Insight into Dalitbahujan writings

THE WEAPON OF THE OTHER - Dalitbahujan writings and the Remaking of
Indian Nationalist Thought: Kancha Ilaiah; Pearson Education, 7th
Floor, Knowledge Boulevard, A-8 (A), Sector 62, Noida-201309. Rs. 695.

The meek and the weak deserve to be written about because they
constitute the 'other' side of our society. The maturity of our
democratic consciousness can be measured by how we treat, not our
descendants and dependents, but members of the classes/castes other
than our own.

The term 'Dalitbahujan' refers to and encompasses the Scheduled Castes
and the Other Backward Classes, the "people and castes who form the
exploited and suppressed majority." This is what Kancha Ilaiah told us
in his classic Why I Am Not a Hindu (1996). Now, 14 years later,
Ilaiah says there were three kinds of nationalist thought during the
anti-colonial struggle. There was the Hindu nationalism of Tilak and
Gandhiji, the Brahmanical communist nationalism of P.C. Joshi and S.A.
Dange, and Dalitbahujan nationalism of Jotirao Phule, Ambedkar and
Periyar E.V. Ramasami.

Contributions

Dalitbahujan writings made five contributions to Indian nationalist
thought, says Ilaiah. The first is the Buddha-Ambedkar school that
advocates non-violence and restricted use of weapons, for self-defence
only. In contrast, the Hindu gods carry weapons —Krishna has his
'chakra' (wheel), Parsuram his axe, and Rama his bow and arrow.

The second contribution is the concept of equality based on communal
property. The life of Dalitbahujans mostly depends on the labour power
of their hands and the larger prakriti (or nature). The leisure-loving
higher castes, who constitute the upper class, base their life on
private property and on the labour of the other sections of society.

The third contribution is universal humanism or 'Dalitism.' The
"egalitarian democratic-socialist baby" is growing in the womb of
Dalitbahujan wadas or neighbourhoods.

The fourth relates to the democratic gender relations. Ilaiah believes
that man-woman relations in the Dalitbahujan wadas are less
patriarchal. In these wadas, atrocities are inflicted by husbands
under the influence of brahmanical feudalism and capitalism.

Socio-economic values

And the fifth contribution concerns positive socio-economic values.
The class of people who produce goods and are wrongly considered
'polluted' deserve to be respected, while those who produce nothing
and remain mere 'consumers' but claim themselves to be 'pure' must be
'devalued.' "Making shoes should receive greater respect and better
payment than teaching in the university."

It is noteworthy that Ilaiah is himself a university don. Hence he
merits our respect for the courage of his conviction to talk against
his own interest.

Kancha Ilaiah, who has risen from a humble background, has six books
to his credit, and his articles have appeared in all leading Indian
journals. He has participated in the U.N. Conference on 'Racism,
Racial Discrimination and Xenophobia' held at Durban in 2001 and has
also been a postdoctoral Fellow with the Dalit Freedom Network,
Denver, in 2004-05.

This book, which is rhetorical in character, is the outcome of another
Fellowship, the one from Nehru Memorial Museum and Library (1994-97).
Ideally, such a prestigious Fellowship should have been used to offer
some fresh theoretical insights.

But Ilaiah has chosen to uncritically endorse Jotirao Phule's theory
that the Aryans were invaders. Phule (1827-90) could take that
position because such was the historical thinking during his time. In
fact, he was only echoing what Max Mueller (1823-1900) had said. If
Ambedkar (1891-1956) endorsed that line it was because his work
related to public administration, not history. As for Periyar
(1879-1973), the Aryan invasion theory eminently fitted into his
campaign for the Dravidian cause.

One expected Ilaiah, as an academic of stature with a record of
pioneering work, to have examined the issue in the light of the latest
thinking in the academia. For instance, we have Romila Thapar telling
us that Aryans were not a race but were people speaking Indo-Aryan
group of languages. And languages get disseminated through
story-tellers, pen-pushers, litterateurs, and so on.

The members of the Central and State governments SC/ST Employees
Federation have demanded the Tamil Nadu government to immediately
withdraw the suspension order issued against IAS officer Uma Shankar.

At an emergency meeting convened here on Sunday, representatives from
various districts participated.

S. Karuppiah, state organiser, presided over the meeting.

The members urged the government to stop 'humiliating' the downtrodden
section under some pretext or the other, when they worked hard and
proved their mettle.

An official like Mr. Uma Shankar had been primarily responsible for
the cremation shed scam expose. He was then lauded by many political
parties, elected representatives and other right thinking citizens.
When such had been the record held by the IAS officer in his public
life, pointing out baseless allegations suddenly showed only the
double standards of the State government, they alleged.

With Assembly elections round the corner in Tamil Nadu, the speakers
maintained that they would pledge their support only to those
political parties which had promised to look into their grievances and
redress them.

The meeting resolved to observe a token fast on August 7 at
Virudhunagar district and also stage demonstration at taluk level in
Tirunelveli district. As the next course of action, all the members
including public and elected representatives from the Dalit community
would stage a massive demonstration in Chennai by August end.

Among other demands, they urged the governments to fill in vacancies
and also lift anomalies in extending assistance to Dalit students.

New Delhi With India Inc not being seen as having done enough on its
promise of affirmative action over the last five years, the government
is looking at insisting upon a 5 per cent reservation in jobs by the
private sector for disadvantaged sections, particularly the Scheduled
Castes and Scheduled Tribes.
The Department of Industrial Policy and Promotion (DIPP), under
Commerce and Industry Minister Anand Sharma, has told the corporate
sector that companies benefiting from various government incentives
may be asked to reserve about 5 per cent of employment needs for the
SCs and STs. "We have asked the industry chambers — the Confederation
of Indian Industry, the Federation of Indian Chambers of Commerce and
Industry and the Associated Chambers of Commerce — to submit their
views on this suggestion," a DIPP official told The Indian Express.

Clearly, none of the industry chambers want a quota legislation,
although all acknowledge much more can be done for the disadvantaged
sections. "We reckon that the government is under political pressure
to show tangible results on the affirmative action front. But
reservation will endanger merit," said a senior chamber executive.

Top executives in the three chambers, who did not wish to be quoted,
said India Inc was better off without job quotas. "But we are not
opposed to the idea of affirmative action — improving the prospects of
the disadvantaged sections in getting a job," said a senior Ficci
executive. Towards this end, each chamber has adopted a district about
six months ago based on DIPP's recommendations, he pointed out. Ficci
has adopted Sonbhadra in Uttar Pradesh, CII Naushera in Punjab and
Assocham Cooch Behar in West Bengal.

"But their intervention is restricted to promoting employability
through vocational training," noted a government official. In May this
year, Social Justice Minister Mukul Wasnik had written to the Prime
Minister seeking a review of the government's efforts to persuade the
private sector to take affirmative action. In his meeting with the
trade and industry council, the Prime Minister did ask the corporate
sector to chip in more to improve social inclusion.

The BSP on Tuesday disrupted proceedings in Parliament alleging
diversion of funds meant for SC/ST for the Commonwealth Games
projects, with BJP alleging that there was "bungling" in organising
the sporting event. As soon as Rajya Sabha met for the day, BSP
members were on their feet to raise diversion of funds by the Delhi
Government demanding immediate discussion on the issue.

BSP leader Satish Chandra Mishra said he has given a notice for
suspension of the Question Hour to take up the matter. He was
supported by the Left parties and members of BJP who too wanted a
discussion.

The pandemonium led to two adjournments in the Question Hour and with
BSP unrelenting during Zero Hour, the Chair was forced to adjourn the
proceedings till 1400 hours.

In the din which continued in the Zero Hour, Deputy Chairman K Rahman
Khan asked Civil Aviation Minister Praful Patel to go ahead with his
statement on a calling attention the Mangalore aircrash.

A recent query by a Right to Information activist showed that the
Delhi government allegedly diverted Rs 744 crore from Special
Component Plan for SC/ST to Games projects, thereby flouting Planning
Commission guidelines.

In the Lok Sabha, BSP disrupted proceedings on the issue and wanted a debate.

Parliamentary Affairs Minister P K Bansal refuted the charges saying
no diversion of funds has taken place and assured the BSP members that
he would look into it.

In the Upper House, Minister of State for Parliamentary Affairs
Prithviraj Chavan said the government was ready for a discussion
either Wednesday or a day later.

But the BSP, supported by the BJP, wanted immediate discussion with
BJP Deputy Leader S S Ahluwalia saying, "There is lot of ghapla
(bungling) and we should discuss it right now."

Meanwhile, Delhi Chief Minister Sheila Dikshit has said there was no
diversion of funds from SC/ST welfare scheme for the Commonwealth
Games.

A Dalit man was allegedly lynched by seven higher caste youths over a
minor altercation in Ghaziabad, neighbouring the national capital,
police said Monday.

The incident occurred Sunday night in Chitaura locality of this city.

According to police, the man, Surendra, 45, went to Hapur to buy a cow
and was returning to his home in Noorpur with the purchase alongwith
his wife and daughter when he was accosted by seven youths near
Chitaura locality on the Upper Ganges canal.

The seven youths asked him why he had a cow with him. Surendra ignored
their persistent questions and kept walking. Angered by his behaviour,
the youths started beating him mercilessly. His wife Dharmawati and
daughter tried to intervene, but were unable to save him.

When the youths saw that Surendra had died, they hung his body from a
tree and fled. Before escaping, they warned his wife and daughter not
to report the incident and threatened them with dire consequences.

The woman rushed to the police station and narrated the incident and
took the police with her to the spot of crime. The police found
Surendra hanging from a tree.

Dharmawati filed a complaint with the police and named the seven
youths. They were identified as: Gaurav, Bhure, Nitin, Debu, Amit,
Girish and Pinki. The police arrested five of them and are conducting
raids to arrest the others, said Superintendent of Police, Rural, M.M.
Beg.

'The accused belonged to the Chitaura locality and were from the
dominant Jat community of the area while the victim was a Dalit of the
nearby Noorpur locality,' the official added.

Karnataka Chief Minister B S Yeddyurappa lost his cool on seeing a
group of Dalit Sangarsh Samiti protesters at a Bharatiya Janata Party
(BJP) rally on Monday and lashed out at senior police officers in
public for failing to prevent the protest. As the protesters tried to
shout slogans when he was about to address the rally, an incensed
Yeddyurappa summoned Superintendent of Police Sandeep Patil to the
stage and shouted at him.

It was not clear what the DSS members wanted amid the din created by
Yeddyurappa yelling at the police officer and BJP workers trying to
outshout the protesters.

Even as Patil was trying to explain, the chief minister took on the
protesters and told them that this was not the place to air their
grievances.

"Your problems have not been solved all these years and you expect me
to do so immediately. It takes time. I will take your memorandum and
act on it. Give me some time," Yeddyurappa said.

Soon he cooled down, and addressing the rally launched a scathing
attack on Congress for continuing with its march to Bellary even after
he had banned iron ore export from ports in Karnataka and also
transporting of the mineral to other ports for export.

"Uprooting Congress from the state is my aim," he thundered and
announced that he too will go on dayatra' (walkathon) throughout the
state from Aug 20.

The Congress launched a 320-km Bangalore to Bellary 'padayatra' July
25 and will Aug 9 reach its destination the political base of the
mining barons and BJP ministers, the Reddy brothers. It plans to hold
a rally in Bellary.

Tourism Minister G Janardhana Reddy, his elder brother Revenue
minister G Karunakara Reddy and the younger G Somashekara Reddy, an
assembly member are accused of large scale illegal mining and export
of iron ore from Bellary.

The Reddys have denied the allegations and have launched a 'padayatra'
in Bellary claiming the Congress was 'defaming Bellary' by levelling
false charges against them.

The Bellary 'padayatra' is led by their loyalist and Health Minister
B. Sriramulu, who has tonsured his head and sworn to wear only black
and survive on grains and fruits till Aug 20 when the BJP will hold a
rally there.

The rally in Davangere, 260 km from Bangalore, was the first of the
four planned by BJP to counter the Congress and Janata Dal-Secular
campaign against the party led government over illegal mining. The
second rally in Gulbarga in north Karnataka is on Aug 5, the third in
Mysore in south on Aug 12 and the last in Bellary on Aug 20.

The Reddy brothers, senior party leader M. Venkaiah Naidu, party
general secretary and Bangalore South Lok Sabha member H N Ananth
Kumar, and state party president K S Eshwarappa attended the Davangere
rally.

Udupi, Aug 3: A distribution programme of tourist taxis to unemployed
youth belonging to Scheduled Caste (SC) and Scheduled Tribe (ST), was
held at the headquarter of district administration here on Tuesday
August 3.

The district-in-charge minister Dr V S Acharya handed over the keys of
tourist taxis to 21 beneficiaries. The taxis were granted by the state
department of tourism and district administration.

Speaking on the occasion, Dr V S Acharya said that the state
administration has introduced this scheme for the benefit of
unemployed youth since there are ample opportunities for tourism in
the district. The state will bear 50 percent of the cost of the
vehicles and the banks will advance auto loans for 45 percent of cost
at interest rate of 10 percent. The beneficiaries will have to bear 5
percent of the cost. The scheme has been introduced for the first time
in the state, he added.

MLA K Raghupati Bhat presided.

Speaking on the occasion, MLA Raghupati said that the state tourism
department has released Rs 1.70 crore for infrastructural development
of tourism in the district. A large idol of Sri Krishna will be
erected at St Mary's Island and a statue of Madwacharya at Malpe beach
here, he said.

Deputy Commissioner P Hemalata, district-in-charge secretary Ramesh
Zalaki, zilla panchayat president Gladys Almeida and tourism
department acting director Adilaxmi were present among others.

The keys of tourist taxis were distributed to 15 youth of SC and 6
youth of ST, during the programme.

NEW DELHI: The Rajya Sabha was adjourned twice during the Question
Hour after opposition parties led by BSP disrupted proceedings over
alleged diversion of SC/ST funds by the Delhi government for
Commonwealth Games.

Immediately after obituary reference, BSP members were up on their
feet to raise the issue of alleged diversion of funds as was revealed
in reply to an RTI query.

BSP leader Satish Chandra Mishra said he has given a notice for
suspension of Question Hour to discuss the issue. He was supported by
Left parties and members of BJP who too wanted a discussion.

A recent query by a Right to Information activist showed that the
Delhi government diverted Rs 744 crore from Special Component Plan for
SC/ST to Games projects, thereby flouting Planning Commission
guidelines.

Chairman Hamid Ansari asked members not to disrupt the Question Hour
and take up the issue through a call attention notice.

"This is incorrect," Ansari said before adjourning the House for 10 minutes.

When the House reassembled, similar scenes were witnessed. "Please
give a call attention notice... please don't disrupt proceedings,"
Ansari said even as members continued to raise the issue.

"The Chair appreciates the concern you want to raise," he said asking
opposition members to give notice for a structured debate to which the
government can reply. "Please give a call attention notice and it will
be admitted."

The unrelenting opposition members wanted the Chairman to fix a time
for the debate.

Leader of the Opposition Arun Jaitley said it was a very important
issue and the government should take instructions from the Chair on
replying to the concerns. "Please fix discussion on the issue
immediately," he demanded.

Ansari, however, said he can fix time only after discussion with the
business advisory committee of the House. "This is Question Hour. I am
bound by it. I cannot waive it," he said, even as repeated pleas were
made for suspension of Question Hour.

Sitaram Yechuri (CPI-M) said the Left parties want discussion on the
issue this week itself.

Minister of State for Parliamentary Affairs Prithviraj Chavan said the
opposition parties should give a calling attention notice and the
government will reply.

This however did not pacify the agitated members who continued raising
the issue, forcing Ansari to adjourn the House till 1200 noon.

Indian 'honour killings' up as young shun customs

NEW DELHI — The uncle was unrepentant about savagely killing his niece
and her fiance who had the audacity to want to wed each other in
defiance of Indian marriage traditions.

"I have no regrets and I would punish them all over again if given
another chance," the uncle, Om Prakash, told the news media after his
arrest by New Delhi police, asserting he had acted to save the family
honour.

Asha Saini, 19, and her 21-year-old boyfriend Yogesh Kumar were found
stabbed to death in mid-June with their legs and arms bound and their
bodies covered with electric shock burns.

The murders came amid a spurt in so-called "honour killings" of
couples who seek their own partners, breaching deeply entrenched
tradition which dictates that the parents decide who their children
should wed.

Asha Saini's family believed it would bring dishonour if the girl,
whose father was a prosperous vegetable wholesaler, married her
boyfriend, a poor taxi driver.

Even more importantly, the couple were from different Hindu castes.

Such "honour killings" have multiplied even among upwardly mobile
social groups that are often considered less conservative as new
conflicts emerge between generations, say experts.

"The number is rising because women are more educated, they feel they
have the capacity to take their own decisions about their lives," said
Anand Kumar, a social studies professor at New Delhi's Jawarharlal
Nehru University.

Last month, Prime Minister Manmohan Singh ordered a cabinet-level
committee to look at imposing heavier punishments for "honour
killings" which are most prevalent in India's northern states.

There are no official figures, but one independent survey cited by New
York-based Human Rights Watch said 900 such murders occur a year in
the northern states of Haryana, Punjab, and Uttar Pradesh alone.

Indian parents choose partners for their children most often for
religious as well as financial reasons.

The rules are complicated and choosing to marry within the same
sub-caste or outside of one's caste can both lead to a couple paying
the ultimate price.

Weekend newspapers have supplements jammed with marriage ads
specifying caste as one of the main sought-after attributes along with
a good job and a "fair" complexion.

"The new generation faces a double challenge: it wants to eliminate
the authority of the patriarchal family and reject the caste system,"
said Kumar.

They want marriages "based upon love" -- a concept which has become
increasingly popular as India becomes more Westernised, Kumar adds.

In another case that has gained national attention, police are probing
the death in April of Nirupama Pathak, 22, a journalist at a leading
financial daily, the Business Standard, who wanted to marry a man of a
caste lower than her own.

Pathak belonged to the Brahmin caste, the highest in the ancient Hindu
hierarchy, while her fiance, a journalism classmate, came from a
middle-upper caste called Kayastha.

Her death shocked India because she came from an educated and affluent
family. Her father was a bank manager.

Just days after she returned home to northern Jharkhand state, she was
discovered dead in her bedroom. Police said she was suffocated -- the
family initially insisted she was electrocuted, then said she
committed suicide.

Police have arrested her mother on suspicion of murder.

"Nirupama took her decision to marry, even though she knew her parents
would not agree," said 23-year-old Deepthi Bathini, a close friend of
the woman.

The director of the New Delhi-based women's rights group
WomenPowerConnect, N. Hamsa, also says honour killings are rising
because of "a clash of generations."

"The young generation does not believe in the family (decision-making)
structures because there are more opportunities -- more girls have the
courage to make their own decision," she said.

Cases of honour killings are also rife in rural areas, where village
caste councils -- "khap panchayats" -- wield huge extra-legal powers.

While under the constitution people are free to wed whomever they
choose, the councils often issue edicts against couples who marry
outside their caste or religion and condemn marriages within a kinship
group or "gotra" -- considered incestuous even though there are no
biological links.

In March, a court in Haryana state sentenced to death five people who
had killed a young couple who had dared to wed despite being deemed
"brother and sister" by village elders.

Underlining how hard it is to change tradition, when the court passed
judgement, village councils in the region staged big protests and
demanded that the government change the law to ban such marriages.

Nirupama's friend Deepthi Bathini believes "honour killings" must stop.

"For whose honour are they killing?" she said. "Every person must
become aware of their rights and be able to defy these traditions."

Lok Sabha Speaker Meira Kumar on Monday said attacks on Dalits was a
matter of serious concern and asked members to rise above political
consideration on such issues.

Intervening in a matter raised by Samajwadi Party and Rashtriya Janata
Dal members in connection with the recent murder of a Dalit youth
inside a police station in Uttar Pradesh, Ms. Kumar asked them to give
proper notices so that such issues can be raised and the government
can take corrective measures.

Raising the matter during zero hour, Ramkishun (SP) alleged that a
Dalit youth was killed inside a police station in Chandauli district
(U.P.) following a feud with his brother. Mr. Ramkishun demanded an
enquiry into the incident and the cause of death, as also a
compensation of Rs. 10 lakh to the victim's family.

While some members of the ruling Bahujan Samajwadi Party interrupted
him, RJD members came out in strong support of their SP colleague and
sought a statement from the government.

The heated exchanges led the Speaker to assure the House that a
discussion on instances of attacks on Dalits and other downtrodden
sections in any part of the country could be taken up if proper
notices were given. Ms. Kumar also stressed the need for granting
security to the vulnerable sections.

Minister of State for Parliamentary Affairs V. Narayanasamy said the
government had taken note of the matter and would come out with a
statement shortly.

Jagdambika Pal (Congress) referred to the "deteriorating law and order
situation in Uttar Pradesh" and alleged that those responsible for
maintaining law and order were violating the law. "Even Ministers in
the State are not safe," he said, amid interruptions by BSP members.

"Encouraging casteist forces"

Another Congress member, Panna Lal Punia, attacked the Uttar Pradesh
government for "encouraging casteist forces" by stopping reservation
in the recruitment of cooks for the mid-day meal programme. Several
people had stopped sending their children after reports that the meals
were being cooked by the Dalits and other downtrodden sections, he
said.

"Instead of fighting it out and making efforts to root out this social
evil, the BSP government has stopped the quota," Mr. Punia said.

Chief minister B. S. Yeddyurappa landed himself in trouble on Monday
after he allegedly insulted Dalits and the state police while
addressing a BJP rally in Davanagere, a central town in Karnataka.

According to the Dalit Sangharsh Samithi (DSS), the CM termed its
activists as "Congress agents" and "useless people" when they tried to
approach him at the rally for fulfilment of their demands.

The CM also reportedly called the police "donkey grazers" for not
controlling the protesting Dalits.

Enraged by Yeddyurappa's sudden outburst, the Dalits planned to lodge
an FIR. But the police convinced them not to complain against the CM.
DSS activist K. Sannappanavar said the organisation would now launch a
state-wide agitation in protest.

The drama unfolded soon after the rally started. The DSS activists
stormed the venue demanding an end to manual scavenging, which is
widely prevalent in central Karnataka.

The issue had come into prominence after the Dalits highlighted the
evil practice by immersing themselves in human waste two weeks ago in
Savanur. Since then, they had been trying to meet the CM in vain.

At the rally, the activists raised slogans against the CM and the BJP
government for neglecting their problems. Their commotion attracted
the attention of Yeddyurappa, who snatched the microphone on the dais
and started hurling abuses.

He said: "Meet me personally if you have problems. Why are you
disturbing my party's rally? Your problem is no greater than that of
the two lakh people who have gathered here to listen to me. Your
problem is more than 60 years old. I cannot solve it in 25 days."

The CM's statement further enraged the protesting Dalits, who started
shouting slogans again.

Yeddyurappa, who is under considerable pressure because of internal
bickering in the state BJP, then lost his cool and shouted at the
protesters: "I know you are here to create trouble. You are not
genuine people… You are useless people. All of you are Congress
agents. Get lost. Go away from here in five minutes. "He also shouted
at reporters for listening to the Dalits. "Get away from there. You
should not be standing near them. All this is happening because of you
(media)…" he added.

The CM next called the senior police officers to the dais and abused
them. "You are useless. Are you here to graze donkeys or provide
security at the rally? I want the protesters out of the venue," he
shouted.

Subsequently, the police evicted the Dalits. The rally also brought to
the fore the widening gap between Yeddyurappa and the Bellary Reddy
brothers, who did not turn up at the event.

They instead organised a public meeting in Bellary to condemn the
Congress leaders' rally seeking a CBI inquiry into illegal mining.

LUCKNOW: The BSP on Monday slammed SP leaders for their alleged false
statement in the Parliament over the death of a dalit in Chanduali
district of the state. The BSP spokesman said that a dalit man died
due to injuries he received in a fight with his brother but the SP
gave it a caste colour.

The BSP spokesman said that Rama Shankar and Santosh Kumar, both
residents of Sakaldeeh in Chandauli, clashed over a dispute in which
Rama Shankar was injured and died while he was being taken to the
hospital. A case has been lodged in this connection but the SP leaders
made false statement in the Parliament without verifying the facts,
the BSP spokesman said. He also alleged that BSP MPs were not allowed
to clarify things in the Parliament.

The BSP spokesman further claimed that atrocities were high during the
SP regime. The SP, he said, had no time for dalits killed and being
harassed in Haryana. He also alleged that SP leaders had hatched a
conspiracy to kill BSP supremo Mayawati in June 2005 state guest house
case.

Chidambaram, Congress, Dalit Union home minister P. Chidambaram on
Sunday said the Congress cannot emerge as a principal party without
support of the Dalits in the country and said whenever it was without
major Dalit leaders, atrocities against the community had raised its
head.

"We all want the Congress to become a principal party in India,
especially Tamil Nadu. But that cannot be achieved without the support
of Dalits," he said at a function here to mark the joining of expelled
BSP leader K. Selvam and his supporters in the Congress.

Dalits constituted a major share in the population and if they were
rejected and their rights denied, there was no point in India being an
independent nation, he said.
"Whenever the Congress digressed from focusing on Dalit issues or when
Dalit leaders left the party, atrocities against Dalits had raised its
head. This is a fact. To make India powerful and prosperous, we need
Dalits' support," he said.

Saying that the likes of Dalit icons such as Babasaheb Ambedkar and
Babu Jagjivan Ram could bring in changes since they were in the
Congress, Mr Chidambaram exhorted members of the community to join the
party and become leaders.

He recalled that Mahatma Gandhi had focused on Dalit issues and their
aspirations as part of his freedom struggle. "We accepted that
struggle but not today's armed struggle by Naxals," he said.

In its long history, veteran leader P. Kakkan was the first Dalit
leader to become TNCC president, later followed by others like
Maragatham Chandrasekhar, Mr Chidambaram said adding that a member of
the community could lead the congressmen in the future too in Tamil
Nadu.

Underlining the UPA's commitment towards Dalits' welfare, he said over
Rs 2,000 crore had been allotted for the students of the community for
their educational needs, including those pursuing M. Phil and PhD.

Speaking at the birth centenary celebrations of Kakkan in Madurai on
Saturday night, Mr Chidambaram denounced honour killings and
discrimination against Dalits, saying such things brought disrepute to
the country.

"Such (honour) killings only brought disgrace and disrepute to the
country. In some places parents removed their children from schools if
the mid-day meal is cooked by Dalits," he said.

He referred to the recent incident in Uttar Pradesh where parents
removed their children from schools where the mid-day meals were
cooked by Dalits. The country's economic growth rate of 9 per cent or
Forex reserve of $300 billion would serve no purpose if atrocities
like untouchability continued in India, he said.

"India will get real independence only if social evils are eradicated
from the heart," he said.

New Delhi, Aug 3 (IANS) Alleging that funds meant for Scheduled
Castes had been diverted by the Delhi government to the Commonwealth
Games, Bahujan Samaj Party (BSP) MPs Tuesday walked out of the Lok
Sabha.
Soon after the house re-assembled at 11.40 a.m. following an
adjournment, the BSP MPs created an uproar.

BSP's leader in Lok Sabha, Dara Singh Chauhan, alleged that Rs.750
crore meant for the welfare of Dalits had been diverted by the Delhi
government for the October Games.

"There is a loot of money in the name of the Commonwealth Games,"
Chauhan thundered and demanded a discussion.

Janata Dal-United (JD-U) leader Sharad Yadav supported the BSP and
said the house should discuss the issue.

Parliamentary Affairs Minister Pawan Kumar Bansal said the allegations
were based on media reports, which he said were baseless. "No fund has
been diverted," Bansal said.

However, the BSP MPs continued their protest and stuck to their demand
for a discussion Tuesday.

Speaker Meira Kumar said the issue could not be discussed Tuesday as
there would be a discussion on price rise.

Protesting the ruling, Chauhan led the BSP MPs and walked out of the Lok Sabha.
