Rs 683.64 crore for
renovation of highways. "After seeing the DVD you will come to know
about the reality and the urgency required to tackle the situation,"
she has stated in the letter.

The second letter is about inadequate supply of fertilisers to UP. In
her letter, Mayawati has said that UP government has requested for 67
lakh metric tonne of fertilisers (40 lakh metric tonne of urea, 12
lakh metric tonne of DAP, 0.50 lakh metric tonne of MAP, 1 lakh metric
tonne of DAP light, 8.50 lakh metric tonne of NPK, 2,50 lakh metric
tonne of MOP and 2.50 lakh metric tonne of SSP) from the Central
government. However, the Centre has provided only 53.15 lakh metric
tonne of fertilisers (33 lakh metric tonne of urea, 9.15 lak metric
tonne DAP, six lakh metric tonne NPK, 2,50 lakh metric tonne MOP and
2.50 lakh metric tonne of SSP) so far.

Mayawati has also reminded the prime minister that UP was awarded best
performing state for bumper crops in 2010-11 financial year. The BSP
government took a number of measures, including better electricity
supply, availability of seeds and fertilisers and better procurement
for increasing income of the farmers, to boost agriculture production
in the state. In order to sustain high productivity, state government
will have to provide good quality fertilisers to the farmers. However,
despite several requests, the Central government is not cooperating
with the state government, Mayawati has complained in the letter.

Interestingly, after coming to power Maya has written over 100 letters
to PM on different issues demanding funds for development of the
state. However, none of her demands have been met by the Congress led
UPA government. The recent letters are being seen as chief minister's
attempt to show people in the election year that highways are in bad
shape because of the Congress led UPA government. The move also aims
to take out the sting from the Congress allegations on lack of
development in the state under Maya rule. This is the fifth letter of
Mayawati to Singh in last one week.

BHOPAL: The search for justice for a young tribal woman, who was
allegedly raped in 2005, ended with the Gwalior bench of the Madhya
Pradesh High Court directing the Morena district police to register a
case. It took the police six year and the court directive to act.

The victim, a member of the Mogiya tribal community, and her husband
went to work as farm labourers to the neighbouring district of Morena
in Chambal region. While returning from work one evening she was
allegedly raped by persons belonging to an upper caste. Soon after the
incident, the victim and her husband rushed to the local Dimni police
station to register a complaint. However, the police refused to
register an FIR. The couple, thereafter, moved court for seeking
justice. On August 10, the Gwalior bench of the MPHC directed the
district police to register the case and start an investigation. "A
case has been registered under section 376 (rape) the IPC and sections
of the SC/ST Atrocities Act,'' confirmed Mangal Singh Dhakre,
inspector in-charge of the Dimni police station.

"After the High Court direction, we had to go through certain
formalities like verifying the caste of the victim and her
identification. The case was registered on September 21. As it is a
issue of an atrocity against tribal, investigation files are being
forwarded to the office of the deputy superintendent of police.'' The
police, however, admit that no medical test was conducted after the
alleged rape, making it practically impossible to get the evidence for
rape.

According to the police, the victim was 23-year-old at the time of
incident. She was then a resident of Bijapur tehsil in Sheopur
district and had migrated with her husband to Morena in search of
employment. In 2005 they were employed by an upper caste landlord at
Betalkapura village in Ambah tehsil. On July 14 evening that year, she
was gagged and taken to the fields by two upper caste youths of the
same village and raped. "The victim identified one accused as Hari
Singh Tomar. The second person, though accused, is still
unidentified,'' Inspector Mangal Singh Dhakre said. The inspector
in-charge at the time DP Gupta was killed in the crossfire with
anti-socials in Datia district earlier this year.

Asked why no case was registered despite the victim and her husband
went to the Dimni police station after the incident, the inspector
said: "Six years ago, there was a different team here. I am not aware
of the reasons for denying them a chance to file the FIR.''

Refusing to accept the defeat over the police attitude, the victim
within a week after the incident had filed an appeal before the court
of the judicial magistrate in Ambah. The court almost immediately
directed the district police to register the case under relevant
sections of the IPC and SC/ST Atrocities Act 1989. But the accused
Hari Singh Tomar approached the district sessions court which quashed
the lower court's order. Unfazed by the setback, the victim then
approached the Gwalior Bench of the HC. After hearing the case over
the next four years, the HC last month issued the orders to the
district police. Another month and ten days later, the police filed
the case against Hari Singh Tomar and his unidentified accomplice. No
arrests have been made as yet.

Ramanthapuram, Sep 27 (PTI) The Tamil Nadu government- appointed
Commission, formed to inquire the Paramakudi police firing, today
visited the violence-hit areas and held discussions with officials.The
Commission was shown black flags by villagers at Mannadimangalam, who
demanded a CBI inquiry and suspension of police personnel responsible
for the firing, officials said. Chief Minister Jayalalithaa had on
September 12 ordered a judicial probe by a retired high court judge
into the firing. Seven persons were killed on September 11 when police
fired on a mob, which set ablaze vehicles and blocked traffic
following the arrest of Dalit leader Pandian when he was proceeding to
Paramakudi to pay homage to another community leader Imanuel Sekaran
on his death anniversary.Meanwhile, posters condemning both DMK and
AIADMK for their 'anti-Dalit stand' were found stuck in several places
at Thevaram in Theni district, leading to tension, police said. Two
DMK workers were injured in a clash with Dalits near Thevaram, they
said.

UP chief minister and BSP supremo Mayawati is gearing up to the
prospect of the RLD and Congress coming together for the 2012 state
Assembly elections and is seeking to sell the development plank in the
western UP region to consolidate non-jat voters in favour of her
party.

Ms Mayawati will be setting off on a whirlwind tour of the western UP
to impress upon the people benefits of three new districts in the
region. The BSP supremo is scheduled to visit Hapur, Shaymli and
Sambhal, all three new districts, on Wednesday to drive home the point
that the government would be much nearer to them than earlier.
The BSP chief is reportedly keenly watching political fallout of the
Congress and RLD striking a seat adjustment for the Uttar Pradesh
Assembly elections. The BSP had won a large number of Assembly seats
from the western UP in the 2007 Assembly elections by winning support
of the dalits and Muslims.
However, BSP functionaries are examining prospects of the Muslim-jat
consolidation in favour of the RLD-Congress combine after a tie up.
The party leaders are also looking into the likely impact of the
padyatra of Congress general secretary Rahul Gandhi in the western UP
and prospects of the land acquisition controversy becoming an election
issue.
"The BSP is banking on the core support base (dalits) in the region.
The state government under the leadership of Ms Mayawati has taken
several initiatives to make administrative responsive to the needs of
the people along with setting up a dedicated police set up
specifically for the region," said a BSP functionary.
The party leaders said that the BSP supremo would be reaching out to
people in the region more frequently to avert any pitfalls of the
likely Congress-RLD electoral tie up.

Panel chief visits villages and meets the families of victims

Justice Sampath Commission, which has been appointed by the State
Government to inquire into the police firing at Paramakudi, which
claimed the lives of six Dalits, began its enquiry on Tuesday.

Justice K. Sampath visited the Five Point junction at Paramakudi,
where the clash erupted between the agitators and the police on
September 11when a group of Tamizhaga Makkal Munnetra Kazhagam cadres
staged a road roko demanding the release of their leader John Pandian.

Assisted by the revenue officials, Justice Sampath inspected the
firing place, the places where government and private vehicles were
burnt and the zones where stones were thrown d by the agitators. He
also studied the topography of Paramakudi and firing place using a
map. Later, he went to the memorial of Dalit leader Immanuel Sekaran
in Paramakudi.

After meeting the representatives of Dalits forums, Justice Sampath
visited three villages and met the family members and relatives of
those killed in the police firing. When they narrated the incidents,
he gave them a patient hearing. They claimed that the victims were
targeted above waist by the police. Most of the victims went to
Paramakudi on the fateful day for various reasons. They also claimed
that the police didn't follow the standard procedures before opening
fire at the protestors. He also enquired about the families of
victims.

Earlier, Collector V. Arun Roy, the Deputy Inspector General of
Police, Ravikumar, who is holding additional charge, the
Superintendent of Police Mahesh Kumar and others met him at the
Circuit House in Ramanathapuram. V. Balasundarakumar, District
Sessions Judge, also made a courtesy call.

Meanwhile, the residents of Pachery near Mandalamanickam, where a
Dalit boy Palanikumar was murdered by a gang, raised black flags at
their houses, protesting against the Commission of Enquiry. They also
staged a demonstration at the village stating that they didn't have
confidence in the Commission of Enquiry.

Mr. Sampath will continue his enquiry in Ramanathapuram on Wednesday also.
