Chennai, Jul 6 (PTI) Tamil Nadu will tomorrow celebrate the birth
anniversary of Dalit icon and Mahatma Gandhi's close associate
Rettamalai Srinivasan as a government function.Chief Minister J
Jayalalithaa had directed that his birth anniversary on July 7 be
observed as a government function and ministers honour him by
garlanding his statue located inside Gandhi Mandapam here, a state
government release said. Srinivasan, who had experienced the evils of
untouchability in his school days, was instrumental in the father of
the nation putting his signature in Tamil as 'Mo.Ka.Gandhi,' (Mohandas
Karamchand Gandhi in Tamil), it said.He worked as a translator in a
South African court when Gandhi was practicing there as an advocate,
it said. A recipient of Diwanbahadur and Rao Sahib titles in
British-era India, he struggled for the rights of the Adi Dravidar
community. Srinivasan, who died at the age of 85, had also rubbed
shoulders with veteran leader Babasaheb Ambedkar.

MADURAI: A school headmaster in Madurai district has accused a teacher
in his school of encouraging caste discrimination among students and
parents.

A Chandran, a Dalit, who heads the panchayat union middle school at
Chitoor of Kallikudi panchayat union, in his complaint to the Chief
Secretary said, Girija (40), wife of Ramu, an English teacher, was a
caste Hindu and had been insulting him. Chandran said that she had
persuaded caste Hindu parents of 17 students to take their children
out of the school saying that it was an insult for them to send their
children to a school where the headmaster was a Dalit.

The headmaster said that he had the bureau of the office locked, since
all documents pertaining to the school were kept in it. But Girija had
quarrelled with him saying that it was not his private property and
that every teacher had access.

Chandran also said that the school had arranged a tour for students in
March this year. Girija had spoken to him over phone and said that she
would want to bring her son, studying in another school for the tour.
He had told her that this was meant for the children of the middle
school and not outsiders.

Peeved by this answer, Girija had asked the parents not to send their
children for the tour. According to the complaint, she said the
children were ill-treated during the tour. The complaint further said,
during the parent-teachers meeting the same day, Girija's husband Ramu
had attempted to stab Chandran with a knife. But was overpowered.

It said, Chandran had lodged a complaint with the police and it
withdrew it later, because it would show the school in a bad light.

Chandran also said, after the incident Girija and her husband gave an
undertaking in writing that they would behave properly in future.

Dalit woman raped

Mainpuri (UP), Jul 4 (PTI) A dalit woman was allegedly raped in
village Padri in Kurra area here, police said today.

The incident took place yesterday when one Brijesh Yadav forcibly
entered into Chhotelal''s house and raped his wife, they said.

An FIR has been registered against Yadav by Chhotelal at Kurra police station.

The accused will be arrested soon as we are trying to trace his
whereabouts, Superintendent of Police Happy Guptan said.

Bhopal : A Dalit IAS officer, who alleges that he is being
discriminated against because of his caste, has announced the
formation of Jaibhim Vichar Manch, a forum to promote Ambedkar
thought.

Ramesh Thete (51), a 1993 batch officer, was suspended in a case of
alleged bribery, only to be reinstated in May after successfully
challenging his suspension in the Supreme Court.

Talking to The Indian Express, he said that he wanted to provide a
platform to highlight injustice against Dalits, and to promote what Dr
Babasaheb Amedkar stood for throughout his life. There are instances
of Dalit sarpanchs being not allowed to hoist the national flag, he
said, adding that the forum will highlight systemic issues.

A poet and singer, Thete said he would revive Shilpkar, a musical show
devoted to the life and works of Ambedkar. In the show, he would sing
along with noted performers Anuradha Paudwal and Sadhna Sargam. There
is no bar on bureaucrats participating in cultural and social
activities, Thete said, adding that he will seek a written permission
from the state government.

Thete was suspended in 2002, reinstated within a month, and suspended
again in 2005. He was Director of Employment and Training when an ITI
principal accused him of demanding a bribe. After a protracted legal
battle, the SC ordered his reinstatement and held there was no
evidence against him in the case. Thete had threatened to commit
suicide in front of the PMO when there was a delay in his
reinstatement.

He joined duty in May and was made Deputy Secretary in the Department
of Rehabilitation when, he claims, he was due for the Secretary's
post.

This predominantly Dalit village, where around half of the earning
hands are daily-wagers, girl children are welcomed with open arms.

Among the ten best districts in the country which have improved the
child sex ratio, Kapurthala comes at number one with a child sex ratio
of 872 in 2011, up from 785 in the 2001 census.

And it's villages like Nangal where there are at present 112 boys and
128 girls in the 0 to 6 years age group which has put Kapurthala at
the top spot.

"I have never seen parents complaining and for the last several years
we have been noting that the girl births in the village are more,"
said Kamla Devi, a village resident and anganwari worker.

She said that she records the pregnancy of every woman in the village
and maintained complete data about the expected deliveries but never
felt that people loathed birth of a girl child.

Her sentiment is shared by Hardev Kaur, who has seven grandchildren
out of which five are girls.

"Though sometimes we feel concerned that we will need money to marry
them off but we have never felt burdened. We have always welcomed
girls," said Kaur. The village has also received an award of Rs 1.5
lakh from the state government recently for improving sex ratio.

Interestingly, an improved ratio in the village, with an average
literacy rate, has come naturally without any special efforts to
discourage sex determination tests.

"The village is essentially Dalit and we have never felt any dislike
for the girl child in the village. They are not very educated and
economically also only a few families can be considered in the middle
class whose kin are abroad," said Jarnail Nangal, a former Panchayat
member of the village. "I never faced any adverse comments from my
in-laws when I gave birth to two daughters," said Sunita Rani, a
panchayat member.

Dyal Kaur, who runs another anganwari centre in the village, said that
she was getting most of the children from economically weaker sections
and a majority of them were girls, but she could never felt that their
parents did not encourage the girls to study. For village sarpanch
Sunita Rani, the improved sex ratio did not mean any extra effort. "We
have never seen any special campaign to teach people not to
discriminate between girls and boys," said Rani.

A dalit man was allegedly kidnapped and murdered by his girlfriend's
family members in Punjab's Ludhiana district, police said Monday.

According to police, the 21-year-old from Jattpur village was trying
to elope with the minor girl, belonging to a Jat family of the same
village on Saturday. However, the driver of the bus identified them.
Following this, the boy was beaten up and since then he is
untraceable.

"The boy's family has complained that he was kidnapped by the girl's
family late Saturday and was murdered on Sunday," said a police
officer.

"We have conducted raids at various places. It could be a case of
honour killing but it is too early to say anything. We have detained
two boys for questioning," the officer said.

However, villagers condemned the police for failing to take immediate action.

"The dalit boy was having an affair with a girl of a leading Jat
family of the village. Police did not act promptly and gave sufficient
time to the accused to erase all the evidence," said Jasvir Singh,
headman of Jattpur village, around 100 km from Chandigarh.

However, deputy inspector general (Ludhiana range) Paramjit Singh said
that "if any cop is found guilty of negligence then strict action will
be taken against him".

Many cases of honour killings have rocked different parts of Punjab in
the last few months.

Bishop Anthony Poola of Kurnool in Andhra Pradesh says many Dalit
Christians are converting to Hinduism because they are being denied
benefits resulting from scheduled caste (SC) status.

Unlike their Hindu counterparts, Dalit Christians are not given
reservation quotas on jobs, elected bodies, in educational
institutions or other benefits, he said.

The prelate said the primary thing that identifies an Indian is his
caste and that one's religion does not change one's caste.

Bishop Poola was speaking at a July 1 seminar in Hyderabad entitled:
Dalit Christian Issues, which was attended by the chief minister, N
Kiran Kumar Reddy, and federal minister for health and family welfare,
Ghulam Nabi Azad.

About 230 Christians, including local lawmakers, bishops, priests,
pastors and members of the public, were also present.

He regretted the Bharatiya Janata (Indian People's) Party's refusal to
support the Christian cause and the Congress Party's silence over the
issue.

B Danam, a retired civil servant said Dalit Christians do not register
as Christians because they fear losing SC privileges and violent
persecution.

"By not giving us SC status you are giving others the opportunity to
discriminate against us," said J. D. Saleem, a Dalit lawmaker.

He said the government should introduce a bill giving SC status to
Dalit Christians in the monsoon session of parliament, which begins on
August 1.

The southern state's chief minister said that wouldn't be an easy task
and citing the struggle to get legislation giving more rights to women
through.

However, he said "the government has the will and so I am sure that
positive results will be in your favor."

Regarding violence against Christians, he said "we will come down hard
on attacks against Christians anywhere in our state."

Baba Ramdev is not willing to end his war against black money.

He has now asked the government to unearth all black money — cash
stashed away within the country as well as all the money parked in
secret accounts in banks abroad.

Following Baba Ramdev's exhortations, his disciples participated in
hungerstrikes and agitations against black money. Likewise, Anna
Hazare (who, incidentally, is a devotee of a Yadav baba whose temple
is located in his own model village, Ralegaon Siddi) and his team are
also opposed to black money and corruption and the Gandhian has
threatened to go on hungerstrike again.

Team Anna wants the Lokpal Bill dictated by them accepted as is and be
made the law of the land. None of them, however, has so far said a
word on the recent revelations of huge amounts of money and jewellery
hidden in the vaults of temples and bedrooms of babas.

The treasure discovered at the Sree Padmanabha Swamy temple is worth
Rs 1 lakh crore. And on June 17, Rs 11.5 crore in cash, 98 kg of gold
and 307 kg of silver were found by Trust members when they opened
Satya Sai Baba's chambers at the Puttaparthi ashram after his death.

It may be recalled that Baba Ramdev rushed to Puttaparthi to see the
body of Satya Sai after he passed away. When Satya Sai was in the
hospital, several "sacred" men and ministers from the Centre and
states bemoaned that if he dies, ethics in India will also die.

One woman minister of Andhra Pradesh, in fact, camped beside his
hospital bed for months. Several civil servants, judges and academics
rushed to Puttaparthi. Now we have some idea why all this happened. It
will be interesting to see what Baba Ramdev and Team Anna have to say
about the officially declared wealth of the ashram, apart from the
bundles shipped out of Satya Sai's Yajur Mandir. Is this wealth black
or white?

Will Baba Ramdev make a statement about the currency that was lying in
Satya Sai's bedroom, which was locked up when he was shifted to
hospital? How do they define black money? Was the cash, gold and
silver found in Yajur Mandir all white? If Mr Hazare, Baba Ramdev and
their team members treat such money as black money, why are they
silent on the course of action against it? Will the Lokpal Bill, which
they are fighting for, also cover spiritual shrines of babas, temples,
masjids, churches and gurdwaras? Does Mr Hazare's draft have a clause
that covers the kind of black money that was unearthed in Yajur
Mandir?

Dravida Munnetra Kazhagam leaders A. Raja and K. Kanimozhi and
Congress leader Suresh Kalmadi are in jail because they were said to
be corrupt. If Satya Sai was alive, and if all the cash, gold and
silver were dug up during that time, would he have had to be
accountable? What would Kiran Bedi, who claims to be an honest and
efficient police officer, have done in this case? Would she have
arrested Satya Sai if he was in her jurisdiction?

By his own admission, Baba Ramdev has acquired assets worth Rs 1,100
crore in a span of just 10 years. We do not know the worth of Sri Sri
Ravi Shankar or Mata Anandamayi, whose spiritual kingdoms are thriving
and expanding like wildfire. Shouldn't Mr Hazare's Lokpal Bill have a
provision for investigating these financial empires?

I am sure no Prime Minister's or Chief Justice of India's bedroom
(from Jawaharlal Nehru to Dr Manmohan Singh) could possess as much
wealth as Satya Sai's bedroom held.

At least the Prime Minister is accountable to Parliament and the
people, and the Chief Justice has to sit on benches and there is an
open office system with a registrar around him.

Who are the babas accountable to? In the name of god, spiritual
exercises and cultural campaigns, far too much immorality, corruption
and accumulation of black money has been taking place in the country.
We know how godmen, politicians, bureaucrats, judges and academics
make even gods corrupt in India. Early and exclusive darshan of the
deity at big temples is available for a price. Part of this money goes
into temple hoondis, the rest into the bedrooms of babas.

What does our highly moral civil society have to say about the corrupt
culture of spiritual institutions, the latest evidence being the Yajur
Mandir? We have seen what happened in Osho's ashram. American civil
society could not tolerate that ashram even for a few months.

Sexual immorality and accumulation of black money has been part of
so-called spiritual/religious institutions. If we are against moral
and financial corruption, we must focus on the haloed halls too.

Cell warns schools against collecting fee from SC/STs
Mangalore, July 3, DHNS:

Civil Rights Enforcement Cell Superintendent of Police Sarvotham Pai
said that the Cell has issued notices to DDPIs in four districts to
take stringent action against those schools which take fee from SC/ST
students.

Speaking at SC/ST grievances meeting at SP office here on Sunday, he
said the Cell has also written to Director of Medical Education on a
medical college which had charged Rs 75,000 fee from a Dalit student.
"Those belonging to SC community and have migrated to another state
can not enjoy the facilities meant for SCs in that state. Several
Tamilians who have settled down in Sullia taluk are enjoying the
schemes for SCs in Tamil Nadu," he added. Devappa Haidangoor of
Sullia said Markanja Gram Panchayat President, Secretary and other
staff who were responsible for the mispropriation of funds worth Rs 42
lakh between 2005 and 2010 should be arrested immediately. He said
Dalit organisations will hold a protest if the authorities fail to
arrest them before August 15. Saraswathi from Sullia alleged that
Dalits are not getting caste certificates in Sullia. The issue of
certificate at Nemmadi Kendra are delayed unnecessarily. Dalit leader
Shivappa Renkedaguthu urged the police to probe into the murder of a
Dalit leader Shivappa Bangera. He was murdered near his house in
Bantwal in 2003.

PATNA: The National Commission for Scheduled Caste has summoned the
DGP and chief secretary of Orissa on July 18 to explain the position
regarding the ban on the entry of dalits into certain temples in that
state and what the government is doing to eliminate this age-old
discrimination.

This was disclosed by commission chairman P L Punia here on Sunday.
Ironically, he himself was allegedly denied entry into a temple at
Ranapada in Orissa's Puri district on June 25. Addressing the media
here, Punia, who is also an MP from Barabanki (UP), narrated the
incident when queried about the treatment meted out to him.

Admitting that dalits are not allowed to enter the temples' vicinity,
he said on getting such complaints he personally went there for
verification. "On Ranapada temple premises there is a barricade where
a board is fixed, saying: "Dalits not allowed beyond this and they can
pray from this point."

"I along with some other Scheduled Caste members went there and
declared we are dalits and going inside the temple to offer prayers to
the deity. Nobody objected. Then I removed the barricade and went
ahead. There was an iron railing and the room there was locked," Punia
said.

Neither denying nor confirming reports about the denial of entry
inside the temple, Punia, a retired IAS officer of UP cadre, said,
"Dalits are being stopped and they are subjected to this
discrimination." He said similar practice is rampant at several
temples in Orissa. "To know the government's version about what
arrangements have been made to stop this discrimination, the
commission has decided to hold a hearing and the DGP and the chief
secretary have been asked to appear," Punia said.

He asserted that the commission has powers to take action in such
cases. He recalled that when a secretary-level official of the Union
ministry of social welfare did not turn up for hearing of the
commission, a warrant of arrest was issued and the official was
arrested and brought before the commission.

The dalit society, however, took the ugly incident as a humiliation of
the SC commission chairman. Dalit ideologue and retired home secretary
of Bihar A K Biswas said, "Punia was ill-advised to go to the temple,
thereby inviting indignity upon himself. By his misadventure, the
chairman has subjected himself to untouchability and humiliation."

Dalits demand white paper on funds for SCs

Amritsar: The Chamar Mahan Sabha, a non-political body, on Tuesday
demanded that the 85th constitutional amendment be implemented in
total in Punjab to provide maximum benefits to the Scheduled Castes
(SCs). Paramjit Singh Kainth, president of the Sabha, said that the
state government has failed to protect the rights of the SCs and
demanded that Gulzar Singh Ranike, a dalit minister, should resign. He
also urged Chief Minister P S Badal to release a white paper on how
the state utilised Rs 6092.62 crore that it received from the Centre
for the welfare of SCs.

Union minister for social justice and empowerment Mukul Wasnik has
expressed serious concern over extremely low conviction rates in cases
related to atrocities against Dalits across the nation. The total
cases registered under Dalit atrocities across the country has crossed
30,000.

The scenario in Maharashtra is no better with percentage of cases
pending trial against Dalit atrocities at 86.5%. The average
conviction rate in the state is only 7%. The decision to set up
special trial courts for such cases has been approved by the Centre
and required state cabinet decision.

Wasnik who convened a high-level meeting with state department
officials in Mumbai said, "The government needs to put in place an
effective mechanism so that action against the guilty is taken
promptly."

He was candid in admitting that conviction rate was extremely low
across states, including Maharashtra. What states lack is expeditious
follow-up of the cases coupled with action against erring individuals.

"The government does not want to make a hue and cry about the numbers
as it would dissuade administration from registering the crime.
Instead, our effort is to see how quick justice can be delivered to
the victims and guilty booked. The rate of conviction is poor across
the country with some states like Karnataka showing 2%," he said. "The
discrimination against the suppressed section is a reality."

MADURAI: A discreet police probe revealed that various forms of
untouchability was still being practised in Malaipatti, a village
coming under Usilampatti Town Panchayat.
This has resulted in the District Rural Police officials issuing
stringent warning to the members of the Caste Hindus in the village.
According to a top police official, they received information that
Dalits living in villages were undergoing caste based discrimination
in various forms.
Two-tumbler system was being practised at the tea shops and Dalits
were prohibited from riding twowheelers in some streets.
They were also not allowed to wear slippers in certain areas where
caste Hindus lived.
Also, the Dalits were not allowed to cover their head with towels
while crossing some of the streets in the village.
Superintendent of Police, Asra Garg ordered a discreet investigation
which confirmed the prevalence of such practices.
Subsequently, the SP ordered police officials, including A
Mayilvahanan, Additional Superintendent of Police and Kumar, Deputy
Superintendent of Police, to sensitise the dominant caste on this
issue.
The officials along with Usilampatti Revenue Divisional Officer
Pugalendhi conducted a meeting with the dominant caste on Friday
evening.
Certain guidelines were issued highlighting the fact that
untouchability was against the law and the Indian Constitution.
Stringent warnings were also issued to the dominant caste if they
failed to comply with the law in this regard.

Dalits lay siege to Panchayat office

Tirupur: A group of Dalits in Kalipalayam village laid siege to
Panchayat office on Monday alleging they were not enumerated as
'Scheduled Castes' despite them possessing all documents to
substantiate their claim of belonging to the community.

They resorted to the agitation after their representation to the
district administration was not looked into "properly". K. Sundaresan,
panchayat member, said the discrepancy in enumeration was noticed
during the ward realignment process in 2010 in which each of the three
wards were bifurcated to form six wards.

"The data on the government gazette released in the ward bifurcation
process stated that only 59 Dalits are there in Kalipalayam village
against the actual figure of 900," he said.

In the Lok Sabha and the recent Assembly elections itself, more than
450 people from the community cast their votes, he added.

Kodikulam, a village located under the foothills of Yanamalai
(elephant hill) near here, is a gifted place.

It boasts of an age old public well that provides tasty water round
the year. People from far and wide throng the place with cans and
drums to fetch the water home. But the Dalits of the village cannot
dare even to go near the well.

"The SCs (Scheduled Castes) cannot go beyond this point," says a
61-year old farmer, A. Akkniveeranan, pointing to a distance of about
150 metres away from the well. "They (Dalits) can ask any of us to
fetch the water for them and we will oblige. But they cannot do it on
their own. This practice has been there for ages and it cannot be
changed," he adds with no shilly-shallying.

The caste Hindus of the village, occupied predominantly by people
belonging to Kallar and Moopar community, do not hesitate to talk
about the discrimination of Dalits even to journalists. The well has
been associated with four small temples built close to it and
religious sentiments were given as a reason to keep the Dalits away
from it. "They (Dalits) will not be spared. Honeybees will sting them
if they try to go near the well," says Packiam, an aged widow.
Concurring with her, 26-year-old P. Suresh, a construction labourer,
says: "The youngsters of our village will be in these temples all
round the clock. Some of us even sleep here in the nights to prevent
anyone from defiling this holy place."

The well is surrounded by trees that are home to thousands of
honeybees. Strangers must be careful while nearing the well as they
might suffer a sting or two. The villagers have intentionally left the
honeycombs untouched as it serves their purpose of discriminating the
Dalits. "The bees do not sting us and we will not allow anyone to
clear the honeycombs," says C. Karuthapaiyyan, a 19-year-old youth.

A lawyer practising in the Madras High Court Bench here and residing
at Othakadai near here says that he and many of his neighbours fetch
water from that well for drinking.

They travel in two-wheelers to the village, which could be accessed
either through the Government Agricultural College or from the
Madurai-Chennai four-lane, and bring the water filled in cans.

"Once when I had gone there, some children asked me if I could give
them some water to drink. I asked them why they don't take it
themselves. They said they were not supposed to go there. Then, I
understood and felt very sad for the poor children. This atrocity is
being practised there for ages and nobody is able to raise their voice
for the fear of earning the wrath of the dominant caste," he says
seeking anonymity.

K Pandia Rajan, 50, can easily be the Dalit face that India Inc may
want to lock in for promoting 'affirmative action', the inclusiveness
agenda of the corporate sector aimed at providing more jobs to SCs and
STs. The only difference between him and others from such background
who built big businesses right from scratch, is his views on politics
and business, given his rooted understanding of both.

Pandia Rajan is a classic example of how access to opportunities, and
of course, hard work, can shape the future of an individual. He was
hardly a few months old when his father passed away and his mother
brought him up with the support from village folk. "So, I know, one
has to give back," he says.

An engineer with a management degree from XLRI, Jamshedpur, he set out
on his own on August 15, 1992. His human resources consulting firm Ma
Foi Randstad has a topline of Rs 965 crore, itself employing 1,500,
and 'temping' (temporary staffing—on its rolls, but on deputation at
client locations) another 55,000.

For his party chief Vijayakant of Desiya Murpokku Dravida Kazhagam
(DMDK), Pandia Rajan is a 'management guru' and indeed a good catch.
After a short stint with the BJP, which he joined in 2004, Rajan moved
to the DMDK in September 2007. And in the recent elections, he won the
Virudhunagar assembly seat.

Of course, the Dravidian movement in Tamil Nadu meant a lot to the
state's SCs and STs, he says. "There is no greater icon than Periyar.
But unlike Tamil Nadu, movements from the Bimaru belt have taken on
specific caste connotations," he points out. Affirmative action may be
finding political traction now in 'Rest of India', but Pandia Rajan's
strong views distinguish him from others from similar background who
have made it big, especially in the services sector, where the big
boys rule the game.
