[ZESTCaste] Plan panel suggests VC fund for Dalit entrepreneurs

Plan panel suggests VC fund for Dalit entrepreneurs
New Delhi, Jan 3, (PTI):

Planning Commission Deputy Chairman Montek Singh Ahluwalia today asked
'Dalit' entrepreneurs to set up a venture capital fund to finance
business projects of the society's weaker sections.

The suggestion for a dedicated VC fund was made by Ahluwalia to a
delegation of the Dalit Indian Chamber of Commerce and Industry
(DICCI), official sources said. According to them, he has informed the
DICCI delegation that the government might consider picking up some
stake in the fund.

The meeting with the DICCI delegation was part of the Plan panel's
consultation process for formulating the 'Approach' to the 12th Five
Year Plan (2012-17). Later, Ahluwalia told reporters that the Planning
Commission has received a number of suggestions from the DICCI
delegates for improving the schemes meant for Dalits.

DICCI has demanded that the government should increase the share of
products made by Dalits in its procurement to encourage more
entrepreneurs. They also wanted that financial institutions should
relax collateral norms for financing their projects. The delegation
pleaded for involving Dalits at all levels of policy making for better
understanding of their plight.

[ZESTCaste] Dalit businessmen form their own chamber of commerce

Dalit businessmen form their own chamber of commerce

NDTV Correspondent, Updated: January 04, 2011 09:49 IST

New Delhi: The government may not have provided any specific
incentive to socially deprived entrepreneurs, but the country's Dalit
businessmen are now coming together, to claim their share of the
economy's pie.

After none of the existing chambers and industry associations voiced
their specific concerns, a group of Dalit entrepreneurs have now come
together and formed their own chamber to represent their aspirations
in the policy quarters.

"I am a first generation in education, and have reached here with my
own efforts to make further progress, I do need a platform like this,"
said Harish Bhaskar, an Education Entrepreneur.

It's not just about one or two Dalit businessmen for instance Devanand
Londhe, an engineer by qualification, has defied many odds to have
reached a certain level, but feels it will be difficult to grow
rapidly from here on, without getting a larger exposure.

"There are around 100 people working in my factory but I want to
expand it to 30 to 40 more villages to create more jobs. It felt bad
when people first thought that my factory will only employ Dalits. I
went there and said i will give jobs to everyone," Londhe said.

Every single face in the gathering of Dalit entrepreneurs speaks a
different story of personal grit and determination. People who chose
the right path to realise not only their dreams but also make this
world a better place for many others.

[ZESTCaste] Naxals ‘recruiting’ SC/ST students in urban areas

http://www.indianexpress.com/news/naxals-recruiting-sc-st-students-in-ur.../732351/

Naxals 'recruiting' SC/ST students in urban areas

Vivek Deshpande Posted online: Mon Jan 03 2011, 10:01 hrs

Nagpur : As Naxalites shift focus from rural to urban and semi-urban
areas, investigations reveal that for the past two years, the outlaws
have started concentrating on students' hostels and slums in towns and
cities, including Mumbai.

Targeting mainly young Scheduled Caste and Scheduled Tribe teenagers,
they have already started recruiting them into their dalams (squads),
investigations reveal.

Between 10 and 15 hostellers from Chandrapur city and slum dwellers
from Mumbai, including 3-4 girls, have already been recruited, sources
said. The information came to light during the interrogation of some
senior Naxals arrested recently in Vidarbha, sources said.

The Indian Express had last month reported about the Naxal plan to
recruit youths from urban areas.

"While most are from backward class students' hostels in Chandrapur,
some were picked up from Mumbai slums," sources said.

"They attended a lecture on Marx, Lenin and Mao's philosophy at a
remote place in Rajnandgaon district of Chhattisgarh, delivered by
state committee members, including senior cadre Milind Teltumbdein,"
sources said.

"It's easy to lure these fellows when they are young... They are first
inducted into front organisations and then slowly indoctrinated before
being recruited into dalams," sources said.

Some students belonging to a local organisation in Chandrapur were
apprehended a few years ago. "Some of these new recruits actually
belonged to this organisation that had come under the scanner then,"
sources added.

Some recruits are from Wani area of Yavatmal.

"The Naxals have started focusing on students' hostels in places such
as Rajura, Brahmapuri, Mul, Saoli and Nagbhid in Chandrapur district
and Wani in Yavatmal," sources said.

The sources said the parents of the boys and girls have no idea that
their children are being trained and recruited as members of the Naxal
army.

Govt asked to file reply on special courts
TNN, Jan 4, 2011, 03.50am IST

BANGALORE: A high court division bench has directed the state
government to file a counter affidavit with regard to a public
interest litigation seeking establishment of special courts for
holding trial in child abuse cases.

"It is a painful issue. Only state government can do something in this matter.

We feel the state should apply its mind. You can have a special
package like issues of women, child abuse, SC/ST-related offences in
such courts," the bench headed by the chief justice observed.

Maya C P, a social worker, had complained that the Commission for
Child Rights Act, 2005, speaks of constituting a special courts to
deal with offences against the children, but that the same was not
implemented.

Finish work before June-end
A division bench has directed the PWD to complete road-widening work
along NH-4 on Tumkur-Haveri section before June-end.

Vanitha V Hittalamani, in her PIL, has claimed that work which started
in 2000 and should have been completed in 2003, is not yet over.

[ZESTCaste] Remarkable Climb for Self-Made Dalit Millionaire

http://blogs.wsj.com/indiarealtime/2011/01/04/a-remarkable-climb-for-a-self-made-dalit-millionaire/

January 4, 2011, 8:42 AM IST

Remarkable Climb for Self-Made Dalit Millionaire
By Tripti Lahiri
At a party on Sunday to celebrate Dalit entrepreneurship, Chandra Bhan
Prasad called out to the businessmen in dark suits who surrounded him:

"Who is going to buy a helicopter next year?" asked Mr. Prasad, a
Dalit writer who was one of the organizers of the shindig.

The person who pushed to the front of the crowd with hand raised was
wearing a black sequined sari and a heavy necklace of rubies ringed
with diamonds.

Tripti Lahiri for The Wall Street Journal
Businesswoman Kalpana Saroj attended a party on Sunday to celebrate
Dalit entrepreneurship. Most people in the room agreed that Kamani
Tubes Chairman Kalpana Saroj, who said in a conversation later that
her assets total five billion rupees (about $112 million), was the
most successful entrepreneur there.

The gathering was held ahead of a Monday meeting between a Dalit
business chamber and the Planning Commission. People from the
community that falls at the bottom of the caste hierarchy say
liberalization has been good to them—giving them more opportunities to
use their smarts and skills to move ahead than socialist-era India and
its government jobs did. Perhaps no one epitomizes that movement quite
like Ms. Saroj.

"The main thing you need to know is this is a woman who is ninth-class
pass and who was earning two rupees a day," said her husband Samir
Saroj, who used to run a company that provided sand for construction
purposes, but now works for his wife.

Ms. Saroj described a remarkable journey from a place called Akola in
Maharashtra state to Mumbai in the mid-1980s, perhaps five years
before India liberalized its economy.

In Akola, she was married at 12 and dropped out of school at 14. The
marriage didn't work out. She also began working as a teenager, after
her father was suspended from his police officer job.

In Mumbai, at first she earned just two rupees a day (about .05 U.S.
cents) as a seamstress, though her earnings increased as she became
comfortable using a sewing machine. Later, with a bank loan, she ran a
furniture shop.

In her life, as with many of India's newly rich, real estate provided
the big break.

In 1997, she bought a plot of land in the city that was going cheap
because the property had an obstinate tenant and faced possible legal
problems.

"I knew people," said Ms. Saroj, who had by then been in Mumbai over a
decade. "I thought I can get this done…I had a strength inside me."

Ms. Saroj says she followed the files that related to her building
from one government office to another until she sorted out the tenancy
issue. She eventually did put up a building on the site (she called it
Kohinoor Plaza, after the world's biggest diamond). Along the way she
says she faced threats from local mafia who weren't pleased to see
someone they saw as an interloper getting into the property business.

After her building plans were passed, a man came to her warning that a
contract for 500,000 rupees ($11,363) had been put on her head, and
that she had better get out of town, she said.

"Where you come from the land needs water to produce, here in Mumbai
the land wants blood," Ms. Saroj recalls the man telling her.

She went to the police station and reported the threat to the cops,
who rounded up the goons whose names she says she had managed to get
out of the man who told her about the contract.

"Then the matter got solved," she said.

She sold Kohinoor Plaza in 2000 and parlayed that money into other
land deals. Ms. Saroj says that because of that she got a reputation
as a woman who could help people in Mumbai solve complicated problems.

In 2006, she took over Kamani Tubes (she had previously been on its
board), a metal tubing factory that had 1.1 billion rupees of debts
and that faced liquidation. She says she expects the factory to clear
its debts over the next year. She also owns a sugar factory.

Ms. Saroj puts her success down to her persistence – she says she is
unwilling to believe she can't do something once she sets her mind to
it.

"There are many roads," she said. "If one way doesn't work out I try
to think of another way. If that doesn't work, I think what's an
alternative?"

The millionaire now works out of Ballard estate, from offices around
the corner from those of India's richest man, Mukesh Ambani, at
Reliance House.

Along the way she paid for the weddings of a younger brother and
sister and gifted them an apartment each, sent her daughter to study
hotel management in London and her son to train as a pilot in Germany.

As for the helicopter, Ms. Saroj says she does indeed plan to buy one
this year, as well as a plane—but not for personal use (at least not
at first, she says). Pointing to the fact that her son had to go
overseas for training, she says she plans to set up a school for
pilots at a multi-billion dollar aviation hub being planned for the
district where she grew up, at an airport named after Dalit icon Dr.
B.R. Ambedkar.

[ZESTCaste] Montek tells dalit firms to set up fund for community

Montek tells dalit firms to set up fund for community
TNN, Jan 4, 2011, 04.42am IST

NEW DELHI: Planning Commission deputy chairman Montek Singh Ahluwalia
on Monday urged a group of dalit entrepreneurs to set up a dedicated
venture capital fund to finance business projects taken up by the
socially neglected community.

While Congress-led UPA is trying to bring back its lost constituency,
the deputy chairman assured the delegation that the government might
consider picking up part of the stake in the venture capital fund for
salit entrepreneurs. The issue came up at a meeting Ahluwalia had with
a delegation of the salit businessmen under the banner of Dalit Indian
Chamber of Commerce and Industry, as part of the consultation process
for formulating the 'Approach paper' for the 12th Five Year Plan.

While being invited to hold consultation with the commission for the
first time, the dalit businessmen demanded that the government
increase the share of their products in its procurement to encourage
such entrepreneurs. The group also demanded that financial
institutions should relax collateral norms for financing projects
being taken up by dalits to encourage their participation in the
country's booming economy.

[ZESTCaste] Dalits Attacked for Supporting BJP in ZP, TP Polls

Monday, January 03, 2011 3:24:04 AM (IST)

Gadag: Dalits Attacked for Supporting BJP in ZP, TP Polls

DHNS/Sources

Gadag, Jan 3: A few Dalits of a colony at Benthur near here were
attacked by activists of a political party for allegedly supporting
BJP candidates in Zilla Panchayat and Taluk Panchayat polls on
Saturday January 1 night.

A number of people were said to have been injured in the attack that
has left the residents of the dalit colony in fear.

The dalits gathered in front of the Durga temple in the village on
Sunday morning and demanded protection and punishment for their
attackers.

Superintendent of Police Ravikumar Naik, DySP Suresh Masooti and
Circle Inspector S R Ujjanakoppa rushed to the spot and pacified the
residents. A police team is camping in the village.

A case has been registered at the Rural Police Station.

District in-charge minister C C Patil visited the spot and spoke to the victims.

Addressing a public meeting at the village, Patil said the attack on
dalits was politically motivated and promised the residents that
action would taken to ensure that such incidents would not recur.

Regardless of how any person voted, residents should live in harmony,
he said. The Constitution conferred the right to vote on every citizen
and no political party should make an attempt to take away that right.

Legislator Shylappa Bidaroor and City Municipal Corporation president
Shrikant Khatavate were present.

[ZESTCaste] “Poor, Dalits can benefit only in a clean political system”

http://hindu.com/2011/01/04/stories/2011010458030900.htm

Tuesday, Jan 04, 2011
"Poor, Dalits can benefit only in a clean political system"

Staff Reporter

DINDIGUL: If the political system were clean and non-corrupt, the poor
and downtrodden including Dalits would get all benefits fully and
their living standard would automatically go up, said Prakash Yashwant
Ambedkar, grandson of B.R. Ambedkar.

He was addressing a district-level meeting of India Kudiyarsu Katchi
held here on Sunday evening. The country have enough resources and
component for Adi Dravida welfare in the State was around Rs.1,700
crore. If the government properly disbursed the funds, each Dalit
would get at least Rs.20,000, a month.

Corrupt system was responsible for pathetic condition of Dalits. The
India Kudiyarsu Katchi should be equipped to elect at least five MLAs
in the forthcoming Tamil Nadu Assembly election to air the grievances
of Dalits before the high office. "You need total commitment and fight
yourselves to achieve it."

Hitting hard on 2G spectrum scam, he said on one hand, there was an
opinion that Dalits had no will power, capacity and were
intellectually backward. But former Minister Raja had shown that he
was a brilliant Dalit by manipulating the system and earning so much
money through illegal means. The loss of Rs.1.70 lakh crore was almost
equal to the budget of Tamil Nadu and other states.

He advised people not to sell votes for Rs.5,000 or even for Rs.500 as
this would make them happy for one day only.

[ZESTCaste] Telangana Will Have a Dalit CM, Muslim Deputy CM: TRS

Telangana Will Have a Dalit CM, Muslim Deputy CM: TRS
Hyderabad | Jan 03, 2011

TRS President K Chandrasekhar Rao today said his party would make a
Dalit leader as Chief Minister and a Muslim Deputy CM and implement
the "Naxal agenda" of providing food and shelter to the poor after the
formation of separate Telangana state.

"I have said earlier too that we will implement the Naxal agenda after
separate Telangana is formed. After all, Naxals are also human beings.
They are fighting for providing food, shelter and other basic needs of
the people," he said.

He was addressing a gathering at the TRS office here after a
surrendered Maoist leader, Sambasivudu, joined the regional party. Rao
said several leaders of his party had worked with revolutionary
outfits.

Pointing out that about 80 per cent of people in Telangana belonged to
backward classes, Dalits, minorities or other such poorer sections of
the society, Rao said his party would make a Dalit leader as Chief
Minister of Telangana state and a Muslim as Deputy CM.

Land would be distributed to the poor and agricultural investment
provided to them, he said.

Telangana people have been suppressed and atrocities committed
against them since decades by the landlords, razakars (collaborators)
during the Nizam rule and faced police action at the time of
Independence and "non-Telangana rulers" after the formation of Andhra
Pradesh, he said.

Telangana is now fighting for statehood and the Centre should keep
its promise to form the separate state by introducing a Bill in the
budget session of Parliament, the former Union Minister said.

Rao said ruling Congress would be routed if it invited the wrath of
Telangana people by not keeping its promise to form the separate
state.

Taking exception to AP Congress President D Srinivas deputing two
representatives to the January 6 meeting convened by the Centre, Rao
wondered how can Congress send representatives from both Telangana and
non-Telangana regions.

"Srinivas belongs to Telangana. How can he send two representatives
from Telangana and non-Telangana to the meeting? Is this the help he
is doing to Telangana? TRS is boycotting the meet because it will be
an exercise in futility if divergent views are expressed. Congress
would be routed if they invited the wrath of Telangana people."

The Union Home Ministry has convened a meeting of eight recognised
political parties in Andhra Pradesh on January six to discuss the
Srikrishna Committee report.

Alleging that the Centre was deliberately inviting divergent views on
the issue, TRS had yesterday announced that it would boycott the meet.

Rao demanded the Centre introduce a Bill in the budget session of
Parliament for formation of separate Telangana as it announced last
year.

The TRS chief sought withdrawal of central security personnel deployed
in large numbers in Telangana.

The TRS President said he decided to skip the January 6 meet in Delhi
because the Centre may assume that there is no consensus on the
statehood issue.

If the parties are allowed to send two representatives -- one each
from Telangana and non-Telangana regions, there would be divergent
views, he said.

Speaking on the occasion, Sambasivudu said he had quit the
revolutionary ideology and decided to work for a separate Telangana
state in a democratic way.

Addressing a gathering of Telangana Commercial Tax department
employees, Rao said all Telangana employees should fight unitedly if
any government employee from the region faced harassment.

[ZESTCaste] Cycle rally to focus on dalits' problems

http://www.thehindu.com/todays-paper/tp-national/tp-andhrapradesh/article1026384.ece

KHAMMAM, January 3, 2011
Cycle rally to focus on dalits' problems
Staff Reporter

Beginning at Mudigonda, it will cover 22 mandals in Khammam

The Kula Vivaksha Vyatireka Porata Sangham (KVVPS) and the Vyavasaya
Karmika Sangham district units will conduct a 50-day cycle rally
christened "Dalitha Chaitanya Yatra" in the dalit habitations in
several mandals across the district from January 17.

Disclosing this to newsmen here on Sunday, CPI (M) Central committee
member Tammineni Veerabhadram, who is also the honorary president of
KVVPS district unit, said that the cycle yatra would begin at
Mudigonda and cover various dalit habitations in as many as 22 mandals
all over the district.

He said that the yatra was aimed at highlighting the plethora of
problems faced by the dalits and their miserable living conditions in
dalit habitations in the absence of basic amenities.

Awareness programmes

Awareness programmes would be conducted by the cyclists in the dalit
habitations to enlighten the dalits on their rights and enlist their
active participation in the campaign to exert pressure on the
government to make separate budgetary allocations for the development
of dalit habitations, he said.

He alleged that the plight of the dalits remained unchanged due to the
apathy of successive governments which deprived them of their due
share in development in proportion to their population.

The government should earmark separate budgetary allocations
exclusively for the development of dalit habitations and implement the
development schemes through a separate nodal agency to bring about the
desired results, he demanded.

He said that the cycle rally would also focus on eradication of social
evils like caste discrimination which are a scar on the civilised
society. KVVPS district president N Manohar, secretary P Sudhakar, the
Vyavasaya Karmika Sangham district general secretary M Venkateshwarlu
and others were present.
