BJP charges Mayawati with Rs.3,000 cr power scam
IANS

Lucknow: Accusing the Mayawati government in Uttar Pradesh of a Rs
3,000 crore power scam, the Bharatiya Janata Party (BJP) on Monday
asked the Lokayukta to conduct a detailed inquiry into the deal.

"The state-owned Uttar Pradesh Power Corporation Limited sacrificed
lower rate of power from the National Thermal Power Corporation (NTPC)
and other agencies, and made an agreement with five private power
companies to purchase 5,000 crore units of power from July 2011 to
June 2012 at a much higher rate," BJP leader Kirit Somaiya said at a
press conference.

"The Mayawati government could have availed the power purchase rate of
Rs 1.50-2.20 per unit offered by NTPC and other government agencies,
but it preferred private companies, whose rate for power purchase was
Rs 4.70 per unit. With this illegal deal, the state government has
committed a scam of Rs 3,000 crore in the power sector," he alleged.

A delegation of BJP on Monday handed over some documents related to
the alleged scam to Lokayukta, Justice NK Mehrotra.

"He (Mehrotra) has asked for some more documents that would be
provided to him within the next two days. The Lokayukta has assured us
to take necessary action on our petition," said Somaiya.

Meanwhile, BJP vice president Mukhtar Abbas Naqvi said the party would
undertake a 'Jan Swabhiman Yatra' from October 13 to "expose the
corruption in the Mayawati government".

The BJP also released a 'Ghotala Chalisa' that contains '100 scams of
Mayawati government worth Rs 2.54 lakh crore and Rs 4 lakh crore scams
of central government'.

[ZESTCaste] Dalits allege obstruction of pathway

http://www.thehindu.com/news/cities/Madurai/article2489802.ece

MADURAI, September 27, 2011
Dalits allege obstruction of pathway

D. Karthikeyan

Dalits of Vaidyanathapuram Colony, on the Nedunkulam Road, coming
under Thenur Panchayat in Madurai district, are now victims of alleged
discrimination after the pathway used by them for close to 60 years is
obstructed by an individual by erecting an iron gate.

Vaidyanathapuram Colony, which is named after Congress stalwart A.
Vaidyanatha Iyer, who spearheaded the temple entry movement in
Meenakshi Temple, is a small colony with 20 families of Devendra Kula
Vellalars (Dalits). The Dalits in the village on Monday said that the
pathway was obstructed by K. Raja (alias) Periya Karuppan, a former
panchayat chief, since January 2010 and they found it difficult to
have proper access to the village and other places.

S. Chappani said, "It is already a very narrow path adjacent to a
canal and farmlands. Since gates have been erected we cannot use
vehicles. In the recent past, we suffered a lot after one elderly
person suffered health problems and we were not able to take the
ambulance vehicle in." Already, 10 Dalit families who lived in the
colony, engaged in shoe mending work, have moved away anticipating
trouble.

The villagers, with the support of Mallar Kazhagam, had submitted
petitions twice to the District Collector during August at the
grievance day meeting and sent a letter to the Chief Minister's cell.
Dalits demand that since the pathway has been under use for a long
period of time, the government should ensure proper access for them.

However, when contacted, Mr. Raja said that it was his own patta land
which was earlier, due to local adjustment with the farmers, used for
movement of tractors and transport of agricultural goods. "I have all
the documents to prove my ownership," he said.

[ZESTCaste] Cops call on killed cab driver's kin

Cops call on killed cab driver's kin
Jaideep Shenoy, TNN | Sep 27, 2011, 09.46AM IST

MANGALORE: In a step aimed at assuaging sentiments of dalits in
general and reaching out to the family of Govardhan, the murdered cab
driver, top-brass of Mangalore city police landed at the family's
doorsteps at Bejai-Kapikad here on Monday.

Taking note of the Govardhan's parents' poor health, city police chief
Seemanth Kumar Singh took his entire investigating team to Govardhan's
house for an on-the-spot review.

Noting this was not an unusual gesture, Seemanth told TOI that the
city police, which has set up four teams to crack the case, is taking
stock of progress each day. "I am getting updates from my officials,
but I felt it prudent to talk to the family members to know their side
of the story and see if we could get any new leads," he said. Stating
that the meeting did not yield something new by way of information, he
said it was also to empathise with the family.
Asserting that city police is working hard to solve the case, Seemanth
said, "The command and control of this case is with me." Dismissing
jurisdictional issues, he said, although the body was found in Udupi
district, the crime originated here. Four unknown persons on August 26
had hired Govardhan's taxi from KSRTC bus station to go to an
undisclosed location. His body was found near Padubidri, on the
Karkala-Belman road on August 29.

Govardhan, a resident of Bejai, is survived by his parents, two
brothers and a sister. He was working as a pump operator for Mangalore
City Corporation and had bought the cab under SC/ST special scheme
five months ago. Seemanth said, Udupi police helped us initially with
tracing his personal documents, his car and later the body. Dalit
organizations had represented failure of city police to crack this
case to the SHRC here.

[ZESTCaste] Transfer officer or I’ll kill myself, says dalit MLA

Transfer officer or I'll kill myself, says dalit MLA
TNN | Sep 27, 2011, 06.50AM IST

BHOPAL: Within days of IAS officer Ramesh Thete threatening to commit
suicide if he wasn't given a posting of his choice, a dalit BJP MLA
declared that he would kill himself if a panchayat officer, who has
been at the same post for over 25 years, was not transferred.

BJP veteran Jugal Kishore Bagdi said at a public meeting in Satna that
he is a Dalit and will "commit suicide'' if a panchayat officer KG
Tripathi, who has been the coordination officer of Sohawal panchayat
since 1985, wasn't turfed out. Bagdi alleged that Tripathi was
transferred nine years ago but he refused to give charge to his
successor and continues to hold the post till date.

Last week, IAS officer Ramesh Thete threatened suicide if he was not
given his promotions and salary dues. Thete, a 1993 batch IAS, was
suspended after he was allegedly caught accepting a bribe of Rs 1 lakh
in 2002 as principal of a technical institute. After being let off by
the courts recently, Thete was appointed director of the Narmada
Valley Development Authority.

The officer wants promotion at par with his batchmates and salary dues
from 2002 to 2010. "I am a Dalit and hence I have been targeted. When
upper caste officers face corruption charges, the state goes slow on
investigations," Thete said.

[ZESTCaste] Paramakudi firing: PIL seeks suspension of seven officials

Paramakudi firing: PIL seeks suspension of seven officials
TNN | Sep 27, 2011, 02.21AM IST

CHENNAI: A public interest writ petition seeking suspension of seven
officials, including the Ramanathapuram collector and
inspector-general of police (South Zone), for their failure resulting
in the death of six dalits in police firing at Paramakudi, has been
filed in the Madras high court.

When the PIL, filed by advocate P Pugalenthi, came up for admission,
the first bench comprising Chief Justice MY Eqbal and Justice TS
Sivagnanam posted the matter before a division bench headed by Justice
Elipe Dharma Rao, for hearing.

Pugalenthi said in his petition that the detention of dalit leader
John Pandian sparked the protests by dalits on September 11, and that
the police had no reason to stop John Pandian.

Pointing out that the dalit leader had obtained prior permission to
take part in the celebrations, the PIL said the police stopped him
from proceeding to Ramanathapuram unnecessarily.

Similarly, the police firing on the protesters too was an extreme
action which could have been avoided, he said, adding the as long as
the seven officials, including the district collector, were in service
no fair probe could be conducted.

Eye witnesses would be afraid and reluctant to testify before the
committee, he said. "It is, therefore, necessary that the officials be
suspended in the interest of effective functioning of the commission
of inquiry appointment by the government," Pugalenthi said.

The petitioner said dalit people in the state needed an assurance from
the government that suitable action would be taken against the guilty,
and that no such incident would recur in future.

[ZESTCaste] Municipal school opens after 10 years

Municipal school opens after 10 years

Express news service Posted: Sep 27, 2011 at 0226 hrs
Ahmedabad Following a sustained movement by local social workers and a
number of frustrated parents withdrawing their children over the past
four years, a municipal school was restarted after a gap of 10 years
on Monday. The school was damaged in the 2001 earthquake.

The school building located near the famous monument of Shaking
Minarets in Gomtipur area housed two Gujarati-medium schools, Rajpur
Gujarati Shala No. 3 and 4, which were run in two shifts. They mostly
catered to Dalit children. The building was damaged badly in the
January 2001 temblor. In view of danger of the building collapsing,
the children were moved to another building located one km away. In
the process, several children dropped out to never come back.

The building had developed cracks also after construction of a water
tank on a nearby plot but it was not repaired despite several
representations, according to local councillor Iqbal Shaikh. "This
forced us and local volunteers to start an agitation. Now, the
authorities have decided to restart one of the two schools from
Monday," he said.

According to Shaikh, the two schools in this building had nearly 1,200
students but after shifting them to other buildings, the number of
students, mostly Dalits, fell drastically.

Former school board member Habib Mev said he had drawn the attention
of board officials in February 2010 following which children were
moved to another building a km away. But complaints about attempts of
molesting girl students by outside elements in the new premises
ensured an exodus-like situation, leaving the student strength to
merely 600 to 700. Shaikh also gave similar reasons for the students
dropping out.

"Even today, when the school building is restarted, it will
accommodate students of only one school," said Shaikh. The building
still lacks electric supply, fans and security arrangements, Shaikh
added.

School board chairman Jagdish Bhavsar, who took charge only recently,
said he had asked for details as soon as the matter was brought to his
notice. "I immediately sent the officials to the spot and got the
students of morning shift (class six to eight) transferred here from
today while transfer of the afternoon shift students will take some
more time," he said.

[ZESTCaste] Mayawati plays quota card again

http://timesofindia.indiatimes.com/india/Mayawati-plays-quota-card-again/articleshow/10130219.cms

Mayawati plays quota card again
Ashish Tripathi, TNN | Sep 26, 2011, 09.25PM IST

LUCKNOW: After demanding reservation for Muslims, poor among upper
castes and Jats in Centre's list for Other Backward Classes (OBCs), UP
chief minister Mayawati has played the reservation card again.

In an official statement issued on Monday, she has asked for a fixed
quota for Muslims and Jats within OBC quota as per their population.
She has also asked for inclusion of 24 most backward classes (MBCs) in
scheduled castes (SC) with quota within quota for SCs. She also wants
inclusion of Muslims and Christian dalits in SC category. And, to
accommodate more classes, she has asked for increase in the SC quota.
Her list of demand also includes application of reservation in
judiciary, private sector and other sectors where it has not been
implemented. She also wants that the vacancies under reserved category
should be filled at the earliest.

The statement released by the BSP said that chief minister is of the
view that financially, socially and educationally communities and
people should be given facility of reservation to help them develop
and join the national mainstream. For this, she had, already suggested
Congress led UPA government in her letter to the prime minister to
amend the Constitution. While promising her support for constitutional
amendment to increase reservation facility, she has also suggested
that the reservation policy should be put in the ninth schedule of the
constitution, so that it cannot be challenged in any court of law.
Without caring for the all round criticism for taking course of caste
and communal politics before 2012 assembly elections, Mayawati said
that she thinks that reservation in government jobs, educational
institutions and private sector is need of the hour.

The MBCs which BSP has demanded to be included in the SC list are
Kahar, Kashyap, Kewat, Mallah, Nishad, Bind, Kumharm Prajapati,
Dhimar, Bhar, Batham, Rajbhar, Dhivar, Turha, Majhi, Machhua, Lonia,
Nonia, Lonia-Chauhan, Pal, Baghel and Dhankar. These communities are
2-5% of the population are crucial in elections. The BSP statement
also said that the chief minister is also of the view that the
reservation to weaker and marginalised sections of the society is a
matter of national importance. ""In her letters to prime minister
Manmohan SIngh, she has said that it is the responsibility of the
government to provide educational facility and employment opportunity
to depressed classes in all castes and faiths to bring them at par
with others and bridge the gap of have and have-nots.

[ZESTCaste] Maya suspends MLA Haji Yaqoob from BSP

http://www.hindustantimes.com/Maya-suspends-MLA-Haji-Yaqoob-from-BSP/Article1-750431.aspx

Maya suspends MLA Haji Yaqoob from BSP
HT Correspondent, Hindustan Times
Lucknow, September 26, 2011

The chief minister Mayawati on Monday suspended one more BSP MLA Haji
Yaqoob Quereshi from the party. Quereshi, who represented Meerut
assembly segment, has been charged with anti-party activities. As a
part of cleansing exercise the chief minister has so far suspended one
dozen MLAs from the
party.

Mayawati has issued instructions to the party leaders that Quereshi
should not be allowed to attend any party programme. Quereshi, who had
won on the symbol of United Democratic Front (UDF) in 2007, had merged
his party in the BSP on June 3, 2007.

Announcing his suspension from the party, state unit chief Swami
Prasad Maurya said Quereshi, because of his objectionable statements
had been controversial right from the beginning.

However the axe has now fallen on him for his comments against the
Sikh community during the foundation laying ceremony of modern
slaughterhouse in Meerut recently. Maurya said his comments had caused
resentment in the Sikh community in the state. Quereshi was not
available for comment.

The BSP has so far taken action against a dozen MLAs for their
anti-party and criminal activities. The chief minister had also
suspended Mafiosi-turned MP from Jaunpur Dhananjay Singh last week for
meeting former SP leader Amar Singh in Tihar Jail in Delhi.

The chief minister had also denied BSP ticket to MLA from Hastinapur
Yogendra Verma on Sunday.

The suspended MLAs are Shekhar Tiwari, who is in jail in connection
with murder of an engineer in Auraiyya, Anand Sen also in jail in a
murder case, Purshottan Naresh Dwevidi, (in jail) charged with raping
a girl in Banda, Farid Mahfooz Kidwai, Krishna Kumar Singh alias
Satish Verma (both left party to join SP), Awadhpal Yadav suspended
after Lokayukta report, Bhagwan Sharma alias Guddu Pandit accused of
his criminal activities, Dashrath Prasad Chauhan and Ashok Singh
Chandel also accused of his criminal activities. There are
possibilities of action against some more BSP MLAs. Kidwai has now
been expelled from the membership of the House under anti-defection
law.

Maurya said the BSP had full respect for all religions. He said the
BSP had taken serious note of statement of Quereshi against the
community. As a part of continued crackdown on Dhananjay Singh, the
government has also withdrawn Y category security to him. The
government had provided 11 constables for his security. Now he has
just one constable.

Singh said he had been provided Y category on the recommendation of
central government. He said there was threat to his life.

[ZESTCaste] Mayawati sends quota reminder to PM

http://www.indianexpress.com/news/mayawati-sends-quota-reminder-to-pm/852404/

Mayawati sends quota reminder to PM
Express news service Posted online: Tue Sep 27 2011, 03:28 hrs
Lucknow : In yet another letter to Prime Minister Manmohan Singh,
Uttar Pradesh Chief Minister Mayawati has reminded him of her earlier
demands for giving reservation to Muslims and upper castes, besides
including Jats in the central OBC list.

In her letter on Monday, Mayawati demanded an increase in the existing
quota of 27 per cent for OBCs and then urged him to accommodate
Muslims and Jats in it.

Besides, she has also suggested an increase in the existing quota for
Schedules Castes to pave the way for the entry of some OBCs in it.

Mayawati favoured reservation for Jats and Muslims within the OBC
quota in accordance with their population, but only after an increase
in the existing quota.

Sources in the BSP said the Chief Minister wants to counter the
Congress plan to reap benefit out of the Centre's reported move to
create a separate quota for minorities, including Muslims, within the
OBC quota.

In her letter, Mayawati also reiterated her demand for giving
reservation to the poor among the upper castes.

Elaborating on the need to write another letter to the Prime Minister,
Mayawati said the issue was very sensitive.

Referring to the Sachar Committee's reports, she underlined the need
to give opportunities to minorities, particularly Muslims, for their
progress in every field such as jobs and education.

She also reminded the PM of her earlier demands like reservation for
OBC and SCs/STs in private sectors and the judiciary. She said there
must be serious efforts for covering the poor among the upper castes
under the reservation policy.

According to government statement, the Uttar Pradesh Chief Minister
requested the Centre to include OBC castes such as Kahara, Kashyap,
Kewat, Mallah, Nishad, Bind, Kumhar, Prajapati, Dhiver, Bhar, Rajbhar,
Batham, Turaha, Gond, Lonia-Chauhan, Pal and Baghel in the SC/ST list
after increasing the existing quota.
