Jodhpur: All India Confederation of SC/ST Organisation on Thursday
sought resignation of Chief Minister Ashok Gehlot after a CD,
allegedly showing state minister Mahipal Maderna in compromising
position with missing nurse Bhanwari Devi, was aired by a TV channel.

In a joint statement, Secretary of the confederation Vishram Meena and
four others said the state government has been trying to protect
Maderna for long in the case. "Gehlot government has no morale right
to stay in power, said Meena.

The confederation also sough immediate arrest of Maderna who was
quizzed by the CBI earlier in the day over his alleged involvement in
the disappearance of Bhanwari Devi. The questioning may continue
Friday.

"The questioning is likely to continue tomorrow (Friday). He has
assured us of full cooperation and has given some valuable information
regarding the case," said a CBI official in Delhi.

Bhanwari Devi had gone missing from Jodhpur's Bilara area since
September 1. On October 16, Chief Minister Ashok Gehlot sacked Maderna
from the cabinet over allegations that he had a role in her
disappearance as she was blackmailing him on the basis of the CD.

New Delhi: The CBI team submitted its progress report to the Rajashtan
High Court on Friday in the Bhanwari Devi case. The CBI told the court
that it needs help from Rajasthan police.

The next hearing is set for November 14 in the case.

CNN-IBN has exclusively accessed details of the investigation, which
suggest that Rajasthan minister Mahipal Maderna plays a key role in
Bhanwari's mysterious disappearance.

The CBI on Friday will continue questioning former Maderna for the second day.

The Dalit nurse has been missing for over 70 days now and Maderna has
been charged with her kidnapping, rape and murder.

The CBI is expected to submit its progress report to the High Court on Friday.

CNN-IBN has exclusively accessed details of the investigation, which
suggest that a sleaze CD could be the cause of Bhanwari's mysterious
disappearance.

Sources say that the CD featured Bhanwari and former minister Mahipal
Maderna was used by her for blackmail. But the CBI is yet to recover
the CD in question. Also the camera and computer used to make it.

The CBI on Thursday questioned Maderna in the case. Sources say that
he has admitted to close links to the missing nurse.

On September 1, the day she went missing, Bhanwari accompanied three
men - Sohan, Shahabuddin and Khamba Ram to Bilara to sell her car.
While Khambha drove Bhanwari's car, the rest followed in a Bolero .

Sources say Shahabuddin was the purchaser. Significantly, Shahabuddin
was introduced to her as Raju Seth while Bhanwari called herself
Babli. The trio were together till 11 pm on September 1 and were
joined by Sahi Ram.

The CBI suspects Sahi Ram and Shahabuddin may have kidnapped Bhanwari
and then handed her over to another gang, which could have murdered
her.

NEW DELHI: A government panel wants the Centre to initiate legal
measures to split the Other Backward Classes (OBCs) into subgroups
based on their socio-economic status, in what is the first show of
official intent to categorize the monolith group.

The panel has suggested that the mass of thousands of backward castes
presently part of an umbrella OBC list be divided into distinct
categories of "backward" and "most backward".

The landmark initiative, with implications for OBC mobilization and
apportioning of reservation benefits, may gather momentum from next
year if the government accepts it as a policy objective.

The government's plans may invite resistance from the dominant
sections since it will shrink their share in the 27% reservation pie
to a fraction proportionate to their share of the total OBC
population.

The government's plan to divide the OBCs will be a boon for the weaker
"backwards" who are far more numerous but are unable to compete with
the well-off backwards for quota benefits because of their education
handicap.

The 'quota within OBC quota' thinking is in line with the views of
National Commission for Backward Classes, as reported by TOI on May
27. The sub-categorization of OBCs will change the way quota politics
has been run since the advent of Mandal commission which introduced
job reservation for OBCs in central bodies. The Mandal policy turned
OBCs into a crucial political force, forcing a churn in the upper
caste-dominated politics. However, the OBC monolith has started
disintegrating because of the resentment among the Most Backward
Classes (MBCs) over the domination of the "creamy layer". The last few
years have seen them emerge from the shadow of Yadavs and Kurmis to be
a factor in the electoral success of Mayawati and Nitish Kumar.

While the sub-division is already in force in many states, successive
regimes at the Centre have avoided following suit for fear of backlash
from the dominant groups. It is to be seen if the UPA will keep the
recommendation of the Planning Commission's subgroup on 'empowerment
of OBCs' as part of its policy objective for the new plan period.

NCBC chairman M N Rao had told TOI that the treatment of OBCs as a
monolith had led to iniquitous distribution of quota benefits with
dominant groups monopolizing the fruit of reservation. Advocating
sub-division, he said, "A stonecutter and a goldsmith cannot be lumped
together and asked to compete for a job." A preliminary discussion had
earlier taken place between the commission and the social justice
ministry.

MBCs have long complained that with their lower level of education,
they are unable to compete with the strong backward castes. They have
argued that weaker castes be asked to compete only against each other
to ensure a levelplaying field for quota benefits. Significantly, the
Congress-a late comer to OBC politics-has taken baby steps to court
the MBCs. Unable to effectively woo the dominant groups, the party is
trying to reach out to MBCs in the upcoming UP polls with a spike in
party tickets for their members.

After blocking Prime Minister Manmohan Singh's letter to school
children, the Uttar Pradesh government has decided that chief minister
Mayawati's letter will be read out across three lakh schools in the
state on Friday, the National Education Day. In her missive to
students, Mayawati has
described how despite being born in a poor family, she went on to
become the chief minister of the country's most populous state four
times, a task she credited to education.

"I want you to be regular in attending classes, seek solutions to your
problems from your teachers so that you could develop as responsible
citizens," the CM's missive reads.

She also said, "Today, if all children have a right to free and
compulsory education, it is only due to Baba Ambedkar."

Referring to her achievements, Mayawati said, "Despite braving
hardships, I did better than my brothers in academics, finally getting
a BA degree and a degree in law from Delhi University after which I
became a teacher in a government school."

The CM's missive ends with a passionate appeal to children to use
education as a tool for achieving great success in life.

LUCKNOW: Uttar Pradesh chief minister Mayawati on Thursday wrote a
letter to the children of the state on the eve of the National
Education Day. In her letter, Maya stressed on the importance of
education, and said, "The Indian Constitution drafted by Dr Bhimrao
Ambedkar has the provision of free and compulsory education till the
age of 14 years. Dr Ambedkar during his student days had to fight
against the evil practices prevailing in the society. But, owing to
his determination, he was able to carve a niche for himself."

The CM also cited numerous examples from her own life and the
progressive thinking of her grandfather Mangal Sen, who did not
differentiate among his grandchildren. "Owing my hardwork and
dedication, I was able to complete my higher education and then became
a teacher in a government school. After this, I became a social
worker, and today I have become the chief minister of India's most
populous state for the fourth time. I believe that you too can scale
greater heights in life and serve the nation, state and the society,"
she said.

Drawing attention towards the infrastructure, Maya said, "Sometime
back facilities in most of the places were lacking. However, our
endeavour is to ensure that every child irrespective of his social,
economic and religious status is able to get himself educated."

"I also expect that you (children) would be present in the regularly,
learn things in a co-ordial atmosphere and clear your doubts on any
topic with your teachers," she said, while concluding her letter.

The birthday of Maulana Abul Kalam Azad, an eminent educationist and a
great leader of India's freedom struggle is celebrated on November 11
every year as National Education Day.

All-India yatra for landless dalits, tribals

Guntur: With a view to obtaining lands for Dalits and the poor, the
Jan Satyagrah Samvad has taken up a yatra from Kanyakumari to Kashmir.
The yatra reached Guntur on Saturday.

A `Bhoo darbar' was organised under the aegis of Dalit Bahujan Front
in front of Collectorate here on Saturday to mark the arrival of the
yatra. National Land Reforms Council member PV Rajagopal participated
in the darbar.

The yatra started from Kanyakumari on October 2. Expressing solidarity
with personalities and organisations striving for land reforms, the
yatra will cover 339 districts in 24 states before ending in Kashmir
in October 2012.

After consultations and talks with government officials, struggling
forces and various party leaders, the Jan Satyagrah Samvad will
organise a padayatra with one lakh people from Gwalior to Delhi in
October 2012.

The yatra entered Andhra Pradesh at Varadayapalem in Chittoor district
on November 2. The organisers of the yatra revealed that more than
1,000 organisations all over the nation fighting for land reforms and
about 50 international voluntary organisations were supporting the
yatra.

Mr Rajagopal said Dalits were not born landless but were denied the
lands gradually. Similarly, tribals lost their rights on forest lands
owing to the draconian acts passed by Centre and State Governments.
Now, it is the turn of farmers who have been robbed of their lands in
the name of Special Economic Zones (SEZs).

The Jan Satyagrah Samvad has been demanding the government to lease
out endowment lands to the poor, dalit and tribals of the same
village. Dalits should be provided with title deeds for lands under
streams, tanks and waste lands.

Without differentiating between tribals and non-tribals, they should
be accorded rights over the land under Forest Rights Act. A special
cell should be created to distribute encroached lands. No lands of the
poor should be acquired for projects and land distribution should be
made a continuous process.

For the implementation of Koneru Ranga Rao Committee recommendations,
a special panel should be formed with a special officer and the
inclusion of people's organisations. House sites should be provided to
all the eligible.

By "wasting thousands of crore" on constructing parks and memorials,
the Mayawati government has "killed" the ideology of Bhimrao Ambedkar,
who had said that the ruler who spends public money on unproductive
works is a criminal, BJP leader Rajnath Singh said on Wednesday.

"Dr Ambedkar had said that the ruler who spends public money on
unproductive works is a criminal of people," Singh said while starting
second phase of his 'Jan Swabhiman Yatra' at Bahraich.

By wasting thousands of crore rupees on constructing parks, memorials
and erecting her own statue Mayawati, who takes name of Ambedkar in
each meeting, has killed his ideology, Singh alleged.

BJP Wednesday launched second phase of two Jan Swabhiman Yatra from
Bahraich and Hamirpur led by Rajnath Singh and Kalraj Mishra
respectively.

The BJP leader said that if the party forms government in the state
then an inquiry into irregularities in MNREGA would ordered and
whosoever is found guilty would be jailed.

Farmers would get agricultural loan at the rate of one per cent,
employment would be given to 50 lakh youths and young businessmen
would get loan at the rate of three per cent to start their own
business if BJP comes to power, he said.

In Hamirpur, BJP national vice-president Kalraj Mishra while attacking
BSP government said that infrastructure including roads, bridges and

At midday in Dharavi, Mumbai's largest slum, the mercury rises close
to 40°C as Sungha Bhain takes a break from working a cumbersome
masala-paste machine.

"I've had my own business over 10 years," the 60-year-old grandmother
says amid a cloud of red chilli dust. "We sell the paste on the market
for 100 rupees [Dh7.36] per kilo. This is India's most popular spice,
so thankfully there is always a demand for it."

Ms Bhain is one of thousands of Dalit, or untouchable, entrepreneurs
in Dharavi who are set to get a boost from affirmative action
legislation.

The cabinet has passed a public procurement law that commits all
government departments to make at least 4 per cent of total purchases
from businesses run by people from Dalit and tribal communities.

The arrangement will provide a substantial windfall as the
government's procurement department spends about US$7 billion
(Dh25.71bn) annually on supplies such as stationery and office
furniture.

It is estimated that Dalit-owned enterprises contribute 5 per cent to
India's GDP, which, according to the World Bank, was $1.73 trillion
last year. These figures alone make this informal sector one of the
largest contributors to growth, says Sheetal Kumbhar, the senior
executiveof the Dalit Indian Chamber of Commerce & Industry.

"This is massively important sector but also at the same time the one
that is most neglected. There cannot be inclusive growth in this
country without taking a note of this sector," Mr Kumbhar said.

Dalits are being noticed elsewhere, too. The US private-equity company
Warburg Pincus is in talks with several Dalit-led enterprises, Mr
Kumbhar says. There is also talk of the Indian government creating a
Dalit venture capital fund. Small businesses in Dharavi alone turn
over about $1bn annually, according to Reality Gives, a charity that
works in Dharavi.

But few of Dharavi's small businesses have employed standard
bookkeeping methods or accountants or have been officially registered.
Most businesses operate in small areas, often with old-fashioned
machinery. Pen, pad and calculator is the usual style of accounting.

Dalit businesses, however, are vital to keeping Mumbai running.
Five-star hotels use them for their laundry, restaurants get their
poppadoms from Dharavi, and richer folk have their repairs done by the
sector - anything from curtains to fridges.

Getting credit to expand has been a traditional stumbling block for
Dalit enterprises.

"The hardest part for Dalit enterprises are getting the loans.
"Traditionally they have been left outside the formal banking system
and therefore getting loans to grow their businesses has been near
impossible," says Mr Kumbhar. Many Dalit families work in the Gulf. No
accurate data is available on how many Indian families in the Gulf
could be classified as Dalits since the sector is disorganised, but
the number is "in hundreds of thousands if not in millions, since most
are working in the informal sector jobs," according to the chamber of
commerce.

People who work in the sector are ambitious and hard-working.

For Dalit families wanting to start businesses on their return from
the Gulf, help is at hand from the chamber.

"These people lack formal education but it doesn't mean they are short
on drive," says Mr Kumbhar. "On the contrary, if there is a way out of
poverty, people are willing to go for it and establish their own …

Congress floats SRC balloon on Telangana

HYDERABAD: Taken aback by the reported moves of Uttar Pradesh chief
minister Mayawati to divide the state into four parts while an
agitation for a separate state is raging in Andhra Pradesh, the
Congress high command on Wednesday floated the idea of the
constitution of a second States Reorganization Commission (SRC) to
look into all such demands.

In Bhopal, Digvijay Singh, AICC general secretary incharge of UP, said
that Congress' stand on demands for smaller states has always been
clear. "A second SRC alone can address such issues," he said while
commenting on Mayawati's resolution in the UP assembly in support of
the division of that state into smaller ones in the winter session.
Digvijay also confirmed that the UP CM has written to the Centre on
the issue.

In New Delhi, Congress spokesperson Rashid Alvi told the media that
the grand old party is for setting up of a commission to address the
demand for smaller states. More importantly, from AP's point of view,
the spokesperson said in reply to a question that such acommission
will also look into the demand for Telangana as well.

While the statements by these two party functionaries cannot be as yet
attributed as the official stance of the Congress sans an announcement
to that effect, AICC sources said the general idea was to gauge the
response to the idea of a second SRC to raging demands like Telangana
and new ones put forth by Mayawati. "The initial idea was to set up a
Telangana regional council.But with Mayawati breathing down our back
ahead of the assembly elections in UP next year with the demand for
the splitting up of that state into smaller ones, a second SRC appears
to be the solution to address all such demands which are sure to
increase in the wake of the Telangana agitation and the UP CM's move,"
said the sources.

But in Hyderabad, the Telangana Rashtra Samithi (TRS), which is
spearheading the separate state agitation, made it clear that the
constitution of a second SRC as an answer to creation of Telangana
will not be acceptable to the people of the region.

"If the Congress goes ahead with such a move, we will ensure that it
is wiped out from the political arena in the region for good," said
TRS legislature party floor leader Etala Rajender. T Harish Rao,
another leader, said this would amount to cheating and that his party
would oppose it tooth and nail and ensure that the Congress pays a
heavy price for yet another betrayal of the people of the region. The
reported second SRC move of the Congress is slated to be discussed at
the TRS Politburo on Thursday.
