BHOPAL: A dog's life couldn't get worse. A mongrel brought up in an upper caste home in Morena was kicked out after the Rajput family members discovered that their Sheru had eaten a roti from adalit woman and was now an "untouchable". Next, Sheru was tied to a pole in the village's dalit locality. His controversial case is now pending with the district collector, the state police and the Scheduled Caste Atrocities police station in Morena district of north MP. 

The black cur, of no particular pedigree, was accustomed to the creature comforts in the home of its influential Rajput owners in Manikpur village in Morena. Its master, identified by the police as Rampal Singh, is a rich farmer with local political connections. 

A week ago Sunita Jatav, a dalit woman, was serving lunch to her farm labourer husband. "There was a 'roti' left over from lunch. I saw the dog roaming and fed it the last bread," Sunita said. "But when Rampal Singh saw me feeding the dog and he grew furious. He yelled: 'Cobbler woman, how dare you feed my dog with your roti?' He rebuked me publicly. I kept quiet thinking the matter would end there. But it got worse," she said. 

On Monday, Rampal ex-communicated the dog. A village panchayat was called, whi- ch decided that Sheru would now have to live with Sunita and her family because it had become an untouchable. Sunita Jatav was fined Rs 15,000. 

An outraged Sunita and her brother Nahar Singh Jatav rushed to Sumawali police station. They were directed to take the matter to the SC/ST Atrocities police station in Kalyan. "When we went there, the officer asked us why we fed the dog," recalls Nahar. "So we went to the DSP in the SC/ST Atrocities department and submitted a memorandum to him, as also to the district collector. But no one has registered our FIR so far. 

DSP SC/ST Atrocities (Morena), Baldev Singh, recalls, "We got a complaint in which it has been alleged that a dog was declared untouchable and a dalit family fined for feeding it. We are investigating the allegation," said the officer.

, Bhopal, Sept. 22: For Sheroo, it's been a dog's life.

The pet dog has been labelled an outcast(e) by his rich master and
abandoned because he tucked into a roti offered by a Dalit woman.

Amrit Lal Dhakar aka Mitta, a caste-conscious landlord in Madhya
Pradesh's Morena district, now wants Sunita to take care of the dog
and pay him Rs 15,000 in damages. He has approached district collector
M.K. Aggarwal for "justice" and adequate "compensation".

Sunita has, in turn, gone to police seeking action against Mitta under
the provisions for atrocities against weaker sections. Last night,
Mitta drove her and her husband out of their Manikpur village home.

The bizarre fight has infuriated Aggarwal, who said that in his two
years as collector, he had never come across such a case. "At one
level, it is a sad commentary that deep-rooted casteism is prompting
people to indulge in such unbecoming conduct," he said.

About a fortnight ago, Sunita was carrying food for her husband
Chandan Jatav, an agricultural labourer, in the fields when she saw
the dog. Sensing it was hungry, she fished out a roti from her bag and
fed him.

Just then, Mitta emerged from nowhere. Finding Sheroo eating
something, he asked Sunita what her caste was and allegedly badmouthed
her for "polluting" his pet.

A few days later, he landed up at Sunita's home and told her to look
after the dog "forever". He also apparently demanded Rs 15,000 in
compensation and left Sheroo behind despite Sunita saying her husband
didn't earn enough for them to keep a pet.

A week after that, Sunita was summoned to a public hearing by the
district collector. As she narrated the sequence of events, she broke
down saying Mitta was pressuring her to pay Rs 15,000 in lieu of the
dog.

Aggarwal then asked the police to register a case against Mitta under
the provisions for atrocities against Dalits and issue him a notice.
Mitta has refused comment.

PANAJI: The state government has revized the 'Opportunity Cost Scheme'
by raising the yearly grant provided to students of Stds I to XII
belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) for
the purpose of pursuing school education.

Under the scheme being implemented by the directorate of education
(DoE), the aid provided per student at the primary level has been
increased from the earlier 500 to 750 per annum. Similarly, the grant
provided to SC and ST students from Stds V to VII has been hiked from
750 to 1,000 for a year. In the case of students studying from Stds
VIII to X, the amount has been raised from 1,000 to 1,200 annually.

Further, as per the revised scheme, SC and ST students of Stds XI and
XII will now be provided an aid of 1,500 per year as against the
earlier 1,200 per annum.

Incidentally, the DoE had proposed the hike in the amount as early as
2008. The state government accepted the proposal only this year under
the tribal and SC sub-plans. It may be recalled that the DoE had
proposed the hike in the grant amount after some parents had
complained that while the procedure to obtain the grants was
cumbersome, the amount provided was meagre.

As per guidelines of the planning commission, the state has to earmark
funds of at least 2% for the SC sub-plan and 12% for tribal sub-plan,
which is in proportion of the SC and ST population to the total
population in the state. At present, 17 departments have been
implementing the sub-plans in the state.

Further, the government has also accepted another of the DoE's
proposals for revival of the 'Infrastructure Loan Scheme' which was
discontinued in 2004. Under the scheme, government-aided schools will
be provided grants as per their individual requirements for the
purpose of upgrading infrastructure.

Also, in a show of appreciation to the contribution of institutes that
have completed 75 and 100 years in the field of education, the DoE
will provide a one-time grant of 25 lakh and Rs lakh respectively 'to
encourage them to continue their good service.' These schemes were
also proposed by the DoE in 2008.

BANGALORE September 23, 2010: Karnataka Government delivered 46 Tata
Indicab taxies to unemployed scheduled caste and scheduled tribe
candidates of Bangalore Urban district under the Special Component
Plan and Tribal Sub-Plan schemes.
Minister for Tourism G Janardhana Reddy told the media on Wednesday
that the cost of each vehicle is Rs. 3,55,160 and the Tourism
Department has released subsidy (50 per cent) of Rs. 1,77,580 to each
beneficiary. Each beneficiary contributed Rs. 17,758. The loan
sanctioned through the Indian Bank was Rs. 1,59,822 per vehicle.

The Indian Bank has sanctioned 45 per cent of loan to all
beneficiaries, Mr Reddy said.

In 2009-10, 894 taxies were distributed all over the state. The
Department has proposed to distribute 1040 vehicles in all districts
during 2010-11, he said.

On the issue of Cabinet expansion, Mr Reddy said that he would abide
by the party's decision. The Reddy brothers from Bellary openly
opposed the Cabinet expansion on Tuesday. However, they attended the
swearing in ceremony on Wednesday.

HARIHARPUR, Sept 23: Local Dalits have barred a Dom family of
Hariharpur from fetching water from the only well in the area for not
being a Hindu.

A year-and-a-half ago Birendra Mallik´s (Dom) lost his father
Baleshwor, 40, after he drank water from a paddy field as he was not
allowed to drink water from the well. Rekha Mallik, the deceased´s
daughter-in-law vividly remembers the incident, "all of us had gone to
a relative´s marriage.

While returning, my father-in-law asked for water, but I wasn´t
allowed to fetch water from the well. Finally I got some water from
the paddy filed and gave him. That very water cost his life," A few
months after the incident, Baleshwar´s brother, Sankar too lost his
life for a similar reason.

"We´ve been fetching water from another locality for daily usage,"
Rekha said, adding, "Four months ago, we had gone India to attend our
sister´s marriage. When we returned home after 16 days, I went to
around half-a-dozen homes asking for some water. However, no one had
pity. Finally, we drank water stored 16 days ago from a pitcher and
spent the night."

Twenty kilometer north of the district headquarters, almost 50
families from Musahar, Mandal, Mahara, Muslim and other communities
drink water from the same well. However, the Dom family has been
barred from fetching water from the well. "Filling water is
far-fetched. Even if a small child touches the well while playing,
they come to loot our home," Rekha said.

Since the Dom community isn´t Hindu, we won´t allow them to fetch
water, Suraji Sada (Musar), a local said. Other locals too said that
as long as their leader doesn´t permit the Dom family to fetch water,
they wouldn´t allow either. Local Administration and Police, however,
are still unaware of the problem.

Dr Kamleshwar Sinha, Chief District Officer ,said that if there are
such problems, it should be solved.
