are there more cases because there is greater awareness amognst dlaits, or is there more? what is the proportion of  population/dalit population in UP vis a vis India, how does this compare with figures?

not to be interpreted in defenese of BSP.. but curious

[ZESTCaste] tn elections and flying crane

There is a famous panchatantra story of a thirsty fox and crane and both being offered a saucer of water. Only the fox could drink it and the crane could not. The crane needed a beaker.

The Manifesto of Tamil Nadu Women's Forum revealed that dalit, adviasi, working class, Muslim women, Mathammas (mainly dalits) etc wanted right to land (on women's name), sustainable agriculture and healthy food, right to ponds, trees, quarries and coasts etc, full employment, closing of arrack shops, 50% reservation for women in all institutions (in particular from marginalized groups), effective implement of SC/ST component plan, stoppage of conversion of resources for other purposes, 50% education budget to primary education, ending of violence against women, girls to have a right to be born and accountable medical lobby etc.

But what were the two dominant parties offering- grinders, mixies, fridge, laptops (after high school/college), increased marriage assistance, gold for marriage, increased maternity assistance etc. The intellectual left which met some of the demands of the crane- sided with one of the two dominant parties for short term gains, while the party representing oppressed groups and contesting elections alone did not touch on land reforms while meeting some of the demands of the crane.

The crane representing oppressed voices was contemplating flying to Cuba - but it was another culture and far away. Where should it fly? How should it quench its thirst? Any advise

Social reformers may have gone unheard but the fear of a curse has
dramatically changed the lives of Dalits in a few villages here.

In a reversal of their fortunes, it is they who are treated like Gods
and even worshipped by the people of the upper castes instead of being
shunned by them as is the usual practice.

The custom dates back a 1,000 years and has a legend attached to it.
It is said that when two followers of Basava visited Ganaganuru
village to spread his philosophy of social equality, they were abused
by the upper caste people and in retaliation they cursed anyone who
practiced untouchability, saying their lives would be destroyed.

The village lore goes that from then on Brahmins have found the going
tough in these parts. So afraid are the upper castes now of the curse
that Dalits of Ganaganuru, Hallikerehundi, Ganaganurupura,
Godhanahundi and Sothanahundi villages are practically treated like
Gods.

This is most apparent in the days after Ugadi when two Dalits go on a
padayatra to Hallikerehundi and Ganaganurupura in a grand procession
while the people from the upper castes perform a pooja to them and
invite them into their homes to seek their blessings.

Temples too have been constructed in these villages in the names of
Bajamma, Kembavibogeshwara, Gangadeshwara and Dodamma - all members of
a Dalit family and Basava followers.

The procession of the Dalit "Gods" was taken out on April 6 and 7 this
year and the villagers plan to follow it up with a grand festivial on
April 12 and 13 which will see Dalits rubbing shoulders with the upper
castes. Hundreds of goats and chicken will be scarified on the
occasion.

NEW DELHI: Reconsidering its earlier decision, the Manmohan Singh
government is now contemplating not to give direct inclusion to all
members of the Scheduled Castes and Scheduled Tribes in the proposed
Below Poverty Line (BPL) list if one goes by the modalities being laid
out for conducting the Census.

Their inclusion will now be based on their ranking obtained from the
number of deprivation indicators they satisfy. Similarly, minorities
too don't get the same kind of importance that the Centre had
initially intended to give the community.

Only six categories of people will be compulsorily included in the BPL
list, until, of course, the exclusion criteria is applied to them.

The six category of households which will stand to benefit are the
designated primitive tribal groups, most discriminated SC groups
called Mahadalit groups where so identified by the State, female
headed households with no adult male member, minor head of households
with no adult member, destitute households which are dependent
predominantly on alms for survival, and households that are homeless
or with no homestead land.

The Centre has modified the N.C.Saxena committee recommendations in
the light of the pilot project it carried out in 254 villages cross
the country testing its efficacy in listing the BPL households and
following the demands made by several groups, said Union Rural
Development Ministry B.K.Sinha.

The danger of including all the SC and ST category households was the
threat of other groups of more deprived sections being elbowed out,
contended Mr. Sinha, who regarded the adopted course as the best
option.

HALLIKEREHUNDI(CHAMARAJNAGAR District): This tradition blurs the
social stigma attached to dalits, though for just a week. Prior to the
annual fair of village deity Bajjamma beginning April 11, Hindus call
dalits to their homes and worship them.

Dalits from neighbouring villages dressed as cannibals (Kalibalis in
local parlance) visit houses in the village dominated by Lingayats.
They are welcomed with garlands, taken to inner precincts (entry to
which is otherwise barred for dalits), worshipped and offered
foodgrains.

"At least for a week, unmindful of social stigma, Hindus embrace us,"
says Kemparaju, Gananganur village panchayat member, who led Kalibalis
on Thursday. "This tradition has reduced hatredness about dalits. The
festival has succeeded in bringing closer dalits and Hindus," says
Nanjundaswamy, another dalit from the village. However, Bhagyaraju, a
Lingayat and farmers' leader from the village, feels the tradition has
not been successful in eliminating untouchability.

Does caste really count in Tamil Nadu?

With the exception of the PMK, caste-based organisations have not been
able to make much headway

CHENNAI: The Assembly election in 2001 saw a new trend in Tamil Nadu.
Besides the Pattali Makkal Katchi (PMK) and the two Dalit parties, the
Puthiya Tamizhagam and the Viduthalai Chiruthigal Katchi (earlier
called DPI), several caste outfits "masquerading" as political
parties, came to be accorded recognition by the mainstream parties.

Ten years down the line, only the PMK and VCK, which have emerged as a
major force in the northern parts of Tamil Nadu, have been able to
retain their clout, while the others have either lost their sheen or
merged with one major political party or other.

Makkal Tamil Desam, launched by former AIADMK minister R.S.
Rajakannappan, seeking to represent the Yadavas, merged with the DMK
before going back to the AIADMK. The fate of Thamizhar Bhoomi, aimed
at mobilising the Mutharaiyars, is no different. The founder of the
party, Ku.Pa. Krishnan, is now contesting as an AIADMK candidate. The
New Justice Party of A.C. Shanmugam is also no longer in the picture.

Even Dr. Krishnasamy's Puthiya Tamizhagam, considered trend-setting in
Dalit assertion, which got 10 seats from the DMK in the 2001 election,
has now been forced to content itself with just two seats in the
AIADMK front. This is a big comedown for the party representing
Pallars, a militant, land-holding and better educated section of the
Dalits. Not just the seats, even aligning itself with the AIADMK
should be galling for Dr. Krishnasamy. He had in the past accused the
AIADMK of promoting the interests of Thevars with whom the Pallars
have locked horns in the southern districts for long.

On the flip side, some new outfits, such as the Kongu Nadu Munnetra
Kazhagam (KNMK), seeking to represent the interests of Goundars, have
emerged. The KNMK has been allotted seven seats in the DMK alliance.

All these parties have been inspired by the success of the Pattali
Makkal Katchi (PMK), which had its roots in the Vanniyar Sangam. But
they could not replicate the PMK's success.

The struggle for Most Backward Class (MBC) status was a unifying theme
for the Vanniyars, and Dr. Ramadoss was able to build a political
party following his success in securing 20 per cent reservation for
MBCs. Being the single largest MBC group, this reservation benefited
the Vanniyars most. The geographical contiguity of Vanniyar
settlements also made it possible for the PMK to emerge as a
significant force. It has been able to bounce back from the debacle of
2009 when it lost all the seven Lok Sabha seats it contested, because
of its inherent clout. "We have not confined ourselves only to the
question of reservation. We are also raising our voice for reservation
in private sector and highlighting other issues including political
empowerment of Vanniyars," Dr. Ramadoss notes.

J. Jeyaranjan, Director, Institute of Development Alternatives, points
out that when the scope for job opportunities is more in the private
sector than in the public, mobilising people on communal lines to reap
the benefits of government jobs was no longer possible.

Besides in this era of neo-liberalisation, caste-politics might appeal
to men as they seek political clout, whereas women are keener on the
economic aspect.

"Micro financing institutions, self-help groups and schemes like the
National Rural Employment Guarantee Scheme (NREGS) are paving the way
for economic empowerment of women, and so they want the continuance of
the scheme whichever party is in power," Dr. Jeyaranjan says.

He however, feels political mobilisation of Dalits will continue
because as a community "they have miles to go before availing
themselves of the opportunities in any sector, public or private."

"Dalits need state intervention to improve their lot and the pressure
towards achieving could be mounted only though political
mobilisation," he says.

Nadars, a powerful and enterprising community, have also eluded
mobilisation on communal lines. A majority of them voted for the
Congress during late Chief Minister K. Kamaraj's time but later
switched their allegiance to the Dravidian parties.

Former IAS officer M.G. Devasahayam says it is difficult to mobilise
an economically and socially empowered community like Nadars.

"Basically it is a community with individualistic traits. A party with
Nadars as a key vote-bank is unlikely to materialise in the near
future."

LUCKNOW: Taking a strong exception to the charges made by union
minister for social justice and empowerment Mukul Wasnik that
atrocities against dalit had touched a new high in the BSP rule, UP
government claimed that the data issued by the National Crime Records
Bureau had proved that crimes against dalit and women in UP had
substantially decreased.

"The union minister must know that Uttar Pradesh is the most populous
state in the country and has a large number of SC/ST population,
therefore the cases of dalit harassment must be seen in ratio of the
population. The state government is taking effective action under
prevention of crimes against SC and ST Act in the cases of harassment
of these sections," an official statement issued by the government on
Saturday said.

The state and the Centre had been sparring over the issue ever since
former IAS and Mayawati's confidant PL Punia, was appointed the
chairman of the national SC/ST commission last year, and had claimed
that cases of dalit harassment were not being registered in UP and the
atrocities against them had broken all previous records.

Wasnik, who was in the state capital on Friday for a review meeting
with government officials had reiterated Punia's allegations at a
press conference.

Madurai : BSP leader and Uttar Pradesh Chief Minister Mayawati has
alleged that both Congress and BJP were trying to do away with
reservation system introduced by B R Ambedkar for the uplilftment of
SCs and STs.

Accusing the two parties of failure to improve the socio-economic
conditions of Dalits and other oppressed classes, she claimed BSP was
the only party that followed the footsteps of Ambedkar and fulfilled
his dreams of social transformation in general and Dalit emancipation
in particular.

Addressing an election meeting in support of her party candidates in
the April 13 Tamil Nadu Assembly polls, she said her government had
done a lot for economically poor among the upper castes in Uttar
Pradesh besides helping the oppressed classes.

In Uttar Pradesh, there was reservation for poor people of the upper
caste also. Her party was dependent on not only Dalits, but poor and
middle class people of all the castes, Mayawati said.

She asked the people of Tamil Nadu to teach a lesson to the Congress,
DMK and AIADMK and make BSP a force in the state.

CHENNAI: BSP national president Mayawati has appealed to the people of
Tamil Nadu to reject Dravidian parties and put the BSP in power in the
State. Claiming that all the other parties in India were intent on
doing away with the reservation that Ambedkar had given the Dalits,
she said that the BSP was the only party that would be able to stop
them from doing so.

Mayawati was sure to have left a few sore hearts with her speech in
Chennai on Sunday evening, as she failed to mention the name of even a
single BSP leader from Tamil Nadu throughout the speech.

While she mentioned some of the national level office bearers of her
party, the name of BSP state secretary Armstrong was conspicuous only
by its absence from her speech.

She claimed the BSP was the only party that could establish a rule
blind to caste divisions.

She also promised the people of TN that she would commission statues
of Dalit icons, such as Ambedkar, Jothibha Phule and Narayan Guru, if
her party were to form the government in Tamil Nadu after the coming
Assembly elections.

"If awareness and revolution have to come to the people of Tamil Nadu,
they have to vote the BSP into power in the State," said Mayawati. The
Congress, BJP and all other parties were trembling as her party had
chosen to contest elections in Tamil Nadu, she added. "That the BSP
would capture power in the State was only a matter of time", she said.

Mayawati also said she would bring to Tamil Nadu the political
practice of convincing the upper castes to give reservations and
concessions to people from poor backgrounds, irrespective of their
caste, like she had done in UP.

While atrocity on dalits and social boycott are creating ripples in
society, a small village in Chamarajanagar, where majority of them are
Veerashaivas, was all decked up to welcome dalits in to their houses,
on Thursday.

The dalits of Ganaganuru village visit the houses of Veerashaiva
community at Hallikerehundi in Chamarajanagar taluk, as part of
village festival, on Thursday. DH PHOTO Colourful rangolis decorated
the households and the people who had gathered gave way once the sound
of cymbal was heard accompanied by two people belonging to dalit
community entered their locality.

This was part of Bajjammadevi habba held at Hallikerehundi in the
taluk on Thursday, where the Veerahaivas worshiped dalits and
presented them with food grains.

The story goes back to 12th century when as per the directions of
social reformer Basavanna, two dalits Kembavi Bogeshwara and
Gangadhareshwara from North Karnataka entered Ganaganur. But they were
insulted by the people of upper class. It is said those insulted them
had to undergo sufferings while those respected them were spared. The
custom of inviting them and performing puja began and is still in
practice, say the locals.

Rangaswamy and Murthy of Ganaganuru smeared with black colour and
wearing garlands were the dalits who performed the ritual this year,
by entering houses of all the Veerashaiva family in the village. Dalit
leader Jayaprakash said that only two families are permitted to enter
the houses that too once in a year during the festival which has been
followed since decades.

The literary scene in India has no choice but to heed to the rippling
new voices emerging from quarters long quarantined as 'untouchable'.
The anthology of Dalit writing, to be brought out by the Oxford
University Press (OUP) soon, is a vehement declaration of the
suppressed identities and therefore is awaited with anticipation. The
OUP has announced the launch of the book in connection with the
Ambedkar Week, being celebrated in the country to commemorate the
birthday of the Dalit architect of the Indian Constitution on April
14.

The 'Anthology of Dalit Writing in Malayalam' is an ambitious project
in its scale with 36 writers, 58 selections and 18 translators. Noted
Dalit writers such as S Joseph, Sunny Kavikkad, Sasi Maduraveli, M B
Manoj, Sivadas Purameri, Pokkudan, T M Yesudasan and many others will
be featured in the volume. The selections will comprise poetry, short
fiction, biography, drama, prose and excerpts from novels. The volume
is complied by four editors - Dr M Dasan of Kannur University, Dr V
Prathiba of University of Calicut, Dr Pradeepan Pampirikkunnu of Sree
Sankaracharya University of Sanskrit and Dr C S Chandrika of
Pondicherry University - all of whom are writers who have made a mark
in contemporary Malayalam literature.

The Malayalam anthology is to have a sequel in Tamil which will also
be brought out this year. It is expected to feature 96 selections of
41 Dalit writers.

Dalits stage protest against boycott

Hassan: Dalits of Keregodu village in Arkalgud taluk staged a protest
here on Wednesday alleging that they had been ostracised by caste
Hindus of the village after Deepavali.

The protesters said the caste Hindus boycotted them after they refused
to beat drums during the celebrations and later remove the corpse of
cattle. Since then they have been barred from all social and cultural
activities. Besides, the caste Hindus also imposed a fine of Rs. 501
on those who dare to speak to them.

During Ugadi celebrations, they were not allowed to enter inside the
Basaveshwara temple. Also, the fair price shopkeeper denied ration for
them. The Jati Dourjanya Virodhi Samiti, which led the protest,
alleged that the Arakalgudu police also refused to register a
complaint.

They submitted a memorandum to Additional Deputy Commissioner P. Subramanyam.

Hyderabad, April 09: Unidentified persons damaged the statue of Dr
Ambedkar at Srinivasa Nagar crossroads under the Jeedimetla police
limits on Friday. Locals noticed the damage at the shoulder and leg on
Friday morning and staged a protest.

They alleged that it was the second time in the recent past that the
statue was damaged and demanded action against the culprits.

Jeedimetla police registered a case.
