PUNE: The Indian army's Mahar regiment has been shouldering enormous
responsibilities. From exemplary service in World War I, supreme
sacrifices in the Afghan war of 1919 to standing guard near the
Mahatma's body in those tumultuous days after the assassination in
1948 are now milestones in the history of the regiment.

Instead of letting such moments fill up the pages of history or their
accounts pass by word of mouth, one man has decided to preserve them
for posterity.

Government employee Sudhakar Khambe's 15-year efforts have been housed
in a museum dedicated to the Mahar regiment which observes its raising
day on October 1.

The 2,000 sq ft museum that opened in 2000 has been named after his
father and is called Subedar Dharmaji Khambe memorial museum at Dr
Babasaheb Ambedkar Bhavan, Mangalwar Peth.

Khambe's father and grandfather served the regiment. However, his
ambitions to serve the nation in the same regiment were dashed by
injury. But he kept the connection ticking. He began adding to the
collection of material related to the regiment that his father began.

It has items significant in the regiment's history. On display are
rare photos of the many battles the regiment fought, gallantry awards
and medals given to its soldiers and officers for their valour in the
wars.

A photocopy of a letter hand-written by Jawaharlal Nehru to a solider
of the regiment and Khambe's grandfather's service book given in 1890
by the British are important possessions.

"I wanted to keep the connection with the regiment alive, so I began
collecting various items, went to various places and met people
associated with the regiment. Each association enriched me and brought
out the regiment's unique achievements. The museum could come up only
because people helped," Khambe said.

Veterans take pride in the museum. "Youngsters need inspiration to
join the armed forces. One way is to tell them about the glorious
history of regiments," said Brigadier Diwakar Paranjape (retd), who
was with the Mahar regiment for more than 35 years and fought the 1965
Indo-Pak war.

Dalit women demand funds for welfare

JAIPUR: Dalit women attending a State-level conference of the Centre
for Dalit Rights at Dholpur in Rajasthan over the week-end demanded
utilisation of resources of the Scheduled Caste Sub-Plan for ensuring
their welfare and economic development, besides rendering social
justice to them.

About 600 Dalit and nomadic women, mostly from eastern Rajasthan
districts of Bharatpur and Dholpur, attended the day-long conference,
which was inaugurated by National Federation of Indian Women general
secretary Annie Raja.

While Ms. Raja called upon the Dalit women to organise themselves and
wage a battle against "patriarchal practices" prevalent in villages,
National Federation of Dalit Women president Ruth Manorama exhorted
the women to fight for dignity and equal status in the society.

Bhopal : A minor Dalit girl was allegedly gangraped and the incident
filmed on a cellphone by six youths, including the sons of a Deputy
Collector and a head constable in Mandla. The incident came to light
after the MMS, named "localwali", was circulated in the
tribal-dominated town of Madhya Pradesh.
"The rapists were very cruel and committed all sorts of indecent
acts," said sub-divisional police officer Santosh Mahto.

The video was shot in broad daylight in Mohantola jungle in Mandla
more than six months ago. The victim was a little over 13 then. Mahto
said the youths had taken turns to shoot separate clips.

Three of the accused — Sandeep Ahirwar, the 21-year-old son of a head
constable, Satyendra Jharia, 19, and Surendra Nanda, 19 — were
arrested yesterday.

Omprakash Pradhan, whose father is posted as the Deputy Collector in
Mandla, was in Jabalpur at the time of the arrests and managed to
escape. Abhishek Tiwari and Gopal Sarthi, the other two accused, are
also at large.

The victim, a resident of a village 20 km from the town, used to often
visit Mandla with her uncle. She had become friendly with one of the
youths. On one such trip to Mandla, two of the accused offered her a
ride on a motorcycle. The girl was taken to Abhishek Tiwari's house
where she was raped.

The next morning, she was taken to Mohantola jungle — about two
kilometres from the Mandla police station where Ahirwar's father is
posted — where the others raped her and filmed the incident on a
cellphone. One of the accused owns a mobile phone shop.

Mahto said the police identified the victim from the MMS clip. When
they reached the victim's home they found that her parents, who work
as labourers, were aware of the crime. Their neighbours had reportedly
advised them to keep quiet as the accused included sons of a
government officer and a policeman.

The police have booked the six under various sections of the IPC, the
SC/ST (Prevention of Atrocities) Act, the Information Technology Act.

MORANG: Most of the children in Musahar community at Ganga Chowk of
Tankisinuwari VDC-1in Morang district do not go to school due to
poverty.

There are 60 households of the Dalit community in the VDC that is
connected with the district headquarters Biratnagar. Almost all of the
Musahar people have been living there making huts using bamboos and
straw and earn their livelihood since long by the everyday labor.

Only fewer of the children go to the schools though there are around
100 of them, said local resident Ganga Rishidev. He said the rest of
the children would go for labour or stay at home due to their poor
condition and when the parents were not well aware about the
importance of the education.

Some of the children joined to a child centre for study few years ago.
However, when the centre was closed the children spend their days just
by playing during the school time these days.

Local leader Buddhi Paswan said District Education Office has not paid
any attention to establish child centre though it has established many
such centers in other parts of the district.

However, District Education Officer Ashok Kalakheti said the office is
positive to provide child centre in the village but the villagers
should bring the proposal.

None of the Musahar people have completed higher secondary level
education in the settlement until now.

In August 2008, one of the worst communal genocide attempts on the
Christian community occurred in Orissa's Kandhamal district — one of
India's poorest places.

Over 100 people including women, children, Adivasis and Dalits were
killed. Three women were gang raped and many were injured. Over 295
churches were destroyed. Educational and medical institutions were not
spared. And 15,000 fearful and threatened survivors, who cannot return
to their villages unless they revert to Hinduism, are still living in
tents.

The high displacement in the last two years, hellish life in refugee
camps and the breakdown of many families due to poverty, has affected
the aggrieved psychologically. Minor and adolescent girls are being
trafficked for 'security' and livelihood. Widespread ostracizing of
Christians in Kandhamal has affected adult employment and children's
education. The meager government compensation is insufficient for the
immediate medical needs of many.

While the Sangh Parivar followers attacked the Adivasis and Dalits,
the administration stood either as a silent spectator or indirectly
supported the violence. The state's deliberately negligent behavior is
common where the population primarily comprises marginalized
communities like Scheduled Castes and Scheduled Tribes (SC/ST as per
official jargon).

From 3,300 victims' complaints filed in the local police stations,
only 831 were registered as FIRs, most of which are pending inquiry.
The minimal investigations and bias have acquitted criminals,
'arrogating' them before the minorities.

The attacks on Christians spread to over 10 states in India, hurting
the fundamentals of democracy and spiritual harmony. Karnataka
recorded the maximum anti-Christian attacks in India in 2009 and is
keeping pace this year.

The National Solidarity Forum, a coalition of over 55 organizations
nationwide held solidarity events across India. Strongly condemning
attacks on religious minorities, it requested all democratic forces to
unite and fight the rising communal fascism. Appealing to all peace
loving people in the country to support the cause for justice in
Kandhamal, it demanded:

• Prosecution of — police personnel who failed to register FIRs and
encouraged communal violence in Kandhamal

• those responsible for forcing conversions to Hinduism

• relevant administrative officials for dereliction of duty

• Transfer of investigation to CBI/SIT

• Compensation for - houses destroyed in mass arson

• victims of gender violence,

• loss of livelihood for two years

• all widows/next of kin of those who died in the riots

• Resettlement in home villages with full land rights and security

• Employment of men and women victims

* Counseling for traumatized children, women and men

* Rehabilitation of children, especially girls whose education is interrupted

* Reissue of property documents and educational certificates destroyed

* Implementation of a witness protection scheme and provision of
necessary assistance to survivors to ensure their court testimony

* Repeal the Orissa Freedom of Religion Act, 1967, which fuels
prejudicial attitudes toward religious minorities

* Establishment of a State Commission for Minorities, like its
national counterpart

Peoples' Solidarity Concerns (PSC), Student Christian Movement, India
(SCM-I), St. Joseph's College of Arts and Science, Visthar and The
Other Media-Communications (TOMC) were among those who organized a
protest outside Town Hall, Bangalore, on Aug. 25, 2010. These groups
also facilitated a talk by Dr. Ram Puniyani on "Color of Terror:
Saffron, Green or Black" on Sept. 10, 2010 in Bangalore. Dr. Puniyani,
professor Ninan Koshy and Jagadish Chandra of PSC subsequently
responded to questions.

Thiruvananthapuram: Leaders of organisations representing Scheduled
Castes and Scheduled Tribes in Thiruvanathapuram, Kollam,
Pathanamthitta and Alappuzha districts will attend a south-zone
leadership camp of the All India Confederation of SC/ST Organisations
to be held here on October 2 and 3.

Minister for Civil Supplies C. Divakaran will inaugurate the camp and
Minister for Devaswom Kadannappally Ramachandran will be the chief
guest, State president of the confederation K. Ramankutty told a press
conference here on Tuesday.

The confederation demanded the constitution of a debt relief
commission for SC/ST families that had taken loans from various
agencies. It promised support for the struggle for land launched by
marginalised sections of society.

As you are  aware that {Bhartiya Samanvaya Sangthan (Lakshay)} is
working for the rights of dalits and making our people prepare to
protect their rights by adopting different modes like cadre camp,
rally, meetings etc on grass roots level accross the country since
January 1999.

In this context, Lakshay is organizing  a "Protest Rally "  at 10 AM,
on  2nd October 2010(Saturday), at Palwal Haryana( People will
assemble at Bus stand,Palwal),  against the increasing atrocities on
dalits in Haryana.
