Lucknow, Nov 29 (IANS) Denying that she was trying to ape her Bihar
counterpart Nitish Kumar, Uttar Pradesh Chief Minister Mayawati
asserted Monday that providing good governance was her goal right from
day one.

'It is absolutely wrong to assume that taking the cue from Nitish
Kumar, I have suddenly started devoting attention to issues related to
good governance,' Mayawati told a hastily convened press conference
here.

Her comment followed a day-long review of the state's law and order
situation by her Saturday, which led the opposition to allege that she
was trying to ape the Bihar chief minister.

'The opposition is deliberately spreading a canard to create a false
impression as if I was not concerned about law and order or
development of the state so far,' she pointed out.

According to her, 'right from the time I assumed the chief minister's
office for the fourth time in 2007, my main attention was focused on
law and order and development'.

Mayawati unveiled a long list of welfare and social security schemes
announced by her during the past three and a half years.

LUCKNOW: BSP supremo and Uttar Pradesh Chief Minister Mayawati on
Monday expressed strong displeasure over the Opposition charge that
her push to law and order improvement and development was linked to
the realisation that the success story scripted by Nitish Kumar in
Bihar was a result of the two crucial areas of people's concern.


Mayawati told mediapersons that the JD (U) and BJP coalition victory
was not because of development as not much has been done in the
neighbouring state, but because the voters were angry that former
Chief Minister Lalu Prasad Yadav was projecting himself as the future
Chief Minister and LJP leader Ram Vilas Paswan as Deputy Chief
Minister. "People had not forgotten the 15-year-long misrule under the
RJD chief (and his wife)," she added.

She said the BSP was the first party to have fought the Assembly
election on issues, rising above the caste politics, and the results
were for all to see, whether it was in the field of education, health,
law and order or infrastructure development.

She reeled out figures to prove her point that there was marked
improvement in the law and order situation and development activities.

Mayawati said that on November 27 she had held a day-long meeting
with officials from all the 72 districts of the state and issued a
warning to all divisional commissioners, district magistrates, range
Deputy Inspector Generals of Police and District Superintendents of
Police to pull up their socks or face the music.

CONG FORECASTS EARLY POLLS

State Congress legislature party leader Pramod Tiwari on Monday
forecast elections in the state earlier than the schedule, in or
before May 2012, saying that the Chief Minister was feeling insecure
as her government had failed on all fronts and her popularity graph
rapidly shrinking.

VIJAYAWADA: A major realignment among Dalits, minorities and backward
classes is what Jagan camp would be looking at to gain an upper hand
over the caste-driven Congress and TDP in Seemandhra region. While
Dalits and minorities are in the Congress fold, the BC communities are
strong votaries of Chandrababu Naidu's TDP.

Since the majority Kamma and Kapu communities, who comprise nearly 28%
of the total electorate in Seemandhra region, could make things tough
for the warring leader, the Jagan camp could only bet on the support
of Dalits, minorities and BCs who were the main beneficiaries of the
schemes launched by his late father Y S Rajasekhara Reddy. "A majority
of the people who have turned up for Jagan's Odarpu yatra meetings
hail from these weaker sections. The time has come for him to cash in
on their support," political analyst Ramchandra Rao observed.

In spite of the fact that none of the 28 SC and seven ST legislators
from coastal and Rayalaseema regions has joined him yet, sources aver
that the Jagan camp has set its eyes on them. "With strong support
from Dalits, minorities and BCs, Jagan would bring in a political
revolution," his chief spokesperson Ambati Rambabu said. Curiously,
three Congress MPs — Harsha Kumar (Amalapuram), Panabaka Lakshmi
(Bapatla) and Chinta Mohan (Tirupati) — from the SC reserved
constituencies in Seemandhra region are bitter opponents of Jagan.

Sources said with the Congress splitting into two groups, Kammas would
now show greater enthusiasm for the success of TDP after its debacle
in its strongholds like Guntur and Prakasam districts. TDP won just
six out of 17 seats in Guntur and only one out of 11 in Prakasam
despite a strong Kamma voter presence. "The situation could see a
drastic change with Kammas closing the ranks to take on the two
Congress groups or sail with Jagan faction," a TDP functionary
observed.

Analysts, meanwhile, surmise that Kapus would not be joining hands
with Jagan because of his group's strong opposition to PRP chief
Chiranjeevi. Jagan group had played a major role in scuttling an
alliance between PRP and Congress during GHMC elections. "One of the
main reasons for Jagan leaving Congress is the party's decision to
rope in PRP into Kiran Kumar's cabinet. So, the community people may
not warm up to Jagan in the immediate scenario," an analyst reasoned.

Jagan's failure to enlist the support of senior Kapu leaders like
Botsa Satyanarayana, Kanna Lakshminarayana, Vatti Vasantha Kumar,
Perni Venkataramaiah and Mandali Budhaprasad is a pointer to the
widening gulf between Kapus and the Jagan camp, he added. "But it
remains to be seen as to how he would neutralise the influence of
these powerful communities and at the same time win over the Dalit and
BC sections," said Ramchandra Rao.

MADURAI: 'Land is our strength' and the struggles to claim lands meant
for us should be our priority and to achieve that unity among Dalits
is indispensable and we should remember Dr. Ambedkar's words, "
Educate, Agitate and Organise" and fight relentlessly to grab the keys
of emancipation, said P.Sivakami, former Civil Services Officer and
founder-president of Samooga Samathuva Padai.

Delivering the special address at the State-level conference on 'Dalit
Women Speak Out: Challenges and Struggles,' here on Saturday, she said
that irrespective of the upward economic mobility and positions of
power achieved, caste determines the social position of a person and
the prejudices attached to it victimise them through various forms of
discrimination.

She highlighted how the National Commission of Scheduled Castes in its
report found out that in Tamil Nadu, the SC/ST Prevention of
Atrocities Act, 1989 was not fully implemented and how the Act's
recommendations like a yearly review of its implementation at the
level of Chief Minister was not even conducted since 1989. The
commission also sought information from the State about the number of
Dalits who received two acre land from the State Government's two-acre
free land scheme.

Ms. Sivakami said that the Chief Minister, instead of responding to
the above queries, had asked how the commission could make those
charges, this attitude shows the Government's "anti-Dalit" stance.

While welcoming the Communist Party of India (Marxist) and Tamil Nadu
Untouchability Eradication Front's efforts to quell caste oppression,
she said that a much more determined effort is needed as it only
functions at the surface level and should try to uproot the problem.

Talking about the SCSP, she said that all the funds meant for Dalits
had been diverted and if used in a few cases had only bypassed them.
She also said that struggle for Panchami Lands and lands meant for
Dalits is going to fortify and would ultimately determine the Dalit
struggle for emancipation.

G. Latha, MLA, Gudiyatham, CPI (M), in her felicitation speech,
recalled the days of her childhood when she witnessed the practices of
untouchability committed against her grandfather who despite the fact
that he was holding more lands in the village had to suffer
discrimination.

She also cited how in the land of social reformer Periyar atrocities
could happen on such a large scale. Referring to government
statistics, the MLA said that child labour is high among Dalit
children and also stated that many Dalit women are aneamic than the
national average.

She gave many instances where both CPI (M) and TNUEF fought for the
rights of Dalits.

The resolutions are that the Government should provide five acres to
Dalit women to have a sustained livelihood and reservation should be
guaranteed for Dalit women in private sector employment with special
focus on IT and media industry.

An effective monitoring mechanism should be initiated to ensure that
elected Dalit woman panchayats are functioning autonomously. National
Commission for Women and NCST should publish a joint status report on
the status of Dalit women every year.

The conference was organised by Evidence, a Madurai-based NGO.

A. Kathir in his inaugural address listed out the objectives of the
conference as an effort to make Dalit women speak for themselves and
to inform the world that they achieved so much despite so many social
handicaps.

Young Dalit women, including lawyers, medical professionals, lecturers
and panchayat presidents, participated in the conference and spoke
about their achievements overcoming many a hurdle in their lives.

Congress to chant Reddy mantra

HYDERABAD: Faced with an onslaught from Jaganmohan Reddy, the Congress
party in Andhra Pradesh is going back to the basics. Traditionally
seen as a party representing the interests of the landowning Reddy
community, the Congress is now going to emphasize on its Congress
roots in the new political scenario in the state.

This is a change from the situation in the last few months when the
Rosaiah regime was seen as buiiding up a non-Reddy coalition with
Kammas and Vaishyas and other OBCs. In fact it was opposition from the
Reddys that ultimately led to the ouster of Rosaiah. "But now the
Congress proposes to go back on its traditional support base. The
time-tested formula is expected to serve it the best," an analyst from
the Congress camp said.

Though the Congress in Andhra Pradesh has been headed by the Reddys,
it also has had Kapus (a cultivator caste) and Malas (a section of the
Dalits) as junior partners in the alliance. In the run-up to the 2009
elections, the Kapus (now economically empowered as compared to the
past) sought their place in the sun by floating their own political
outfit. This is Chiranjeevi's Praja Rajyam Party. Though this party
was not a spectacular success, it did win 18 seats and also 18 per
cent of the popular votes.

"For a new party, this is a significant vote share," an analyst
pointed out. Now the Congress to prevent the erosion of its Kapu base
is offering an alliance to the PRP by inducting members of
Chiranjeevi's party into the govermment. This is expected to keep the
old poltical matrix intact. At the same time, to ensure that the
Dalits do not leave the Congress, the Kiran Kumar Reddy government is
expected to have a Scheduled Caste deputy chief minister. This will
keep the Dalit votes also with the government.

More significantly, all this will make life a wee bit difficult for
Jagan. With Reddy interests firmly with the Congress, young Jagan will
find it difficult to wean away supporters from the Reddy community to
his new outfit. This will be a setback for him because most of his
supporters are from the Reddy ranks. How important the Reddys are for
the Congress can be seen from the fact that of the 11 Congress chief
ministers in the state, 8 have been Reddys.

"Starting with Neelam Sanjeeva Reddy who later became President of
India to Kiran Kumar Reddy, most of them have been Reddys. A notable
exception was P V Narasimha Rao who later became the Prime Minister,"
an analyst said.

Interestingly, in percentage terms Reddys just comprise 6 per cent of
the population while Kapus are around 20 per cent. The Kapus are
however not a homogeneous group. The Dalits form around 11 per cent of
the population. The other major caste - the Kammas - are with the
rival Telugu Desam Party (TDP). The Kammas amongst the richest of
communities comprise a mere 5 per cent of the total population.

LUCKNOW: Congress president Sonia Gandhi began a three-day tour of her
constituency, Rae Bareli, on Monday, with an unannounced trip to
Indira Gandhi Eye Hospital and Research Centre (IGEHRC) — the
multi-speciality hospital funded by Rajiv Gandhi Charitable Trust.

Driving down to Rae Bareli from Amausi airport, her cavalcade made the
sudden detour taking the local officials by surprise. Since the time
it was inaugurated in May, 2008, this is Sonia's first visit to
IGEHRC, though Rahul Gandhi has been here twice.

The diversion of route led to much confusion among the state security
agencies and officials on the VIP duty, who were accompanying the
Congress president. The visit may intensify the ongoing 'paper-war'
between the Centre and state over the frequent breach of security by
Gandhi family. Earlier this month, two visits by Rahul Gandhi to
Lucknow without taking the local administration in confidence have
already caused much discomfiture here. During the first day of her
tour, Sonia followed a set agenda and focused primarily on assessing
Centrally-sponsored developmental projects and social welfare schemes.
She made frequent stopovers to prod villagers on these schemes and
sought their reaction. On a whirlwind tour that covered 15 villages in
5 hours, Sonia chatted up women and children to gauge the truth behind
the implementation of MNREGS and Mid-Day Meal Scheme.

In Lodhipur village, she went out of the way to communicate with a
group of schoolkids and queried them about the MDM menu — the quantity
of food served, its quality and also the frequency of meals actually
served to them. After overcoming initial awe, the children complained
about small servings by the school authorities and Sonia was seen
issuing directions to the officers accompanying her.

In Mau, villagers crowded around her to narrate the problems they
faced due to erratic power supply and poor accessibility to the
interiors due to non-existent road network. The leader gave them a
patient hearing and assured help. She also inspected the projects
taken up under MNREGS. Curiously, almost all the villages visited by
Sonia on Monday happened to be dalit dominated, giving rise to
speculation that the move was a well-calculated ploy to give anxious
moments to BSP chief Mayawati. However, senior Congress leaders denied

Tamil Nadu chief minister and DMK president M Karunanidhi once again
played the Dalit card stating that a section of politicians and the
media were targeting A Raja in the 2G spectrum scam because he
belonged to the community.

Speaking at a rally in Vellore on Saturday night, he said pending a
CBI probe and a case in the Supreme Court, DMK had asked Raja to
resign to ensure smooth conduct of parliament.

"Unfortunately, even after his resignation, the opposition BJP and
Left parties have continued to stall parliament, demanding a joint
parliamentary committee probe. A section of the media is also
continuously targetting Raja," he said.

The DMK chief also "warned" Congress against succumbing to pressure
from a few "local leaders" and breaking their alliance.

Bhopal : In a novel initiative, Madhya Pradesh has linked scholarships
given to Scheduled Tribe students living in hostels to the Consumer
Price Index.
Over 1.10 lakh tribal students living in 1,282 hostels and 950 Ashram
Schools have benefited by Rs 175 per month from November this year.
Girls will get Rs 750 per month while boys will get Rs 675.

An officer said the Tribal Welfare Department would seek an increase
in scholarship but the government could not act in the absence of any
scientific formula. The new arrangement helps to arrive at a fixed
figure. Next year onwards, the scholarship rates will be finalised in
March, and implemented from July 1 when the new academic year begins,
Commissioner (Tribal Welfare) Arun Kochar said.

The scholarship rates were last revised in 2007 from Rs 300 and Rs 325
to Rs 500 and Rs 525 for boys and girls, respectively. Since then
there was a demand for money with students claiming the scholarship to
be inadequate.

The matter was put up in the Cabinet, which recently cleared the proposal.

Chennai : Tamil Nadu CPI(M) on Monday accused Chief Minister and DMK
president M Karunanidhi of playing the Dalit card in the 2G spectrum
scam in which his party colleague A Raja is allegedly involved.
"The fact that he has stated that Raja was being targeted since he is
a Dalit is nothing but diversionary tactics. People will not accept
this," CPI(M) state unit secretary G Ramakrishnan told a press
conference here.

Karunanidhi had said recently at Vellore that Raja was being targeted
since he was a Dalit.

"Is it fair to adopt one stand against a Brahmin (late T T
Krishnamachary) and another against a Dalit (Raja)," the DMK president
had said on Saturday.

He had pointed out that when an allegation of corruption was levelled
in the Nehru era against then Finance Minister Krishnamachary, he had
resigned from the Union ministry and Opposition, which demanded a JPC
probe before his resignation, had allowed Parliament to function after
his exit.

Ramakrishnan said his party would stage a state-wide campaign,
including 50 public meetings from December 5 to 11 against various
scams which have surfaced in recent times, including that relating to
2G spectrum, Adarsh Housing Society and the land scam in Karnataka,
allegedly involving Chief Minister B S Yeddyurappa.

He said that CPI(M) would also hold over 5000 street corner meetings
besides distributing about two lakh booklets compiled by the party's
Central committee, detailing the various scams during the UPA-II
regime.

Reiterating his party's demand for a Joint Parliamentary Committee
(JPC) to probe allegations of 2G spectrum scam, Ramakrishnan said a
JPC "can even summon a Prime Minister."

In an apparent display of power, founder-president of the all-India
Mahatma Phule Samata Parishad (MPSP) and state minister for public
works, Chhagan Bhujbal, on Sunday demanded reservations for Other
Backward Castes (OBCs) in the private sector, judiciary and
legislature, including Parliament.

He was speaking at Samata Melawa, a rally organised by the MPSP on the
120th death anniversary of Mahatma Phule.

He threatened to launch a mass agitation if the demands of OBCs were not met.

His belligerent stance is considered important against the background
of recent revamp in the state cabinet, in which he was divested of the
deputy chief minister's portfolio. Nationalist Congress Party (NCP)
leader, Ajit Pawar, became the deputy chief minister.

Denying that it was power play, Bhujbal said he was a follower of NCP
president Sharad Pawar. The rally was attended by the MPSP supporters
in large numbers from across the state.

Governor K Sankaranarayanan, deputy chief minister Ajit Pawar, mayor
Mohansingh Rajpal, Rajya Sabha MP Upendra Kushwaha, NCP's city unit
president Vandana Chavan and social activist Balasaheb Renake were
present.

Bhujbal said the OBCs must get reservations in the private sector.
Even in United States, jobs for poor in the private sector are ensured
by way of affirmative action: boycotting products of a company by the
government where disadvantaged people are not employed.
"Big industrial houses like the Tatas and Birlas want concessions from
the government for land, power and taxes. But the private sector
opposes reservation for jobs. They say they have to compete with
foreign companies. But the poor people in India also have to compete
with the rich and the powerful; so they also need reservation,"
Bhujbal remarked.

He noted that although the state had passed a law to ensure
reservations for the OBCs in promotion in state government jobs six
years agi, it was not implemented. He said he was not opposed to
reservations for the Maratha community, but the quota for OBCs should
not be reduced.

Ajit Pawar said the state would fund the memorial of Mahatma Phule and
his wife, Savitribai Phule, in the city. There would emphasis on
social justice in the forthcoming budget of the state.

PATNA: Had Tulsidas composed his Ramcharitmanas in modern India, he
would have landed in a jail on the charge of plagiarism as his book
was nothing, but a copy of Valmiki's Ramayan.

Making this observation at a two-day national seminar on Dalit
literature, jointly organized by the Sahitya Academy and Patna
University (PU) Hindi department at the geology auditorium here on
Sunday, JNU professor Tulsi Ram said that the orthodox Hindu society
popularized Tulsidas creation because he was a Brahmin. But Valmiki's
creation was ignored by the people simply because he was a Dalit.

He further observed that the ancient Gurukul system was also meant to
provide education only to the wards of Brahmins and Rajputs. No
Gurukul ever allowed the entry of Dalits and other weaker sections of
the society. The then society had conspired to keep the downtrodden
away from education, he added.
