The Maharashtra government will reply today on a PIL on whether the
release of Prakash Jha's Aarakshan could pose a law and order problem.
The hearing is expected around 3 pm.

The Censor Board has already given the film a UA rating after inviting
four persons from the reserved communities to view it at the board's
screening.

The Bombay High Court on Wednesday (Aug 3) issued notice to the
Maharashtra government directing them to file a reply on whether there
are possibilities of law and order problems after the release of the
film which has landed in a row for its alleged anti-reservation stand.

A division bench of Justices D D Sinha and A R Joshi was hearing a
petition filed by two advocates stating that the film is
anti-reservation and was likely to cause disharmony in the community.
"The Additional Chief Secretary of State Home department will file a
reply regarding possibility of law and order problems after the film
is released and if there is any problem, the state government is
well-equipped to handle the situation," Justice Sinha ordered.

The Petitioner's lawyer Sanghraj Rupwate argued that Jha, who had on
Tuesday (Aug 2) claimed that he would not screen the movie to any
political party, had earlier agreed to hold a special preview of the
movie for Uttar Pradesh Chief Minister Mayawati. Counsel for Jha,
Venkatesh Dhond however refuted this and reiterated that the movie
will not be screened for any political party or leader before its
release.

Jha had also refuted allegations that the movie was anti-reservation
and had in an affidavit said that the movie was based on the
commercialisation of education system in present society and was not
anti-reservation or Anti-Dalit.

Earlier, Amitabh Bachchan and director Prakhash Jha were asked to
cancel their scheduled interaction with students in Lucknow on
Thursday (Aug 5) to discuss the film.

Mayawati's government had said that the discussion with students could
pose a potential law and order problem. In a letter, officials said
that the scheduled meeting at Lucknow University could provoke
protests by political parties.

Mr Bachchan tweeted several times to express his disappointment:

"And now the bad news .. our Lucknow trip tomorrow cancelled because
the U.P administration withdraws all permission to conduct promo."

"The administration does not allow us to enter the city..unofficial
reports by police say they have instructions to arrest us if we do."

"They say it is a sensitive subject and do not want us to enter the
city even...without even seeing the film, duly Censored ?? Strange"

Mr Bachchan is now in Delhi for the next leg of the film's promotion.

The film also stars Saif Ali Khan, Deepika Padukone and Manoj Bajpai.
It releases on August 12.

Centrally Sponsored Scheme of Post-Matric Scholarship for students
belonging to Other Backward Classes (PMS-OBC)

The Cabinet committee on Economic Affairs (CCEA) has approved the
proposal of Ministry of Social Justice and Empowerment for revision of
the existing Centrally sponsored Scheme of Post-Matric Scholarship for
students belonging to Other Backward Classes with revised norms w.e.f.
1.7.2011.

2. Point-wise details:-

(i) The existing parental income ceiling for eligibility has
been raised from Rs. 44,500/- to Rs. 100 lakh per annum.

(ii) Increase in maintenance and other allowances of the OBC
students (Annexure).

(iii) The Scholars will be categorised in four groups.

3. Background:

The Centrally Sponsored Scheme of PMS for OBCs is being
implemented since 1998-99 to address the problem of educational
backwardness of OBCs. The Scheme is an intervention of the Union
Government in order to provide financial assistance for pursuing
recognised Post-Matriculation Courses through recognised institutions
in India to students belonging to OBCs, as notified by the Central/
concerned State Government. The Finance Minister had also, in his
budget speech for the year, 2010, announced that with the enhancement
of the budgetary provision, the Ministry would be able to revise rates
of scholarship under its scheme of Post Matric Scholarship for OBCs.

4. Strategy:

The Scheme will be implemented through various State
Governments and UT Administrations. Funds will be releases to the
States/UTs for awarding the scholarship to the eligible OBC students.

5. Major Impact

The proposed increase in income ceiling is likely to lead
to an increase in gross enrolment ratio of OBC students at Post-Matric
stage. The proposed revision of maintenance & other allowances aims
to provide enhanced financial assistance to OBC students to meet the
cost of lodging, boarding and other expenses and this will act as a
major incentive for OBC students to pursue higher and technical
education and thereby significantly increase their employability.

Scholarship for CPL course

Maintenance allowance at the rates applicable to Group B courses, in
addition to all compulsory fees including fee for flight charges. The
number of awards for CPL will be 20 per annum on first-cum-first-serve
basis.

Rs. 5000/- per flying hour in single/ multiengine aircraft for 200
hours, as per DGCA approved rates. In addition, maintenance allowance
at the rates applicable to Group 'A' courses will be provided (This
will be subject to the candidate undergoing the CPL training in DGCA
approved flying institutions and his confirmation to meet the balance
of the cost on his own). The number of awards for CPL will be 20 per
annum on first-cum-first-served basis.

Lucknow, Aug 4 (IANS) In what is seen as a retaliation for the
Samajwadi Party poaching away her party legislators, Uttar Pradesh
Chief Minister Mayawati Thursday managed to win over its legislator
Sandhya Katheria, who switched loyalties to the ruling Bahujan Samaj
Party.

The move came barely a day after BSP legislator Krishna Kumar Singh
crossed over to the Samajwadi Party, that had earlier too managed to
woo two other ruling party legislators over the past six months.

What has come as a personal setback for Mulayam, Katheria had won two
elections to the state assembly from the Kishni constituency that
falls under the SP supremo's parliamentary constituency of Mainpuri.

The move has clearly jolted the Samajwadi Party leadership. Mulayam
Singh, who was in Delhi, rushed back to Lucknow Thursday afternoon,
soon after news about Katheria's defection came.

Addressing mediapersons, Katheria said: 'I took the decision to leave
the Samajwadi Party simply because I realized that there was no room
in that party for a Dalit like me. Samajwadi Party is apparently only
bothered about furthering the interests of its own leader's family and
they cannot think beyond that.'

'The atmosphere inside SP had become too suffocating, therefore I
chose to say good-bye to the party and join the BSP, which is the only
party to safeguard the interests of the Scheduled Castes,' she said.

She, however, declined to answer any questions, saying 'no comments'
to repeated queries by reporters.

VARANASI: Rashtriya Janata Dal (RJD) chief Lalu Prasad Yadav termed
Anna Hazare's movement on Lokpal issue as meaningless.

Lalu was in the city on Thursday to inaugurate a clinic in Sundarpur
area. During a brief chat with journalists during his stay here, he
said, "B R Ambedkar had made an ideal constitution for the country and
we will not allow anyone to change or challenge it."

He added, "Anna and his team should make it clear first that who has
elected them and in what capacity they are trying to supersede the
parliament, democratically elected members of parliament, the
constitution and also the judiciary."

He said, "Nothing would happen whether Anna sits or stands anywhere."

Regarding the demand of separate statehood for Purvanchal, he said
that he had raised this demand for the first time.
He said the RJD is still of the opinion that Purvanchal should be
declared a separate state and Varanasi should be declared its capital.

He added that the existing map of Bihar should not be disturbed to
form Purvanchal as Bihar has already become a small state after
separation of Jharkhand.

UP is a big state and its division is a must for the overall
development of its backward regions. He said that he would build
pressure for the inclusion of Bhojpuri language in the eight schedule

Madras High court bench today recorded terms of settlement between
caste Hindus and Dalits in Villoor village at a peace committee
meeting and directed the RDO of Usilampatti taluk to submit his report
to enable the court consider further action on relief for the affected
people.

Justice R Sudhakar said the RDO should file his report on August 26, 2011.

The settlement says all participants had concurred not to observe
untouchability and that villagers may use all streets. There would be
no further arrests other than those named as accused,and people may
return as peace prevailed.

Officials said peace had returned to Villoor and that three police
pickets had been posted in the village.

Petitioner S Subbulakshmi had sought a judicial probe into police
firing in Villoor following a clash between caste Hindus and Dalits on
May 1, in which three persons were seriously injured and 15 received
minor injuries.

The judge had sought a report from the Collector, RDO and Police. The
collector had stated people of both communities had agreed to live
peacefully.

The Special government pleader said there was no need for an enquiry
by a retired judge as sought for by the Petitioner as the Collector
had already ordered an RDO enquiry.

Police said the incident occurred when they went to the village on May
1 after a Dalit youth alleged he was abused by caste Hindus as he
drove his two wheeler through a street, allegedly prohibited for
dalits on April 30.

Subbulakshmi said police had wrongly projected a petty issue of rash
and negligent driving of motorcycle by a youngster under influence of
alcohol on April 30 as a case of long pending animosity between caste
Hindus and Dalits.
