Re: [ZESTCaste] Nepal: 'Benefits' of being Brahmin

How is it anyone can stand outside history and say, I had nothing to do with
this! it was "only" my ancestors....nothing remains today? That is hard to
believe. What is the percentage of Brahmans and other so-called "upper"
castes in parliament? in business? in the professions? is that totally
accidental? perhaps they are simply more "meritorious"! Anyway, the denial
is the same as would be made by so many Indian Brahmans!

And, "these prohibitory orders were imposed only if wrongs were
known"....Astounding sentence. Atrocities against Dalits take place only
when their "wrong" in being a Dalit is known!! Ambedkar himself had no
trouble when his caste was not "known"; only after becoming "known" was he
thrown out of his boarding, or as a child thrown out of a bullock cart....

New Delhi, Feb 11 (PTI) With illiteracy being a major stumbling block
in implementation of its schemes in rural areas, the Centre is
considering to appoint an educated person from SC, ST or minority
communities in each panchayat as 'Lok Karmi' to help villagers.

In a draft proposal, the Ministry of Rural Development has also sought
to engage NGOs in the ambitious programme by designating them as 'Lok
Sewaks', who would in turn appoint and guide Lok Karmis in their
territorial jurisdiction, which would not be more than four blocks in
a district.

Seeking to secure maximum participation of rural women in the
programme, the Ministry has proposed that Lok Karmis should preferably
be women and men be appointed if a suitable women in not available in
the area.

Madurai, Feb 11 (PTI) A dalit youth's claim that he was forced by a
group of caste Christians to eat human excreta at a village in
Dindigul district recently has been found to be "fabricated", senior
officials told the Madras High Court here today.

P Sadayandi had claimed that he was forced to eat human faeces on
January 7 for walking in their colony wearing footwear at
Melakovilpatti hamlet in Dindigul district.

An inquiry by the Revenue Divisional Officer showed that the
allegation was "fabricated" and there was "not even an iota of truth",
Collector M Vallalar and Superintendent of Police S M Muthusaamy said
in their report to the Madurai bench of the court.

Dalits at Irunjchirai no longer need to travel miles for a haircut

Cutting across lines: Officials and villagers standing outside the
salon, opened to serve people of all castes at Irunjchirai in
Virudhunagar district on Wednesday.

VIRUDHUNAGAR: At last, the Dalits of Irunjchirai village in
Virudhunagar district have got a salon and a washerman to serve them.
Now, they need not travel 7 to 15 km to get these services.

The silent suffering of the Dalits due to discrimination by caste
Hindus for years has come to an end after a youngster, S. Gurusamy,
stood up against them and sought legal intervention in 2007 to stop
the social boycott.

After District Collector Sigy Thomas Vaidhyan admitted to
discrimination of Dalits in the village, the Madurai Bench of Madras
High Court directed her to set right the problem at the earliest.

When the administration felt that village hairdressers and a washerman
could not be forced to serve the Dalits too, it opted for an
alternative – to set up common facilities to serve all.

On Wednesday, Aruppukottai Revenue Divisional Officer A. Ganesan
inaugurated both the facilities, named after Thanthai Periyar, near
Irunjchirai bus stop. Mr. Gurusamy was a proud man to get the service
of a hairdresser at his village for the first time.

Besides the RDO, Tiruchuzhi Tahsildar T.R.D. Santhi, police officials
and village leaders were present when the villagers of different
castes availed themselves of the services.

Mr. Ganesan expected that Irunjchirai, despite earning a bad name in
the past, could become an example of social equality for other regions
in the days to come.

Ms. Santhi said the district administration, with the help of some
donors, was able to get a shop and other paraphernalia for the salon
and a cart for the washerman.

Housing facility


Efforts are on to provide permanent housing facility for the
hair-dresser, S. Shanmugaraj, and washerman, I. Muthu, who have come
from neighbouring Ramanathapuram district.

The washerman would soon take up washing of clothes of villagers after
settling down.

"I have a feeling of having achieved independence (for our people). I
am happy with the action taken by the officials. I wish things changed
here for the better in future," said Mr. Gurusamy.

Dalits had to travel either to Narikudi or Veeracholan even for a
haircut for their children or to get their dresses pressed. "Only
recently did the village become free of two-tumbler system and we are
now allowed to walk wearing chappals," he added.

Moga : The Punjab State Commission for Scheduled Castes came down
heavily on the state government on Wednesday, alleging that the
government was bypassing constitutional provisions and denying the
scheduled castes their rightful due during allocation of development
funds and reservations in jobs.
PSCSC Chairman Naranjan Singh, while addressing a gathering here,
urged the Punjab DGP to review all cases of atrocities against Dalits
and take action against erring police officers.

Singh, along with Dalip Singh Pandhi, member of the commission, was
here to preside over a seminar of the Dalit community. Singh expressed
his concern over the low conviction rate in cases registered under the
Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act in
the state.

Pandhi added, "The commission has powers to take action against
officers who try to suppress the rights of the weaker sections. Such
officials should mend their ways or the commission will be forced to
ask the government to remove such officers from service."

Principal Secretary T R Sarangal said there were adequate laws to
prevent atrocities against the Dalits, and there was a need to bring
awareness among the poor people on their rights.

Former MLA Tarsem Jodhan said that there was a huge gap between the
laws and the implementing agencies, which was the main reason for
social and economic exploitation of the downtrodden. He claimed that
50,000 families in the state did not have shelter, from which one
could well judge their condition of living and the functioning of the
government.

Buta summons Kapurthala DC, SSP

JALANDHAR: Chairman of the National Commission for Scheduled Castes,
Buta Singh, has summoned the deputy commissioner and SSP of Kapurthala
on February 12 in his office at New Delhi for a meeting to explain as
to what action has been taken on a complaint addressed to the
commission on the alleged infringement of the rights of Joga Singh,
sarpanch of Mansoorwal Bet village. The commission has taken
cognizance of a complaint sent by Bholath MLA Sukhpal Khaira who had
alleged that the said sarpanch, despite being duly elected and having
majority in the gram panchayat, was being victimised by Akali workers
and was not allowed to function.

KATHMANDU, FEB 10 -
At a time when ethnic and linguistic factors seem to dominate the
constitution-making process, a research report by an organisation
under the New York University School of Law says that the Constituent
Assembly (CA) must address what it calls some 'critical' gaps in the
draft concepts of the new constitution.

Released on Tuesday, the report titled "Rights Within Reach: Securing
Equality and Human Rights in Nepal's New Constitution" cautions that
the draft proposals, including the one on fundamental rights, lack a
number of crucial provisions which, otherwise, could have helped Nepal
end the longstanding caste-based discrimination and ensure human
rights.

In connection with the recent proposal of the 14-state federal
structure developed on the basis of ethnic, linguistic and regional
factors, the report questions whether such a model could address the
rights of the marginalised groups such as the Dalits, which are not
confined to a particular geographic area, nor they belong to a certain
ethnic or linguistic group. Dalits, who make up around 13 percent of
the country's population, have been opposing the idea of dividing the
country on ethnic and linguistic lines.

"Regardless of which state structure is ultimately adopted, all levels
of the government--national, regional and local--must respect, protect
and fulfill Nepal's human rights obligations," states the report of
the University's Centre for Human Rights and Global Justice (CHRGJ).

"This principle is of particular relevance to Nepal's Dalit
population, which is neither confined to a particular geographic area
nor to an ethnic or linguistic group."

The centre calls on the Constitutional Committee to consult the Dalits
and other marginalised groups regarding this issue.

"The CA must seize this historic opportunity of constitution-drafting
to dismantle Nepal's caste system and ensure human rights for all
Nepalis," said CHRGJ Faculty Director Smita Narula.
