The similar humiliation of cleansing the retired dalit officer's room, has also happened in another case of a highly ranked dalit officer (General Manager) in a Government office in New Delhi, in which complaint was given to National Commis...sion for Scheduled Castes & also to Police, but no action is taken after continuous pursuation by victim. Since casteist perpetrators are high influential position holding bureaucrats, NCSC and Police did not act, hence extending indirect support and encouragement to casteist oppressors to further increasingly harass and humiliate the victimised GM.
The incident happened in May,2008 in New Delhi office of that Government of India organisation (at Hansalaya Building, Barakhamba Road), when this SC General Manager was shifted from his room to another small room; and other high caste officer was being shifted to his room (which was a decent room, hence dalit officer was not allowed to continue there). To purify the room and the surrounding hall, Puja (religious purifying ceramony) was performed there by the group of high caste officials. Also the lock of SC GM was broken to open it to perform the puja there. The said dalit GM was the senior most dalit officer at Delhi head office of the said organisarion (under Ministry of Commerce) hence he was not being tolerated by the high caste top management of the organisation; and was being continuously harassed and discriminated. 
The perpetrators are highly emboldened in the continuing state of victim not geting justice & protection fromanywher; and continue to increasingly harass & harm the victim, repeatedly taking one harassment action after another.  In Dec,09 perpetrators transferred the victim from Delhi to Hyderabad to torture his whole family (perpetrators discriminatorily transferred victim as no other high caste officer equivalent to victim's rank is ever transferred in that organisation; but victim was transferred repeatedly second time to an office where no work exists & no senior officer of victim's rank ws required).
The unfortunate victim is myself.

From its outer appearance, Dr Babasaheb Ambedkar National Foundation
in Ranip looks like a top class centre, befitting the great man's
stature. However, the promise ends as soon as one enters the
establishment's premises. A research centre, library and museum that
were announced at the time of the launch of the foundation three years
ago, remain on drawing sheets.

Workers at the foundation are busy making beds for executive rooms,
which will provide a temporary stay for researchers but there are no
signs of the research centre.

The foundation had come up in 2007 at a provisional cost of Rs.9.66
crore. The centre also has an open-air amphitheatre for staging plays,
dramas and other performances related to Dr Ambedkar's struggle for
social development.

Miffed by slow progress of construction work and unfulfilled promises,
members of Dr Ambedkar Vichar Manch, a local group, met Fakir Vaghela,
minister of social justice and empowerment, early this week to apprise
him of the situation.

"We met Fakirbhai on Monday and put forward a list of pending work at
the foundation," informed Dinesh Solanki, convener of the group to
DNA.

Elaborating on the demands, Solanki said, "We were told that an
air-conditioned auditorium was to be built on the area adjacent to the
amphitheatre but not a single brick has been laid. Worse, they have
now reduced the capacity to just 300 against the original 1,000."

The convener further said that there was a botch-up in the original
plan. "We are now being told that there is not enough space on the
plot. We wonder how the capacity of the plot got reduced on its own,"
he exclaimed.

"The museum and library are not functional. The state government had
said that it will procure Dr Ambedkar's memorabilia from Maharashtra
and other places but there has been no progress at all in this
direction."

The other demands include a roof for the open air amphitheatre,
installation of a statue of Dr Ambedkar and an idol of Gautam Buddha,
permission to hold seminars in the buildings by Dalits and organising
light and sound show on the lines of Delhi's Red Fort.

The group has been fighting for long and their efforts paid off to an
extent when in July last year, a makeshift reading facility was set
up. Hundreds of students of standard X and XII made use of the
facility during the recently concluded board exams. Apart from
students, the reading area is also used by senior citizens, who read
Gujarati and English dailies and also magazines.

After facing criticism from the BJP for mentioning the castes of
revolutionaries Bhagat Singh, Sukhdev and Rajguru, Congress on
Wednesday hit back accusing the saffron party of mentioning the castes
of icons B.R. Ambedkar and Lokmanya Bal Gangadhar Tilak in one of its
websites.

The BJP's Chandigarh unit, in its website, has stated that Ambedkar
belonged to the "untouchable" Mahar caste, while Tilak was a Chitpavan
Brahmin.

The Congress, which was under fire from the BJP recently over
referring to the caste of martyrs, grabbed the opportunity to attack
the opposition party. It said the BJP had insulted the great leaders
by referring to their castes.

The BJP had recently demanded an apology from the Congress after the
party's mouthpiece Sandesh referred to the caste affiliations of
freedom fighters Bhagat Singh, Rajguru and Sukhdev.

HYDERABAD: Not many know but Dr B R Ambedkar used to get threatening
letters when he was alive.

In fact, his greatness was such that he used to give replies to such
threatening letters in a kind and polite manner.

One such rare letter was put on display in Salar Jung Museum at the
photo exhibition on Bharat Ratna Dr BR Ambedkar on Wednesday.

"I have been getting letters threatening my life. They are all not
paid. I have been telling my secretary that, in law, when we hang a
man we don't inflict a fine on him. Why should these assassins fine me
by sending non-paid letters in addition to taking my life. I am glad
your father is keeping well. Tell him that I shall be delighted to
hear from him if he cares to write to me, With kindest regards, I am
yours sincerely B R Ambedkar" reads the letter.

A rich collection of several such texts and photographs of Ambedkar
interested visitors to Salar Jung Museums.

The photos included snaps of Ambedkar with various freedom fighters,
his family members and those showing his participation in various
discussions in the Parliament and abroad.

The costumes, articles used by Ambedkar during his life were also
displayed in the form of a photograph.

Ambedkar's association with Buddhism was evident in photographs which
showed him felicitating several monks in various parts of the country.

The huge funeral procession after the demise of Ambedkar was also on display.

A statue of B R Ambedkar was vandalised by unidentified persons in
Gwali village of Survaiya area here, leading to tension in the area,
police said today.

The incident came to light when district panchyat member Shakuntala
Devi reached the spot this morning with other villagers to celebrate
Ambedkar's 120th birth anniversary.

They found the head of the statue to be missing.

Agitated with the incident, the villagers blocked traffic after which
police was deployed in strength in the village and a new statue was
installed.

An FIR has been registered against four persons and of them three are
unidentified, Superintendent of Police Gyaneshwar Tiwari said.

No arrests have been made so far in this connection, he added.

Mumbai : Chief Minister Prithviraj Chavan's proposal to let off a
tribal official with a warning for apparently filing a 'malicious'
case against the Leader of the Opposition Eknath Khadse under the SC,
ST Prevention of Atrocities Act, was rejected by the Assembly on
Wednesday. MLAs demanded that the official be sent to jail for his
action so that a strong message was sent to the bureaucracy.

Speaking on behalf of the Privileges Committee, Jaiprakash
Dandegaonkar (NCP) said that the Project Officer of Integrated Tribal
Development Project (ITDP) at Yawal (Jalgaon), G N Walvi, had filed
the case and also moved the Aurangabad Bench of the High Court against
Khadse, after Khadse had demanded action against him, for being
allegedly involved in irregularities in the ITDP.

Chavan then moved a proposal that Walvi be summoned to the House and
reprimanded.

However, several MLAs, including Subhash Desai (Shiv Sena) and Gopal
Shetty (BJP) said the punishment proposed by Chavan was very mild and
that the erring official be sent to jail.

Speaker Dilip Walse-Patil said that Walvi's contention that he had
been targeted because he was a tribal was wrong and that while dealing
with officials, things like caste and tribe were not taken into
account. He said that the report of the privileges panel could either
be accepted or referred back for revision as the House could not
change it. He adjourned the House for 15 minutes to discuss the matter
with group leaders. Later, he said that considering the chairperson of
the privileges committee Gopaldas Agarwal was absent and the members
wanted a revision in punishment, the proposal be referred back to the
panel.

He added that it was a fundamental issue and a serious one if officers
started misusing laws like the atrocities act against legislators.
Walvi, incidentally, is under suspension.

LUCKNOW: All the fawning and festivities planned on his birthday would
have made Dr Bhimrao Ambedkar distinctly uncomfortable. Toast of the
election season in UP, Baba Saheb has virtually set off a fierce
succession war among major political parties in the run-up to the 2012
assembly elections in UP.

Among all of them, Bahujan Samaj Party obviously has an edge. Though
its president Mayawati has somewhat scaled down celebrations and would
rather let the memorials and parks showcase her legitimate claims to
inheritance, Congress and the BJP are determined not to give in
without putting up a tough fight.

Congress, which has raised its pitch on atrocities against dalits in
Mayaraj for the past one year to a new high, has come up with the idea
of holding a mahapanchayat of Purvanchal "dalit and ati-pichda
segment". To be held in Varanasi, the mahapanchayat would be chaired
by UP unit's in-charge Digvijay Singh.

The BJP has earmarked the day for a intensive dalit connect. The party
will observe "Samajik Samrasata Diwas" -- a phrase inspired obviously
by Maya's lexicon. And even though both camps dismiss the sudden spurt
of activities as an annual jayanti routine, the overdrive is said to
be the result of "Mayawati's Madurai missile" .

During her recent election campaign in Madurai last week, Mayawati had
accused both the BJP and Congress with conspiring to do away with
reservation. The CM projected her party as the only political outfit
genuinely concerned with dalit empowerment, while the other two were
unreliable and ambivalent.

Congress reacted faster, juggled a few dates and fixed the
mahapanchayat on April 14. BJP followed suit by issuing directives to
all its party units to take the Samarasata Diwas seriously. The
mahapanchayat is expected to have delegates from dalit and
`ati-pichada' (most backwards) from a dozen east UP districts of
Ghazipur, Ballia, Chandauli, Varanasi, Mirzapur, Basti, Azamgarh, Mau,
Jaunpur, Deoria, Sonbhadra and Gorakhpur. The idea is to highlight the
plight of SCs in UP. The speakers will be mostly victims voicing their
tales of harassment in presence of Digvijay Singh, said president of
UPCC Anti-Communal cell, Amresh Mishra.

Digvijay, he added, would also be felicitated by the mushar community
on the occasion .

Though party leaders are a little cagey that the mahapanchayat could
be their bid to woo the non-chamars (a formidable 15 percent out of 30
percent of UP dalit vote bank pie with an unwavering loyalty to
Mayawati) and bring them together on a single platform. With Digvijay
known for his acerbic one- liners slated to be the chief guest, the
event, the party leadership has assured, will surely not go unnoticed
by Behanji.

BJP in the meantime will stick to symbolic celebrations visits to the
malin bastees and interact with the residents, seminars lectures and
goshthees to highlights the issues plaguing the segment. The UP
election in charge for the party and BJP national vice-president
Kalraj Mishra will be spending the day in Gwaltoli - a dalit colony in
Kanpur and all senior leaders have been assigned their respective
beat. This is the first time that the party is going beyond the
garlanding ritual, and staking a serious claim. This agenda will be
taken further in coming days, sources said.

The Bombay Stock Exchange, the National Stock Exchange, forex and
money markets are closed on Thursday on account of Ambedkar Jayanti.

The oil and oilseeds market will also remain closed, but the commodity
markets will remain open as usual.

The 30-share index Sensex had on Wednesday shot up 434.32 points to
19,696.86, snapping 5-day falling streak, as investors bought stocks
at lower levels amid firming global trend and easing of crude oil
prices.

Bourses follow a pattern
The broad-based National Stock Exchange index Nifty had shot up 125.80
points to 5,911.50, after a weak opening at 5,735.55 points.

The upsurge in the market was led by software exporting companies on
expectations for robust quarterly earnings, ahead of the fourth
quarter results starting with the announcement by Infosys Technologies
on Friday.

The top three outsourcing companies are expected to post strong fourth
quarter profits and forecast robust revenue growth for the fiscal
ending March 2012 on improving global economic environment. Software
exporters get about half their revenues from the US and European
markets.

Dr B R Ambedkar, the architect of the Indian Constitution is
remembered by everybody for his rich contributions to the country.

His birth anniversaries are celebrated by one and all across the
country. But in Mandya there has been inordinate delay in the
construction of the Ambedkar Bhavan, for the reasons best known to the
authorities concerned.

Rumours are rife that if the district administration fails to assure
that adequate funds would be released for the bhavan, a parallel
function would be held in the city.

It is alleged that both the elected representatives and district
administration have totally neglected the bhavan being coming up in
Subhash Nagar. The leaders of various dalit organisations had even
expressed their displeasure over the snail's pace of works at a
preliminary meeting held recently.

DSS leader Guruprasad opined that boycotting the government function
was not right but those not willing to attend are free to hold a
parallel function.

He also flayed the political parties for their assurances which were
forgotten after the polls. The dalit organisations are united and
would carry on their struggle.

Ambedkar Bhavan Horata Samiti president Putta Ankaiah said that five
years have passed since the beginning of the works of the bhavan.

It was estimated to cost around ` 5.5 cr at the beginning, which is
sure to manifold now.

Chief Minister Yeddyurappa has assured ` 5 cr for the construction of
the bhavan during his visit to the city for distributing Bhagyalakshmi
bonds. The district administration too has failed to rake up the
issue, he alleged.

For 10 years now, Ambedkar statue waiting to be unveiled

BANGALORE: In Italy's Florence, every statue is a tale, but In India's
Bangalore, there are tales around statues.

It is B R Ambedkar's 120th birth anniversary, but residents of
Pulakeshinagar will continue to have one concern: the Ambedkar statue
in the BBMP park adjoining Pottery Town Government High School is yet
to be inaugurated years after it was installed there. Busts of Buddha
and Basava flank the statue of the Bharat Ratna awardee.

Residents of the region contend that the statue has been there for
almost ten years after it was removed from its original place on
Netaji Road. "It suffered damages during transportation and MLA B
Prasanna Kumar wanted to replace it. However, the All India Scheduled
Caste Federation didn't want it," says Yasir Mohammed, a resident.

MLA of Pulakeshinagar B Prasanna Kumar agrees. "I have a bronze statue
of Dr Ambedkar that I want to install in the park. I don't want a
damaged statue to be inaugurated and I won't attend such an event. The
Federation wants Rs 10 lakh for the event and they've been collecting
funds for seven-eight years now," he claims.

However, the Treasurer of the Federation, S Babu Rao Ghodke, insists
that the issue originated just five years ago. "The statue is a little
damaged but we have painted it golden. We are waiting for a political
leader to inaugurate it but they keep saying they have no time. But it
will definitely happen by April-end," he promises.

Residents are apprehensive that this political repartee will prove
meaningless and the statue will face another `dry year' of being
wrapped in cloth. Karan, a resident, says that people in the area want
the statue inaugurated as soon as possible. "We don't want anybody
giving excuses citing finances or a broken statue to delay the
unveiling,'' says Yasir. Pointing to a child who was standing nearby,
he says: "We'd rather have someone like this third standard student,
Soundarya Padmanabhan, inaugurate it." Soundarya says she will be
eager to do the honours.

For today's Ambedkar Jayanti celebrations, however, they will have to
go to Netaji Road while the Ambedkar statue in the park waits.

Accusing Congress of using Dalits and minorities as "vote bank" to
further its interests, BJP today said the ruling party has
deliberately ensured that the society remains divided on caste and
religious lines.

"Today, we see a new dimension in politics. Minorities and Dalits have
been used as a vote bank. Congress has continuously used them by
sowing the seeds of disparity as they do not want the society to
remain united. They don't want the disparity to end," BJP President
Nitin Gadkari said.

He was addressing a party meeting to mark the 125th birth anniversary
Dr B R Ambedkar.

Gadkari also took a dig at Uttar Pradesh chief minister Mayawati for
installing her statues in Lucknow.

Without naming her, he said he was "pained" to see the statues of the
Chief Minister during a visit to "a state".

"Will it help? The money could have gone to Dalits for their
education, getting them computers, providing them with vocational
training," he said.

He cautioned against referring to the caste of freedom fighters and
people who have contributed for national cause. "It is not good," he
said in an apparent reference to Congress mouthpiece referring to the
caste of Bhagat Singh and Rajguru in its latest issue.

The March issue of 'Congress Sandesh' describes Bhagat Singh as a
freedom fighter "born in a Jat Sikh family" and Rajguru as one "who
belonged to the Deshastha Brahmin community."

He said while BJP is often referred to as a caste and religion based
party, the truth was that its leaders have fought against social and
economic discrepancies. "For BJP, it is a matter of image versus
reality," he added.
