Rajahmundry, Feb. 7: In a bid to woo the Dalit vote bank, the former
MP, Mr Y.S. Jagan Mohan Reddy, attributed credit to the architect of
the Indian Constitution Dr B.R. Ambedkar for initiating the Polavaram
project in 1945 itself when several parts of the present Andhra
regions were a part of the erstwhile Madras Presidency.

Mr Jagan, while addressing a moderately attended public meeting before
kicking off his Harita Padayatra from Ravulapalem in East Godavari to
Polavaram in West Godavari with the demand for according national
project status and also for expeditious execution of the project, said
at Ravulapalem on Monday, that the execution of the project was
pending for several years.

He said that drawing inspiration from the efforts of Dalit leader B.R.
Ambedkar, his father and late chief minister Y.S. Rajasekhar Reddy,
had initiated major steps for the execution of the project.

Underlining the importance of execution of the Polavaram project, Mr
Jagan said that after the verdict of the Krishna tribunal with regard
to sharing of Krishna waters, the state's share had gone down to 65
per cent from the existing 75 per cent and said that the state had
lost rights on surplus waters of the Krishna.

In such a situation, he felt the need for execution of the Polavaram
project for irrigation facilities to the Andhra, Telangana and
Rayalaseema regions. He reiterated his appeal to the Centre to accord
national project status to the Polavaram project and also felt the
need to expedite the execution of the project.

Vehicular traffic on NH 5 at Ravulapalem junction was affected for
about three hours between10.30 am and 12.30 pm as Mr Jagan's
supporters erected a huge dais almost next to NH 5 close to
Ravulapalem police station.

Several leaders spoke at length until Mr Jagan arrived and addressed
the gathering for a few minutes.

Several speakers including, Ms Roja, lambasted erstwhile PR chief, Mr
K. Chiranjeevi for merging it with the Congress.

Lucknow : At the national executive meet of newly elected office
bearers of National Student Union of India in Lucknow on Thursday,
AICC General Secretary Rahul Gandhi reviewed the organisation's work
in each state.

Around 60 newly elected office-bearers of the NSUI attended the two
-day meet — Lakshya 2011 — which was held out of Delhi for the first
time to decide the action plan for the year ahead.

During the review, Rahul specifically mentioned efforts of the UP
state unit in highlighting the plight of students in SC/ST hostels and
their poor condition through a detailed study. He asked the national
executive to take up similar study in other parts of the country as
well and make it more aggressive.

He told the gathering that how a team of NSUI volunteers headed by
national secretary Bharat Kumar had prepared a detailed study on SC/ST
hostels in UP and informed the members that how one of the Governors
had also appreciated the work done by them in preparing the report.

"A decision was taken in the national executive meet of NSUI to take
this programme nationally. The survey will now be done in every state
and a massive agitation would be launched in states where government
has turned a blind eye towards SC/ST students. The launch of this
national agitation will be done in Uttar Pradesh," informed Dwijendra
Tripathi, UPCC spokesperson.

Rahul also asked the NSUI leaders to start preparing three months'
plan and call such meetings once in three months rather on the annual
basis. He asked the members to be focused and aggressive in their
efforts rather than leaving the issues mid-way.

When a member asked Rahul about their future in the organisation,
Rahul got a bit irritated and told him that they will have to make
their identity through their work.

He told the newly elected executive members to raise the issues at the
grassroots level and advised them to take up issue-based programmes
across the country for greater impact. At the end of the NSUI meet,
Rahul left for Delhi in the evening.

After Sena chief Thackeray, it was senior BJP leader Gopinath Munde's
turn to woo Dalits. Burying past differences, he shared the dais with
the Republican Party of India (RPI) leader Ramdas Athavale at a
public meeting on Thursday at Ghatkopar, the irony of the venue
notwithstanding.

Ten dalits were killed in police firing at Ramabai Nagar in Ghatkopar
during Munde's tenure as home minister in 1997.

In a move to woo Dalits, Munde said, "Time has come to form an
alliance with us as the Dalits have not benefited from the current
ruling parties."

"History is witness to the fact that any alliance supported by the
Dalits is catapulted to power," he said.

However, Athavale, who is currently in the state of wilderness
following his exit from the Congress-NCP alliance, did not commit
himself openly but hinted at a possible alliance with the saffron
party.

"After all that has happened, I am forced to think about this
proposal," said Athavale. He regretted the lack of unity among the
various factions of the Republican Party of India (RPI).

The deceased were part of the crowd protesting against the desecration
of the statue of Dr Ambedkar. Dalits had demanded Munde's resignation
for supporting the firing while Athavale was assaulted and chased away
when he came to visit the grieving families. Dalits voted
overwhelmingly against the saffron alliance in the next elections,
which was one of the major reasons of their exit from power.

Mangalore: No water for last four months in Ganjimath Dalit colony

Mangalore,Feb 11: Residents of Ganeshnagar colony in Ganjimath, who
comprise Dalits and Kudubis, have alleged that they do not have
drinking water supply for the last four months.

Over 50 families, mostly from the Kudubi community, complain that
their drinking water supply, which was sourced from a bore well dug up
in their area, has become defunct. Ganeshnagar colony is located in
Badagulipady village in Ganjimath gram panchayat limits, around 20km
from Mangalore. During the gram panchayat elections, candidates
sought votes. But it is nearly five months, and they have not solved
the problem despite our repeated pleas. We (women) have to walk so
much to find good drinking water, that too, after returning from a
day's work, said an angry 50-year-old Seethu.

She and several other women in the colony are daily wage labourers.
Several of the women complained that they had to wait for several
hours for water from a bore well just outside their colony. But they
had to push the handle of the hand pump for several minutes before
there was any sign of water, they said. For some time, one of the
residents of the colony allowed the others to use water from the well
of their house. But for the last few days, even that has gone dry,
they said. Gopal Gowda said The prices of vegetables have risen so
much. We can not afford to wait here for drinking water all day
without going for work. Some of us are old, most families have
children. We wake up in the morning and there is no water for us to
drink.

Seeta, who is an agricultural labourer, said things would have been
easier for her if she had daughters. Her three sons went for work in
the morning and only returned in the evening, while she went for work
as well as arranged for water.

Gram panchayat member G.M. Imtiyaz said in the last four months the
panchayat had dug up four wells but none of them had any water. He
said that the problem had risen because a bore well had been dug up in
the neighbouring of Badaga Yedapadavu, and that the panchayat was
working to address the issue of water supply for the colony.

Amethi, Feb 8 (PTI) Accusing Mayawati government ofstifling
centrally-sponsored schemes in Uttar Pradesh, RahulGandhi today said
that Congress can ensure development onlyafter it comes into power in
the state.

"Programmes are being chalked out in Delhi, but hereproblems are being
faced in their implementation. Frankly,without having a government in
UP, it is not easy to carry outdevelopment works," Rahul said while
addressing a function inconstituency.

"We will make an effort to form a government in UP,then both the
governments will work in tandem," said theCongress General Secretary
who has been leading a campaign torevive the party in the crucial
state where the Congress hasbeen out of power for over two decades.

The Congress'' Lok Sabha tally jumped to 22 from ninein the 2009
general elections in the state which sends 80 MPsto the Lower House.
The party''s strength is just 22 in the403-member UP Assembly,
elections to which are due next year.

Rahul alleged that the benefits of welfare schemeswere not reaching
the targeted population in Uttar Pradesh.

"Earlier there was shortage of funds for developmentworks, but it is
not so now. The problem is that the benefitsare not reaching the
needy," Rahul said.

He said that adequate funds are provided by the Centrefor roads, but
the projects are not carried out properly dueto corruption.

"Ek to sadak banti nahi hai, aur banti hai to chehemahine mein kharab
ho jati hai kyonki contractor badmashi karjata hai (First of all the
roads are not constructed and ifthey are constructed they get damaged
in six month as thecontractors play mischief)," he said.

The Congress leader said that it hurts whendevelopment works were
stifled by the UP government.

"We work our heart out and it really hurts when theyare stopped by the
UP government," he said.

Citing example of the proposed Hindustan paper mill,Rahul claimed that
the project was pending with the stategovernment for the last two
years.

"The project, which could have given job to nearly10,000 people, is
pending with the state government forclearance," he said.

Rahul said that a lot of work has been done in MNREGA,health and
education sector and efforts were being made to domore in future.

He said that the Centre was trying to take the countryahead with a rapid pace.

"The government is making efforts to implement FoodSecurity Act in
days to come," he said.

Rita Bahuguna Joshi, comes out of hospital in Kanpur on Monday after
meeting the girl.

LUCKNOW: The Uttar Pradesh Police on Monday arrested one person for
attacking a Dalit girl at Bindki tehsil in Fatehpur district on
Saturday. Three persons attempted to rape the girl, and when she
resisted, they chopped off her nose, ear and limbs.

Special Director-General of Police (Law and Order) Brij Lal told
journalists in Lucknow that the interrogation of Shiv Om, one of the
three accused, revealed that he knew the girl and wanted to marry her.

When she refused, he attacked her in a fit of anger. Another accused,
Hari Shankar, was arrested earlier, while the third youth is
absconding. The Dalit girl was admitted to the Hallet Hospital in
Kanpur in a critical condition.

Mr. Lal said a case under Section 354 of the Indian Penal Code
(attempt to rape) was registered against the three in the Bindki
police station.

Meanwhile, Congress general secretary Rahul Gandhi on Monday visited
the victim at the Kanpur hospital.

Earlier, he visited the house of another rape victim at Shahbazpur
village in Banda district and assured her of all possible help.

(Bahujan Samaj Party MLA from Naraini Purshottam Naresh Dwivedi,
currently in jail, has been accused of raping the girl in December
last year. The rape victim was later sent to jail on trumped up
charges.)

The victim reportedly told Mr. Gandhi about the threats her family was
facing. She demanded adequate security at her home. Mr. Gandhi was at
her house for 30 minutes and was reportedly served jaggery and a glass
of milk.

Mr. Gandhi's unscheduled visit to Banda created a flutter in
administrative circles. However, Mr. Lal said the administration had
prior information of the Congress MP's Kanpur visit. Though no prior
information was given about his visit to Banda, arrangements at the
local level were made when he reached the town.

Corrections and Clarifications

The news report, "U.P. police arrest two for attack on Dalit girl"
(February 8, 2011), said a case under Section 354 of the Indian Penal
Code ( attempt to rape) was registered against three persons. Section
354 of the IPC refers to outraging the modesty of women.

National Commission for Scheduled Castes informs Centre of rise in atrocities

The National Commission for Scheduled Castes, headed by Congress MP
P.L. Punia, will soon be making public a list, of officials from Uttar
Pradesh who had neglected, slackened on, or not taken cognisance of
crimes committed against Dalits in the State. The Commission's first
step was to write to President Pratibha Patil and Prime Minister
Manmohan Singh, drawing their attention to the rapidly rising graph of
atrocities against dalits.

The Commission's Vice-President, Rajkumar Verka, said on Thursday that
the object of publicising the names of civil servants and policemen
who were not being pro-active in taking action on complaints coming in
from dalits was to tell them: "Don't be pressured into not taking
action because the crimes have been committed by legislators belonging
to the ruling Bahujan Samaj Party." He was referring to the case of
the dalit girl who was raped by a BSP MLA and then imprisoned by
having a false case registered against her.

Evidently, Dr. Punia, who once served as Principal Secretary to
Mayawati when she was Chief Minister, had decided to take the battle
into the heart of Uttar Pradesh, which goes to the polls next year.
The Commission's actions come even as Congress general-secretary Rahul
Gandhi, visiting dalit rape victims in U.P., continues to criticise
Ms. Mayawati for the deteriorating law and order situation in U.P..

U.P. will not be the only State to face the Commission's scrutiny —
the next will be the Congress-ruled Haryana, another State in which
the plight of Dalits is dire, as the incident in Mirchpur last year
demonstrated.

Dr. Verka said efforts would be made to bring succour to dalits across
the country. In the last four months, 568 crimes against Dalits in
U.P., and 348 from Haryana, had come to the Commission's attention.
Most of the cases related to murder, rape, land grabbing and
atrocities by the police, he said.

Asked whether the Commission was targeting U.P. alone, he denied it,
pointing out that the Commission had taken the Congress-ruled Delhi
government to task for shifting Rs. 4,000 crore, earmarked for dalit
welfare, for the Commonwealth Games, and the Congress-ruled Haryana
government for shifting Rs. 3,400 crore to other expenditure heads. He
added that Rs. 6,000 crore in U.P. and Rs. 2,600 crore in Punjab had
similarly gone astray.

ALLAHABAD: Reacting to a PIL on custodial torture and death of a dalit
youth, the Allahabad High Court on Wednesday directed the Pilibhit
superintendent of police to investigate the case and file an affidavit
alongwith documentary evidence, police records and judicial remand
within two weeks.

A division bench of Chief Justice F I Ribello and Justice Vineet Saran
was hearing a public interest litigation (PIL) filed by Chitranjan
Singh, state president of PUCL and another on the custodial torture of
a dalit youth in Pilibhit district.

The matter shall come in the court for further direction on February 23.

According to the petitioner, Ram Pal, a 20-year-old dalit youth of
Jarkallia village was arrested by the incharge of Karore police
chowki, Barkhera PS, Pilibhit, on August 14 last and was brutally
tortured by the incharge and other policemen.

Before resorting to third degree method, the out-post incharge
demanded money from the father of the victim. When Rampal's condition
worsened, he was taken to Sharda Hospital in Pilibhit and later
shifted to Ram Murti Hospital, Bhojipura, Bareilly. He was finally
shifted to the District Hospital on September 22. Rampal stayed in
coma for 38 days and was declared dead on September 23. The postmortem
report confirmed injuries on Rampal's body, the PIL alleged.

On reading the news, the petitioner's organisation constituted a
four-member team that visited Pilibhit and prepared a report on the
basis of which the PIL was filed.

The petitioner also highlighted that the guidelines issued by the
National Human Rights Commission from time to time were ignored in
this case. The postmortem was not videographed and the matter was not
reported to the National Human Right Commission. It was also
demonstrated by annual reports and data that the cases of custodial
torture and human right violation abound in UP.
