Lucknow BSP chief Mayawati has sacked several of her ministers and
denied them and several MLAs the party ticket, claiming they failed to
discharge their duty or misused their official position. However,
records reveal that most of them had won by a small margin in 2007
and, according to a BSP leader, would not have been able to defy
anti-incumbency factor this time.

In the last few weeks, BSP has sacked and denied tickets to 10
ministers and several MLAs.

The ruling party denied ticket to Bijnor MLA Shahnawaz Rana who
recently joined RLD. During 2007 Assembly polls, Rana had fetched
61588 votes against 61031 votes of Kunvar Bhartendra of SP, winning
the seat by just 557 votes.

Shahjil Islam Ansari was sacked as minister and denied ticket. Ansari
was minister of Wakfs and represented Bhojipura constituency of
Bareilly. Ansari had fetched 39339 votes against 38209 of BJP's
Bahoran Lal Maurya, claiming a win by just 1130 votes.

Ayurveda minister Daddan Mishra who represented Shrawasti's Bhinga
seat was also denied the candidature and subsequently he resigned from
the minister's post and recently joined the BJP.

Daddan had fetched 28707 votes against 28616 of Congress's Mohammad
Aslam, winning by just 91 votes.

BSP also denied ticket to Sahaswan MLA DP Yadav who is now trying to
get into the SP fold. Yadav who had contested on the symbol of his
Rashtriya Parivartan Dal, had received 33883 votes against 33774 votes
of SP's Omkar Singh, winning by just 109 votes. Yadav had merged his
party with the BSP after elections.

Higher Education minister Rakesh Dhar Tripathi, who represents Handia
constituency of Allahabad district, after being denied ticket by the
BSP, is now trying to enter the BJP. Tripathi had scored 62151 votes
against 60809 votes of SP's Mahesh Narayan Singh, winning by a margin
of just 1,342 votes.

Technical Education minister Sadal Prasad, who was also sacked and
dropped from the list of candidates, represents Bansgaon constituency
of Gorakhpur. He had fetched 41586 votes against 39302 votes of BJP's
Sant Prasad, winning by just 2,284 votes.

Secondary Education minister Rangnath Mishra, who resigned after his
indictment by Lokayukta, was also dropped by the BSP from Aurai seat
of Sant Ravidas Nagar which he represents. Mishra had received 53759
votes against 51028 votes of Apna Dal's Rita Singh, and won the seat
with 2,731 votes.

Agriculture Education and Agriculture Research minister, Rajpal Tyagi
who was sacked from the cabinet on December 25, had received 37796 as
an independent candidate from Muradnagar against 34776 votes of BSP's
Wahab, winning by 3,020 votes.

"When these candidates could win with so small margin while there was
a strong anti-incumbency against SP government, they will definitely
will not be able to resist the anti-incumbency factor working against
themselves," said a BSP leader adding that other factors like
corruption charges and delimitation of constituencies have also played
a vital role in the denial of tickets.

BSP Supremo Mayawati will address four rallies in Punjab on January 21
and 22 to woo voters, even as the party hopes to fare better in the
state assembly elections on January 30.

BSP MP and national general secretary Narender Kashyap said the Uttar
Pradesh chief minister will
address rallies at Kharar in Mohali and in Nawanshahar on January 21.

On the next day, she will address meetings in Muktsar and at Chhapar
in Sangrur districts.

Kashyap said his party would make significant gains in the Punjab polls.

The party released a list of 21 candidates in addition to the names
for 90 candidates announced earlier for the 117-member House.

Shiv Sena Chief Bal Thackeray, in a front page appeal in Monday's
party mouthpiece 'Saamana', has cautioned Dalit voters not to get
swayed by what he termed as a false promise made by the Congress over
allotting 12.5 acres of Indu Mills land for the proposed grand
memorial for Dr. Babasaheb Ambedkar. "They want to buy Dalit votes.
The catch is in the 'in principle agreement'. Nobody is sure as to how
much delay it will mean for the transfer of the land," said Thackeray.
He was reacting to the hoardings put up by MPCC all over the city,
thanking the Congress-led UPA government for the decision.

Thackeray added that Republican faction leader Manoj Sansare has
already slammed the announcement, arguing that the Congress has made
the assurance with an eye on the Dalit votes for the ensuing BMC
elections. The Sena chief alleged that the Congress has had the habit
of making such pre-poll announcements like the recent 4.5 per cent
reservation for minorities. It has been making such announcements on
the Belgaum border dispute for the last 56 years, so also the mill
workers in Mumbai have been fooled by the Congress over homes on mill
land," he said.

In a sarcastic taunt at Republican Sena leader Anandraj Ambedkar, he
remarked, "Nobody should be in 'Anand' (joy) or get floored by this
announcement. The Congress has made the announcement so that it can
get en-bloc votes of the Dalit community." He urged the Dalit
community to make a resolve that they shall defeat the Congress and
vote for the Shivshakti-Bhimshakti alliance back to power in the BMC
and for construction of a grand memorial for Dr. Ambedkar.

Meanwhile, RPI-A leader Ramdas Athavale has upped the ante by
demanding that the promised transfer of land for the memorial be done
before January 26 or else there will be an intense agitation.
Mantralaya sources added that the BMC has been asked to look into the
issue of granting FSI for the proposed memorial.

LUCKNOW: Scams, murders and controversies reigned supreme in Uttar
Pradesh in 2011 providing testing times for Chief Minister Mayawati
amid heightened political activities which saw Congress and SP
preparing to give a tough fight to the BSP in the coming assembly
polls.

In the midst of the problems, the chief minister moved a proposal to
divide the state into four parts and also got it hurriedly passed in
16 minutes in the assembly.

The move, seen by analysts as one to address to the demand being
raised from different regions, especially Bundelkhand and Purvanchal,
and in turn gain from it in the coming elections, also stunned her
political opponents.

It not only pushed the ball back in the court of Central government
and cornered the Congress but also forced others like the SP and the
BJP to take a clear stand on the issue which either way is likely to
benefit BSP's poll prospects.

The year also saw more than five ministers losing their berths
following inquiry by the state Lokayukta who received complaints of
serious corruption charges against 22 ministers and 28 MLAs, mostly of
the ruling BSP.

With an eye on the assembly elections, all the major parties undertook
extensive yatras with the Congress' Rahul Gandhi and SP's Akhilesh
Yadav leading the way.

The Gandhi scion first went to Bhatta Parsaul followed by his arrest
in May while expressing solidarity with farmers agitating for better
land compensation and then undertaking massive mass contact programmes
attacking the BSP.

The farmers' agitation brought into focus lacunae in land acquisition
process underlining the need for a new bill. Land acquisition in
various villages in Noida extension was also set aside by the court
leaving thousands of allottees in the dark.

For the first time, Mayawati's family was also in the line of
Opposition fire with the BJP launching a campaign against her brother
Anand Kumar for allegedly floating fake firms in the NCR region in a
scam which it claimed could run into Rs 10,000 crore.

The state witnessed major train and road accidents with 69 people
losing their lives in Kalka Mail derailment in Fatehpur district in
July and 38 others being killed when a passenger train rammed into an
express train at an unmanned railway crossing in Kanshiram Nagar just
a couple of days earlier.

As many as 41 people died in Ballia in August when the tractor trolley
in which they were going overturned and ITBP recruitment drive in
Shahjahanpur in February saw the tragic death of 15 youth travelling
on train tops.

Two sitting BSP MLAs Shekhar Tripathi and Anand Sen Yadav were
convicted in the engineer Manoj Kumar Gupta and Shashi murder cases
respectively of Auraiya and Faizabad.

The UP Assembly set a new record of sorts of holding the briefest
winter session of a day which passed important resolution of division
of state and supplementary demands.

Veteran Hindi litterateur Lal Shukla Amar Kant earned national acclaim
winning Jnanpith award. But sadly, he died 10 days after receiving the
award on October 18.

Besides, long time confidante Babu Singh Kushwaha falling out of
favour of Mayawati and being shown the door, sitting SP Rajya Sabha MP
Rashid Masood joined the Congress.

CHANDIGARH:The Dalits which have a sizeable population play vital part
in the outcome of assembly elections in Punjab. The Dalits account for
30 per cent of the population in the state. The voters belonging to
Scheduled Caste (SC) in the state hold the key to impact the prospects
of the political parties in the state. However, due to lack of
effective Dalit leadership in the state the votes of weaker sections
including Scheduled Castes are polarized among different political
parties in the state

The Bahujan Samaj party despite being strong advocate of Dalia rights
had not been able to cash on the votes of weaker sections in the
state. In the 1992 assembly elections, BSP won nine seats with a vote
share of 16.32 per cent, however it dropped in 1997 to 7.48 and it
managed to win only one seat. Again in 2002, the votes share of the
BSP further dipped to 5.69 and in 2007 it came down as low as 4.1 with
BSP not winning a single seat. In 2009 Lok Sabha elections, the
party's vote share went up marginally to 5.75.

##ad_2##In order to shore up the BSP prospects in Punjab, the BSP
supremo Mayawati will be addressing four rallies in the state on
January 21 and 22 to woo the voters. The BSP MP and national general
secretary Narender Kashyap said the Uttar Pradesh chief minister will
be addressing address rallies at Kharar in Mohali and in Nawanshahar
on January 21. Besides this, she said that Mayawati will also address
meetings in Muktsar and at Chhapar in Sangrur districts.

He said that his party is hopeful of faring better in the upcoming
assembly elections.

However, in case the BSP is able to increase its vote-share it would
damage Congress more as compared to the Akalis as those voters
belonging to weaker sections which do not go with the BSP tend to
incline towards Congress. But in case the BSP manages to get more
votes or increase its vote-share among Dalits or weaker sections, it
would certainly hurt Congress The polarization of votes of weaker
sections between the BSP and Congress will help the SAD-BJP combine
on account of division of votes of Dalits.

Madiga Reservation Porata Samiti (MRPS) founder Manda Krishna said
that protests would be intensified, demanding categorisation of
reservation for SCs. He was chief guest at the Rayalaseema Madiga
students Simha Garjana meeting at the Sapthagiri Circle here on
Thursday night.

Speaking on the occasion, Mr Krishna said that meetings were being
organised to create awareness among Madiga students on SC
categorisation. He said that similar meetings would be conducted in
the coastal and Telangana regions.

Mr Krishna said that the Madigala Yuddha Bheri Ratha Yatra would be
started from Piler in Chittoor district on January 20, and organised
for five days in each district from Nellore to Srikakulam.

Mr Krishna said that the Yuddha Bheri Maha Sabha would be conducted in
Hyderabad on April 30. He warned that the protest would be intensified
if the Kiran Kumar Reddy government failed to ensure SC categorisation
by pressurising the Central government. Mr Krishna said that Madigas
were only seeking their share as per population. Mr Krishna said that
they were not against any party.

He said that so far they had kept a low profile so as not to trouble a
state government already facing instability. Mr Krishna said that the
movement was being intensified as government was settling down. The
MRPS leader said if Chief Minister, Mr N. Kiran Kumar Reddy had any
sincerity he should ensure that the Centre introduces the SC
categorisation bill in Parliament before April 30.

He said that there was no alternative to get SC categorisation, except
for lawful means. Local MRPS leaders were present.

New Delhi, Jan 4 (PTI) Congress today saw nothing wrong in the Union
Cabinet's decision to fill pending vacancies of SC and ST in the
central government in the midst of assembly elections in five states.
"Congress never takes any decision with an eye on elections but with
the welfare of the people in mind. In a democracy, some election
process is always going on," party spokesman Rashid Alvi told
reporters. He was asked whether the cabinet move to clear a proposal
to fill the vacancies of Scheduled Caste, Scheduled Tribe in the
central government was proper in view of the assembly polls. The move
is expected to benefit around 50,000 people. When pointed out that the
proposal was hanging fire for the last two and a half years, he said,
"Whenever some good decision is taken, it should be praised and not
commented upon adversely". The proposal, discussed and approved in the
Cabinet meeting held here this morning, comes soon after the
government decision to allow 4.5 per cent reservation to the
minorities within the OBC quota. Alvi dismissed as "absolutely wrong"
the reported remarks of Gujarat Chief Minister Narendra Modi that the
minority reservation in OBC category could be raised up to eight per
cent from the 4.5 per cent decided by the government.

KOCHI: Aimed at giving more opportunities to the Scheduled Castes (SC)
and Scheduled Tribes (ST), the Kudumbashree Mission will provide
reservation to these categories in the elections to be conducted to
the neighbourhood groups (NHG), area development societies (ADS) and
community development societies (CDS).

This is for the first time that reservation is being given to the
SC/ST communities in the elections to the various bodies of the
Kudumbashree, sources in the Department of Local Self-Government said.

The government has issued a notification in this regard and the
reservation will be implemented in the coming elections. The last
elections to the NHGs, ADSs and CDSs were held in 2008. The election
to the CDSs will be held from January 15 to 20 as per the current
notification regarding reservations.

However, the elections to the ADSs scheduled from January 5 to 10 will
be held according to the old norms. The elections to the NHGs were
also held as per the previous system.� In rural areas, 126 CDSs have
been reserved for the SCs and 57 for the STs. In urban areas, 13 CDSs
have been reserved for the SCs and one for the STs. Fifteen per cent
of the seats are reserved for the SC category and five per cent for
the ST category in the rural CDSs, excluding Idukki, Wayanad and
Palakkad districts. For qualifying for reservation, a CDS should have
at least 20 per cent SC members. For the ST reservation, a CDS should
have at least three per cent ST members. Idukki, Wayanad and Palakkad
districts were given special consideration by forming separate norms.
In Idukki district, the rural CDSs having more than 40 per cent SC
members will be reserved for them and the CDSs having 10 per cent ST
members will be reserved for the ST category.

In Palakkad district, rural CDSs having more than 30 per cent SC
members have been reserved for them and CDSs having four per cent ST
members have been reserved for the ST category. In Wayanad Rural, CDSs
having more than 15 per cent SC people have been reserved for them and
the CDSs having 20 per cent ST members have been reserved for the ST
category. In urban areas, 13 CDSs having 20 per cent SC members have
been reserved for the SC category. Kalpetta Urban CDS has been
reserved for the ST category. Kudumbashree programme officer K
Jagjeevan said the government had initiated this move to ensure social
justice.

"Kudumbashree election is a major event for the government as around
50 per cent of people in the state are part of the organisation. The
reservation is aimed at bringing SC and ST communities to the
leadership of the organisation," Jagjeevan said.

Bharatiya Janata Party Mumbai, Jan 5 (IANS) Maharashtra Dalit leader
and litterateur Namdeo Dhasal Thursday announced he was disassociating
from the "grand alliance" of the Bharatiya Janata Party, Shiv Sena and
his Republican Party of India (RPI) after he was refused entry to a
crucial meeting of the opposition grouping.

A peeved Dhasal — who is considered the architect of the alliance —
termed the development as an "insult" to his Dalit supporters and is
contemplating quitting the RPI.

"I had gone to the meeting at the personal invitation by RPI chief
Ramdas Athawale, but this kind of behaviour is not proper," he told
media persons outside Sena Bhavan, the Shiv Sena headquarters in Dadar
where the three-party alliance meeting was held.

Dhasal said that this proved the mischief by Athawale.

"He is under the impression that now his party is on the verge of
wining power, he can do anything. But, it is the electorate which will
finally decide," Dhasal said.

Announcing that he would dissociate himself from the 'Grand Alliance,'
he refused to specify whether he would quit the RPI.

"I shall discuss the issue with my party workers before taking a final
decision in this regard," said the ailing Dhasal, who can move around
only on a wheelchair with medical support.

Following the slight, Dhasal, an acclaimed Marathi poet, said he would
independently meet Shiv Sena chief Bal Thackeray, Executive President
Uddhav Thackeray and others.

The BJP-SS-RPI meeting - which Dhasal was scheduled to attend - was
held to discuss the contentious issue of seat-sharing among the
constituents for the Feb 16 Brihanmumbai Municipal Corporation
elections.

As per tentative indications, the BJP-SS have agreed to concede up to
30 of the (total) 227 seats in the BMC which the 'Grand Alliance'
plans to contest.

Ludhiana : The SAD(Badal) is paying extra attention to the vehras
(poor and Dalit colonies) of the villages, which is evident from the
fact from painting party slogans on doors meant for toilets being
constructed for the poor to grants, all are being directed to what can
be called a "neglected area" in the state.

The latest to join the list of SAD's probable gift for the poor are
the 165 homes constructed in village Khudhiyan, which falls in Lambi
constituency from where the Chief Minister Prakash Singh Badal will
contest the January 30 polls.

It is being said that the houses, which are yet to be completed, are
being handed over to the probable voters in haste. In some cases, the
keys to these homes are being used as baits to woo the voters.

Gurmeet Singh Khudiyan, a local Congress leader who is also the
election agent of Maheshinder Singh Badal — the chief minister's
cousin who is the Congress aspirant from Lambi — said: "We have
already lodged a complaint with the deputy commissioner. We have
expressed apprehension that these houses will be used to lure voters
once the poling day draws near."

He added: "The SAD(B) has tried to bring in the toilet doors but we
immediately brought the issue to the notice of the Election
Commission. These doors now lie locked inside the panchayat ghar.
Similarly, grants are being distributed freely. We are trying to
approach the banks to stop payment of these grants but then plugging
all loopholes is not easy."

Dr Santokh Singh, a well-known political scientist, said: "There has
been a significant shift in Punjab polity. The Akalis always had a
stronghold among the peasantry or the Jatt Sikh voters. However, with
Captain Amarinder Singh sweeping Malwa in the last Assembly elections,
this votebank got divided and has further split with the emergence of
Manpreet Badal."

Mumbai, Jan 5 (PTI) Infuriated by the "arrogant" attitude of
Republican Party of India (RPI) workers, Dalit poet and political
activist Namdeo Dhasal today walked out of the meeting between Shiv
Sena-BJP and RPI leaders at Sena Bhawan in central Mumbai.
Seat-sharing for Mumbai civic polls was the meeting's agenda. "I am
unwell. I have to take support of the wheelchair. The functionaries of
my organization and the person who pushes the wheelchair were not
allowed to enter the conference room at Sena Bhawan by RPI workers,"
Dhasal alleged. He said other functionaries of Dalit Panther, his
organization, including its Mumbai unit chief and executive president
too were not allowed. He said today's incident took place when RPI
president Ramdas Athawale and Sena executive president Uddhav
Thackeray were in a meeting in the ante-chamber. "I have not received
any call from Athawale or Uddhav Thackeray. I will ask Athawale to
reprimand his party workers. "Dalit Panther was a faction party in RPI
and henceforth I will not be with RPI. If Bal Thackeray or Uddhav
Thackeray calls me, I will think about it," he asserted.

The state government on Thursday told the Bombay high court that it
will provide adequate police protection to the defunct India United
Mills (Indu Mills) property at Dadar to prevent any further
encroachment of the land by political activists.

Members of the Republican Sena had forcibly entered the mill premises
on December 6 last year demanding handing over of the entire 12.5acre
land for the construction of a memorial of Dr BR Ambedkar.

"The state government will provide adequate security outside the mill
land to ensure that no forcible possession is taken over by anyone as
was done on December 6 last year," additional government pleader GW
Mattos informed the Bombay high court on Thursday.

A division bench of Justices DK Deshmukh and Anoop Mohta disposed of a
petition filed by the National Textile Corporation (NTC), which owns
the Indu Mills land.

The NTC had moved the HC seeking direction for the removal of
encroachers from the mill land. The activist had entered the mill land
and put up photos of Lord Buddha and a bust of Dr Ambedkar.

The activist had demanded that the central government allot the land
to the state government for building a memorial of Dr Ambedkar. The
state government swung into action only after the HC came down heavily
on the state, saying it was spineless and was not fit to govern.

Republican Sena activists had vacated the mill land on December 30
after they got an assurance from the state government on the memorial.
Recently, the Union government agreed to allot the mill land for the
development of the memorial.
