MANGALORE: The handing over of taxis, organised by the department of
tourism to the selected beneficiaries of SC/ST communities will be
held at deputy commissioner's office auditorium here on Saturday.

DK district in charge minister J Kirshna Palemar will inaugurate the
programme and distribute the taxis. Mangalore city south MLA N Yogish
Bhat will preside over the programme. DK zilla panchayat president
Santhosh Kumar Bhandary, NRI cell deputy chairman and MLC Ganesh
Karnik, legislators Abhayachandra Jain, U T Khader, Mallika Prasad,
Angara, Vasanth Bangera, DK Lok Sabha member Nalin Kumar Kateel and
mayor Rajani Dugganna will take part in the programme.

HAVERI: The Dalit Sangharsha Samiti coordinator Guddappa Harijan has
alleged that officials and elected members of Gudihonnatti panchayat
have misused National Rural Employment Guarantee Scheme (NREGS) funds
to the tune of Rs 2.2 lakh, sanctioned for 2009-10.

Guddappa said the records say that water harvesting pits are prepared
in Honnamma temple premises by spending Rs 40,000 and Rs 80,000 is
spent for Gokatta construction, Rs 1,09,443 is spent on plantation
works in hospital, school premises. Interestingly, there are no signs
of such works in Gudihonnatti village. Such type of bills have been
shown for the works not executed and the amount is utilized by the
officials.

"Taluka panchayat executive officer S S Sajjan, watershed development
officer T B Veerappa, works supervisor Shankarappa Bidari, engineers
of ZP, president and vice presidents of Gudihonnatti panchayat have
misutilized the funds," he added.

Guddappa Byadagi, Honnappa Bheemappanavar, Fakkirappa N H, Basavaraj
Banakar, C G Hulli, Basavaraj Kambali, Kotresh Saravand have sent the
memorandum along with CD to union Rural Development and Panchayatraj
Minister Dr C P Joshi, RDPR minister Jagadish Shettar, Lokayukta chief
Santhosh Hegde, and Haveri CEO of Haveri ZP to begin inquiry and
punish the guilty.

LUCKNOW: Delhi appears to be the next target of Uttar Pradesh Chief
Minister and Bahujan Samaj Party (BSP) president Mayawati, who Friday
called for
capturing power in the national capital.

Addressing a meeting of her party activists from Delhi and Uttarakhand
at her official residence here, Mayawati said that millions of people
from Uttar Pradesh have moved to Delhi in search of employment, but
alleged they continue to receive step-motherly treatment at the hands
of successive governments.

"That is the reason we need to strengthen our party base in the
national capital so that we can form a BSP government there and ensure
that the Uttar Pradesh's population gets its due," she said.

The BSP supremo also chalked out a strategy to broaden the BSP base in
Delhi and urged her party men to follow her guidelines.

She gave similar instructions to her party leaders from Uttarakhand
where her party has minimal presence, largely on account of a very low
Dalit population in the hill state.

On the other hand, there was much more scope for BSP to spread its
wings in Delhi among the large Dalit population and where Mayawati
herself grew up.

In his debut novel Serious Men, Manu Joseph attempts a biting take on
Indian class distinctions as well as the respect accorded to
practitioners of science by the rest of us. What emerges is a less
than satisfactory novel, one that is not so much a comedy of manners
as a mannered comedy.
Serious Men features the conniving Ayyan Mani, a clerk at Mumbai's
Institute of Theory and Research, who lives with his wife and
10-year-old son in a crowded chawl. As a Dalit, Mani sees the world as
being unfairly in the grasp of Brahmins, and is determined that his
son, at least, escape the drudgery and relative poverty that is his
lot. To further this end, Mani engages in a series of machinations
designed to prove to the world that his son is a prodigy, a genius
clever beyond his years.

The other leg of the book's plot revolves around the irascible, woolly
Arvind Acharya, head of the scientific institute. When we first meet
him, Acharya is busy pooh-poohing other scientists' hunt for
extra-terrestrial intelligence, firmly believing instead that
"microscopic extraterrestrials" are falling to earth every day — that
is, microbes from space, responsible for life arising on the planet.
He's known for his bluntness and all-too-direct views of life, the
universe and everything: "This was what modern physics itself had
become. Time reversal, black holes, dark matter, dark energy,
invisibility, intelligent civilisations. Exciting rubbish. The money
was in that."

The problem is that the arcs of both these characters fall and rise
almost independently for most of the book, giving it a
compartmentalised air. Ayyan's underhand antics and Acharya's downfall
— hastened by his affair with Oparna, the head of one of the
institute's sections — have little to do with each other and it's only
close to the book's end that they mesh satisfactorily. Though there
may be parts of the book that one can relish, such as Ayyan's
fabricating quotations to chalk up as the Institute's Thought For The
Day, there are others that disappoint, such as Oparna's
all-too-convenient vanishing act once her part is played out.

Joseph delights in skewering the pretensions of the pompous, and there
are many satirical asides and observations to this effect, especially
when it comes to the way different classes of society view each other.
On occasion, though, the tone is decidedly sour, putting one in mind
of the later novels of Upamanyu Chatterjee. An added perturbation is
that many times, one can't discern whether such interventions are
authorial or belong to the characters.

The sentences, however, are layered, on occasion with spot-on
observations about the way we see ourselves: "He was a trim, tidy man
who suspected he was good looking"; "A girl who was preoccupied with
her own glamour arrived at the podium". Unfortunately, on many other
occasions, they get carried away by mellifluousness: "The beast of
genius inside him was now fatally infected by what he diagnosed as
common infatuation, but through a minute crack in the fog of misery
his mind could still see the beauty in the conviction that alien
microbes were always falling from the heavens and they had once seeded
life on earth".

Serious Men, then, has a distinctive take on the world around us, but
despite its knowing, barbed tone there is facileness in treatment that
lets the wind out of its sails.

Even as we are in 21st century Nepal, the concepts of social justice
and societal transformation remain mere rhetoric limited to research
works and law books. The historic oppression and discrimination faced
by the marginalized communities, especially Dalits, is a true
reflection of lack of implementation of legal framework in the
country. Nepal formulated the Civil Rights Act way back in 1964,
during the same time as the US got its Civil Rights Act that became a
landmark piece of legislation in that country. The US Act outlawed
unequal application of voter registration requirements and racial
segregation in schools, at the workplace and by facilities that served
the general public.

Once the Act was implemented, its effects were far-reaching and had
tremendous long-term impacts on the whole country. But unlike in the
US, our own law at home failed to prohibit discriminations faced by
the Dalits and protect this marginalized groups' identity and rights.
One reason was that untouchability and other outdated practices are so
entrenched in Nepali psyche that breaking away from those needs strong
state action. Unfortunately, in Nepal, the Dalit problems have been
used as a political tool severely exploited by numerous political
parties for petty gains. Even while the Maoists espoused the cause of
the Dalits during the People's War days, the party failed to give the
backward and the marginalized communities representation within the
party, thus rendering the entire concept of inclusiveness hollow.

Every political party in Nepal has a separate Dalit organization,
which claims to work for Dalit welfare. But in reality, these
organizations have brought about sharp divide in the Dalit population
at large. Besides, over the years, the Dalit movement in itself lost
much ground with the creamy-layer of the Dalits taking sheer advantage
of their cause, thereby failing to penetrate to the bottom. Many NGOs
thriving in the country in the name of Dalit rights are actually using
this opportunity to gain money and fame. The result of all this is
that the poor Dalits are still ignored, discriminated and denied their
due share. Dalits form 13 percent of the total population of the
country, but 50 percent of them are illiterate, 77 percent of them are
agriculturally landless and they still form the majority of Nepal's
poor.

But all is not lost. It would help if the Dalit movement breaks away
from political exploitation and come up with a cohesive voice to show
a united stand. The 50 Dalit Constituent Assembly members shoulder a
historic responsibility to shape the future of this long deprived
group of people. And as the CA prepares to formulate a new
constitution, there is no better time than to guarantee the
constitutional rights of this underprivileged section of society.

Dalit temple opens for public in Odisha town

Kendrapara, June 26: A Mahalaxmi temple built by Dalits inside the
famous Baldevjew temple premises here has been opened for public,
eight decades after its foundation was laid.

Dalits themselves had built the temple with various factors mainly
funds constraints posing hindrance on their temple building mission.

On Friday evening, the much-awaited temple was thrown open for public darshan.

Gajapati Dibya Singha Deb graced a simple religious function this
evening and amid chanting of mantras, he was the first devotee to make
his way to the temple.

Mahalaxmi temple inside the 300-year-old Baldevjew temple is now
opened for puja and darshan. It was the singular effort of the
fishermen community here that 47-feet sprawling temple has come up,
Baldevjew endowment officials said.

The works of the temple fully funded by the fishermen community moved
at a snail pace over the years.

Its foundation had been laid in 1927. Paucity of funds led to the
delay and finally its work is complete and has been readied for puja,
Brahmananda Behera, secretary of the temple building committee, said.

Unlike in other temples, the dalits have unrestricted access to the
temple and there is no caste-related bar on darshan here.

The traditional bar on entry of non-Hindus into the temple still
remains in force.

The famous temple which draws thousands of devotees everyday, was
built during the reign of Marahatta Subedars in this region.

Kendrapara, Jun 25 (PTI) A Mahalaxmi temple built by Dalits inside the
famous Baldevjew temple premises here was opened today for public,
eight decades after its foundation was laid.

Much to the delight of rights activists, Gajapati Maharaja of Puri
Dibya Singha Deb graced a religious function this evening amid
chanting of mantras as he was the first devotee to enter the temple.

The 47-feet sprawling Mahalaxmi temple inside the 300- year-old
Baldevjew temple is due to the efforts of the fishermen community,
Baldevjew endowment officials said.

SHIMOGA: Director of Distance Education of Kuvempu University Rajendra
Chenni said here on Monday that there was a need to check Dalits from
getting drawn to communal politics.

He was speaking after inaugurating the 72nd birth anniversary of B.
Krishnappa and the "Dalit Swabhiman Sangharsh Diwas" organised by the
Shimoga unit of Karnataka Dalit Sangharsh Samiti.

Prof. Chenni warned Dalits that there was no future for them in
capitalism and communal politics.

Educational programmes were being implemented for their development to
enable them to cope with present market trends, he said. There was a
need to fight communalism and the "Manuwadi" caste practices, he
added.

Convener of the State Dalit Sangharsh Samiti M. Gurumurthy presided
over the function. Office-bearer of the samiti N. Giriyappa, district
Dalit Sangharsh Samiti convener T.H. Halappa and C.K. Mahesh were
present.
