Lucknow : A Dalit rape victim committed suicide on Wednesday after she
was allegedly threatened and told to settle for a compromise in the
case in Mubarakpur area of UP's Azamgarh district.

Azamgarh SP Bhagwan Swaroop said Priyanka, 18, of Piyropur village,
was allegedly raped by Guddu Yadav and Rajesh Ram of the same village
on December 21. Yadav was caught from the spot and the other accused
were arrested subsequently. Yadav was in hospital for 20 days as he
was assaulted by the locals.

The victim's father has alleged in his complaint that Yadav threatened
Priyanka and told ger to settle for a compromise or she and her family
would face dire consequences.

A case of abetment to suicide has been registered, police said on Wednesday.

Bharatpur, Feb 17 (IANS) Authorities Thursday deployed the Special
Task Force (STF) in a village in Bharatpur district, a day after homes
of Dalit families were stoned in a clash between two communities.

Two communities were locked in a land dispute in Chandpura village for
years. After a goat strayed into the farm of another community member
Wednesday, violence erupted.

'Members of one community stoned the houses of Dalit families for two
hours in which a dozen people sustained injuries,' a police officer
said.

Many Dalit families have fled from the village over the past two days,
informed sources said. The stone pelting happened in the presence of
some police and civil officers, the sources alleged.

'STF personnel have been deputed in the village. The situation is
still tense but under control,' the officer said.

Lucknow : A Dalit rape victim committed suicide on Wednesday by
hanging herself in Mubarakpur police station area in Azamgarh district
after she was allegedly threatened by the accused's father of dire
consequences if she did not settle for a compromise in the case.

The Azamgarh Superintendent of Police (SP), Bhagwan Swaroop said the
victim, Priyanka (18) of Piyropur village was allegedly raped by Guddu
Yadav and Rajesh Ram of the same village on December 21. Both the
accused have been arrested. The victim in her statement before the
court had alleged that Guddu and Rajesh had raped her. The SP said the
girl hanged herself with a saree from the ceiling hook in her house
and committed suicide on Wednesday noon. Her father, Sarvajeet Ram has
lodged a complaint this evening alleging that Guddu's father Mantri
Yadav had intercepted his daughter while she was returning home from
the field on Tuesday evening. Yadav had threatened Priyanka to settle
for a compromise in the case or she and her family would face dire
consequences, the girl's father alleged in his complaint. A case of
abetment to suicide has been registered in the girl's suicide and
efforts are on to arrest the accused, the SP said.

Cops hot on the trail of page creator; seek his IP address from Facebook

It isn't uncommon for trolls to stir up controversy by riling the
easily irascible, and borderline fascist supporters of any famous
political and/or historical figure. It gets them instant reaction and,
let s not forget, lulz that just keeps on giving. More often than not,
it leads to grave consequences, and the same happened when someone
created a hate page eloquently dubbed "I Hate Ambedkar" on Facbook.
This led to rioting in Khar area of Mumbai, which should be the first
time such a thing has resulted in violence in the real world.

The Mumbai Police has finally managed to get Facebook to remove the
page, as Himanshu Roy, Joint Commissioner of Police (Crime) explains,
"Facebook has blocked the link following our request. Now, the culprit
will be traced and brought to book." Commissioner Roy is dead serious
about bringing the perpetrator to book, as the police is working hard
on obtaining the Internet Protocol (IP) address of the perpetrator
from Facebook. Roy claims that Facebook is busy fetching the culprit's
IP address from its servers and will share the information with the
Mumbai Police soon.

Facebook was reluctant to divulge information to the cops, until it
was furnished with a court order, which the Mumbai Police was prompt
to obtain. After getting the link blocked, the police is now awaiting
more information about the perpetrator from Facebook, who will now be
in a world of hurt if he/she didn't cover their tracks like a pro.

New Delhi, Feb 15 (IANS) The Delhi High Court Tuesday asked the Delhi
and Haryana governments to provide security and travel facilities to
the witnesses of the Mirchpur violence case till their testimonies are
recorded.

The court also asked the principal secretaries of the two states' home
departments to hold discussions Feb 17 on providing comfort to the
witnesses while they are on their way to record their statements.

Justice Hima Kohli, in an order, made it clear that in case the senior
officers fail to comply with the court's direction, they would have to
appear in person to explain the reasons for delay before the Delhi
district court Feb 19.

Justice Kohli, hearing a petition of the Delhi government for
permission to provide security to the witnesses in the capital, said:
'Both the governments should sit together and chart out a plan on
security of the witnesses who have to appear before a Delhi court to
record statements.'

The court imposed a restraint on the appearance of the Delhi principal
secretary or secretary of the home department before the city court
Feb 17 in the Mirchpur riots case.

City court Special Judge (Scheduled Castes-Scheduled Tribes Act)
Kamini Lau earlier had asked either of them to appear before it Feb 17
in the case.

The city court had earlier ordered for deployment of the Central
Reserve Police Force (CRPF) in Mirchpur village, preferably around the
Balmiki Basti where the violence and killing occurred, and that they
should continue till the witnesses are examined.

The Supreme Court had earlier directed that the Mirchpur violence case
be transferred to the special court here from a Haryana court to
ensure a free and fair trial.

Following this, 97 accused were transferred to Tihar from a Hissar
district jail.

Of the 103 accused, five are juveniles and one has been freed on bail.

A Dalit man and his physically-challenged daughter were burnt alive
April 21, 2010, in arson and violence against the community allegedly
by a mob of over 100 upper caste people, forcing about 150 families to
flee Mirchpur village in Hissar district.

Jat agitators later launched an agitation against the arrest of 98
people from their community allegedly involved in the riots and arson,
blocking trains in Hissar district.

The controversial anti-Ambedkar page on the social networking site,
Facebook, which triggered protests in the suburb of Khar has been
blocked. The police are now looking for the people who uploaded the
objectionable content on the website. "Facebook has blocked the link
following our request. Now, t
he culprit will be traced and brought to book," joint commissioner of
police (crime) Himanshu Roy said on Wednesday.

Roy said Facebook is in the process of identifying the culprit's
Internet Protocol (IP) address from its server and is likely to pass
on the information to the Mumbai police soon.

"Once we obtained the IP address, the place where it [the page] was
uploaded from will be known. We will then identify the creator of the
page," Roy said.

After the crime branch learnt about the link on Facebook on Tuesday,
the Cyber Crime Investigation Cell established contact with Facebook
officials in the US. Facebook needed a court order to block the link.
The crime branch obtained an order from the Esplanade metropolitan
magistrate's court and emailed a soft copy to them.

Kaushambi: In the second honour killing case in Uttar Pradesh this
week, a girl was shot dead allegedly by her brother after she
disappeared from home for some days.

18-year-old Meena went to Allahabad three days back with a youth and
had returned on Monday after which her brothers Satish and Sanju
quizzed her, police said.

Devi was shot at by her brother Sanju in Manauri village on Monday
after she failed to give a satisfactory reply about her disappearance
for three days, they said.

She was rushed to the district hospital where doctors declared her
brought dead, they said.

A case has been lodged against Sanju, who is absconding after the
incident, they said.

The incident comes close on the heels of a teenage girl who was
strangled to death allegedly by her relatives for having an affair
with a boy who also later committed suicide in Agra.

Dalits want separate budget

BANGALORE: A faction of the Dalit Sangharsh Samiti (DSS), led by
president N. Murthy, staged a protest rally in front of the Vidhana
Soudha here on Tuesday demanding a separate budget for the Dalits.
Separate budgets for Dalits should become a feature of both the State
and Central budgets, the agitators said.

They argued that since the population of Dalits is 25 per cent of the
total population, a proportionate sum should be set aside for them in
the budget.

In a memorandum addressed to the Chief Minister, they said such a
budget would allow for greater focus on development of the backward
sections of society. They also demanded that the Rs. 306-crore loan
taken by the Dalits from the Ambedkar Development Corporation should
be waived.

In addition, they pressed for some long-standing issues such as
increase in scholarship amount for Dalit students.

VISAKHAPATNAM: "When they face injustice, dalits must agitate,"
Chairman of the Indian Institute of Advanced Studies (Shimla) and
Rajya Sabha Member B.L. Mungekar said here on Wednesday.

Dalits must not ignore education and they would not prosper unless
they gain political power, Prof. Mungekar said while inaugurating a
national symposium on 'Empowerment of socially disadvantaged:
challenges and remedies' organised by the Department of Psychology of
Andhra University. Out of 80 per cent national dropout rate after high
school, dalits constituted 60 per cent and most of them were girls, he
regretted.

"Dalits must get themselves educated, launch their own organisations,
NGOs, SHGs, training organisations, small businesses, etc. We shall
help the government and dalits are the most loyal and honest because
they do not go out of the country," he said.

Discrimination

Prof. Mungekar, a former Member of the Planning Commission and who was
the first dalit Vice-Chancellor of University of Mumbai, said
conditions being faced by dalits were extremely unsatisfactory though
there had been some progress since 1950 when the Constitution came
into force. No policy of the government was helpful to them.

Prof. Mungekar said discrimination was being shown due to caste,
gender, religion and even complexion of the skin. Women, irrespective
of their caste and creed, were the most discriminated section and no
discussion would take place in Parliament or Assemblies in spite of
large number of women harassment cases being reported every year.

Dalits were still not able to get political power, which was necessary
for their development as said by Dr. B.R. Ambedkar, he said, and added
that if Dalits were given power they should be empowered through
social and political struggles.

He hailed Dr. Ambedkar as a person with unparalleled qualities like
understanding, integrity and commitment and who had left no question
unanswered.

While Gandhiji felt that he would represent India, Dr. Ambedkar
differed saying that untouchables needed political power without which
no single problem of theirs would be solved, Prof. Mungekar said while
explaining the difference of opinion between the two leaders.

He presented three of his books to Vice-Chancellor of Andhra
University B. Satyanarayana for the university's library. Professor of
psychology and director of the symposium M.V.R. Raju spoke. Senior
professor of Andhra University B. Appa Rao, a professor from Mumbai
University Gautam Gawali and a professor from Mahatma Gandhi
University, Nalgonda, S.M. Busi, spoke on different topics.
