MUMBAI: Since the birth of Maharashtra in 1960, Marathas have
dominated the political arena, and 2010 seems to be no different. The
top two posts of CM and deputy CM will be held by Marathas — NCP's
choice of Ajit Pawar, who will replace veteran OBC leader Chhagan
Bhujbal, will serve as a counterbalance to the new CM, Prithviraj
Chavan.

Between 1960 and 2010, Maharashtra has had around 18 CMs, and barring
a few prominent names such as tribal leader V P Naik, Sushilkumar
Shinde who is the Dalit face of Congress, and Manohar Gajanan Joshi
(Brahmin), the majority have been Marathas.

A similar trend is played out in the legislative assembly as well. As
per official records, of the 289 members of the legislative assembly,
over 170 are from the Maratha community. Based on these figures, it
wouldn't be amiss to conclude that the Marathas have played very
important roles in key decisions that have impacted Maharashtra.

According to a senior Congress minister, Marathas have had a hand in
the state's economic development. The community has been instrumental
in the setting up of cooperative sugar factories, financial
institutions and the development of the agriculture sector, he said.
''It's a fact that in the cooperative sector, the Maratha community
has taken the lead, and is directly controlling the economic pulse of
the people.''

But the rise and rise of the Marathas — once a powerful warrior
community — hasn't gone down well with other leaders such as Chhagan
Bhujbal and BJP's Gopinath Munde. Over the years, both have been
campaigning for adequate representation in Maharashtra's political
stage, but have met with little success.

Patna, Nov 10 (IANS) A Dalit man was beaten to death for plucking two
brinjals from a field belonging to a landowner of a higher caste in a
village in Bihar, police said Wednesday.

To escape the clutches of law, the landowner later offered the
grieving Dalit family Rs.75,000 and a piece of land. The family turned
down the offer.

Suresh Manjhi, a resident of Moresand village in Samastipur district,
was caught Tuesday evening when Subodh Singh spotted him in his field.

Manjhi's family members said that Singh then locked Manjhi in a room
and thrashed him.

'He died soon after being thrown at our doorstep Tuesday night,' a
family member told IANS.

Subodh Singh later tried to persuade Manjhi's family not to approach
the police, and offered them Rs.75,000 and a some land in return.

'But the family approached us, and lodged a complaint. We will take
action soon,' a police officer said.

Unlike the others of his ilk, this 'Baba' does not deliver mere
sermons asking others to do this and not to do that. Instead he
believes in delivering the goods.


Popularly known as 'Bhikhari (beggar) Baba', he is the 'mahant'
(chief) of a Shiva Temple at Ramgarh in Uttar Pradesh's backward,
remote and tribal dominated Sonebhadra district, about 400 km from
Lucknow.

As the name suggests, he, like the other 'babas', also goes about
seeking alms from the people, including the professionals, businessmen
and politicians, but the comparison ends here. He does not raise funds
for running his 'ashram' or for living a comfortable life. His
objective is to collect enough money to get the poor girls, especially
those belonging to dalit and tribal families, married in a decent
manner. The saffron-clad man has lost count of marriages conducted by
him - although they are not less than 600, according to a conservative
estimate.

"This year alone the Baba has helped solemnise marriages of over a
hundred poor girls", the local residents said adding that in June
last a grand mass marriage ceremony was organised at the Shiva Temple
premises. Well known throughout the Sonebhadra and the nearby
districts, even in the neighbouring Madhya Pradesh, the 'baba' says
that he has been engaged in this work for the past several years.

"I have been organising the mass marriage ceremonies since 2005. It
has been going on uninterrupted owing mainly to the generous donations
from the philanthropists of the area," he told Deccan Herald from his
'ashram'. "I have always received good support from the district
officials. During the June ceremony, the district magistrate and the
police chief were among those, who welcomed the baratis (guests) at
the ashram," he said. The marriages are performed in accordance with
the Hindu traditions but no dowry is paid to the grooms' families.
"The girls are, however given all essential household goods so that
they can live comfortably," the Baba said.

"I am dead against payment of dowry and those, who demand dowry are not
allowed to even enter the ashram," he says.

"Accordingly, gifts like watches, cycles, sarees, utensils, cosmetic
items and other things are given to the newly-married couple by people
attending the ceremony," he said adding that a grand feast was also
organised on this occasion in which thousands of people from the
nearby villages took part. Great care is taken to ensure that the
'baratis' (guests from the grooms' side) are accorded due attention
and provided with all comforts during their stay at the ashram for a
night.

The Baba also helps in finding a suitable match for the poor girls. In
fact, he commands such a respect in the area that the families of the
prospective grooms do not say no if he makes a request to them to
agree to a particular proposal.

The ashram of the Baba is filled with people throughout the year. A
majority of these people comprise the families of the poor dalit and
tribal girls, who throng the ashram to inform about the wedding
proposals.

"When a large number of proposals are received, the Baba fixes an
auspicious date in consultation with the astrologers and then the
preparations start," the residents said. And the preparations for
holding marriage of 101 poor girls have already started. "The
marriages are likely to be held in June 2011," the Baba said adding
that the prospective donors are being contacted to contribute
generously.

At a time when the ordinary man struggles hard to mobilise funds for
his daughter's marriage, the Baba is excited about holding a mass
marriage.

LucknowThe Uttar Pradesh government today termed as "baseless" the
allegations made by the Chairman of National Commission for Scheduled
Castes that crimes against SC and ST communities in the state have
increased.

"State chief secretary Atul Kumar Gupta has forwarded entire data
related to these issues to the NCSC while terming the allegations of
its Chairman PL Punia as baseless," an official spokesman said here.

Punia during his visit to Lucknow on November 4 had alleged that
crimes against Dalits had increased in the state and Special Component
Plan (SCP) funds were diverted in other heads.

Gupta in his reply asserted that not even a single penny of SCP had
been diverted by the state in other heads and it was utilised as per
the guidelines of the Centre.

"The data provided to the commission would clear its doubts, and if it
wanted any further information the state government could be sent to
the Delhi to furnish all the information they require," he said.

"Through his letter, Gupta has informed the Commission that there was
a decline of about 25 per cent in cases registered under SC and ST
(Prevention of Atrocities) Act-1989 during the current year, as
compared to last year," he said.

Gupta said that the assessment of crime situation could not be made on
the basis of total cases registered but the same can be done on the
basis of number of crimes committed on the uniform population.

Speaking about SCP, the spokesman said that owing to the average
expenditure under Scheduled Caste, SCP was 60.7 per cent during 10th
five year plan (2002-07), while during the regime of the current
government the total allotted expenditure stood at 82.1 per cent, 91.7
per cent and 96.1 per cent for the year 2007-08, 2008-09 and 2009-10
respectively.

Can the PM sack DMK's A Raja?

Chennai: From being a lawyer in rural Tamil Nadu to becoming the
Telecom Minister, A Raja has come a long way, but with the Opposition
demanding his ouster over 2G spectrum allotment, will he resign? No
way, say DMK sources. The reason: Raja has emerged as the dalit face
of the DMK, and enjoys a good rapport with his party chief
Karunanidhi.

That's why, when Karunanidhi's grand nephew Dayanidhi Maran stepped
down as IT Minister during UPA 1, Raja was the automatic choice to
replace him. He retains the post in UPA 2 as well.

Raja has got embroiled in two major allegations - the spectrum scam,
and his alleged telephone call to a Chennai High Court judge for a
favourable order.

The Comptroller and Auditor General (CAG) has indicted Raja in its
report submitted to the government on the 2G spectrum allotment that
have caused a loss of over Rs. 1.76 lakh crore to the exchequer.

So far Karunanidhi has gone soft on him. The CBI that's probing the
spectrum scam, recently raided offices of the Telecom department, but
the DMK maintains Raja is targeted as he's a dalit, and the government
is yet to act against Raja.

"Whose prerogative is it to have or not to have Raja in the Cabinet?
Is it the PM's or Karunanidhi's? I'd put the blame on Manmohan Singh.
While no one takes it seriously, why should Karunanidhi alone take is
seriously?" questioned Cho Ramaswamy, Political Analyst.

LUCKNOW: In a letter addressed to chairman of National Commission for
Schedule Caste, PL Punia, UP chief secretary Atul Kumar Gupta refuted
charges of diversion of special component plan funds and also
rubbished his claims that UP topped the chart in cases of dalit
atrocities.

UP government, Atul Kumar Gupta, explained, had not diverted a single
penny towards other heads. The state government holds an impressive
record in implementing and initiating several welfare schemes for
dalits, he claimed. During a visit to Lucknow last week Punia had
alleged that Maya government was siphoning off funds earmarked for
SC/ST development projects. He had also accused the UP government of
playing cagey and sitting over information regarding cases of
harassment of SC/ST despite repeated reminders by the commission.

Dated November 8, the letter attributed the delay in providing data to
the commission to Panchayat polls. "The commission was duly apprised
that the same would be made available after Diwali. The necessary data
related with all issues raised by the commission during its visit on
November 4, government spokesperson said on Wednesday, was being
forwarded.

Dismissing Punia's allegations that the state government had set up
two medical colleges in Kannoj and Jalaun by diverting SCP funds,
government spokesperson said that these colleges were set up as per
the guidelines issued by the government of India. "70% of students
admitted to these colleges would be from the SC/ST segment. The ratio
of students in these colleges would be 70% as 70% amount has been
drawn from the SCP, which even out things."

The details submitted by the chief secretary, government spokesperson
clarified, would highlight the efforts made by the BSP government in
bringing down the crime graph against dalits in UP. Compared to other
states, UP has shown a better disposal rate of registered cases in
this regard moreover UP was using more funds for dalit welfare than
its other counterparts he claimed.
