Discrimination against Dalits prevalent: study

Caste discrimination practised against Dalits does not spare even
panchayat presidents, reveals a study conducted in select districts of
Tamil Nadu.

The study conducted by Evidence, a Madurai-based organisation, in 213
panchayats across 12 districts in the State has come up with its
findings on myriad forms of discrimination experienced by Dalits under
various categories.

The survey was held in Madurai, Dindigul, Virudhunagar, Sivagangai,
Thanjavur, Nagapattinam, Salem, Namakkal, Cuddalore, Villupuram,
Coimbatore and Tirupur.

Forty-five panchayat presidents from nine districts have given
testimonies of discrimination, the survey reports. The discrimination
takes the form of demand for appointment of Caste Hindu writer,
refusal to cooperate with the panchayat president, obstructionist
tactics by the Caste Hindu Ward members and panchayat vice-president
to stall conduct of affairs and harassment of women panchayat
presidents.

The 198-page report reveals an exhaustive account of various forms of
discrimination and how they assume universality under certain
categories. These include discrimination in temples, atrocities
against Dalit women and discrimination in processions, burial of the
dead and in offering services such as hair dressing and laundry to the
Dalits.

With a few exceptions, almost all villages witness such discrimination.
Restrictions

Discrimination in temples varies from restrictions on entry to bar on
touching the temple car rope and participation in festivities or
allowing processions to go through Dalit colonies.

According to the report, 104 villages out of the total villages
surveyed recorded the practice of two-tumbler system, revealing 49 per
cent prevalence. Among them, 14 out of 22 villages in Coimbatore, 14
out of 24 villages in Dindigul, 13 out of 21 in Salem, 13 out of 17
villages in Virudhunagar, 11 out of 17 villages in Thanjavur and seven
out of 13 villages in Madurai, recorded the practice.

In Nagapattinam, the study carried out in 16 villages in Vedaranyam
reveals the prevalence of two tumbler system in Kodiakkarai,
Vedananagar, Ayyakaranpulamirandamsethi, and Siriyankadu.

Of the categories, discrimination was negligible only in Government
Hospitals and PHCs.

Lucknow : The deadlock between the National Commission for Scheduled
Castes and the UP government over the date for full commission review
of the Dalit welfare schemes in the state.

The commission citing the budget session of the Parliament has
rejected the four dates in March suggested by the Uttar Pradesh
government.

The NCSC panel headed by the Congress MP, PL Punia, accuse the UP
government of avoiding the full commission review while the state
maintains it is ready for commission scrutiny.

The BSP-led government, in its bid to clip the Punia's wings, has
already amended the UP State Guest Rules 1961, to deny the protocol
and other facilities to him during his visits to UP. Punia enjoys the
status of Union Cabinet Minister.

"There is no point in holding the full commission review meeting with
the UP government until all the relevant information is provided by
the state government to the panel," said Punia, adding "UP government
is not providing information sought by the commission on Section 156
(3) of the Cr PC, where the FIR relating to atrocities on Dalits were
lodged on the directives of the courts and the action taken by the
state government on the complaints by Dalits.".

On the review meetings, Punia said, "The UP government knows the
chairman of the commission is an MP and budget session of the
Parliament is underway. It is difficult for me to spare time for the
review meeting, yet they deliberately suggested to hold meeting on
March 4, 11, 16 and 24."

On the other hand, the UP government maintains that it is ready for
the review meeting as and when it suits the commission.

"We had suggested four dates to the commission in March. So far we
have received no official communication from them. If they suggest
some alternative dates then we are ready for that," said Balvinder
Kumar, Principal Secretary, Social Welfare, adding "We have furnished
all the information on a questionnaire given to us by the commission.
If they need some additional information then then there is no problem
at our end to furnish it."

In last four months, the review meetings have been postponed for five
times. For the fifth time, the state government suggested four dates
in March for review meeting which were rejected by the commission.

Hyderabad: The Andhra Pradesh Federation of Churches (APFC) has
demanded the Union Cabinet to immediately decide for extending the
Scheduled Caste privileges to Dalit Christians and Dalit Muslims. The
General Body of APFC which met here on 4th March made the demand. SC
status is limited to Dalits among Hindus, Sikhs and Buddhists.

APFC has also urged the Central Government to give an appropriate
answer to the query of the Supreme Court to the writ petitions
demanding the deletion of the paragraph 3 of the Constitution
Scheduled Castes Order 1950 in order to extend SC status to Christians
and Muslims of Scheduled Caste origin.

The group warned that if these demands are not fulfilled, many Dalit
Christians and Dalit Muslims will not vote for Congress and its allies
in the forthcoming Assembly elections and General Election 2014, Rev.
Gali Bali, Bishop of Guntur and General Secretary, APFC said in a
statement.

The Constitutional Scheduled Caste Order 1950 restricted Scheduled
Caste (SC) status only to Scheduled Castes professing Hinduism. Later
on it was extended to Scheduled Castes who embraced Sikhism and
Buddhism. However, Dalit Christians and Dalit Muslims have been denied
SC status for the last sixty years.

National Commission for Religious and Linguistic Minorities (NCRLM)
stated that non inclusion of Scheduled Caste Christians and Scheduled
Caste Muslims in the Scheduled Caste list is a discrimination based on
religion and goes against the articles 14, 15, 16 and 25 of the
Constitution of India. Religion must be de-linked from caste. The
discriminatory paragraph 3 of the Constitution Scheduled Caste Order
1950 should be deleted by appropriate action.

The National Commission for Scheduled Castes (NCSC) has recommended
that Scheduled Caste status must be extended to Christians and Muslims
of Scheduled Caste origin.

The National Commission for Minorities (NCM) too has supported the demand.

The hearing of the writ petitions filed in the Supreme Court in 2004
and other petitions is unduly delayed because of the unreasonable
tactics of the Union Government to give a reply to the Supreme Court.

On 24th Feb. the SC was to hear the case but the central government
did not file its reply.

Chief Minister of Tamilnadu M Karunanidhi on 25th Feb. wrote a letter
to the Prime Minister to take urgent decision and extend SC status to
Dalit Christians and Dalit Muslims.

In a language darkly…

Meena Kandasamy writes angrily, often eloquently, about the politics
of the body and caste in contemporary Indian society.

Ms. Militancy, Meena Kandasamy, Navayana, 2010, p.60, Rs. 150.

A man who saw the poet Meena Kandasamy read out from her latest poetry
collection, Ms. Militancy, at the Jaipur Literary Festival this
January apparently felt threatened enough to post his reactions on his
Facebook wall: "Watched a so called poetry reading session of a so
called dalit-feminist-poet from chennai! The so called poem and the so
called reading postures quite resembled that of w***** invitation to
clients on roadsides! She addressed herself as a dalit-feminist! All
the way i wondered, what did dalitism and feminism had to do in that
poem, which literally worshiped group sex practice!!" Perhaps it is
unfair to give such reactionary words more circulation than they
deserve but they do give us an entry point to the kind of poems that
Meena Kandasamy writes (definitely not pornography) and a counterpoint
from 'real' life to our notions of ourselves as a 'progressive'
society. I don't know what that Facebook person's idea of poetry
really is but if yours is anywhere remotely in alignment with his,
perhaps you shouldn't be reading this collection. Or, come to think of
it, perhaps you need to read it more than anyone else...

No easy passage

It won't be an easy passage if your politics are mainstream, let alone
conservative. As a woman dalit poet, Meena Kandasamy writes angrily,
often eloquently, about the politics of the body and caste in
contemporary Indian society. Necessarily, what she sees is different
from the images we have constructed for ourselves. It was Ambedkar who
said that "women are the gateways of the caste system". Kandasamy is
intensely aware of how the female body is used as an instrument of
control, by naming it, fixing it and locating it within a discourse
whose concerns are very different. Talking about the female self and
body in ways not 'allowed' by this discourse becomes a way of
reclaiming it, of declaring one's independence from this discourse:

Tongues untied, we swallow suns.

Sure as sluts, we strip random men.

Sleepless. There's stardust on our lids.

Naked. There's self-love on our minds.

And yes, my dears, we are all friends.

There will be no blood on our bridal beds.

We are not the ones you will choose for wives.

We are not the ones you can sentence for life.

("Backstreet girls")

And it goes hand it hand with an irreverent taking apart of the
contradictions, hypocrisies and pretences she finds around her
everywhere in life, literature and the mythologies of the mainstream.
But it's not all mockery, for, she can also write with chilling
clarity about the way things still are. Sample this:

One-eyed

the pot sees just another noisy child

the glass sees an eager and clumsy hand

the water sees a parched throat slaking thirst

but the teacher sees a girl breaking the rule

the doctor sees a medical emergency

the school sees a potential embarrassment

the press sees a headline and a photofeature

dhanam sees a world torn in half.

her left eye, lid open but light slapped away,

the price for a taste of that touchable water.

In other poems, she writes with a gay abandon that comes from the
liberating knowledge that she doesn't have to play by your rules
anymore. Her poems mock the countless edifices of tradition, culture
and literature that had been/are complicit in keeping a whole people
invisible and worse for centuries. In spite of the delight in
wordplay, the startling phrases that catch you unawares and ambush you
as you turn a corner (there's that delightful emperuman, Emperor-man),
her poems are mostly simple, direct, effective and often violent.
Because it takes violence to rip apart structures that have kept you
down, structures that have become invisible, transparent and part of
the 'natural' order of things to those who don't have to live with its
stifling oppressiveness. Actually, Meena Kandasamy does a favour to
people like that gentleman on Facebook by enabling them to see again.
For, acceptance could be the first step towards change, for oneself
and others.

Possible redemptions

For herself, it is through rebellion that the path to freedom lies, to
other more enabling possibilities. As she puts it poignantly in the '
foreword': "I have to write poetry to be heard, I have to turn insane
to stay alive....Telling my story another way lets me forgive you.
Twisting your story to the scariest extent allows me the liberty of
trying to trust you. I work to not only get back at you, I actually
fight to get back to myself." The possibility of redemption, then,
through the rubble of rebellion, both for her and us. But if her
poetry only shocks or offends us, if we can only mourn the past that
has been shown up for what it is, the possibility of reconfiguring our
world and living spaces and discourses on a more equal and just
footing would be lost, yet again...

Writer Prof Aravinda Malagathi, faculty of Kannada, Kuvempu Institute
of Kannada Studies (KIKS) has called upon the Dalit community to come
out with writings that stir serious debate in the society and literary
circles.

He was speaking at a programme after releasing a book, 'Gandhi Horata
Yaara Virudha?' - (Who did Gandhi fight against) organised by Baba
Saheb Ambedkar Royal Society and Bahujan Vidyarthi Sangha at the EMMRC
hall at Manasagangothri here on Sunday. The book is authored by H B
Raghotham.

Malagathi said there should be productive and constructive debate on
crucial issues if the society had to achieve progress. Raghotham's
book stirs such a debate. He has been able to portray effectively
different dimensions of Ambedkar and Gandhiji's principles, the writer
said.

"The Dalit writings should not only focus on the loopholes of the
society, but also suggest remedies. It is possible only when the
writings stir a debate among intellectuals in society," he remarked.

The criticism against Dr Ambedkar should be carefully analysed to
develop a response that is comprehensive and stand up to the
expectations of the Dalit community. Earlier, Journalist Rajashekara
Koti inaugurated the programme and urged the various factious of
Dalits to forge a single forum and fight for their rights.

Former mayor Purushotham, writer H B Raghotham and others were present.

SALEM: The State BJP's Dalit Rights Conference has urged the
Congress-led UPA government not to accord Scheduled Caste status to
Dalit converts as it would be grave injustice to Hindu Dalits, who
have been facing all sorts of discrimination in society.

The one-day State conference inaugurated by its former national
president Bangaru Laxman and attended by State leaders, including
president Pon. Radhakrishnan and Scheduled Caste wing president L.
Murugan, here on Friday, pointed out that Dalits in the Hindu religion
have been facing oppression and untouchability for long in the caste
hierarchy.

"If Dalit converts are included as per the recommendations of the
Justice Ranganath Mishra Commission, they will eat into the benefits
of Hindu Dalits in education and employment. This will further
deteriorate their livelihood conditions." It claimed that even leaders
such as B.R. Ambedkar, Jawaharlal Nehru, Rajaji and Vallabai Patel had
not approved of the request that Dalit converts, especially
Christians, should come under reservation system, at a panel
discussion on Constitution.

Two Dalits attacked

Tumkur: Two Dalits were attacked allegedly by a group of six people at
Hosahalli of Chikkanayakanahalli taluk in the district on Thursday
night.

The police identified the victims as Narasimhaiah (45) and
Hanumanthaiah (38). Both of them are residents of Hosahalli and work
as labourers.

Narasimhaiah was hit on the head with a sickle and Hanumanthaiah was
attacked with long sticks and suffered injuries on his stomach and
back. According to Hanumanthaiah, a group of six attacked them with
sticks and sickle on Thursday in Hosahalli in front of the house of
gram panchayat member Suresh. He alleged that Chikkanayakanahalli
taluk panchayat member Jayanna, and residents Mesthri Rajanna,
Basavaraju, Chandrashekar, Omkar and Thimmaiah attacked them.

Atrocity case has been registered in Huliyaru police station. The
accused are absconding.

GUNTUR/ONGOLE: In a development that could puncture the arguments of
powerful political parties lobbying for Samaikhyandhra, a survey
conducted by dalit scholars of Andhra region has revealed that people,
particularly from dalit colonies in the region, are not against
bifurcation of the state.

The survey was conducted by Dalita Bahujana Front (DBF), an
organization that voices the concerns of dalits and downtrodden
classes at the United Nations (UN) with the help of research scholars
from various universities in the Andhra region. "Surprisingly, people
contradicted the arguments placed before Srikrishna Committee and said
that they were `tutored' by the local officials to speak in favour of
united Andhra before the Srikrishna Committee," explained DBF state
president Korivi Vinaya Kumar.

Stating that more than 95 per cent of dalits, minorities and people
from weaker sections favour bifurcation of the state keeping in view
the current political uncertainty, he said dalits were hopeful of
getting better work in the divided state. "More construction works
would be taken up in the region in order to build the new capital and
its offices," he said.

Melam Bhagya Rao, the chief coordinator of the survey, said the survey
was conducted in 1,100 dalit colonies in more than 70 assembly
segments in Andhra region and gathered the opinions from men, women,
youth and aged people. "Interestingly, they are finding fault even
with the adamant argument of their public representatives to keep the
state united without taking their consent," he said.

The officials arranged meetings with the Srikrishna Committee at the
behest of landlord communities to reflect their concerns, alleged a
dalit, Jaladai Anjaiah of Karamchedu in Prakasam district. Tribals
from thandas in Yerragondapalem constituency said that they were not
bothered about bifurcation or a united state as long as they were
provided employment round the year.

Bhagya Rao told TOI that they were forwarding the report to the Centre
as any delay in bifurcation of the state would not only hurt
developmental projects but also make lakhs of people from weaker
sections go without work. "The bifurcation will solve major
complications, including SC categorisation, unemployment and
power-sharing to Dalits," said a university professor.

Several Congress and TDP legislators on condition of anonymity agreed
that people at the grassroots level were not opposing the separation
of the state.

Strangely, the voices that raised bifurcation of the state in the
early days of Telangana movement like Vasantha Nageswara Rao,
Yalamanchili Sivaji, Chegondi Harirama Jogaiah and Rajahmundry MP
Harsha Kumar, have suddenly gone silent at a time when the T-agitation
has crippled administration in the state.

The month- long first phase of Uttar Pradesh chief minister Mayawati
's inspection tour of state development works has stirred Opposition
parties into conducting a cost-benefit analysis.

Bahujan Samaj Party (BSP) leaders defended the tour, claiming that
from February 2 to March 2, Mayawati visited 81 Kanshi Ram urban
housing schemes, 80 urban slums, 88 hospitals, 148 tehsil offices and
148 police stations.

She also suspended 20 state government employees, including police
officers and doctors, and warned all senior officers to expedite
development works or face the music.

An officer of the state government's information department claimed
that she has also given a two-week deadline to district magistrates to
ensure that members of the scheduled castes ( SC) get lease land and
asked the in-charges of police stations to combat crimes against
dalits.

Her rivals, however, claim that during the 28- day tour, at least Rs
300 crore was spent on her security and the police of four districts
were deployed wherever she went.

The main Opposition, the Samajwadi Party ( SP), alleged that her tour
was meant to pressure officers to expedite party fund collection ahead
of the 2012 assembly election.

SP leader Shivpal Singh Yadav said: "Mayawati has realised that she
will lose the next election.

"So she visited the districts to force the officers to extort money
from the people for her party. The common man was kept away from her
and the police resorted to baton- charges on women, youth, lawyers and
teachers at various places." Yadav added that his party would launch a
statewide agitation from March 7 to March 9.

Akhilesh Pratap Singh, UP Congress spokesperson, said: "It is true
that people are placed under undeclared house arrest wherever the CM
goes. Even the mayor of Bareilly, Supriya Aron, was locked in her own
house." "Aron was detained when she escaped in a burqa and tried to
meet the CM. More than 50 people were arrested in the state for trying
to meet the CM. We are happy that her tour is over, so that the people
are spared undeclared curfews," Singh added.

However, Swami Prasad Maurya, BSP state president, said: "The
Opposition is misinforming the masses. The fact is that the people
wait for hours just to have a glimpse of the CM." "Our rivals should
go to the districts and see how things have improved," he added.

A minor Dalit girl was held captive and raped by two youths in Kotwali
area in Uttar Pradesh state, police said today.

The girl was kidnapped by Khanna Lodhi and Mahesh Lodhi on Friday
night when she had gone out for some work and then the accused raped
her several times before releasing on Saturday evening.

Police said that one youth has been arrested after the victim's father
lodged a complaint on Sunday.

HISAR: Children of Dalit families who had left Mirchpur village in
Hisar out of fear of the Jat community and are camping at the district
headquarters for the last many days, have been finally admitted in a
school. These 32 children have taken admission at Raja Ram Memorial
government school here after the intervention of Hisar administration
officials. Their families are currently staying at a farm-house here.
So far many government and private schools had refused to admit these
children as they do not wanted to offend the Jat community.

"We have admitted the Dalit children to school. The administration has
also provided them free textbooks and study material.We would also
provide free transportation to these children," a local administration
official said Saturday. "We would make sure that no child suffers on
the front of education," he added. Mirchpur village in Hisar district,
about 300 km from Chandigarh, hit the headlines last year when some
people from the dominant Jat community set fire to a row of houses of
Dalit families on April 21.

LUCKNOW: Facing the prospect of an offensive on her government's move
towards indirect election of mayors and chairmen of urban local
bodies, Uttar Pradesh Chief Minister Mayawati cautioned her party
workers on Saturday against the Opposition's game plan "to defame the
government."

She directed her Bahujan Samaj Party men to prepare for the local
bodies elections scheduled for June this year.

At a meeting of Ministers, MLAs and MLCs, and BSP office-bearers and
coordinators here on Saturday, Ms. Mayawati said the rising popularity
of the government and the party had rattled the Opposition. She asked
the Ministers and legislators to organise small meetings in their
constituencies to inform the "aam aadmi" about the welfare measures
launched by the government for the benefit of the Dalits, the backward
classes, the minorities, women and the poor of the "sarv samaj."

Pointing to her mentor and BSP founder Kanshi Ram as a source of
inspiration, Ms. Mayawati said his birth anniversary falling on March
15 would be celebrated in all districts. She recalled his contribution
to the welfare and uplift of the poor and the downtrodden.

Saturday's meeting came against the background of the controversy
brewing over the government's move towards indirect elections of
mayors and chairmen of nagar palika parishads and nagar panchayats.
The bill to amend the Uttar Pradesh Municipal Corporation Act to
facilitate indirect election was passed in the budget session of the
State Legislature. It will now go to the Raj Bhavan for the Governor's
approval. Both the Congress and the Bharatiya Janata Party have
opposed it. The Congress submitted a memorandum to the Governor on
Friday; the BJP has petitioned the President.

Ms. Mayawati met Governor B.L. Joshi on Thursday and was understood to
have discussed the bill. At Saturday's meeting, she expressed the
apprehension that approval might be delayed by the Raj Bhavan.

The Samajwadi Party's three-day "people's agitation" against the
government will begin on March 7. On Saturday, its president Mulayam
Singh appointed observers for all districts to ensure the success of
the programme.

the world through science and technology like sportspersons do in the
field of sports.

Professor M Dorendrajit, Manipur University, L Somorjit, Selection
Grade Lecturer, Imphal College and Surendranath, Director, Manipur
Science and Technology Council also talked on the innovation and

Parliament on Monday paid glowing tributes to veteran Congress leader
Arjun Singh with the Rajya Sabha, where he was a sitting member,
adjourning for the day after the obituary reference.

Soon after paying tributes to Singh, who died on March 4 at the age of
81, Chairman Hamid Ansari adjourned the Upper House for the day as a
mark of respect to the departed soul.

Leader of the House and Prime Minister Manmohan Singh was also present.

Paying rich tributes to Congress leader, Speaker Meira Kumar said in
the Lok Sabha that the country has lost "an accomplished
parliamentarian, able administrator and a distinguished leader."

The veteran Congress leader had represented the Lower House from 1985
to 1988 and from 1991 to 1996 from South Delhi and Satna constituency
in Madhya Pradesh respectively.

He was a member of the Rajya Sabha from April 2000 to April 2006 and
was renominated in 2006. He remained a member of the Upper House till
his demise.

Describing Singh as an "astute administrator", Ms. Kumar said Singh
served as Union Minister of Commerce, Communication and Human Resource
Development between 1985 and 2009.

In the Upper House, Chairman Hamid Ansari said, "A lawyer by
profession, Singh had an illustrious political career, spanning more
than five decades. He took keen interest in social work and had been
closely associated with various social organisations."

Lucknow : Railway traffic on the Lucknow-Delhi route remained
paralysed till late tonight after a group of villagers led by
activists of Jat Sangharsh Samiti blocked the tracks near Gajraula and
Amroha stations in Jyotiba Phule Nagar district on Saturday.

The protesters were demanding reservation for the Jat community in the
backward quota of the central government.

The Moradabad range IG, Jawed Akhtar, said residents from places
adjacent to Jyotiba Phule Nagar district gathered on the tracks near
Amroha and Gajraula stations around 4 pm. District magistrate Lokesh M
and SP Udai Pratap are meeting the leaders of the community to resolve
the matter, he added.
