With the Mayawati government refusing to provide information on the
number of statues of elephants and Chief Minister Mayawati installed
in parks/public places in the State, the Election Commission has moved
the Supreme Court for a direction to the Uttar Pradesh government to
furnish these details to decide the issue before it.

Directive

On a petition from advocate Ravi Kant alleging misuse of public funds
for installation of these statues for self-glorification and to
promote the party symbol of the Bahujan Samaj Party (BSP), the Supreme
Court had asked the Election Commission to pass appropriate orders on
the petition.

However, when the Commission sought details, the State government
replied that the Commission had no jurisdiction to seek such
information when no election process was notified.

Government stand

The State government said that there was no provision under the
Representation of the People Act and the Rules to call for such
information as the Commission had no legal jurisdiction.

Assailing this stand, the Commission has approached the Supreme Court
stating that in the absence of details as to where and in how many
places/parks etc the statues of elephant and Ms. Mayawati had been
installed, it could not verify the stand that the statues of elephant
were not the replica of the party symbol.

BSP's contention

The BSP had contended that the elephant statues showed the trunk of
elephant raised in welcome posture, whereas in the party symbol the
trunk of the elephant was in lowered posture.

The Commission said the government had declined to provide basic
factual information for discharge of its functions to decide the
petitions and complaints filed under the Election Symbols (Reservation
and Allotment) Order.

The information sought was integral to the discharge of its functions
for arriving at a just and fair determination of the complaints filed
by the petitioners and others.

Disputing the State's stand that the Commission had no jurisdiction,
the petition submitted that the information sought was vital for
deciding such disputes, during non-election period.

It sought a direction to the State government to supply the
information called for by the Commission and to extend the time for
passing appropriate orders in the petition.

A protest by Dalit (Balmiki) families who fled from Mirchpur village
in Haryana's Hisar district turned ugly as the district's Deputy
Commissioner Yudhvir Singh was attacked and manhandled by angry
protesters here Wednesday.

'The deputy commissioner of Hisar district came to meet the protesters
to convey the instructions given to him by the Supreme Court. He was
attacked by the angry families as they did not want to move back,' an
eyewitness said at Mandir Marg where the Mirchpur families have taken
refuge for the past two weeks.

The Supreme Court Wednesday said it was incumbent upon the Haryana
government to provide protection to the victims of caste violence in
Mirchpur village.

But the community members, who fled their village out of fear of more
persecution, do not want to return.

According to eyewitness accounts, Singh was greeted with slogans
against him and the Haryana government.

He had barely finished speaking when a protestor, Kamla Devi, rose.
'My family was burnt alive. I want justice first. Can you or your
government give it?' she asked.

The deputy commissioner responded to her and moved back to his car.

His car was attacked and stopped by angry protesters. He tried to
escape with his entourage of administrators and security men on foot.

'The protesters chased him and manhandled him. A riot-like situation
emerged. They did not allow him to board a car on the road either,' an
eyewitness said.

He even tried to escape on a two-wheeler on the opposite side of the
road but the protesters showed no mercy and toppled the vehicle.

Over 15 police personnel from Mandir Marg police station came to
Singh's rescue and the situation was finally brought under control.

'The deputy commissioner should have first come to the police station
and taken adequate security along. This incident happened due to his
casual approach,' a police official said.

On April 21, as many as 150 Dalit families were driven out of Mirchpur
village after an arson attack on their homes in Hisar district, about
300 km from Chandigarh. They camped at the Valmiki Mandir in Harijan
Basti on Mandir Marg in Delhi.

A 70-year-old man and his 18-year-old physically challenged daughter
were killed and at least 18 houses were damaged in the attack blamed
on upper caste Jats.

Free coaching for competitive examination to SC / ST candidates

Chandigarh, June 2 – Teaching and Guidance Centre for Scheduled Castes
(SC) and Scheduled Tribes (ST), Government of India will provide free
coaching to those unemployed SC & ST candidates who have passed 10+2
or have higher qualification and whose names have been registered in
employment exchanges. During the coaching, the candidates will be
imparted coaching in general knowledge, general English, shorthand
(English) and computer.
While giving this information today, an official spokesman said that
special 11 months free coaching for preparation of various posts of
category 'C' would be given in different Central, State and self
government societies from July 1, 2010. He said that only 50
candidates would be allowed admission in coaching classes and age of
interested candidates for the purpose should be between 18 and 27
years. The candidates would be given monthly scholarship of Rs.500
alongwith free books, textbooks and other stationary items during
coaching.
Those desirous of coaching could submit their application upto June 18
at Teaching and Guidance Centre for SC/ST, Bharat Market, Jawahar
Nagar, Hisar. They could also contact on telephone number 01662-232928
for getting more information.

New Delhi: A Hissar officer was on Wednesday at the receiving end of
100 Dalit families — who had been victims of caste violence — after he
went to console them and rehabilitate them in their native Mirchpur
village.

The Supreme Court (SC) had directed deputy commissioner (DC) Yudhvir
Singh earlier in the day to visit the families and ensure jobs to the
victims' families under government schemes.

Armed with the court order, Singh straightway drove to the Mandir Marg
police station, about 6 km from the court complex, but faced an
anguished gathering of Dalits.

They prevented Singh, shouted slogans against the Congress government
in Haryana and ridiculed the Hissar district administration for its
apathy in dealing with the perpetrators of violence against them.

The Dalit families had fled Mirchpur in Jat-dominated Haryana after
their houses were torched in a case of caste violence on April 21. The
families had fled Mirchpur to escape more persecution and refused to
return ever since.

The Dalits attacked Singh when he tried to tell them about the
instructions given to him by the apex court.

Singh had barely finished addressing the enraged gathering when one
Kamla Devi rose and shouted "My family was burnt alive. I want justice
first. Can you or your government give it?" Failing to convince them,
when Singh went back to his car, angry protestors didn't let his car
move, an eyewitness said.

And when he tried to escape with his colleagues and securitymen on
foot, they chased and manhandled him.

Police came to Singh's rescue finally. A police official said Singh
should have first come to police station and taken adequate security
along with him. "This incident happened due to his casual approach,"
he said.

Kanpur A Dalit man mounting a horse for his wedding raised the hackles
of Thakurs in the Pachkura Mahaan village in Hamirpur on Tuesday
night. In the violence that followed, three Dalit men sustained
serious head injuries, a dozen others escaped with minor wounds.
Naresh, Shankar and Munnu have been admitted in the district hospital.
A case has been lodged against five upper caste members — Shiv Singh,
Naval Singh, Raju Singh, Hari Mardhan Singh and Tillu Singh — of whom
Naval has been arrested. The rest are absconding.

Superintendent of Police, Hamirpur, VK Mishra, said: "On the complaint
made by the bride's father, Chote Lal Varma, we have registered a case
under Sections 323, 504, 506 of IPC and SC/ST Act against five
persons."

Varma's daughter Reshma was to be married to Brijesh, a resident of of
Laipura village, Banda.

The marriage procession started around 9.30 pm.

"As the groom tried to mount a horse, the Thakurs raised objection,"
Varma said. The inebriated Thakurs misbehaved with the groom and other
guests, he said. "When we requested the Thakurs to let the proceeding
pass off peacefully, they attacked us with rifle butts, lathis and
bricks. A group of 30 odd Thakurs led by Naval, Shiv, Raju, Hari
Mardhan and Tillu were involved."

The police from Sumerpur and few adjoining police stations rushed in
to bring the situation under control. The marriage was finally
solomnised late in the night in presence of the police team.

Station Officer, Sumerpur, Sharif Khan said: "Prima facie, it appears
the Thakurs were responsible for the violence. It appears that they
wanted to prove their supremacy over Dalits." But refusing to rule out
the possibility of an old rivalry, he said, "We are still
investigating the case, and it is too early to form an opinion."

MAHENDRANAGAR, June 2: Life Insurance Company (Nepal) has provided
financial help to dalit girl Bishna Tiruwa who was prevented from
appearing in exams for failing to pay tuition fees by Janaki Kanya
Higher Secondary School in Mahendranagar.

LIC´s head office directed the Mahendranagar branch to clear her dues
after reading news about her in Republica and Nagarik dailies on
Tuesday, according to the Mahendranagar branch head Padam Rana.

Tiruwa was denied admit card by the school for failing to pay tuition
fees of Grade XI amounting to Rs 3,720.

Politicians against a caste-based census believe it will increase
casteism while those in favour say it will ensure the development of
deprived groups.

But on the ground, some poor Muslim women from Dalit and backward
communities have shown that the aspiration to move ahead has no caste.

Sufiya Bano decided to contest a municipal poll in Ahmedabad from a
Muslim dominated ward as an Independant candidate, when no political
party or religious leader backed her.

Sufiya had nothing going for her - she was a Dalit, poor, and had only
studied up to class VII.

But as a social worker in the city slums, Sufiya had collected some
goodwill and plenty of determination to rise above her caste. She
eventually won the election.

"Poor girls and women have bigger aspirations than the rest, and like
me, have the strength to work hard for success," said Sufiya Bano, a
Taluka Panchayat delegate.

Hashmi, a high school student in Lucknow, has the same fire in her
belly. She wants to be a college professor and is already giving Urdu
lessons to the children of her locality.

"People who are not educated want their children to study. But the
maulvis and maulanas tell them - what do you want your daughters to
do? Fly planes and take up jobs?" said Hashmi.

Not much has changed in Hashmi's basti of Dalit Muslims since 20
years. Except the way women think, after they became members of the
Bhartiya Muslim Mahila Andolan, an NGO working for their economic and
social rights.

"When I took my sister-in-law for her operation, a maulana told us,
family planning is against Islam. We asked him if Islam was in favour
of little children going to bed hungry," said a woman in Hashmi's
basti.

All they aspire for is a better life for their children than this, and
this aspiration has no caste.

Caste in India is a social institution that performs multiple
functions. It is a unit of social division, a source of discrimination
and exclusion , a strong community consciousness based on ascribed
status, and a social category chosen for a policy of protective
discrimination by the state in independent India, all at the same
time. The four functions mentioned above are not mutually exclusive .
They feed into, and reinforce, each other. A strong caste
consciousness creates boundaries along caste lines and helps in the
making of a hierarchical social order.

A hierarchical order excludes those organised at the bottom from
sharing the benefits of development. Their exclusion makes it
essential for the democratic state to extend protective discrimination
to them. Benefits extended on the basis of caste inevitably
consolidate caste consciousness. Caste consciousness produces strong
boundaries along caste lines and creates caste solidarities , cutting
across region. The circle is closed and complete. Is it possible to
break through the circle in order to diminish the role of caste in our
social life?

Caste is not fixed and static but fluid and dynamic. Its meaning and
connotation have changed with time. To take an example, a teenager
growing in north Indian cities will recognise three major castes:
upper castes, other backward classes and Dalits. Fifty years ago, none
of the three categories would have figured in a discussion on caste.
Although a local category, it can — given a little push from politics
— acquire a pan-Indian connectivity and create solidarities on
all-India basis.

Caste is a form of identity. Identities are historically constructed
and, in their construction, are crucially dependent on major
historical developments of the times. For instance, the pan-Indian
communal identity that started developing from the end of the 19th
century had a lot to do with the British decision to recognise
religious community as an important unit for the purpose of census
enumeration. As a result, there was a transformation from local, fuzzy
and syncretic religious identities to sharply-demarcated , pan-Indian
religious communities with distinct and neat dividing lines.

Creation of such pan-Indian religious communities fed into strong
communal consciousness, which, in turn, consolidated communalism in
Indian politics. This impeded both nation-making and a development of
society along modern, democratic and civil libertarian lines. Even
today, communalism is a great obstacle in India's modern development.

Indian society since Independence has been involved in one of the most
complex and comprehensive social transformations. To be precise, it is
the transformation of nearly a fifth of humanity from a pre-modern
static life to a modern, egalitarian and affluent conditions. Such a
mammoth transition is bound to be painful and tortuous, and produce
various sets of distortions . An acute sharpness in identity politics
is one such distortion.

Caste, in its contemporary avatar, does not belong to antiquity, but
is rooted in the distinctive nature of the country's transition to
modernity. Any attempt to give it an official recognition for the
purpose of a pan-Indian enumeration is, therefore, bound to create new
caste solidarities and pan-Indian blocs of consolidated caste
communities organised against one another. That would inevitably
create a huge obstacle in the country's transition to a social,
economic and political modernisation of its people and society.

Navayana-Avarna fellowship for NBT Publishing Course, July 2010

In 2009, Navayana had sponsored five dalit and adivasi candidates for
the Edit-Pub diploma course at Jadavpur University, Kolkata, as Avarna
fellows. This year, Navayana shall sponsor the enrolment of five
Dalit/ Adivasi candidates at the National Book Trust's four-week
Training Course in Book Publishing (in English) in New Delhi.

The details of the comprehensive course, where the best professionals
from the publishing industry teach, are available at this link. Also
find attached two PDFs: one providing the course details; another
being the application form.

Last date for sending applications: 10 June 2010.

Course dates and timing: 5 July to 31 July 2010.
9.30 a.m to 5 p.m, Monday to Saturday.

Candidates must apply directly to NBT as instructed on the NBT website
(and in the attached PDF on course information). There is no entrance
test; any graduate may apply. There is no age limit.

Navayana shall play no role in the selection of the candidates.
Candidates who happen to be Dalit/ Adivasi and are selected by NBT may
then apply to Navayana for financial support (avarna@navayana.org and
anand@navayana.org). Navayana shall pay the course fee (Rs 5,000) for
up to five Dalit/ Adivasi candidates. NBT this year is also arranging
accommodation for outstation candidates at Rs 3,000 for four weeks.
Navayana shall also subsidize this amount. In all, the net value of
the Avarna Fellowship shall be Rs 8,000.

NBT also has an internship program for promising students from which
the selected Avarna fellows could benefit.

Publishing as a Career

Publishing in India is rarely seen as a career option by young people.
The publishing industry in India, with an annual output of 85,000
titles in more than 30 languages, has an estimated value of USD 1.2
billion. After the UK and the US, India is the publisher of the
largest number of titles in English language (40,000). There's an
array of multinationals and independent, niche publishers who offer
exciting,  intellectually stimulating and financially rewarding
careers in the world of books. Unfortunately in India there are few
professional publishing courses that offer an insight into the world
of publishing. The NBT short-term course is one of the few. Alumni
from the NBT course have achieved great success in the publishing
industry. For instance, the current editorial head of HarperCollins
India is a product of this course.

Like other private sectors in India, publishing too has been the
preserve of the social elite. Dalits and Adivasis hence go almost
unrepresented in this field. For many Dalits/ Adivasis, publishing
does not even seem to be a career option. Navayana, with the Avarna
fellowship, seeks to address this anomaly.

Navayana therefore encourages Dalit and Adivasi graduates to
proactively apply for he NBT course, and on selection, subsequently
for the Navayana-Avarna fellowship. For any further queries, write to
