Bhubaneswar, Sept. 30: The ongoing tussle between the ruling Biju
Janata Dal's Jagatsinghpur MLA Bishnu Charan Das and agriculture
minister Damodar Rout today took a new turn with Dalit organisations
staging a rally in the capital demanding Rout's "immediate arrest" for
his alleged anti-Dalit remarks.

Both leaders hail from Jagatsinghpur district.

Several Dalit groups — the National Conference of Dalit Organization
(NCDO), Odisha Dalit Sangharsa Samittee, Kandhamal Sampradika Hinsa
Prapidita Sangathana and Odisha Ambedkar Mission — participated in the
rally. Later, a delegation called on governor M.C. Bhandare and
submitted a memorandum urging him to initiate action against Rout. "It
(the rally) was a ploy to put pressure on Naveen Patnaik to sack
Rout," said a BJD leader.

The allegation against Rout is that he had — during a public meeting
at a public meeting in Kujang of Jagatsinghpur district on August 18 —
taken the name of the caste of the Dalit MP, MLA and local additional
district magistrate of Jagatsinghpur district while saying that the
Dalit officials had been conspiring against him. Subsequently, a
complaint was lodged against Rout at Kujang police station on charges
of violating rules under the Scheduled Caste and Scheduled Tribes
(Prevention of Atrocities) Act, 1989.

Jagatsinghpur MP Bibhu Prasad Tarai of the CPI, a supporter of the
Bishnu Das faction, played a major role in organising the rally. "We
plan to meet the chief minister over this issue," he said. Both Das
and Tarai had demanded action against Rout during a meet of the
Scheduled Castes Welfare Advisory Board on September 21.

On Thursday, a group of people had staged a demonstration when Rout
had gone to Jagatsinghpur to attend an official meet at the district
collectorate. The police had to escort Rout to the venue. Das and Rout
are at loggerheads in district politics and supporters of Das believe
that if Rout were dropped from the ministry, Das would then make it to
the council of ministers.

An organiser of today's rally and spokesperson for the NCDO Rajani
Tilak said: "We will organise a meet in Delhi to urge the Centre to
put pressure on the state government to initiate action against Rout
for humiliating the Dalits. Rout should not go scot-free."

The Dalit leader also contended that despite constitutional
provisions, the state government was not implementing 38 per cent
reservation policy in educational institutions for Dalits. He also
alleged that SC and ST MLAs were not getting proper representation in
the council of ministers.

Patna : As always, caste equation is sure to play a major role in the
coming Bihar elections if the candidate lists of parties are taken
into account. The latest to jump on to the 'caste bandwagon' is the
Lok Janshakti Party (LJP).
A day after the RJD dug out its old Muslim-Yadav (M-Y) formula,
alliance partner LJP's list of 58 candidates worked out a new
combination of Dalit-Muslim and Upper castes (DMU).

At the same time, LJP chief Ramvilas Paswan gave enough suggestions of
"all in the family" by fielding brother and deputy CM nominee
Pashupati Kumar Paras from his seat Alauli in Khagaria. Another
younger brother and former MP Ramchandra Paswan will contest from
Kusheshwar Sthan.

Paswan, while retaining most of his sitting MLAs, has got 17 upper
caste, 13 Dalit and 10 Muslim candidates in the fray. Overall, LJP
will contest 75 seats. Two of its sitting MLAs had joined the NDA.

While tickets to Dalit and Muslim candidates does not surprise anyone,
preference to upper caste candidates shows how much the LJP chief
banks on "upper caste voters disenchanted" with the Nitish Kumar-led
NDA government.

The LJP has fielded Sonam Devi, wife of convicted leader Nalini Ranjan
alias Lalan Singh, against Mokama strongman, JD-U MLA Anant Singh.
Sonam Devi is a shadow candidate of another convicted LJP leader Surah
Bhan Singh. The war of words in the "battle of bahubalis" has started
with Anant Singh and Lalan Singh using harsh words against each other.
Araria LJP MLA Jakir Hussain, who led the party into BJP fortress
Simanchal in the 2009 September by-poll, will have to fight hard to
save his seat. Alauli, where Paras is fielded, will be another battle
of prestige for the RJD-LJP deputy CM nominee. Three defectors have
also got LJP tickets.

Bhopal : Two remaining accused in the alleged gangrape of a minor
Dalit girl at Mandla in Madhya Pradesh were arrested on Friday.
Omprakash Pradhan, son of a deputy collector, was remanded in police
custody till October 11. The fifth accused to be arrested is Gopal
Sarthi.

Omprakash, student of a private engineering college in Jabalpur, had
fled after three of his accomplices in the crime were arrested.

The police found several indecent clips involving school girls, hostel
inmates and honeymooning couples from Omprakash Pradhan's computer
seized on Thursday from his father's official residence in Mandla.

The clips had been filmed secretly, sub-divisional police officer
Santosh Mahto said. He said the clips were not downloaded from the
Internet and involved local people, who could have been later
blackmailed.

The police said some influential people would soon be arrested in
connection with what appears to be a big racket. It was yet to be
analysed if all the videos were shot by the accused because some of
the clips involve girls from Bhopal, Gwalior and even Delhi. At least
five of them appeared to be local girls.

The police said it was possible that the gang gave rooms to
unsuspecting couples, filmed them, and later either blackmailed them
or circulated the clips in the market.

Don't start caste census in a hurry

May 10: The government's reported decision to incorporate caste in the
ongoing national census is a significant one, and one that will have
far-reaching and perhaps even unintended consequences. While it is not
an entirely new factor in census enumeration, this is the first time
that there will be an official count of the population of other
backward castes.

The OBCs, whose current number is estimated at anything between 35 to
40 per cent of the population, already enjoy a 27 per cent quota in
government jobs and educational institutions, and if you add to this
the long-standing 22.5 per cent reservation for Scheduled Castes and
Tribes, there is a total quantum of reservation of 49.5 per cent. In
the last detailed census in which caste-related data were included, in
the heyday of the British Raj, it was discovered that 58 per cent of
castes had a population of less than 1,000. Also, this count had a lot
of inaccuracies as the British, for instance, lumped Marathas and
kunbis together as Marathas in the 1884 Bombay Gazetteer, while in the
Nasik Gazetteer they were shown separately. A later enumeration of
castes in 1931 was also not done on a scientific basis.
While it cannot be denied that the government does need an accurate
count of the number of OBCs and other castes in the country, in order
that the funds earmarked for their upliftment are correctly allocated,
it would be a huge mistake to conduct this caste census in a hurry.
India is so ridden with the caste factor and the issue is so complex
that the entire matter needs to be handled with a lot of care and
sensitivity. Decentralisation in data collection is an absolute must.
Even Christians and Muslims in India are nowadays demanding
reservation on the basis of caste!
Political leaders who have built up their parties and risen to power
in some states primarily on the basis of their caste identity bear a
special responsibility. It is mainly at their urging that the
government has decided to include caste in the census, something that
had not been done since Independence, and they must therefore
understand if they really want to ensure the uplift of OBCs and other
"backward" groups, a meticulously-conducted count is imperative.
Speed, in this instance, is not of the essence, but accuracy is. These
leaders should be aware, more so than some of their brethren, of the
multiplicity of sub-castes and sub-groups under the broad OBC
umbrella, which in some cases stretch into the thousands, with none
comprising even one per cent of the total. There are also substantial
area-wise variations, and all these would have to be synchronised
while compiling accurate data on a nationwide basis. It is easy for
things to go haywire: for example, between 1971 and 1981, it was
discovered that Maharashtra's Scheduled Tribe population had shot up
disproportionately. It was eventually found that this was because the
Halba tribe suddenly claimed it fell into the ST category. With no
systematic data collection methods, it is easy for similar
inaccuracies to creep in elsewhere.
For the forseeable future, there appears no alternative but for India
to live with its caste-based divisions. But no government and no
political party — and particularly those who espouse the cause of the
"backwards" — should lose sight of their ultimate responsibility to
ensure the speedy uplift of those at the bottom of the heap, so that
at some future date the need for reservations will no longer exist. To
this end, the Centre and state governments must ensure that data
enumeration is decentralised to the grassroots level, so that
policymakers in New Delhi and state capitals can have a better
understanding of ground level realities.

Caste census in June-September next year

The caste-based census would be carried out by the government between
June and September next year, Home Minister P. Chidambaram announced
on Friday.

"It was decided that Caste will be canvassed through a separate
house-to-house survey between June and September, 2011," Mr.
Chidambaram told reporters at his monthly press meet here.

Bowing to demands by several political parties, government had last
month decided to carry out a separate caste census next year.

Finance Minister Pranab Mukherjee had told the Lok Sabha recently that
all political parties had supported the idea of including caste in
census and there was no need for any "apprehensions" over the issue.

His statement had come after leaders of BJP, JD(U), BSP and Samajwadi
Party wanted to know as to what happened to the government's promise
to carry out a caste census.

The Group of Ministers, which examined the issue, had decided that
caste census should be carried out during house enumeration exercise.
