Dear Friends
Official records are revealing that in a span of two years (2008 and 2009) Four dalit students have committed suicide in Andhra Pradesh. They have also recorded one attempt suicide. . But there could be several more such cases which were either not reported or the reasons were distracted. In the recent past number of Dalit student's suicides cases as a whole in the country in educational institutions is increasing alarmingly. The situation needs urgent attention from not only the administration of those institutions but also all government departments, educationists and intellectuals.

A Dalit in a Madhya Pradesh village only wanted payment of wages due
to him -- but what he got was death. Mason Ramesh Jatav was allegedly
killed after he demanded Rs 4, 000 for the work he had done for farmer
Shriram Lodhi, police on Sunday said.

Thirty-eight-year-old Jatav was killed in Shivpuri district on Friday
night when he had gone to Shriram's house with his wife to demand
back-wages.

According to police, Shriram and his relative Gabdu Lodhi took the
couple to a nearby field and killed Jatav, a resident of Sirsona
village, about 350 km from Bhopal.

"The two smashed Jatav's head with a huge stone," a police officer said.

Jatav's wife fled from the spot and lodged a complaint with the Karera
police station. By the time police reached the spot, Jatav had
succumbed to his injuries.

The police officer said Shriram and Gabdu were absconding.

Narayana group's IIT JEE free offer for SC/ST students

Hyderabad, 28th May: Narayana group of educational institutions
chairman P. Narayana, has offered to provide every year Intermediate
education along with coaching for IIT-JEE to 200 students belonging to
Scheduled Castes and Tribes free of cost in the state.

He made this offer during his meeting with Chief Minister K. Rosaiah
here on Thursday. Mr Rosaiah complimented the Narayana group of
educational institutions for bringing glory to the State.

A student from the group, A. Jithender Reddy, bagged the first rank in
the IIT-JEE 2010. Speaking to reporters later, Mr. Narayana said he
had decided to help students from the backward sections following a
plea by the Chief Minister.

However, it would be the responsibility of the government to identify
100 students each year for the first -year Intermediate course and
another 100 for the second year.

New Delhi Scheduled Caste and Scheduled Tribe candidates qualifying
against open seats for promotion cannot be adjusted against the
vacancies earmarked for SC/ST quota, the Central Administrative
Tribunal (CAT) has held while giving relief to a Delhi Police woman
constable.
"The official memorandum dated July 2, 1997 has to be applied for
reservation to SC/ST category candidates who achieve merit of general
category have to be deemed as general category candidates and this
quota would not be counted towards reservation.

"If it is so, because of non-following of the aforesaid (memorandum)
the fundamental right of the applicant to be considered as a SC
category candidate fairly and equitably for promotion has been
applied. The action of the respondents cannot be countenanced," the
Tribunal bench, comprising Members Shanker Raju and S P Singh, said.

The CAT passed the order on a petition of a woman constable Krishna
Kumari seeking direction to the Delhi Government to consider her
candidature for promotion to the post of Head Constable.

She submitted that she was eligible for consideration as she held
eighth position against 15 vacancies earmarked for the category.

Accepting the plea of Kumari, the Tribunal said the government wrongly
applied the instructions laid down in the official memorandum.

"In our considered view, the government has misapplied the
instructions to fill up the quota of SC/ST from the candidates
belonging to that respective category even if they have achieved the
merit on a par with general category candidates," the Tribunal said.

Earlier, the government contended that the vacancies meant for SC/ST
have been utilised by those despite merit obtained by them at par with
the general category.

While rejecting its contention, the Tribunal said, "The case of Kumari
for promotion in promotion list A against SC quota on the basis of the
selection of the year 1999 shall be considered and in the event she is
otherwise qualified, consideration for promotion shall be accorded to
her from the date juniors have been promoted."

Annihilation of the caste system should be the goal and the first step
is to eliminate untouchability, Communist Party of India (Marxist)
general secretary Prakash Karat said on Saturday.

Untouchability was the worst feature of the caste system in the
country, Mr. Karat told the first State conference of the Tamil Nadu
Untouchability Eradication Front here. "Even after 62 years of
Independence what we find in our society is that caste transcended all
classes. Though the Constitution proclaimed equality, we still find it
did not go with the ground reality," Mr. Karat said.

Struggle against the caste system should go along with struggle
against socio-economic and class exploitation. What was needed was a
social revolution which could not come without fighting and abolishing
the caste system.

The Tamil Nadu Untouchability Eradication Front had been engaged in
path-breaking activity over the last three years fighting all forms of
caste discrimination and untouchability. Even people outside Tamil
Nadu were looking up to the Front as an inspiration in their struggle
against oppression. The Front should bring under its fold all those
who were against caste discrimination and untouchability and it would
become a genuine instrument in bringing about social change in Tamil
Nadu, he said.

Earlier, Mr. Karat released a collection of short stories authored by
Aadhavan Dheetchanya on atrocities committed against Dalits.

Tamil Nadu Untouchability Eradication Front convenor P. Sampath called
for starting branches of the front at all levels within the State. The
front had created confidence among the oppressed communities.

General secretary of the All-India Vivasayigal Sangam K. Varadharajan,
CPI (M) State secretary G. Ramakrishnan, party MLA S.K. Mahendran and
All-India Democratic Women's Association general secretary U. Vasuki
took part in the conference.

CPI(M) to seek ATR on Misra report
Addressing a public meeting organised by the front here, Mr. Karat
said the CPI(M) would demand, in the next session of the Parliament,
an action taken report on the recommendations of the National
Commission on Religious and Linguistic Minorities headed by Justice
Ranganath Misra.

Though the Centre had placed the commission's report in Parliament it
had not acted on that. The CPI (M) would be in touch with other
parties in this regard. The commission had made two major
recommendations — to provide reservation up to 15 per cent in
education and offer job opportunities for the minorities, who were
socially, educationally and economically backward. It had also
recommended that those of Scheduled Caste origin, irrespective of
religion, be brought under the scheduled caste reservation, Mr. Karat
said.

The CPI (M) had been demanding that Dalit Christians and any person of
Scheduled Caste origin, irrespective of religion, be provided
reservation.

Mr. Karat said the economic policies of the Centre had adversely
affected the livelihood of people. The policies limited the
opportunities for the Dalits as the government had downsized and
banned recruitment to various departments. "So where is the
reservation for SC and ST?" Mr.Karat said and pointed out that there
was no reservation in the private sector.

Fight privatisation
He called upon the oppressed communities to fight the privatisation,
liberalisation and globalisation policies of the government as it was
the only way to protect their lives.

The government was promoting privatisation of higher education and
allowing business houses to start educational institutions. Foreign
educational institutions had also been allowed. This way, education
would go out of the reach of SC, ST and other backward communities as
there would be no reservation.

Mr. Karat said a powerful struggle had to be launched to protect the
rights of the Dalits and other oppressed sections. The goals and aims
of social reformers like Dr. Ambedkar and Periyar had not been
fulfilled even after 62 years of Independence, he said, calling for a
fight against caste oppression. Untouchability in any form could not
be witnessed in Communist-ruled States, he observed.

LUCKNOW: Uttar Pradesh Chief Minister and BSP supremo Mayawati said on
Friday that it was shameful to make comments on her assets as she had
been honest unlike many other politicians who were dishonest and had
stashed away ill-gotten wealth in foreign countries.


Mayawati has declared her assets worth over Rs 80 crore in the
affidavit filed along with her nomination papers for election to the
state Legislative Council. She also challenged her detractors to
disclose their current assets as well as their worth before entering
or holding public office. She said it was because of such politicians
that billions of rupees kept in foreign banks would be come back to
India.

Mayawati said that she had been informing the Income-Tax Department
about her assets from time to time in a transparent manner and the
Opposition leaders' comments in the media were not only laughable, but
also showed to what extent they could stoop in a bid to regain lost
political ground.

Singling out Samajwadi Party chief Mulayam Singh Yadav, Mayawati said
before entering politics, he had only a few 'bighas' of land and a
bicycle, but now, he and his relatives had unaccounted wealth.

's social and political stability.

That caste has been one of the most divisive forces for centuries has
never been in doubt. Its segmentation of Indian society into various
mutually exclusive groups, who in many places do not marry or break
bread with each other, has enabled politicians in recent years to
garner support by pitting one caste against another.

The result has been the emergence of parties such as the Rashtriya
Janata Dal (RJD) and the Samajwadi Party (SP) of the backward castes,
mainly the Yadavs, and the Bahujan Samaj Party (BSP) of the Dalits.
The earlier idea of a national party representing all sections of
people has taken a back seat.

The impact on the political scene has not been beneficial because the
outlook of these sectarian parties has mostly been retrogressive, as
the SP's opposition to computers and the English language shows.
Besides, since the politics of these parties is based on fomenting
casteist animus against the challengers, it isn't surprising that the
Dalit czarina, Mayawati, has alleged that the Congress' heir apparent,
Rahul Gandhi, washes himself with a 'special' soap after spending time
with the Dalits.

It was to turn the country away from such narrow-minded exploitation
of casteist prejudices that all great leaders of the past endeavoured
to eliminate this baneful feature of Hindu society.

Whether it was Swami Vivekananda, who described Kerala as a 'mad
house' because of its obsession with caste, or Mahatma Gandhi, who
went on fast to eradicate the practice of untouchability - an integral
feature of the caste system - or Jawaharlal Nehru, who described it as
'reactionary, restrictive and barriers to progress', the effort of all
of India's great men was to put an end to this disruptive social
order.

If they failed, the reason, according historian Romila Thapar, was
that the 'social disparities' in Hindu society were 'legitimised
through a theoretically irreversible hierarchy...based on a
supernatural authority'.

Now, there is even lesser chance of the earlier endeavours being
revived because the wheel is being moved into reverse gear. Curiously,
this retrogressive step is being taken at a time when the diminishing
potential of exploiting casteist sentiment to mobilise political
support is becoming evident.

Mayawati, for instance, realised before the last assembly elections in
Uttar Pradesh that dependence on the Dalits (the lowest in the Hindu
caste hierarchy) alone would not lead to her to victory. So she
constituted a so-called rainbow coalition comprising the upper castes
along with her core group of lower caste supporters.

Similarly, Nitish Kumar has realised in Bihar that the backing of the
backward castes has to be supplemented by a purposeful implementation
of development projects in order to stay ahead of his rivals. It was
Lalu Prasad's inability to appreciate this fact that led to the RJD's
defeat after 15 years in power.

Yet, if the Congress is making the same mistake of boosting caste at
the expense of forward-looking policies, it is apparently because it
wants to keep on the right side for its parliamentary survival parties
like the RJD, the SP and the Janata Dal-United (JD-U), another party
of the backward castes, which have been in the forefront of the demand
for including caste in census enumerations after a gap of nearly eight
decades.

The attitude of these parties is understandable. Their vision is so
circumscribed by their caste identity that they are incapable of
taking a broad view. The Congress, however, is better placed because
of its long history to appreciate the damaging consequences of
legitimising the caste system by this latest move.

That the party has had second thoughts is evident from the decision to
refer the matter of including caste in the census data to a group of
ministers for consideration. Perhaps the realisation has dawned that
the tabulation of an estimated 65,000 castes and sub-castes will cause
an upheaval in the political system because of the emergence of new
leaders belonging to these groups who will not be averse to using the
familiar rabble-rousing tactics to gather support.

Votaries of the 'caste in census' proposal argue that these thousands
of castes are not new ones. They were always there. Their
identification, therefore, in the census records will only reflect the
existing reality. But the OBCs (Other Backward Castes), too, were
always there before 1990. However, it was the V.P. Singh government's
decision to implement the Mandal commission's report on job
reservations for them (which was kept in cold storage by the Congress)
which made the OBCs a new political force in the country.

What is unsettling, therefore, is that this virtual explosion of
castes via the census will put pressure on the government to undo the
Supreme Court's obiter dicta of keeping reservations in jobs and
educational institutions for them to below 50 percent. Similarly, the
demand will again be raised for extending the quota system to the
private sector since the public sector will be unable to find room for
so many castes.

The harmful effect of the fresh lease of life which caste received in
1990 is evident from the appearance of the khap panchayats with their
approval of the killing of couples who defy caste rules to marry, and
also of 'honour' killings by ultra-orthodox families for the same
reason.

If the 'caste in census' proposal receives official blessing, India
can bid goodbye to social and political harmony and economic
advancement.

Dalits face confinement

CUDDALORE: A group of Dalit families residing at Thittukattur in
Perampattu panchayat in Chidambaram block are confined to a small area
without having any rights of passage. Surrounded by farmlands owned by
caste Hindus they are not even allowed to walk along the bunds. This
has verily restricted their movement, either for job or for studies,
according to V.A. Ramesh Nathan, Director of the Social Awareness for
Youths (SASY). After conducting a study the human rights organisation
had sent a representation to the Director of National Scheduled Caste
Commission—Tamil Nadu wing, stating that these people were almost held
hostage in the place.

If any one dared to pass through the lands they were castigated,
beaten up and even subjected to sexual harassment. Mr. Nathan pointed
out that 19 families had settled down on a site measuring one acre and
32 cents.

HYDERABAD: The residual impact of discrimination of the past still
haunts Dalits in many forms in modern India and this is slowing down
economic progress of Scheduled Castes.

"Things have definitely improved for Dalits in the last 50 years. The
magnitude of discrimination has certainly gone down and the levels of
acceptance have gone up. Yet, at certain level discrimination of
Dalits in the economic front in modern India still exists," said
Chairman of University Grants Commission (UGC) Sukhdeo Thorat on
Thursday.

Participating in the inaugural function of Shanti Chakra International
Foundation and release of the book 'Blocked by Caste: Economic
Discrimination in Modern India", the UGC Chairman said that there has
been a positive change in the lives of Dalits due to a host of
government schemes and reservations.

Mr. Thorat on Thursday launched Shanti Chakra International
Foundation, an international network of professionals from Scheduled
Caste community, and also took part in the release of his book. The
UGC Chairman pointed out that government schemes aimed specifically at
Dalits, has had a 'social multiplying effect'. "A Dalit took advantage
of these schemes and prospered by hard work. But he also made it a
point to help his brothers and family members.Organisations like
Shanti Chakra, which are dedicated to fight for the socio-economic
upliftment of the Dalits, have to play a very important role," he
said.

recommendations of the National Commission on Religious and Linguistic
Minorities headed by justice Ranganath Mishra, party general secretary

Addressing a public meeting organised by 'Tamil Nadu Untouchability
Eradication Front' last night, he said the Centre had not acted on the
commission's report so far. "Our party will be in touch other parties
in this regard", he said.

Karat said an important recommendation of the commission was 15%
reservation in education and jobs for minorties who were socially,
economically and educationally backward. It had also recommended that
those of Scheduled Caste origion, irrespective of religion, be brought
under SC reservation, Karat said.

He said the party had demanded that Dalit Christians and any person of
SC origin, irrespective of religion, be given reservation.

He said the various policies of the Centre, including privatisation,
had limited opportunities for the SCs. 'The government had downsized
and banned recruitments. The SCs had scope only in government sector
and now it was also gone', he said.

Karat said the opportunities for SCs would be reduced in the education
sector with the Government 'promoting' privatisation of higher
education and allowing foreign universities to function in the
country. Dalits should fight privatisation, liberalisation and
globalisation, he said.

There was a need for a powerful struggle to protect the rights of
Dalits and other oppressed sections, he said.

He said the goals and aims set by social reformers like Dr Ambedkar
and EVR Periyar had not been achieved even after 62 years of
independence.

Earlier, addressing the first state level conference of the Front,
Karat said the struggle against caste system should go along with
struggle against socio-economic and class exploitation.

Ahmedabad: Ahead of state wide civic body elections, political parties
in the state, it seems, are busy putting each other in a tight spot.
After alleging misuse of the CBI by the UPA government in the
Sohrabuddin fake encounter case, the BJP is now playing the Dalit
card.

As many as 18 complaints have been lodged against various Congress
leaders in different towns and cities of the state, in which they are
accused of hurting the sentiments of Dalits.

It should be noted that earlier the Congress had claimed that Modi had
termed Dalits as 'mentally retarded children' during a book launch
function. Following this, a complaint of defamation was filed against
12 Congress leaders. A local court in the city has also begun an
inquiry under sections 202 of the Criminal procedure code (Cr.PC),
following the development. "The court has accepted our application and
has started inquiry under section 202 by taking the statement of
complainant Kishor Makwana," said Prakash Patel, counsel for Makwana.

The latter is the author of the book 'Samajik Samarasata' written on
chief minister Narendra Modi's speeches on Dalits. "The case will come
up for hearing next month," Patel said.Makwana, in his complaint, has
mentioned 12 Congress leaders including Pravin Rashtrapal, former
Rajyasabha MP, two sitting MLAs - Chandu Dabhi and Shailesh Parmar,
and two former ministers Dolat Parmar and Karsan Soneri, among others.
Modi had released the book authored by Kishor Makwana on April 26 at
Town Hall.

The Congress had later issued statements to the media, alleging that
during the function, Modi had termed the Dalit as 'a mentally retarded
child'. The complaint filed by Makwana states that Modi never made any
such statement and the accusations levelled by the Congress has hurt
the sentiments of Dalits.

Makwana had earlier served a legal notice to the Congress leaders to
tender an apology. But when they failed to respond, he filed a
complaint in the metropolitan court of the city.Meanwhile, Congress
president Siddharth Patel said, "There is nothing to comment. We will
respond to the complaint."
