MRPS Demands SC Categorisation Bill
The MRPS threatened to intensify its agitation if the union government
fails to introduce a Bill for the categorisation of SCs in the
Parliament.

18th Nov, 2011: The Madiga Reservation Porata Samithi (MRPS) on Friday
threatened to intensify its agitation if the union government fails to
introduce a Bill for the categorisation of Scheduled Castes in the
ensuing winter session of the Parliament starting from 22 November.

Talking to media persons after submitting a memorandum to Chief
Minister N Kiran Kumar Reddy at his Camp Office, MRPS founder Manda
Krishna Madiga said that he had appealed to the CM to use his office
to prevail upon the Centre to introduce the SC categorisation Bill in
Parliament.

He said that the CM must convince UPA chairperson Sonia Gandhi to
introduce the Bill.

Krishna Madiga said that the CM has responded favourably to his
request, and that he had assured him that he would make efforts to
prevail upon the Centre over the issue.

However, he threatened to stage rallies and dharnas across AP from 14
December if the Centre fails to pass the Bill during the winter
session.

The MRPS founder said that activists would picket Hyderabad on 17 and
18 December as part of the agitation. (INN)

Missing nurse throws Rajasthan politics in disarray

A MERE RESHUFFLE of the Cabinet by Rajasthan Chief Minister Ashok
Gehlot will not end his troubles. The disappearance of Dalit nurse
Bhanwari Devi on 1 September from her village near Jodhpur is likely
to have far-reaching political repercussions. Not only has it brought
the nascent factionalism of the state Congress to the fore, it has
also resurrected the BJP's chances in the state.

After it emerged from CBI investigations that former water resources
minister Mahipal Maderna, 59, indeed had an intimate dalliance with
Bhanwari, the Congress state chief was quick to suspend him from the
core committee. This suspension has rattled the six-decade-long hold
of the Maderna family on Rajasthan politics. Maderna is the son of Jat
leader Parasram Maderna, an influential political contender among the
Jats in the Marwar region since the 1960s. The Congress has benefited
from the influence of the family in particular, and Jats in general,
in state politics. Now, the same ties could pose a challenge for
Gehlot, who seems to be battling one of the worst crises in his
career.

The party high command, already unhappy with the police firing on Meo
Muslims in Gopalgarh, Bharatpur district, in September, may be having
second thoughts about Gehlot after the inept handling of the Bhanwari
scandal. For, all the politicians exposed in the scandal have Congress
connections. In its investigation so far, apart from Maderna, the CBI
has also named Luni MLA Malkhan Singh Vishnoi and Pali MP Badriprasad
Jakhad. Malkhan's sister Indra Vishnoi has also been named in the
report. As accusations and counter-claims by these leaders fly around,
the Congress image has taken a severe beating.

SOME PARTY insiders claim Gehlot is equipped to handle such political
fiascos. It is this skill that has made redundant the services and
positions of around a dozen Jat leaders from the Congress camp. In
1998, then Congress state head Parasram Maderna was the prime
contender for chief ministership. But Gehlot beat him to it and bagged
the spot via his connections with 10, Janpath. At the time, Maderna
was the only leader who contested Gehlot's credentials for the CM
spot.

In 2008, when Gehlot was again chosen as CM at a meeting presided over
by Congress national secretary Digvijaya Singh, Maderna kicked the
door open and left. Barely three years have passed since this incident
and now his son Mahipal Maderna finds himself ousted from the Congress
— admittedly for his own faults.

According to political analysts, Digvijaya was not in the mood to
carry the burden of Maderna's liabilities around for too long. He took
advantage of the media hype around the scandal and, taking full
measure of the high command's instructions, had Maderna expelled from
the Congress. As expected, this decision has not gone down well with
the Jats.

Mahipal Maderna

In the 91st All Jat Conference in Pushkar on 10 November, Gehlot was
painted as an anti-Jat leader, with the Akhil Bharatiya Jat Mahasabha
chairman Radheshyam accusing the CM of ousting Maderna because of his
caste. It is becoming evident that the Congress will have to face the
music from the Jats in the Assembly polls two years from now. Forming
around 11-14 percent of the votebank, they have influence over 30 of
the 200 seats.

BJP leader and former CM Vasundhara Raje understands this equation
very well. It is being said that she is inching closer to the Jat
community in order to clinch the Assembly for her party and the CM's
seat for herself again. This is possibly the reason she has not come
out with any strong statement about the Bhanwari Devi incident that
might earn the ire of the Jat community. Even her adviser Digambar
Singh has this to say in Maderna's defence: "Son of a farmer makes
progress, and some in the Congress are visibly jealous. That's why all
this is happening." It is said about Raje that she doesn't hesitate in
exploring alliances and contacting the detractors of Gehlot within the
Congress. On 5 October, the birth anniversary of Parasram Maderna,
Digambar Singh met Mahipal Maderna. This unusual step of Vasundhara's
adviser (and also former minister of Gehlot) might just add a twist in
the next state elections.

Where is Bhanwari Devi?

The police and CBI are still clueless about the nurse's whereabouts

SIX WEEKS have passed since the CBI took over the case. Bhanwari's
husband Amarchand had filed a petition in the Jodhpur Bench of the
Rajasthan High Court asking for a case to be registered against
Mahipal Maderna. The court directed the police to add Maderna's name
in the FIR accusing him of rape, kidnapping and murder. The case was
transferred to the CBI within 15 days of her disappearance.

So far, the CBI has arrested three suspects — Sohan Bishnoi, Baliya
Jat and Shahabuddin — in this regard. In addition to this, the alleged
mastermind of the abduction, Sahiram Bishnoi, has been declared
absconding by the court.

The investigation by the CBI has two aims: to find Bhanwari dead or
alive, and to arrest the prime accused Sahiram Bishnoi. The agency
claims the mystery will be solved with his arrest. However, the court
has been less than pleased with the pace of the investigation.

On 14 November, Chief Justices Govind Mathur and Narendra Kumar Jain
admonished the CBI, saying the probe cannot be dragged on forever. The
court added that it did not want the investigation going the way of
the Aarushi murder case.

WHAT IS actually fading very fast from the public stage in the
political mayhem is concern about Bhanwari Devi's whereabouts. She has
typically been depicted as an evil temptress. Video clippings have
emerged suggesting she was trying to extort money for a CD of her
meetings +with Maderna. Analysing this social phenomenon of vilifying
a woman in trouble, Professor Rajiv Gupta of Rajasthan University has
an interesting insight. He says when a man takes advantage of a woman,
he should not think the business of 'using' is one-sided. "Truth is,
when you're going about doing your business and using the other
person, you're also raising her expectations," he explains.
"Naturally, the other person will also try to take advantage. But the
man never wants it to be a twoway street. Then, when he says no to
something, society calls it blackmail."

Communist leader Srilata Swaminathan too concurs that when some women
face chronic sexual harassment, they start to see the possibilities of
extracting some mileage. Which is why Bhanwari Devi took such a step.

One aspect of the Bhanwari scandal points to the political subjugation
of women. Visram Meena of the All India Scheduled Caste Federation
says often some women are transferred to remote areas and made to
arrive at a compromise (to prevent the transfer) through various
representatives. Once the woman gets caught in this mess, she falls
victim to the very people she'd trusted to help her out.

MLAs exercise discretionary power over state employees' transfers,
promotions, etc. According to Moola Ram, a leader of Scheduled Castes
and Tribes in Jodhpur, sexual exploitation of women involved in
Panchayati Raj also takes place in a similar way: at the MLA's will.

Bhanwari and Maderna met for the first time when the issue of the
former's transfer from Jaisalmer to Borunda came up. It is from here
that she got tossed into the political fray and those who promised her
an MLA ticket or Zila Parishad membership only gave false hopes.

The character assassination of Bhanwari has also extended to saying
that she belongs to the Nat caste, dance and theatre being their
traditional occupation.

Maderna's wife Leela, who is president of the State Cooperative Bank,
has the same argument to offer. "This has been going on since the days
of kings," she told TEHELKA. People associated with the politics of
caste are of the opinion that her caste is being targeted to weaken
her case. Even if she is from the Nat community, the politicians have
exploited her caste to their advantage. Moola Ram says that the number
of government officials in Rajasthan belonging to the Nat caste is
just 15-20. Hence Bhanwari's voice has got suppressed in the corridors
of power.

It is also being projected that Bhanwari, who had a wide reach in
higher political circles, was earning well and living a life of luxury
in spite of coming from a modest background. Social activist
Chakraram, associated with Bhanwari's family, says that even he was
amazed by the massive property shown on TV as belonging to Bhanwari.
He says that the worth of Bhanwari's property might run into a few
lakhs, but is being projected out of proportion.

The malicious rumour-mongering has also extended to Bhanwari's
daughter Ashwini — that she studies in one of the most expensive
schools in Jaipur. In reality, she is a Class 10 student in a
government-run girls' high school.

With various 'parties' involved in the scandal washing their hands off
the issue, only her family worries about the whereabouts of Bhanwari
Devi.

Nashik, Nov 18 (PTI) Republican Party of India (RPI) President Ramdas
Athawale today supported the Shiv Sena and BJP's demand for a minimum
support price of Rs 6,000 per quintal of cotton. Talking to reporters
here, the former Lok Sabha MP said the demand was justified. RPI will
take out a "funeral procession" of the Congress-NCP-led Democratic
Front Government in Mumbai tomorrow, he said. Athawale hoped the newly
formed Sena-BJP-RPI alliance will win majority of the municipal
council and corporation polls due early next year as Dalit voters have
changed their mind considering his party's 20-year-long "bad
experience" of allying with Congress and NCP. Asked whether RPI was
following Uttar Pradesh Chief Minister Mayawati's pattern of "social
engineering" in the local body polls in Maharashtra, he said "we are
adopting political engineering." To a question, the former Minister
said BJP won the last month's bypoll to Khadakwasla Assembly seat in
Pune district due to RPI's Dalit votes. The RPI leader slammed Union
Minister Sharad Pawar, saying he had formed his party NCP over the
foreign origin issue of Congress President Sonia Gandhi, but later
joined hands with the same outfit. "Both Congress and NCP came
together for power. But the Shiv Sena, BJP and RPI have come together
on the basis of a common programme," Athawale maintained. Athawale
demanded 30 seats in the poll-bound Nashik Municipal Corporation
(NMC), currently ruled by the saffron combine. Supporting social
worker Anna Hazare's agitation for a strong Lokpal Bill, Athawale said
the Gandhian should take RPI members on his core committee.

The 'dalit messiah' just dropped a bombshell last Tuesday kicking up a
huge debate across the nation. The decision of Mayawati, the
undisputed queen-bee of dalits, to split Uttar Pradesh into four
smaller states is definitely a masterstroke against her political
rivals.

On the face of it, the maverick Mayawati's move is on solid grounds of
'easy and effective' governance of smaller states. To put the Congress
government at the centre on the backfoot, she will pilot a bill in the
state assembly shortly to carve up the state in four slices. There is
little doubt that once this happens, it will only stoke the fires for
creating Telangana out of Andhra Pradesh and Vidharbha from
Maharashtra.

Mayawati, who catapulted to become the first dalit woman chief
minister way back in 1997 at 39 years, has her reasons for the
unexpected move. State assembly elections are round the corner and she
is seeking a re-election with main campaign theme to take governance
to people's doorstep via small states.

It is also aimed at taking the sheen away from possible attack from
Congress against her government on corruption, land problems faced by
farmers and unkept promises she had made five years ago. Not only has
she revived a national debate on reorganisation of states but also
effectively neutralised her one-time friend-turned-foe, Ajit Singh,
the powerful Jat leader who was the first to demand Harit Pradesh out
of western UP.

Yet, things may not go hunky dory for Mayawati who rallied dalits in
past two decades along with her mentor Kanshiram, leading the charge
in social engineering of electorate that is already fractious on caste
lines. For instance, her move to carve out the poorest region,
Bhundelkhand, as one state, does not stand to scrutiny given the fact
that the seven districts identified, lack resources, infrastructure
and resource generation avenues. Also, 10 years after the erstwhile
NDA government carved out Uttarakhand, Chhattisgarh and Jharkhand from
Uttar Pradesh, Madhya Pradesh and Bihar respectively, the results are
mixed. All the three young states are still to make a mark on either
economic growth or human development index parameters.

In fact, Mayawati's rise from her modest background was termed by the
late prime minister PV Narasimha Rao as 'miracle of Indian democracy'.
Mayawati, today, is considered the richest chief minister as per her
income-tax filings. Interesting is the story of how Kanshiram pulled
her into the electoral battlefield. As Mayawati aspired to become an
IAS officer, according to her biographer Ajay Bose, Kanshiram told
her, "I can make you such a big leader that not one but a whole row of
IAS officers will line up for your orders".

And that's come true, but not without its share of controversies,
charges of corruption hurled at her, and accusations of being a
'whimsical leader' with a penchant for spreading hatred against upper
caste Hindus whom she later embraced to broadbase her political
following.

Yet, no one would deny that she has survived many a battle and
continues to battle it out. You never know what is in store.

To woo Dalits and other backward classes in Uttar Pradesh ahead of the
2012 Assembly polls, ruling BSP will hold a state-level conference for
the communities here on November 27.

The convention will be addressed by chief minister and BSP supremo
Mayawati in which office bearers and party
workers from all over the state would participate.

Mayawati, who succeeded in catapulting herself to power in the state
through her social engineering formula, wants to consolidate the Dalit
and backward vote bank of BSP by giving them a message in the
convention.

Residents of Nuapada village under Patkura Police Station on Wednesday
ransacked the thatched house of a Dalit woman in the village,
suspecting that she might have stolen gold and silver ornaments from
the local Kali temple on Tuesday night, said Patkura IIC Kartik
Mallick.

According to Mallick, some miscreants, on Tuesday night, broke the
temple door and stole away gold and silver ornaments.

The next day, some villagers suspected that Basanti Das, a Dalit woman
who lives in a thatched house near the temple might have committed the
burglary.

Enraged, they ransacked her house and allegedly took away a bi-cycle
and some paddy.

Both sides have lodged FIRs with the police but none is arrested so far.

The Republican Party of India led by Ramdas Athavale has taken the
centre stage in state politics — a worrying sign for the
Congress-Nationalist Congress Party combine.

The combine reckons that even if the small dalit pockets dotted in
every constituency shift loyalties to the Shiv Sena-Bharatiya Janata
Party alliance, it will upset the poll mathematics of Congress-NCP.
Athavale has already declared his mission is to drive deputy chief
minister Ajit Pawar out of home turf Pune. The battle is now against
Congress and NCP, he asserted.

An in-house study conducted by Congress and NCP indicated the RPI will
play a significant role in damaging the electoral prospects of
Congress and NCP in parts of western Maharashtra, Vidarbha and Mumbai.

The elections for 27 zilla parishads, 196 municipal councils, 310
panchayats and 14 municipal corporations in the state will take place
between December and February.

In Vidarbha, dominant dalit leaders, such as Yogendra Kawade and
Prakash Ambedkar, have always worked against the Congress. The RPI
factor will further consolidate the anti-Congress platform.

But western Maharashtra,for the first time, faces the wrath of
Athavale's party. RPI's decision to enter into alliance with Sena-BJP
to teach Congress and NCP a lesson has upset the ruling parties
calculations as 10.5% dalits vote bank was always taken for granted.
Athavale, who is most popular dalit leaders in Maharashtra, wields
clout among 6% of this 10.5% vote bank.
NCP president Sharad Pawar has urged the state unit leaders to counter
RPI by winning the trust of local dalit leaders in their respective
districts, but the party has not made much headway in the last six
months to win the support of influential local dalit players.

The Congress is banking on its old guard MP Eknath Gaikwad and former
minister Chandrakant Handore to arrest the drift of dalits from
Congress in Mumbai.

The Congress plans to whip up the issues of renaming Dadar station Dr
BR Ambedkar and redevelopment of Chaityabhoomi to strike an emotive
chord with dalits.

Dalit writer Arjun Dangle said: "The generation next of dalits believe
in pragmatic politics. They are not going to fall prey to such emotive
gimmicks which Congress has played for 40 years. A dalit youth is
wants to know what Congress can offer for their emancipation."

Even political managers in Congress admit that in local bodies
elections even a vote bank between 500 to 5,000 can make a huge
impact.

Dalit political observer Tushar Jagtap said: "The RPI factor cannot be
undermined as it has presence in every constituency. Unless
effectively countered, the RPI factor in Sena-BJP alliance can alter
the face of politics."

In the last elections, the Maharashtra Navnirman Sena (MNS) had split
the Marathi votes helping to enhance the Congress results.
Now, it is feared that dalit voters can help negate the MNS factor as
Marathi voters remain the common factor for both MNS and RPI.

all ST/SC/OBC/SEBC students studying at Post- Matriculation or

students pursuing their studies inside the State to avail Post-Matric
Scholarship is dt.5.12.2011 and in case of the students pursuing their
studies outside the State is on dt.15.12.2011. Submission of
application through ONLINE beyond the date will not be entertained by
the system. This scholarship is provided to SC/ST students whose
parent's income from all sources do not exceed Rs.2.00 lakh and that

Bangalore: Yoga Guru, Baba Ramdev blessed UP chief Minister and the
BSP leader, Mayawati by complimenting that she would be a better prime
minister than Rahul Gandhi. She is already facing great attacks from
the opposition for corruption misgovernance and this appreciation from
the yoga Guru must have surely got others goose bumps.
Mayawati Will be a Better PM than Rahul: Ramdev

Ramdev is on the roads of U.P to gather support from people for his
campaign against corruption. When the question was raised if he is
afraid of Mayawati, Ramdev said, "Behenji (Mayawati) appears to be
'hard' but is 'soft' from inside." He also added that UP CM has more
political and administrative skills to be the PM of India and Rahul is
still a rising politician.

Ramdev says not against anyone in particular but all he wants is a
corruption free country. He also said, Rahul should win the confidence
of the Indian public by bringing back the black money stored in
foreign countries and not act according to the people who flatter
about him. If he accomplishes these tasks, he would be a worthy PM.
"Though Manmohan Singh is personally very honest, he has been made
helpless by the groups of corrupt people around him," the yoga guru
said. "If such a situation is allowed to prevail, it appears that the
next session of the parliament would have to be convened at the Tihar
Jail, he added.

She's seeking a role beyond a state, but reorganising UP is overdue

When an empress or emperor suo motu begins the process of dismembering
the empire, we need to probe beneath the surface. For starters, the
hacking would have been initiated because of perceived gains in the
short run. Secondly, the process would also have been started because
of the confidence of being able to reinvent oneself in the
post-disintegration scenario. But, more importantly, the process may
have been initiated because of the realisation that sooner or later
the empire will either wilt on its own or the demand for dismantling
it would come from other quarters—then it would be too late to claim
any credit.

Mayawati is no empress yet. But the 2007 assembly polls in Uttar
Pradesh had elevated her to the level of a chieftain. With elections
round the corner, she has seized the initiative by calling for
dismantling the very state that gave her a comfortable majority. So
why has Behenji initiated the process of splitting UP into four new
states? To begin with, she knows that there is no way that new states
will be formed immediatel, while the resolution will enable her to
seek votes in the name of the promised lands.

Beyond this short-term electoral strategy lies a larger gameplan. The
Bahujan Samaj Party—like most other political parties with political
influence restricted to a state or two—has been a closely-held
organisation where the writ of the 'leader' runs large. In UP, the
party and government are synonymous with each other. By initiating the
formation of smaller states in place of the behemoth, Mayawati has
indicated that her sights are now set beyond the state.

She can neither be chief minister of all the four new states nor will
she be content with being CM of just one state. Clearly, she is
envisioning a bigger role for herself beyond today's UP. With this
move, Mayawati has indicated that she is prepared for regional
chieftains to emerge in the party. Purely from the point of
democratising Indian political parties, this is a positive outcome.

She has also made this move because she realises that states will only
become smaller in years to come. Instead of regional satraps being
firmly entrenched in a single state—as they are now—they will
henceforth have to wield political influence spread over a clutch of
states to emerge as gamechangers at the Centre in the coalition era.

The manner in which the Centre has (mis)handled the Telangana issue
has only upped the ante of votaries of smaller states. Movements for a
separate Vidarbha, Marathwada, Saurashtra, Mithilanchal, Bhojpur,
Coorg and several more are just waiting for the right moment to kick
off and add to the ongoing agitation for Gorkhaland.

The matter of reorganisation of states has engaged the political
leadership from the time of Independence. The Constituent Assembly
even appointed a committee and this was followed by the Nehru
government's decision in 1953 to establish the States Reorganisation
Commission (SRC) whose report formed the basis of redrawing India's
political map in 1956 and again in 1960. There were several
contradictions—and unresolved issues—in the SRC report. This has been
evident in the manner in which states were recast periodically—the
latest being in 2000 when Jharkhand, Uttarakhand and Chhattisgarh were
formed.

Unfortunately, the SRC did not sufficiently examine the option of
restructuring UP given its identity as 'heartland' and the belief that
whoever governed the state would rule India. The Congress clearly did
not wish to restructure UP, given its political hegemony in the state.
Even when Uttarakhand was hived off, few questions were raised about
the historical falsity of UP.

The behemoth was established as an administrative entity because of
the colonial conquest of what was initially called Upper India and
later became United Province. The Congress did not tamper with this
unit because of its emergence as a nationalist bastion during the
freedom struggle. But contradictions remained between people over
culture, dialect and political choice.

After having dragged its feet on forming a second states
reorganisation commission, the Centre must act swiftly if it does not
want a dozen Telangana-like situations in different corners of India.
Redrawing India's political map has become imperative as there is no
single principle in existence.

If Maharashtra and Gujarat exist separately for linguistic reasons,
then Chhattisgarh was carved out of MP for reasons of regional neglect
and development. This duplicity has to end. Smaller states will force
parties to become more democratic as 'high commands' will have more
chieftains to contend with. This would be good for Indian polity.

MGNREGA irregularities: Mayawati hits back at Jairam Ramesh

LUCKNOW: Hitting back at Rural Development Minister Jairam Ramesh over
the MNREGA irregularities issue, UP Chief Minister Mayawati today
asked if any other state was being "harassed" in a similar manner and
whether such an environment was being created "deliberately".

Questioning as to how so many shortcomings have surfaced all of a
sudden, Mayawati said it was improper to give "baseless" information
on the implementation of the scheme in the state.

Reading out the Chief Minister's statement at a press conference here,
Cabinet Secretary Shashank Shekhar Singh said, "The CM has said that
giving entirely baseless and misleading information is not proper. She
has requested that the Rural Development Minister should take
immediate steps to bring transparency in MNREGA".

In a recent letter to Mayawati, Ramesh had accused her of protecting
those involved in alleged irregularities in implementation of MNREGA
in some districts while providing names of corrupt officials.

He had cited instances of alleged irregularities and corruption in the
implementation of the scheme in Balrampur, Gonda, Mahoba, Sonbhadra,
Kushinagar, Mirzapur and Sant Kabir Nagar.

Singh said the letter written by Ramesh was received by the state
government yesterday, whereas it was circulated to the media on
November 17 itself.

"The CM wants to know whether any other state is being harassed in a
similar manner by writing letters regularly. Whether such an
environment is being created deliberately," he said.

Singh claimed UP was one of the best performing states in the country
as far as question of MNREGA was concerned.

"The CM has asked that how come so many shortcoming surfaced all of a
sudden," he said.
