CHANDIGARH: Paramjit Singh Kainth, a dalit leader on Monday launched
"Chamar Maha Sabha", a social and cultural organisation for the
empowerment of neglected "Chamar' caste of India.

Addressing a press confernece here, Kainth said that under the Indian
caste system, named 'Chamar', much exploitation and insult has been
heaped on these people and they feel humiliation in calling themselves
'Chamar' The aim of the organisation to feel the people of caste proud
of themselves and come out of inferiorty complex.

Kainth has also demanded to abolish Prevetnion of Atorcity Act formed
by government of India for protection of dalits. He said that this act
was being misused by upper class for their vested interests. He said
that in the past 21 years, not even a single conviction was reported
under this act. He said that in practice and reality atrocities
continue to be heaped on these people whose contribution to the
civilisation is so great that they should walk with dignity and pride
with their heads high.

Kainth said that if a Jat feels proud to call him 'Jat' and Brahmin
feels proud too, then why a Chamar feels for himself below diginity.
He said that Chamar community was nationalist and needed to be
empowered and respected. He said that all castes like Sainis, Rajput,
Kamboj etc have set up their Sabha's and in the prevailing caste
system, they have the equal right to mark their identity.

Kainth further said that in Punjab population of Jats was 30 percent
and Chamar community is 20 percent. He said that in the present
government due share in power was not given to them. He said that not
even a single minister belonged to Chamar community. He said that it
was same treatment in all political parties. No repersentation was
given to them in chairmans, coporations. Not even a single SSP is
Chamar.

Kainth said that it was unfortunate that state level function of Guru
Ravidass was also not celebrated and no function is ever organised for
Bhai Sangat Singh who achived martyrdon in Chamkaur di Garhi at the
instance of Guru Gobind Singh.

He also blamed SGPC for spreading casteism instead of uniting the
Sikhs. He said that they would fight for their due and respect in the
society.

Kainth said that beside setting up chamar bhawan in all districts,
they would also launch a magazine to further their cause.

Mumbai : Once known as a chronicler of Dalit angst and one of the
fiery leaders of the Dalit Panther movement, poet and activist Namdeo
Dhasal is now donning a new hat, that of a restaurateur.
"Instead of fighting in the political arena, I am caught in the battle
for a livelihood. There is nothing that can cause more unhappiness to
one who always nurtured a desire to change the social and political
situation," said Dhasal, a Padma Shri award winner, on questions about
the ideological dilemma before him.

He said his multi-cuisine restaurant, Royal Inn at New Link Road in
Andheri West, has received a "good response" as it offers affordable
fare. He has taken the restaurant on rent with partner Roopkumar
Madnani. Dhasal, who says he is well-known in literary circles for his
relationship with food, has suggested most of the items on the menu
along with wife Mallika, who also gushes about her husband's culinary
skills.

Dhasal, who sought to portray the anger and frustration of a
generation that sought to counter centuries of oppression with a mix
of education, ideology and aggressive resistance, was seriously ill a
couple of years ago. Reeling under a financial crunch, when
politicians like Vilasrao Deshmukh and Sushilkumar Shinde and
celebrities had to step in for assistance, he had sold his old house
to meet hospital expenses. The remaining money is invested in the
hotel venture.

"That experience was very bad. If social activities don't provide you
security for a livelihood, then the only option left is to face death
keeping behind 40 years of work," said Dhasal, who suffers from
myasthenia gravis and feels that parties must care for full-timers.

"(I) do not want to seek favours from anyone in old age¿. Mass
movements cannot be a source of livelihood. Hence this attempt," said
Dhasal.

Dhasal, who loves the reshmi and pahadi kebabs served in the hotel and
plans to experiment with more offbeat items on the menu like vazri (a
delicacy containing mutton intestines) and a curry of the harandodi
flowers once the restaurant carves out a niche, visits it regularly
and takes turns at sitting at the counter, also indulging in his
poetic musings and political activism, writing and meeting activists
there.

Born in Pune district, Dhasal later shifted to Mumbai, where he grew
up in the red light area of the city, the Golpitha locality, famously
described in his poetry book by the same name that went on to cause a
churning in the upper-caste-and-middle-class-dominated literary
circles with its use of colloquial Marathi interspersed with street
lingo and simmering anti-establishment rage. He worked as a taxi
driver, quit in 1972 and formed the Dalit Panthers, inspired by the
American Black Panthers.

Dhasal pointed out how activists who chose to espouse causes of the
Dalit and downtrodden faced problems with their livelihood as they did
not have any elements in the established system supporting them. He
recalled how he and wife Mallika, daughter of Communist folk singer
Shashir Amarshaikh, were forced to sell raddi (old paper) to make both
ends meet.

However, problems have not taken the fight out of him. "The current
phase is decisive. It is time when the caste structure and system can
be given one decisive push as it slowly unravelling," said Dhasal, the
fire in his eyes intact.

NAPM demands probe in Dalit woman assault case

LUCKNOW: Sixth-eight years old Dalit women Shashikala is battling for
life in the bed number 15, ward number six, at the orthopaedics
department of the Chhatrapati Shahuji Maharaj Medical University
(CSMMU). She is victim of the atrocities allegedly unleased by a BSP
leader of village Baijnathkapurwa in Sitapur.

The woman was allegedly beaten up by the BSP leader over a land
dispute. The leader also hanged her from the tree tying a rope around
her neck. Though she was saved by the timely arrival of police, the
neck and pelvic bones of the woman were fractured. Her house was also
set afire. She was rushed to the district hospital from where referred
to the CSMMU. The incident took place on January 27 but no action has
been taken against the 'culprits'. Instead, the police picked up
village pradhan and four others on charges rioting and arson.

On Monday, activists of the National Alliance for People's Movement
(NAPM), led by Magsaysay award winner Sandeep Pandey came out in
support of the woman. Pandey demanded that government should order
probe on Baijnathkapurwa case as well as revenue records on village
ponds and chuk-roads. He said the small piece of land was in
possession of woman and her husband Parasuram for last over 30 years.
The family has a BPL card. It had also planted few trees on the land
and had also got constructed a small temple with the help of others.

The BSP leader, who lives in the same village and is not on good terms
with the family, diverted the chuck-road which was to pass from his
fields to Parasuram's land. the temple was demolished and trees were
cut. "When the woman opposed, she was brutally assaulted. The gram
pradhan was also thrashed for taking side with Parasuram's family. All
happened with the help of police and district administrative
officers," alleged Pandey and his associates. Four houses were also
gutted in fire set by the aides of BSP leader, he claimed.

Some social activists in the area came for the help for the victim
family and decided to take out a march from the village to Lucknow.
Around 27 villagers led by advocate Poonam Mishra came to Lucknow to
hand over a memorandum to the governor to seek his intervention for
justice. However, all were arrested in the outskirts itself and sent
to jail, said SR Darapuri, retired IPS and NAPM member.

Gulbarga: Members of the Gulbarga district Yuva Dalit Samanvaya Samiti
have condemned the incident in which a Dalit woman was allegedly
"disrobed and beaten up by caste Hindus" in Lakshmisagar village in
Chitradurga district a few days ago.

It is said that she was beaten up and locked up in the gram panchayat
office allegedly for having helped a couple elope from the village.

Vice-President of the State unit of the Dalit Sena Hanumanth Yelsangi,
Dalit leader Vittal Doddamani, zilla panchayat member Gurushant
Pattedar, and other Dalit leaders condemned the act and criticised the
State Government for failing to take action against the culprits who
were responsible for "the inhuman act".

The Dalit leaders who formed a human chain in front of the Deputy
Commissioner's office in Gulbarga said the Dalit woman was "disrobed
and beaten up by the Hindus" after she allegedly helped a Dalit boy
and an upper caste girl, who were said to be in love, elope from the
village.

Later, the samiti members submitted a memorandumto the district authorities.

Those who beat, punched and kicked the 47-year-old mother of one
accused her of casting evil spells on a school teacher who had fallen
ill.

"I was victimised because I am a poor woman," said Biswokarma, who
belongs to the Dalit community - the "untouchables" on the lowest rung
of Nepal's rigid Hindu caste hierarchy.

"Around 35 people came to my home and took me away. They trapped me in
a cow shed and forced me to eat faeces and drink urine," she said from
her home in the village of Pyutar, 40 kilometres (25 miles) south of
Kathmandu.

"The next day they cut my skin with blades. I could not bear the
torture and I confessed to being a witch just to save my life."

Hundreds of Dalit women are thought to suffer a similar ordeal every
year in Nepal, where superstition and caste-based discrimination
remain rife and where most communities still operate on strict
patriarchal lines.

Human rights campaigners say that the perpetrators of such crimes are
rarely brought to justice, with police viewing the persecution of
Dalit women as a matter for the community to sort out itself.

Prime Minister Madhav Kumar Nepal has pronounced 2010 the year to end
violence against women as Nepal makes the transformation from
traditional Hindu monarchy to modern secular state.

But authorities in the impoverished south Asian nation admit they face
an uphill struggle.

"Superstitions are deeply rooted in our society, and the belief in
witchcraft is one of the worst forms of this," said Sarwa Dev Prasad
Ojha, minister for women and social welfare.

"Such traditional practices cannot be wiped away overnight."

The Women's Rehabilitation Centre (WOREC), a local pressure group that
campaigns for women's rights, reports that it has documented at least
82 cases in two years in which women who were tortured by neighbours
on charges of witchcraft.

But coordinator Sarita Dahal believes that this was only the tip of
the iceberg.

"We believe many more women are going through the physical and mental
pain that these superstitions cause," she said.

"Many don't come to our attention because the women fear they will be
abandoned by their families and ostracised from their communities if
they come forward."

Nepalese law prohibits violence against women, but Dahal said it was
rarely enforced, particularly when the victims were from marginalised
groups.

Experts say that superstitions about witchcraft are often merely a
pretext for victimising women, and Suraj Kafle, a sociologist, points
out that it is almost always low-caste women who face such
accusations.

"It is always socially and economically vulnerable women who suffer,"
said Kafle.

"This is simply an excuse to torture poor women who lack support from
the rest of the community. Poverty and lack of education make them an
easy target."

Nainakala Thapa, the head of the national women's commission, called
the practice a "national shame".

"Women who belong to low-caste groups are made scapegoats because they
cannot defend themselves," said Thapa.

Thapa pointed out that when a person dies or falls sick it is often
spiritual healers looking for someone to blame who are the first to
make accusations of witchcraft.

"It is easy to identify a low-caste woman and brand her a witch," she said.

For Biswokarma and her family, now back in their home village after a
stay in a women's refuge in Kathmandu, the stigma of being accused of
witchcraft persists.

"I am still afraid because some of the people who tortured me are
still in the village," she said.

"I have lost my dignity, but I have not given up hope. I will fight
for justice."

It is the best freebie anybody could have hoped for. The National
Commission for Scheduled Castes (NCSC) splurged Rs 5.72 lakh of public
money in December 2009 by staying in a Mumbai luxury hotel, availing
its various five star facilities and then roaming around the financial
capital in luxury cars.

In what is surely a blatant violation of ethics and a case of conflict
of interest, the NCSC bills were paid for by Air India, one of the
companies against which the scheduled castes commission was in Mumbai
for three days to review scheduled caste employees cases. The
delegation included NCSC chairman Buta Singh, vice-chairman N. M.
Kamble, commission member Mahendra Bodh, Kamble's private secretary R.
C. Kapoor, assistant director Kaushal Kumar and Singh's personal staff
member Bhoovan Chandra. They stayed at The Trident, a luxury hotel at
Mumbai's Bandra Kurla Complex and their expenses included room rent,
food, travelling and usage of spa facilities.

On December 28, the delegation checked into some of the hotel's mid-
segment rooms, which attracted a maximum tariff of Rs 22,500 per
night. Kamble has a house in Mumbai. But he decided instead to live in
five- star comfort with his colleagues. The accepted practice for any
Central delegation is to stay at government guest houses in the city
of visit.

When asked about the alleged flouting of travel rules and ethics,
Singh accepted that he and other NCSC members had visited Mumbai to
review cases of Air India and other public sector units. "There were
cases involving other government institutions also," he said. He said
staying at luxurious hotels was not unusual. "We are not under the
government of India," he remarked. His colleague Kamble said, " We did
not book the hotel rooms. This is all humbug." Singh added that
whenever the NCSC found a facility at a circuit house vacant, " we
stay there." This time, too, he said, he was booked somewhere else,
"but I left that hotel. In any case, the arrangements for travel and
accommodation are made by the institutions where we go to review
scheduled castes- related matters."Singh denied any conflict of
inter-NCSC vice-chairman ests as Air India had apparently taken
permission from the NCSC to host him and his team during their Mumbai
trip. But he did not clarify why his office gave permission to an
organisation that was being reviewed by the NCSC to host the
investigating authority.

M AIL T ODAY investigations show that two persons stayed in the room
(No 1021) booked under NCSC member Mahendra Bodh's name. The receipt
for this room shows " 2" under the sub- head " No of guests".
Interestingly, another room (No 1017) was booked under Bodh's name. In
fact, Bodh's expenses of Rs 15,200 on using the hotel's spa and
fitness centre facilities were billed to the latter room.

Bodh denied using the hotel's spa. " I have not used it," he said.

" It is the institution which takes care of the official trips." NCSC
vice- chairman's private secretary R. C. Kapoor took his wife for the
official trip. Two rooms (Nos 948 and 955) were booked under the name
of " Mr and Mrs R. C. Kapoor" at the rate of Rs 13,000 and Rs 13,250
respectively per night.

Kaushal Kumar, believed to be Singh's confidant, also had booked a
room for two persons. The hotel records do not mention who stayed with
him. During the NCSC delegation's Mumbai stay (December 28- 31), Air
India had to shell out more than Rs 4.5 lakh on accommodation, food
and for the spa.

According to government guidelines on travel allowance, the luxury
hotel stay of the three junior NCSC officials is also a violation.

Government rules specify that Kapoor, Kumar and Chandra - who are at
the level of under- secretary and below - can spend only Rs 1500 per
day on official stay. Their travel and food bills Enjoy 5- star
comfort during probe tour whether working conditions at Air India were
conducive to scheduled caste employees, Singh and his men have not
prepared any action- taken report. In fact, Singh, during his three-
year tenure as NCSC chairman has not submitted a single annual report
on the status of scheduled castes to the President, as he is supposed
to as per the mandate given to him. His term comes to an end in May
this year.

According to another NCSC member, Satya Bahin, the delegation that
visited Mumbai has " undertaken several such secret visits". She has
written a confidential letter to the secretary of the Union social
justice and empowerment ministry detailing her allegations.

They "have always stayed in 5/ 7 star hotels and avoided government
accommodations", she has charged. In her letter, Bahin refers to
several trips Singh has made to Kolkata and Mumbai since December last
to review banks and public sector units.

"Another visit was made from December 24, 2009, to January 3, 2010, to
Mumbai and Shirdi" and all of them went on the tour with their
respective families, she has alleged in the letter.

"At Mumbai, accommodation for all these were arranged in seven- star
hotels by Air India which is a sinking organisation, and at Shirdi by
the ONGC," she wrote.

Sources said Singh should have been aware that his lavish spending
violates Chapter II of Rules of Procedure of the NCSC, which clearly
states that "(the NCSC) members will observe the norms laid down by
the state governments regarding security/ travel/ accommodation, etc.
during such tours."

in Lucknow on March 15 — the birth anniversary of party founder
Kanshiram. While the party turned 25 last year, the celebrations were
not carried out as party members were busy with the Lok Sabha polls
and Assembly elections.
The party will hold the "Rashtriya Vishal Maharally" on the premises
of Ramabai Ambedkar ground in Lucknow to celebrate the party's silver
jubilee, said BSP supremo and Uttar Pradesh Chief Minister Mayawati on
Monday. On the occasion, the party will throw light on the
achievements it has made in the 25 years since it was founded on April
14, 1984, added the CM.

Two special bulletins on the party and its founder Kanshiram will be
released during the rally. A film depicting the struggle of Kanshiram
would be screened at the Kanshiram Smarak Sthal on the VIP Road in
Lucknow, added Mayawati.

Asserting that BSP workers from across the country would participate
in the rally, the CM said she would hold rally-related discussions
with party functionaries on February 16.

She blamed the Congress for its 'failure' in uplifting the
downtrodden, backward castes and religious minorities.
