With the Monsoon Session of Uttar Pradesh Assembly likely to start on
a stormy note on August 6, Chief Minister and BSP supremo Mayawati ON
Wednesday held a meeting of party MLAs and MLCs and issued necessary
directives. "The CM held a meeting with the ministers, party MLAs and
MLCs and had a detailed discussion about the monsoon session of the
state assembly on August 6 and issued necessary directives," a party
spokesman said.

The upcoming Monsoon Session is all set to start on a stormy note as
the opposition parties are planning to corner the government on the
law and order and price rise issues.

Mayawati said at the meeting that directives issued during earlier
sessions should be followed this time as well.

She said that ministers should execute Parliamentary works with full
preparation.

She said that the party was committed to ensure smooth and peaceful
conduct of the House so that its time could be utilised for discussion
of contemporary and important issues.

The BSP supremo directed the party members to present information
regarding welfare schemes implemented by the state government during
various discussions and debates.

She also asked the MLAs to visit their respective areas during
vacations and solve problems being faced by the people.

"The members should apprise the minister concerned about problems
which are to be resolved at the government level," she said.

Meanwhile, Mayawati met Governor B L Joshi and apprised him about the
legislative works to be executed during the session.

Cabinet ministers from backward castes have demanded that the
Khairlanji mass murder case be reinvestigated. On Wednesday, the
ministers said the Cabinet must discuss why the six convicts, whose
death penalty was reduced to life sentence by the high court last
month, were not tried under the Scheduled Castes and the Scheduled
Tribes (Prevention of Atrocities) Act, 1989.

Four Dalits Surekha Bhotmange (40) and her three children — Priyanka
(18), Sudhir (21) and Roshan (20) —were killed by a mob of upper caste
Hindus in Khairlanji, near Nagpur on September 29, 2006.

"If the Cabinet can discuss James Laine's controversial book on
Shivaji and the Maharashtra-Karnataka border issue, why not
Khairlanji?" Nitin Raut, dairy development and animal husbandry
minister, asked Chief Minister Ashok Chavan in the meeting.

Chavan, however, decided to discuss the matter after the Cabinet meeting.

He spoke to a group of senior ministers in the room next to the
Cabinet hall but some prominent non-Dalit leaders ignored his call.

This infuriated the Dalit ministers further.

Chavan was not available for comment.

Raut, his colleagues from the Congress, Varsha Gaikwad and Ramesh
Bagwe, and NCP's Laxman Dhoble demanded that the state seek the
Centre' permission to reinvestigate the case that the Central Bureau
of Investigation (CBI) had probed.

"The Dalit population feels unsafe in this state. It wants the state
to use the Atrocities Act effectively," Raut told journalists after
the meeting.

"We have all evidence to prove atrocities against the Dalit family."

Raut said Chavan has promised to convene a meeting to prepare a strong
case later this week. "The CM has said we will meet the Prime Minister
so that he can tell the CBI to reopen the case."

NEW DELHI: As diversion of SC/ST welfare funds for Commonwealth Games
draws the ire of the political class, the Planning Commission has
called a meeting of NGOs to see instances of such diversions across
states.

The Plan panel will meet the voluntary organisations working for SCs
and STs around August 23 to get a first-hand knowledge of how states
had used money meant for dalit and tribal schemes to fund other
programmes.

It is part of a larger exercise undertaken by a Planning Commission
taskforce to make the subplans inviolable. The taskforce is headed by
Plan panel member Narendra Jadhav and comprises Union secretaries for
SC and ST welfare and secretaries of Maharashtra, Tamil Nadu and
Gujarat.

"We have asked NGOs working for SCs/STs to bring out instances of
diversion," a senior official said. The information about Delhi was
also exposed by volutary organisations HLRN and NCDHR.

The subplans, launched in 1975, stipulate that every Union ministry
will earmark 15% and 7.5% of its budget for SCs and STs, while states
will do it in proportion to their population.

The information that Delhi government had funnelled Rs 743 crore from
these subplans to fund CWG preparations has triggered a storm, with
the issue even hitting Rajya Sabha proceedings. It has startled more
as the expose has come amid charges of irregularities in the execution
of CWG projects.

A government expert said it was the first big evidence of diversion
from the subplans which are supposed to be non-lapsable and
non-divertible.

"The taskforce will draw up guidelines to ensure that the subplan
money cannot be taken out for other works," he said.

But the Delhi case apart, the practice of diversion is rampant. A
study found that 20% of Union ministries had implemented the subplans
while most states did not follow the guidelines and diverted the
money. The expenditure under the subplans is also low at 40 to 50%.

Besides seeking inputs from NGOs and discussing with states, the
taskforce will visit two backward districts -- possibly in Tamil Nadu
and Orissa -- to see implementation of subplans.

Kerala Congress (M) Chairman K.M. Mani, MLA, has demanded that Chief
Minister V.S. Achuthanandan take away the Scheduled Caste and
Scheduled Tribe Welfare portfolio from A.K. Balan as he had failed to
protect them when their land was taken away in Attappady by
multinational windmill companies.

Inaugurating the first district convention of the party after its
merger with Kerala Congress (J) here on Wednesday, Mr. Mani said,
"A.K. Balan pretends to be in the dark about the land scam in
Attappady. But it took place with the knowledge of the government.
Action should be taken against those involved in this major tribal
land scam."

Mr. Mani said that "such a major scam cannot take place without the
help of departments like Revenue, Registration, Forest, SC and ST
Welfare and Electricity. No action is being taken against the windmill
companies who usurped tribal land. The present agenda of the ruling
Communist Party of India (Marxist) is not to protect the tribals but
the windmill companies."

The convention was addressed by Kerala Congress (M) working chairman
P.J. Joseph, P.C. George, Thomas Unniyadan (M.L.As) among others.

The meeting was presided over by K.V. Mani, district president of the party.

Uttar Pradesh chief minister Mayawati today ordered strict action
against those indulging in the adulteration of food articles and
drugs.

During a high-level meeting held in Lucknow this evening, the CM
directed the officials to take tough action against those indulging in
illegal sale of oxytocin and ordered a ban on its illegal sale
immediately.

Mayawati directed the officers to intensify the drive against those
involved in the manufacturing and sale of sub-standard medicines.

She said that stringent action should be taken against those involved
in the sale of prohibited drugs dangerous for human health.

LUCKNOW: Chief minister Mayawati on Wednesday directed the officials
to take stern action against those indulging in adulteration of food
articles and drugs. She also instructed to take deterrent action
against those indulging in the illegal sale of oxytocin.

Expressing her satisfaction over the ongoing drive in this regard, she
said that district magistrates found lax should be warned.

These directives were issued by the CM after a high-level meeting held
by her to review the working of food and drug administration
department at her official residence.

The CM directed the officials to ensure that only pure edible articles
and certified drugs are sold all over the state. She said that during
the drive, punitive action should be taken against officials found
neglecting their duties.

The CM directed the officials to ban the illegal sale of oxytocin
immediately as this drug is dangerous for human beings. She said a
special campaign should be launched to check the sale of such
prohibited drugs, and added that stern action should be taken against
those found involved in it.

She said criminal cases should be filed against those drug and food
inspectors who are found lax in performing their duties. On the
occasion, the CM was also apprised that 71 FIRs had been lodged and 63
guilty persons arrested during the drive in the past two months.

Besides, during the month of July, 146 FIRs were lodged against 190
persons for the sale of adulterated food articles and prohibited
colours. Of them, 90 persons were arrested and food articles worth Rs
1 crore were seized.

She was also apprised that in 121 FIRs lodged in cases related to the
drug and cosmetics, 102 adulterators had been arrested.
