Lakhimpur Kheri (UP) : Congress leader Rahul Gandhi on Tuesday
ridiculed Mayawati government's decision to sack four ministers a day
after the announcement of Assembly polls in the state, wondering why
she had not acted against them earlier.

"It is astonishing that just a month ahead of UP polls, these
ministers were sacked while they were given four to five years to act
on their own," he told an election meeting here.

"Why did the chief minister fail to identify these ministers two,
three or four years ago? Why did she not sack them then?," he asked.

The Congress general secretary, who is on the third leg of his mass
contact programme in the state, also flayed those who have dubbed his
stays at dalit houses as "drama".

"If this is drama, I will continue to do this drama life-long," he said.

Asserting that he was not here "to win elections but to change the
face of UP" whether it takes five years or 10 years, Gandhi urged
people to vote his party to power in the state.

Listing the achievements of the Congress-led UPA government at the
Centre, he said the MGNREGA had benefited poor people across the
country.

"However, in UP, the scheme has benefited only the 'magical elephant'
sitting in Lucknow which has consumed all the money of the poor," he
said referring to irregularities in implementation of MGNREGA.

Siliguri, Dec. 25: The state government is in the process of forging a
tie-up with a Hyderabad-based professional coaching institute to train
Scheduled Caste and Scheduled Tribe youths so that they can compete in
civil service exams conducted by the UPSC.

Selections for the eight-month-long training would be made by the
organisation concerned, minister for backward classes welfare Upen
Biswas said here this afternoon.

After a meeting with officials of his department at the circuit house,
Biswas said: "We have decided to train SC and ST youths across the
state so that they can appear in the IAS and other exams conducted by
the UPSC. Every year, a batch of 50 youths — 35 SCs and 15 STs — will
be trained by the state government. We have spoken to a
Hyderabad-based enterprise and will finalise the modalities soon after
which selection of youths for the first batch will be made."

The venue of the training, whether it will be in Calcutta, Hyderabad
or any other location, would be decided later.

Biswas said the state has decided to take up a comprehensive
development plan for socio-economic improvement of Totos — one of the
primitive tribes of India, who reside in the Birpara-Madarihat block
of Jalpaiguri district. "We are also aware of the demand of the
Dhimals (another primitive tribe in Naxalbari block) to be brought
under the ST category. The government will engage experts to carry out
a scientific study of their origin and other details on the basis of
which we will act on their demand."

PALPA: Unaware about the government decision to provide Rs. 1 million
as relief to the kin of Manbir Sunar, life in Palpa is still out of
gear on Tuesday due to the daylong strike imposed by the Palpa chapter
of Nepal Rastriya Dalit Mukti Morcha in a bid to protest Sunar's
murder in Kalikot.

Sunar, a Dalit man, was beaten to death in Kalikot on December 10
after he reportedly entered the kitchen of a local hotel run by the
so-called upper class people to fire cigarette.

The meeting of the Council of Minister held at the PM's office in
Singha Durbar on Tuesday morning also directed the concerned authority
to book the guilty in Sunar murder case at the earliest.

Dalit lawmakers had been obstructing the legislature-parliament for a
long time demanding compensation to victim's family and stern action
against the guilty.

However, protesters in Palpa are still uninformed about government's
decision and strike has not been withdrawn, sources confirmed.

Palpa is approximately 296 kms drive away from Kathmandu.

Today's cabinet also took a decision to form a separate untouchability
unit at the office of the Council of Ministers and to launch a special
campaign to eliminate untouchability from the society.

LUCKNOW: Congress general secretary Rahul Gandhi on Tuesday said that
after indulging in corruption for five years, Uttar Pradesh chief
minister Mayawati was now trying to fool the voters by removing
tainted ministers from the government.

"Whom is she trying to fool by removing four ministers from the
government when one month is left for elections? Was she not aware of
their corruption in the past five years?" asked Gandhi.

"When we sent money for health schemes, Mayawati divided the health
ministry into two and posted her trusted man Babu Singh Kushwaha to
loot the money. Now that Kushwaha has fallen out of favor, he is
running to Delhi for help," Gandhi said while addressing a public
meeting in Lakhimpur Kheri.

Gandhi also questioned Mayawati's credentials as a Dalit leader and
said that when he went to drought-stricken Bundelkhand where the
Dalits were suffering the most, they wanted to know why their leader
had not even bothered to pay them a visit.

"I told them that if you think she is your leader, you should question
her absence in your hour of crisis," he said and added that finally he
took a delegation of people from Bundelkhand to the prime minister who
took barely two days to send a package of Rs 3000 for the region.

"But the money never reached them because the magic elephant (BSP's
election symbol) consumed it,"

Gandhi said that time had come for a change and it was up to the
people to usher in this change. He said that the people of UP have
wasted 22 years but now they should give five years to the Congress
and see the difference.

Gandhi said that he was not here merely to win elections. "I am here
to change UP and I will not move out until it has changed," he said.

The Congress general secretary said that in 2004 the Congress had
promised a government of aam aadmi and the fulfilled its promise.

"As a result the country showed signs of development. The poor,
farmers, common man, businessmen, industrialists all contributed and
our country developed. We made only a single promise -- that the
government would work for the common man and we have lived up to it",
he said.

Gandhi said that the UPA introduced MNREGA which provided right to employment.

"When MNREGA was launched, Mayawati said that it would not serve any
purpose. She was right because MNREGA did not work in UP because her
elephant gobbled up the money. Today, in other states, MNREGA has
benefited millions across the country and has changed the lives of so
many people. It has given them employment and self respect. Now that
we are bringing the food security bill, and she says that it is
impractical. The bill will ensure that no one goes hungry and she says
it is impractical," he said.

Gandhi said that Uttar Pradesh is responsible for the development of
other states because labourers from here work in states like Haryana,
Maharashtra, Delhi and even Ladakh. He said that he was often
ridiculed by other parties for visiting homes of the poor.

"The Opposition calls my visit a `drama' but I can assure you that I
would continue to do so because I learn about the ground realities
from those visits," he said.

Two held for thrashing dalit

TANAHUN, Dec 27: Police have arrested two persons from Ghansikuwa-1,
Nahala Tuesday on the charge of beating up a Dalit woman for touching
water pot at a public water tap.

Ajit Shrestha and his daughter Aradhana were arrested after a
complaint was lodged with District Police Office, Tanahun, on behalf
of Maya BK, 27.

Maya´s mother Bhim Maya said the duo and four others had thrashed her
for touching a water pot Sunday afternoon. Maya, who stayed in a
rented room near the Shresthas´ house, has been admitted to Ratna Hari
Hospital in Damauli with injuries on left hand and neck. Her condition
has reportedly improved.

DSP Gautam Raj Kattel said further investigations are being done and
the duo would be charged for practising untouchability. Locals,
however, are claiming that Maya has given a racial color to the clash
that arose from other petty issues.

Dalit rights activists have strongly protested the beating and
demanded stringent action against those involved in caste
discrimination. The activists even obstructed Prithvi Highway for an
hour Tuesday morning.

All the educational institutions‚ markets‚ transportations‚ industries
in the district have been brought to grinding halt.

GULMI: Life in Gulmi is out of gear since Wednesday morning due to the
daylong strike imposed by Dalit Sajha Manch Gulmi in a bid to protest
the killing of Manbir Sunar.

Sunar, a Dalit man, was thrashed to death in Kalikot on December 10
after he allegedly entered the kitchen of a local hotel run by the
so-called upper class people to light his cigarette.

Disappointed over the practice of harsh caste-system in the 21th
century which even took the form of murder, Dalit Sajha Manch has
demanded immediate action against the slayers.

The Manch has floated a 4-point demand which includes: to compensate
the victim's family; to declare the deceased a martyr; to book the
guilty; and to guarantee the higher education and job employment to
Sunar's children.

Interestingly, the government has already decided to provide Rs. 1
million as relief to the kin of Manbir Sunar.

The meeting of the Council of Minister on Tuesday directed the
concerned authority to book the guilty in Sunar murder case at the
earliest.

Cabinet also took a decision to form a separate untouchability unit at
the office of the Council of Ministers and to launch a special
campaign to eliminate untouchability from the society.

Nevertheless, all the educational institutions, markets,
transportations, industries in the district have been brought to
grinding halt.

Some of the passengers heading to Butwal and Kathmandu s have been
stranded at Tamghas, confirmed sources.

It was about ten years ago. A Bangladeshi went to London at the
invitation of a resident living there. Early one morning, the
Bangladeshi, his host in London and the host's young son went out for
a walk. At a certain point, they were going to cross the road on a
zebra-crossing. When they stood on one side of the zebra-crossing, the
green traffic signal was on. It was early morning, and the traffic was
light. With a very natural instinct, the Bangladeshi looked around,
and seeing no vehicles approaching, was about to cross the road. But
the host dissuaded him. He said to his guest in a low voice, "Please
don't do it in front of my son. He has learnt that until the red
signal goes on, he has to stand with patience. If he sees that you're
crossing the road when the green light is still on, he may learn that
sometimes rules can be broken and that I don't want my son to learn
that.'' Just look at the example! It's the mindset that counts. This
was the very thought that rambled in my mind over and over again as I
was sitting as a silent spectator at a two-day International
Conference of Dalit's held on the premises of Senate Building of Dhaka
University on 11th and 12th December, organised by Manusher Jonno
Foundation (MJF). A host of speakers from India, Nepal, Pakistan, Sri
Lanka and Bangladesh spoke in different sessions. Although these
speakers had been different in their articulations and expressions,
one very common notion echoed all through that more than 250 millions
of Dalits in South Asia (five million in Bangladesh) are very harshly
discriminated as untouchables and lower-castes by the so called
"superior societies." The majority of these groups generally consider
themselves to be "superior" in a very literal sense, as they claim
having, superior religion, superior class, superior titles, superior
educational degrees, superior professions, superior languages and
superior statuses.
Unfortunately for them, this psychological frame of alleged
superiority is starkly unscientific and illogical and it is nothing
but absolute poverty of mind.
This is why, all the while, at the Dalit Conference, my mind was
rambling around the concern the man living in London expressed to the
visiting Bangladeshi. The core point is: unless we change our mindset
we can never change others, not even our own children.
In regard to wiping out discrimination of Dalit's we need to change
our mindset first – not laws and policies as often suggested – that
there is no superior-inferior relationship among humans and in
societies in regard to any considerations whatsoever. After the change
taking place in the frames of our minds, only then can we change our
families, societies and nations at large. Laws and policies may then
follow .
At the Conference, one notable speaker was Prof Debi Chatterjee. She
came all the way from India to speak about the historical evolution of
caste system in Indian subcontinent. The whole audience, including me,
was enthralled by her mesmerising articulation and narration of how
caste system evolved in this region and how we still are perpetuating
the system in our hearts and minds. The history that she narrated was
nothing new to us, because for the last few years many such
conferences and seminars have taken place unveiling the distress and
discrimination of Dalit's in Bangladesh and South Asia at large.
The basic fact that she expressed is that this caste system which
engulfs the Dalit's had been and continues to be in existence for
thousands of years. The signs of radical change still remains very
trivial. The fundamental reason for this is nothing but the crude
sense of superiority among humans in terms our self-styled determining
factors.
So when this deep-rooted mindset against Dalit's could not be changed
in thousand of years, how can it be changed overnights? It seems quite
ridiculous to find that our observations, deductions and conclusions
are often based on the issue per se, here Dalit issue, and we frame
our recommendations for change on that particular issue. Very
normally, as there exists discrimination of Dalits based on
untouchability and as many of us have initiated programmes to address
that for whatever reasons they might be, we throw our high-pitched
recommendations to treat the Dalit's equals as humans and ask the
bodies concerned do the needful by enacting legal provisions and
initiating programmes. But the irony is that we often forget that the
recommendations and advices that we blare are equally applicable for
many other sections of people in our family and in our society. One
very common example is the domestic workers without whose support at
the households our so-called "class" people's lives would have been
miserable and their gradual ascension to "levels of classes" in terms
of economic gains would have been stunted. Let's ask ourselves how we
treat them? Is it at all better than how we treat the Dalits? Let's
stop for a moment to think how we treat the street children, the
sex-workers, the fisherfolks, the disabled people, the Adivasi's, the
river gipsies, and many other marginalised and down-trodden
communities. Don't we on many occasions address them in a degrading
tone with Tui, Tor etc?
Let me conclude this article with an encounter I had a few years ago.
One of my acquaintances belonging undoubtedly to so-called
"upper-class" and naturally having access to a "certain club" of Dhaka
meant especially for that class, warned me that I won't be having
access to that club as I don't care for a dress-code that they set for
that club-goers.
It instantly reminded me that in the caste system the lower-caste
people cannot go to the houses of upper-caste people, especially
Brahmins. Indeed, in our society we also have caste system in a
different form in terms of accumulation of asset and power. Thus we
often say someone belongs to either upper-class, upper-middle-class,
middle-class, lower-middle-class or lower-class. In our society the
people living in the upper-class are like the "Brahmins" of
caste-system. Ironically, many such "Brahmins" often rally for rights,
equality, dignity and justice of the poor and marginalised, but in
their mindset there are Brahmins living deeply-entrenched and that is
why they behave as "class-superiors" in their practical lives.
So, however hard are we try to change the status quo of inequality,
discrimination and injustice, the keep running back into the status
quo again and again.
To honestly and really bring about changes in development there is no
alternative but to keep echoing the words that Prof Debi Chatterjee
put forward at the Dalit Conference to reject the ways of the Brahmins
who maintain the caste system, for establishing the rights of the
Dalits. This advice in fact is applicable to all issues in
development, and along with a positive and pragmatic change in our
mindset, holds the key to breaking this cycle of discrimination.
