Some Leaders Visit Dalits For Media Popularity: BJP

In an apparent attack on Congress general secretary Rahul Gandhi, the
Bharatiya Janata Party today said media popularity was the reason
politicians made a beeline for Dalit homes and charged the ruling
party with not having done much for deprived sections.

"Some leaders with political legacy are just visiting Dalit households
to gain media popularity," BJP president Nitin Gadkari said at a
ceremony here to unveil a statue of Dalit icon B R Ambedkar.

"Many political leaders, who are on top because of nepotism, visit
dalits' houses in media limelight to gain popularity. They believe in
votebank politics but BJP does not mock dalits," Gadkari said.

He said the BJP was not hypocritical and that during his recent visit
to Indore "I visted dalit homes and asked the party workers not to
publicise it. The media came to know only when my hosts circulated
photographs of me 3-4 days after my visit."

Gadkari also charged the Congress with not having done much for dalits
and minorities.

"I was going through Planning Commission report prepared after
findings of Tendulkar Committee and Sengupta Committee. After
Independence, the number of BPLs increased to 41 crore, with the major
chunk comprising of SC/STs and minorities. I ask the Congress party,
why there is such an increase when it ruled India for 55 years?"

The BJP President also referred to the party's planned rally against
price rise in the national capital on April 21.

"BJP will organise a national rally on April 21 to protest against
price rise and show apathy of the government towards the people. The
number of people attending this rally will be such as has never been
seen in Delhi."

Gadkari insisted sky-rocketing prices of essential commodities were a
result of "the wrong economic policies of Congress party and bad
governance."

Sources said BJP state units have been assigned the responsibility of
bringing in supporters in large numbers to the capital to make
Gadkari's first rally as party president a success.

The main opposition also plans to bring cut-motions in the ongoing
session of Parliament on increase in prices of petroleum products and
other products.

Principal thrashes Dalit boy for not bringing milk for her

ALWAR: A nine-year-old Dalit student had to face the wrath of his
school teacher, who broke his hand when he refused to bring milk for
the latter, in Dadar village in Sadar police station area of Alwar
district. The district collector has ordered an inquiry into the
matter and has assured the victim's family of action against the
teacher.

According to reports, Pushpa Chaudhary, principal of Government
Primary School, on Tuesday asked Pawan Kumar, a Class II student, to
fetch milk for her. When Pawan refused to do so, she threatened him.
But when he still did not obey, she thrashed him badly and broke his
arm.

Pawan went home crying in pain and narrated the incident to his mother
Usha Devi. Police did not take the matter seriously and refused to
register a case when she went to Sadar police station to report the
matter. Usha Devi then approached district collector Kuntilal Meena
pleading justice.

Pawan was later admitted to a private hospital and was discharged
after treatment on Wednesday. Usha Devi is working as daily wage
labourer to bring up her four children after her husband died six
months ago.

According to her, it is not the first time her son was beaten by
Chaudhary. In the past too, he was beaten by the principal for petty
things. She also alleged that Chaudhary was posted in the school for
the past eight years and had been thrashing other students also.

District education officer (primary) Laxman Prasad said that an
inquiry was ordered after the victim's mother met Meena. He also said
that strict action would be taken against Chaudhary, if she is found
guilty.

Ahmedabad : Lok Janshakti Party (LJP) today demanded dismissal of the
Narendra Modi Government for failing to protect Dalits in Gujarat,
where some Scheduled Caste members were "thrown out of their own
village".
"When we got the reports that 145 Dalit families were treated as
outcast and thrown out of their own village in Gujarat, we could not
believe that such kind of incident was possible in Mahatma Gandhi's
land," LJP President Ram Vilas Paswan said while talking to
mediapersons here.

"But when we went to Vanthal village in Viramgam taluka of Ahmedabad,
we were surprised. There were locks on all Dalit homes," he said.

"We will be to meeting the President on this issue and also request
the Union Government to interfere in the matter."

"The Modi Government had been anti-minority, and now it has also
started opposing the Dalits," the former Union Minister alleged.

Looking at the non-response of the BJP Government towards
discrimination against Dalits in the state, the Centre should take
appropriate action and dismiss it, Paswan said.

The prominent Dalit leader said he met Gujarat Governor Kamla, who was
also surprised to hear about the incident.

12-year-old Dalit killed for stealing wheat

LUCKNOW: A 12-year-old Dalit boy was allegedly beaten to death by a
group of villagers in Uttar Pradesh's Hardoi district for stealing
wheat from the fields, police said Friday.

Three men have been booked for killing the Dalit boy, police said.

Kamlesh Kumar, a resident of Kashipur village in Hardoi, about 110 km
from Lucknow, was Thursday repeatedly assaulted with wooden sticks and
iron rods, following which he died in the fields.

According to police, Kumar was initially spotted hiding in the wheat
fields of Neeraj Singh.

When Singh learned about Kumar's presence in his field, he along with
two of his aides started beating Kumar, accusing him of stealing
wheat, they added.

"Preliminary investigations reveal the three men killed the Dalit boy.
All the three are absconding," police inspector Arvind Rathore told
reporters in Hardoi.

"We have detained some of Singh's close associates to ascertain his
whereabouts," he said.

Manch seeks Prime Minister's intervention

Not satisfied with the Union government declaring Dr. B.R. Ambedkar's
birth anniversary as a "closed" holiday every year, the B.R. Ambedkar
Vikas Manch has sought Prime Minister Manmohan Singh's intervention to
declare the birth anniversary as a "public" holiday under the
Negotiable Instruments Act.

Manch general secretary R.K. Kain, in April 12 letter to Dr. Singh,
said: "This Manch has been striving hard since 1990 to declare
Ambedkar jayanti as a public holiday under Section 25 of the NI Act,
but only "closed" holiday is declared by the Department of Personnel
on year-to-year basis."

Alleging that the Centre was biased against Dr. Ambedkar, the Manch
said: "The birthday of Mahatma Gandhi, October 2, 1947, was declared
as a holiday when Gandhiji was alive. Even his portrait — painted by
Oswald Birley, a British artist in 1935 — was displayed in the Central
Hall of the Parliament House on August 28, 1947. All things have
happened against the moral and ethics and his teachings of Swadeshi
Andolan. The government declared Gandhi's birthday under Section 25 of
the NI Act without any demand from public or even from the Congress
itself."

Similarly, the birth anniversary of Dr. Ambedkar should also be
declared a public holiday under Section 25 of the NI Act without any
request to the government to extend it annually.

Reply to RTI activist
Meanwhile, in reply to Right to Information activist Subash Chandra
Agrawal's query why Dr. Ambedkar birth anniversary was not being
declared as a public holiday, the Centre said: "As per the existing
policy, the Central government offices observe 16 holidays in a year.
These include 3 national holidays, namely the Republic Day,
Independence Day and Mahatma Gandhi's birthday and remaining 13
holidays relate to religious and social occasions."

The Centre said: "Dr. Ambedkar's birthday is not one of the regular
holidays observed every year. As a policy also, birthday of no
national leader, except that of Mahatma Gandhi, is being observed as a
regular closed holiday. As an exception to this, the government has
earlier declared additional public holiday (also under the NI Act) on
the birth centenary of prominent leaders like Bal Gangadhar Tilak,
Guru Rabindranath Tagore, Lala Lajpat Rai, Gopal Krishna Gokhale,
Deshbandhu Chittaranjan Das and Pandit Jawaharlal Nehru, as also the
125th birth anniversary of Rabindranath Tagore, 99th birth anniversary
of Nehru and 89th birth anniversary of Dr. Ambedkar." However, since
1990, this occasion was being declared as a closed holiday without
being listed as a holiday for all Central government offices, the
reply said.

Lucknow: The Bahujan Samaj Party (BSP) is suddenly wary of Brahmins in
Uttar Pradesh (UP) who are gradually drifting towards Congress.

BSP general secretary Naseemuddin Siddiqui spoke to the media on
Thursday and said Brahmins had always been given a place of pride in
BSP. He denied reports that a large number of Brahmin government
advocates had been sacked indiscriminately.

"Opposition parties are playing petty caste politics by spreading
canards about BSP," Siddiqui told reporters. He said 150 government
advocates had recently been dropped for poor performance, but only a
small section of them were Brahmins.

BSP looks understandably wary on this count as chief minister Mayawati
had been pursuing a pro-active Dalit agenda. It was a Dalit-Brahmin
mix that brought Mayawati a majority vote in the 2007 UP assembly
election. Mayawati seems to have realised once again that Brahmins, if
neglected, could drift towards the Congress.

The issue blew up after Mayawati limited the role of Satish Chandra
Mishra, the party's Brahmin face, to the BSP's legal cell. He was kept
away from party affairs.

Within a few days, UP sacked 150 government advocates, all Brahmins,
and all reportedly Mishra's appointees.

This was seen as clipping of Mishra's wings, as also a calculated
diversion from the party's earlier policy of maintaining the
Dalit-Brahmin equilibrium in the party.

"Why don't you ask the PM to take action against the Mayawati
government for its acts of omission and commission"? That is expelled
SP leader Amar Singh's question to Congress general secretary Rahul
Gandhi.

Singh's was referring to Gandhi's statement on Wednesday, when he said
funds disbursed for the development of the state are not being
utilised.

"The PM is like a collector and the CM is like the patwari. If the
patwari wavers in his duties, the collector can pull him up", Singh
said at a rally here on Thursday. "It is the bounden duty of elected
representatives to ensure that these are suitably spent for the
purpose intended", he said.

Pitching strongly for the creation of the "Poorvanchal" state
comprising 27 districts of eastern UP, Singh said he had tried to meet
CM Mayawati to discuss the issue, but failed.

Referring to Mayawati's letter to the Centre supporting the idea of
the bifurcation of UP, Singh said that "the CM must make all out and
sincere moves to bring this about.

Singh is closer to forming his own political party. At the rally, he
announced plans to set up village and district level units of the Lok
Manch — a non-political outfit floated by him some months ago. "We are
just a step away from being a political party now", an aide of Singh
said.

Bhimrao Ramji Ambedkar was born on April 14, 1891 in Madhya Pradesh to
parents who belonged to the untouchable Mahar caste. From a very young
age, Ambedkar had endured enormous hardships due to the severe caste
practices prevalent in the Hindu religion.

Although born to an untouchable schoolteacher in the British Army,
Ambedkar was highly educated; a Ph.D. from Columbia University (1927),
D.Sc. from London School of Economics and Bar-At-Law from Gray's Inn
in London (1923).

Ambedkar returned to India and established himself in Bombay, built up
his legal practice, taught in law colleges and universities and also
started a newspaper. In 1935, he was appointed as the principal of the
Government Law College, a position that he held for two years. In
1936, Ambedkar founded the Independent Labour Party and in 1942 he
founded the Scheduled Caste Federation for the independent political
assertion of Dalits.

In 1947 India achieved independence and Prime Minister Nehru appointed
Ambedkar as the first Law Minister. Despite his unpopularity and
criticisms, Ambedkar was also appointed Chairman of the Drafting
Committee for the Constitution of India and played the central role in
its drafting. February 1948, he presented the Draft Constitution that
was adopted in November 1949 with all its 356 articles.

As the Law Minister, Ambedkar fought vigorously for the passage of the
Hindu Code Bill, one of the most significant legislation for women's
right in respect of marriage and inheritance. He resigned in September
1951 when the Bill did not pass in the Parliament.

Ambedkar died on December 6, 1956. In 1990, he was posthumously
honoured with India's highest national award, "Bharat Ratna". His
teachings and writings have continued to influence a vast number of
followers.
