Panaji, March 12 - Goa cabinet today decided to set up a commission
for Schedule tribe and schedule caste. Cabinet also took a decision to
enhance enumeration of college teachers who are employed on contract
and lecture basis to the tune of Rs 21,000 and 27,000.

Chief Minister Digamber Kamat briefing media about the decision taken
in cabinet meeting, said that the government had assured to ST and SC
community in the state to set up a commission for them. Bill to this
effect will be tabled in the coming session of state assembly
commencing from March 22.

Giving relief to hundreds of college teachers cabinet today decided to
enhance their salary. Those teachers who are without NET/SET
qualification will get salary of Rs 21,000. Presently they are getting
monthly salary of Rupees Rs 8,000. Teachers who are having NET/SET
qualification will get salary hike upto Rs 27,000 per month. Presently
they are getting salary of Rs 15,000, CM informed. This is applicable
to teachers who are on contract, he mentioned. Remuneration per
lecture is also hiked by Rs 250 for teachers who are employed on
lecture basis, CM said.
Cabinet also approved amendment to The Rent Act so as to make divorced
women eligible for availing tenancy rights. Cabinet gave its nod to
the centrally sponsored ``Rashtriya swasthya Bima Yojana`` for people
under below poverty line.

Cabinet relaxed the retirement benefit to the anganwadi workers and
helpers. Presently only employees who have completed 20 years of
service are getting retirement benefit. Henceforth workers completed
15 years of service will also be entitled for retirement benefit,
Kamat noted.

Cabinet gave green signal to create traffic cells for Ponda, Curchorem
and Calangute. There was demand from people to create such cells on
account of increase in traffic in these particular areas, CM argued.
Cabinet also agreed to recruit 79 police drivers.

Mar. 3: The Madras high court has held that the SC/ST candidates
cannot claim it as a matter of right to provide reservation in
promotion to a particular post.
Justice K. Chandru dismissed the petition filed by Madras Refineries
SC/ST employees welfare association (now Chennai Petroleum Corporation
Limited), Manali, seeking to quash the proceedings dated January 29,
2010 and consequently direct the CPCL to earmark two posts of General
Manager to be filled up by promotion from among the SC/ST candidates.
According to petitioner, when the vacancies arose, petitioner
association sent a representation dated January 11 asking the CPCL
whether reservation was made for filling up the post of GM. In its
reply dated January 29, the CPCL negatived their claim. Hence it filed
the present petition.
The judge said Article 16 (4) of the Constitution providing for
reservation in promotion was an enabling provision. It was for the
state to make appropriate Rules consistent with Article 16 (4) and 16
(4-A) and Article 335 to make appropriate Rules by grant of due
representation in various posts.If the state wants to make a
provision, it was to collect quantifiable data showing backwardness of
the class, inadequacy of representation of that class in public
employment and mandatory compliance with Article 335 of the
Constitution.

* Hearing transfered in MP assault case

The Madras high court on Wednesday ordered the transfer of the hearing
on the anticipatory and bail petitions filed by some of the accused
allegedly involved in the assault on AIADMK MP O.S. Manian, from
Nagapattinam district sessions court to Thanjavur sessions court.
Justice R. Regupathy ordered the transfer on a petition filed by
Manian, seeking to transfer the petitions from Nagapattinam district
judge, against whom some corruption charges were alleged, to some
other court.
The judge said the petitions were directed to be transferred to the
court of sessions at Thanjavur and the Thanjavur court was directed to
dispose of the petitions on merits in accordance with law without any
delay. According to Manian, Palaniappan and his men assaulted him at a
marriage function on January 28 at Nagapattinam district and he gave a
complaint. The Madras high court had dismissed the anticipatory bail
petitions filed by three accused in the case.

The then Nagapattinam sessions judge M Lakshminarayanan also dismissed
the anticipatory petition of Palaniappan and bail petitions of his
men. Subsequently, Lakshminarayanan went on leave and Mr Chandrasekar,
Thiruvarur district judge, took additional charge of Nagapattinam
district sessions court. Mr Chandrasekar was facing several
allegations and enquiries were pending before this court.

Expressing dismay that large number of Group C and Group D posts meant
for Scheduled Castes and Scheduled Tribes have not been filled up in
railways, a Parliamentary committee on Thursday asked the ministry
concerned to make concerted efforts to fill the vacancies.

"It is a matter of great concern that the vacancies of 61 SCs and 73
STs in Group C and 121 STs in Group D during the year 2009 are still
to be filled up and no serious effort seems to have been made for
clearance of vacancies reserved for SCs/STs," the report, submitted by
the committee on Welfare of Scheduled Castes and Scheduled Tribes,
said.

The committee, headed by Gobinda Chandra Naskar, in its latest report
has impressed upon the Railway Ministry to make credible and concerted
efforts so that vacancies reserved for SC/ST are not carried forward.

The committee has also noted that not a single SC/ST official has been
selected to the posts of Vigilance Inspector/Investigating Inspector
in South Western Railway.

The committee, therefore, recommends while appointing incumbents for
these posts, SC/ST employees having the requisite qualifications
should not be ignored just because there is no reservation but should
be given fair opportunity to occupy such posts on ex-cadre tenure
basis.

The committee said despite a well placed method of recruitment adopted
by the Railway Ministry and South Western Railway, the desired
results, especially in the matter of recruitment of sufficient number
of SCs/STs in Group C and Group D posts, have not been achieved.

New Delhi: The Supreme Court today fixed March 18 for hearing the
Uttar Pradesh government plea for lifting the stay on the work for
construction of statues and memorials for Dalit leaders at a park in
Noida near here, which, the state claimed, was causing a loss of Rs
three lakh everyday.

A Special Forest Bench headed by chief justice KG Balakrishnan said it
will give a full day hearing to decide the contentious issue involved
in the matter.

Uttar Pradesh Government, which has claimed that it was losing Rs
three lakh everyday on the project, has said that the Ministry of
Environment and Forest (MoEF) has filed an affidavit which favours
that the stay on construction at the site be lifted.

"The MoEF has filed a decent affidavit. The land in question does not
come under the forest area," senior advocate KK Venugopal, appearing
for the state government, said, while opposing the plea of advocate A
D N Rao, who sought adjournment for a week.

Rao, who is assisting the court as amicus curiae in the matter, said
the issue was not only limited to the MoEF affidavit and that waiting
for a week more will not make much difference.

Additional solicitor general Indira Jaising, appearing for the Centre,
said the issue involved interpretation of laws and the notification by
MoEF relating to the use of forest land for construction activities.

She said it has to be determined what the expression built-up area
means to adjudicate whether the constructions were in accordance with
the law and permission under the notification was required.

Bishops, pastors and lay leaders of Catholic and Protestant Churches
joined in a seminar seeking ways to overcome socio-religious
discriminations of dalit Christians.

The top two Church bodies of the Churches-the Catholic Bishops'
Conference of India and the National Council of Churches in
India-organized the last weekend seminar in New Delhi.

They discussed "Building Inclusive India: Overcoming Social and
Religious Discriminations" in the particular context of inequality
suffered by dalit people.

Father G. Cosmon, secretary of Indian bishops' commission for dalit
Christians and other oppressed class people, said the seminar
primarily aimed to seek ways to press the government to extend quota
for dalit Christians.

The government tabled in parliament its own commission's report that
suggested extending the benefits to dalit Christians but "it is being
neglected."

In December 2009, the report from the National Commission for
Religious and Linguistic Minorities, popularly known as the Ranganath
Misra Commission, was tabled in parliament.

It said denying quota right to dalit among Christians and Muslims on
the ground that their religions do not practice caste system violates
justice. It recommended quota for these groups.

Jesuit Father A.X.J. Bosco, convenor of National Council of Dalit
Christians, said "it is very important to carry on the momentum of
Christian community" in the context of tabling the Misra commission
report.

Satish Deshapande, who teaches in Delhi University, who studied Dalit
in Muslim and Christian communities said, the gap between rich and
poor in Muslim community is narrow, while the gap between rich and
poor in Christian community is wider. "So, in Christian community
there is no larger consensus with regard to fighting for reservations"
to improve their dalit's future.

Some in the seminar suggested intensifying the lobbying with
parliamentarians. They also suggested putting political pressure by
garnering public support.

BENGALURU: Hindu seers have asked the Karnataka Government to
immediately pass a law to ban cow slaughter even as the Congress,
Janata Dal Secular and left parties opposed the bill, saying it was
draconian and targeted minorities.

Dalit organisations too have protested against the ban, saying the
government cannot interfere in food habits of people.

In the light of protests by Dalits and the opposition parties, several
seers led by Vishwesha Theertha of the Udupi Pejawar mutt called upon
political parties not to politicise the issue.

"Parties across various political affiliations will have to come
together to protect these animals by supporting the ban, he said,
after addressing a meet of pontiffs of various mutts organised by
newly formed Cow Progeny Protection Force.

Adichunchangiri Mutt seer Balagangadharanath said it was wrong to kill
and eat the meat of the animals worshiped by the major community.

But Opposition leader in the assembly Siddaramaiah said the bill was
being pushed through at the behest of the RSS..

"It is the hidden agenda of the government. It will divide people on
communal lines," he alleged.

Congress MLA Roshan Baig said the bill should be withdrawn as it was
aimed at targeting minorities

."There is a wrong notion that only Muslims and Christians oppose the
anti-cow slaughter bill, but the BJP government should know that there
are a lot of members from the lower castes including Dalits who have
been eating cow meat for many centuries", said former legislator and
human rights activist A.K.Subbaiah.

The bill 'Karnataka Prevention of Slaughter and Preservation of
Cattle Bill 2010 that has been introduced in the assembly proposes
stringent punishment for violation including considering all offences
under the Act as "congnisable and non-bailable"

Law Minister Suresh Kumar said if the opposition members had any
reservations over the bill they could discuss the issue when the bill
comes up for discussion.

The legislation to ban cow slaughter was intended to divide people
and to create violence in the name of communities which eat beef and
others. The law is not due to any love for cows or because the animal
is considered holy", said CPM leader G N Nagaraj.

KOLKATA: The long pending issue of reservation for scheduled castes
(SCs) and scheduled tribes (STs) in the country's public sector banks
(PSBs) is
back on centrestage. The Centre has just asked all PSBs to follow a
reservation policy for SC/STs at all officers' categories which has
rankled banking circles. The government's direction was induced by a
Madras High Court judgement, which asked five public sector banks
including Canara Bank, Uco Bank and Union Bank of India to follow the
reservation rule.

According to a government order, PSBs need to promote at least 15% SC
and 7.5% ST candidates at all officers' levels from Scale I
(probationary officer) to Scale VII (general manager). "As the
government issued a general notification following a Madras High Court
ruling, all banks will have to adhere to the direction," a senior
official at Union Bank of India told ET.

Senior officials at various banks feel that such a reservation may be
largely counter-productive. So much so, banks have already moved the
Supreme Court looking for a stay order against the High Court ruling.
The case will be up for hearing on March 15.

Such a hullabaloo over the reservation issue has the potential to
throw PSBs' promotion exercise and manpower management out of gear.
The issue resurfaced at a critical time when PSBs are saddled with
manpower crunch at senior levels amid exodus due to retirement.

When contacted, Canara Bank CMD AC Mahajan refused to comment on the
issue saying: "I don't want to comment on this as my bank was
impacted. I want to remain away from the controversy." Reservation for
SCs and STs in matters of promotion at all government agencies started
way back in 1997 following a Constitutional amendment (77th
amendment).

Consequently, PSBs started follow the reservation policy when clerical
cadres get promoted to officers' level. But these banks never followed
reservation policy for promotions within officers' level. However,
they used to follow a policy called 'zone of consideration', which
translate into favourable treatment for SCs and STs at time of
promotion up to scale III.

Kathmandu, March 12 : Only 48 hours after Nepal's communist-led
government declared International Women's Day a national public
holiday, soldiers shot dead three Dalit women, including a 12-year-old
girl, while the authorities tried to hush it up by alleging it to be a
shoot-out.

The three victims were identified as Chandrakala Bishwokarma, 12,
Devisara Bishwokarma, 35, and Amrita Bishwokarma, 32.

The killings took place Wednesday in the Bardiya National Wildlife
Park in farwestern Nepal, a remote and underdeveloped Bardiya district
that had witnessed some of the worst rights violations and
disappearances by the army during the decade-old Maoist insurgency.

The three victims had entered the wildlife park to cut grass, a
precarious means of livelihood for many Dalits.

The government tried to cover up the killings, claiming the deaths
occurred while an army patrol encountered a group of poachers inside
the national park.

In a statement, Nepal Police said the army patrol fired in retaliation
as they were fired upon by poachers. The statement claimed that the
patrol recovered three guns and ammunition from the spot.

Police also said a man, Krishna Bishwokarma, has been arrested. The
two women who were killed were his wife and sister-in-law while the
12-year-old girl was his daughter.

The news of the killings came even as the US Department of State
released its 2009 Country Reports on Human Rights that said impunity
for human rights violators, threats against the media, arbitrary
arrest, and lengthy pre-trial detention were serious problems in
Nepal.

It said the fate of many of those who disappeared during the Maoist
insurgency remained unknown.

The government turned a blind eye to a UN report on 49 disappeared
persons who had been arrested and detained by the army at barracks in
Kathmandu in 2003 on suspicion of being linked to the Maoists. It
ignored a UN document on disappearances in Bardiya district where at
least 170 people went missing between 2001 and 2004, the rights report
said.

Maoist militias too engaged in arbitrary and unlawful use of lethal
force and abduction while violence, extortion, and intimidation
continued throughout the year.

Nepal's biggest NGO, Informal Sector Service Centre, has reported that
security forces or other armed groups killed 229 people in 2009.

While security forces killed at least 37 individuals, the Maoist party
and its affiliate the Young Communist League were believed to have
killed four persons. Armed groups operating in the Terai plains in
southern Nepal killed 21 people while 141 people reported killed could
not be linked to a specific group, or the families and reporters were
afraid to name the group.

New Delhi, Mar 12 (IBNS) Samajwadi Party chief Mulayam Singh Yadav gas
reportedly denied that his party has demanded a separate quota for
Dalits within the Women's Reservation Bill.


"I never talked about quota within quota. It's a rumour," Singh told IBN7.

"All I mean is that it should be up to the party to give 20 per cent
tickets to female candidates failing which the party's registration
should be cancelled," he added.

Singh further said that his party is 'very much' in favour of the Bill.

"We are in favour of Women's Reservation but we want only 20 per cent
reservation and that too it should be left to the party," Singh said.

Earlier, the Yadav trio-Mulayam Singh Yadav, Rashtriya Janata Dal
(RJD) chief Lalu Prasad and Janata Dal (United) JD(U) President Sharad
Yadav-had demanded separate quota for Dalit, Other Backward Castes
(OBC) and Muslim women within the Bill.

When a critical mass of 182 women enter Parliament and occupy one
third seats in state assemblies, it will include women from all
castes, Syeda Hameed

communities and classes. It will no longer be possible to sideline
Muslim women or, for that matter OBC women. The reasons are clear. The
reserved seats will be selected in some manner, such as drawing of
lots or hammering out a consensus . These seats will be rotated every
five years so that at the end of 15 years (or three elections) a woman
would have represented every single constituency in the country. The
men will have to give up their constituencies in favour of women, just
as they did with the 73rd and 74th Constitutional amendment.

It is quite likely (judging from the panchayat experience) that men
will field women from their families in order to 'retain their seat.'
This 'advancement of family women' at the expense of the cause is
repugnant to all right-thinking people because the objective of
women's reservation is different. It is to get capable, strong,
articulate and right thinking women into Parliament, so that the
selection of issues, standard of functioning and calibre of debate can
improve. But the reality is that today, men, even those seven men who
created the ugly scenes in Rajya Sabha on March 8 and shamed the
nation, will be thinking about women in their circle in case their
constituency becomes reserved in the next election. They will include
Muslims, OBCs and Dalits.

Reservation within reservation is a fallacious argument. Groups
supporting this have deliberately closed their eyes to reality. No one
is asking the question that if empowerment of Muslim women was such a
burning issue for those who today are shouting from the rooftops about
'Muslim sisters' why didn't their political parties field them in the
first place? And if they did field a few, why give them constituencies
where they were sure to lose? Our responsibility is to begin preparing
lists of women across the country, Muslims, OBCs and others to ensure
that the dignity of Parliament is safe in the hands of women and men
of substance and dignity.

Author-activist Kancha Ilaiah talks of ways to rid India of the curse
of casteism

Reading Kancha Ilaiah's statements, you might expect to meet an angry
revolutionary. The eminent human rights activist and Dalit crusader,
who teaches Political Science at Osmania University in Hyderabad, is
known for his stance that India is on course for a civil war that will
signal the end of Hinduism.

But the author of books like "Why I am not a Hindu: A Critique of
Sudra Philosophy, Culture and Political Economy", "Buffalo
Nationalism: A Critique of Spiritual Fascism" and, most recently,
"Post-Hindu India: A Discourse in Dalit-Bahujan, Socio-Spiritual and
Scientific Revolution", speaks with gentleness. Even when he seems to
defend U.P. Chief Minister Mayawati's proposal to allocate Rs.53 crore
for a security force to protect the monuments she has set up across
the State as symbols of Dalit-Bahujan pride.

Can spending taxpayers' money on self-glorification projects be
condoned, even if upper caste Hindus have done the same in the past?

While Ilaiah would "definitely want her" to spend on education of
Dalit children, he finds "another angle" pertaining to the symbolic,
historical value of the statues. He feels they "are basically seen as
Dalit-Bahujan shrines" and "anti-Hindu, pro-Buddhist", making up for
the Dalit-Bahujan icons that were demolished through history by the
dominating cultures.

"If Mayawati was pulling down some masjid or some temple I would stand
up and say no," he states, "but she is trying to build her own
historical agenda," which will have positive consequences for the
community's self-esteem.

Granted, but is there no movement among intellectuals like himself,
either Dalit or pro-Dalit, to nurture an approach other than political
and symbolic, to take India out of the caste quagmire? "Yes, if we
didn't nurture a different kind of view why would I write 'Post-Hindu
India'?"

The book, recently released by Sage Publications, traces the history
of cultures that have remained below the radar, so to speak, simply
because they were non-Brahmin. Not accepting these cultures in the
mainstream due to the "nexus between the Kshatriyas and the Brahmins,"
Ilaiah explains, "resulted in anti-production, which resulted in
anti-science. That stultified our growth of science."

When Ilaiah, who was in the Capital some time ago for the launch of
the book, describes how some people wept at the event, it hits home
how little we have progressed in caste relations. "For the first time
there was a Dalit book being released at India Habitat Centre," he
points out.

His use of the word 'war' is scary, and his predicting the end of
Hinduism sounds improbable, but, says Ilaiah, the largely unopposed
"spiritual fascism" of the upper castes has led to a situation where
"the three evangelical religions — Christianity, Islam and
neo-Buddhism — are competing." Because these offer equality, the
increasingly aware Dalit and other downtrodden communities will
convert, leaving Hinduism a minority creed.

"Here is a huge landmass of millions of people who don't have the
right to spiritual equality and education," says Ilaiah. Mahatma
Gandhi was a "mediator," feels Ilaiah. "Because of him the civil war
didn't become severe all these years." He feels the war of nerves may
eventually reach weapons. "I am looking at the symptoms of the anger."

But he talks of solutions too. "Reform your texts, reform your
history. Say leather is not untouchable to God, the barber's knife is
not untouchable to God. Take a Dalit priest and a Brahmin priest to
celebrations. Do these symbolic things. Let them (high-caste Hindus)
come and sit with Dalits in their huts and eat with them."

Distinguishing between political Hindus (bodies like the RSS, VHP,
etc.), the secular Hindus (Congress, the Communist parties, etc.) and
religious Hindus of whom the Sankaracharyas are considered leaders, he
says, "Let the Sankaracharyas declare that killing someone for an
inter-caste marriage is a crime against God. It is not the legal thing
which works."

As for legal recourse, he notes, "Reservation is not a solution for
this problem. We also don't want reservation. We want equal education
from the age of three to 18, availability of teachers and good
infrastructure."

Eventually, "we should go for abolition of caste," he says. But this
goal can be reached gradually. "All of us should go towards dignity of
labour. Let us put our hands in the soil. Let there be women
Sankaracharyas."

He suggests we stop gloating over past glory — "We made pushpaka
vimana" — without comparable competence today. "I'm proud of Amartya
Sen," he declares, "but I'm not proud of Radhakrishnan."

KANCHA'S CAVEAT

Post-Hindu India: A Discourse in Dalit-Bahujan, Socio-Spiritual and
Scientific Revolution

The book talks of the high level of scientific and cultural
development of the tribals and other communities of Andhra Pradesh,
with chapters like "Unpaid Teachers", "Subaltern Scientists, "Social
Doctors" and, "Meat and Milk Economists" among othersetc.

While the tribal communities taught human beings essential skills,
from distinguishing between edible and poisonous roots to designing
hunting instruments, the barbers are the earliest protectors of
health, and the leather workers the first scientists whose work the
author says is "a fascinating process of converting something into
something."

Talking about researching for the book, he says he found each
community produced "innumerable instruments of production". But
production and tilling were seen as "pollution", and "the priestly
caste was not supposed to touch any productive work."

He asks, "Why were the communities that were cleaning the village,
protecting the village (from disease), treated as soiled?" The concept
of "professional pollution" doesn't exist in any religion other than
Hinduism, he points out.

With the idea of pollution by touch entrenched, "this whole thing
entered the food culture also." Emphasising he is not against
vegetarianism, he states, "But they didn't leave it to choice. It
entered the realm of God." Thus, he contends, "protein levels of the
masses have gone down."

Similarly, with business restricted to the Bania community, the
economy suffered. "Once the business was confined to Banias, the
European mode of mercantile capital could not come," says Ilaiah.
Instead of encouraging other castes to invest their money, the system
ensured it became "gupt dhana (secret hoards)." He cites an example:
The highest taxpayers in ancient India were the ganikas (courtesans),
not the Banias."

If the "spiritual fascism" of the upper castes is not corrected, the
author predicts civil war and the death of Hinduism

While the leaders fight with each other and the innocent students
committing suicides on the telangana issue one wonders who the real
beneficiaries would be if Telangana is separated. We bring you the
castes who would benefit and also lose if Telangana is separated.

REDDYS
---------------

Reddys used to have many subsects like Motati, Panta, Kapu, Gone etc
totaling around 52. There used be a saying regarding Reddys - "The
sub-sects in Reddys equals to the different types of grain seeds". But
due to numerous intermarriages between various Reddy sub-sects the
divisions are almost removed. Unlike Telangana, the Reddys are
concentrated only in few regions in Andhra & Rayalaseema like Kadapa,
Kurnool, Guntur, Nellore Darsi markapuram side areas of Ongole, etc.

So if Telangana is separated the percentage of population of Kammas &
Kapus will be more numerically than the Reddys in the SeemaAndhra
region. So the Reddys in the Telangana region would benefit from
division as they are evenly concentrated and much more in Telangana.

So Reddys in Telangana will prosper in politics but the Reddys may not
succeed in the Andhra region as the two dominant castes i.e Kapus &
Kammas would dominate the political space. It is for this reason that
the Congress leaders YS Jagan vehemently oppose Telangana.

KAMMAS
--------------

Unlike Reddys, the Kammas in Andhra Pradesh have been divided into
only two sub sects mostly 'Pedda Kammas' (Godachatu Kammas) & 'Chinna
Kammas' (Gampa Kammas) and the differences have almost ceased to exist
now due to intermarriages. Incidentally the late NTR is a Chinna Kamma
while Chandrababu Naidu is a pedda Kamma like late Paritala Ravi, hero
Krishna etc.

And again unlike Reddys the Kammas are concentrated in the Andhra
region like Krishna, Guntur, East Godavari, Ongole, Chittoor, pockets
of Ananthpur, Vizag, West Godavari, Nellore etc but are numerically
more than the Reddys in the same region as a whole.

The Kammas and Kapus would benefit in Andhra region while the Reddys
would benefit in the Telangana region.

KAPUS
-----------

The case of Kapus is an unique one. Unlike the Reddys & the Kammas,
the Kapus have subsects who are either forward castes or backward
castes.

While the forward caste Kapus are concentrated in the Guntur, Krishna
and the Godavari districts, the Kapus in other regions of Andhra
Pradesh are mostly backward castes.

The backward caste subsects of the Kapus include Turpu Kapus (like
Botsa who are concentrated in North Andhra region), Munnuru Kapu
(concentrated in the Telangana region and include leaders like Danam,
Konda Surekha, D Srinivas,KK etc), Ontari (Nellore, Ongole etc) &
Balija (Setti Balija, Gajula Balija etc and include leaders like the
PRP leader C Ramachandraiah, TTD Chairman Adikesavula Naidu etc).

Since the Kapus (if we take both the forward & the backward subsects)
are evenly distributed all over Andhra Pradesh, they would have
nothing to lose if Telangana is separated.

Scheduled Castes
-----------------------------

The majority of the scheduled castes in Andhra Pradesh are either Mala
& Madiga. The Mala caste people are concentrated mainly in the Andhra
region while the Madiga caste people are concentrated in the Telangana
region. If Telangana is separated then the two castes have nothing
much to lose.

Other castes like Velamas, Vysyas, Backward castes etc are almost
evenly distributed throughout Andhra Pradesh and so they would not
lose much.

Then one may wonder why the Andhra and the Rayalaseema people and
leaders oppose Telangana when castes like Kammas, Kapus, Malas etc
would gain from it though the Reddys in the Andhra region are the ones
who would be at loss if Telangana is separated. The answer is simple.
They would not dream of Hyderabad slipping from them since it
generates around 70 to 80 thousand crores per year. There is no place
in Andhra or Rayalaseema which can generate so much revenue.
