The Assembly elections in Uttar Pradesh are scheduled for 2012 but all
major political parties have already slipped into the poll mode,
giving rise to speculation about an early election in the state.
The ruling BSP has launched a massive exercise to prepare for the
elections. Besides a party revamp, the UP Chief Minister and BSP
president, Ms Mayawati, has set a definite time frame for completion
of all projects initiated by her. The Chief Minister is now going out
of her way to placate her Dalit voters and is simultaneously keeping
the upper caste Brahmins in good humour too.
"Suddenly the government is working in the fast-forward mode and this
gives us an indication that the Chief Minister may opt for elections
next year. She has not said a word to us on this but the general
feeling is that she is in a hurry to wrap up things," admitted a
senior BSP MLA.
Apparently, Ms Mayawati feels that the anti-incumbency factor would
build up against her government and the situation would not be
entirely in her favour by 2012. Moreover, this will give time to the
Congress to set its house in order and pose a challenge to the BSP.
With Ms Mayawati pulling out all stops to prepare for the elections,
other political parties are also gearing up for the electoral battle.
The Samajwadi Party has also started the process of candidate
selection and is short listing a panel of candidates for all Assembly
segments. "We apprehend early elections and are therefore preparing
for the situation. Our candidates are likely to be announced by
September," said party spokesman, Mr Rajendra Choudhury.
The Congress is also busy with interviews of prospective candidates
and the party, this time, wants to declare its candidates well in
advance, without waiting for rivals to go public with their lists.
"Ms Mayawati will call for elections sometime next year because she is
nervous about her party's declining popularity graph. We are not
taking things lightly and are ready to deal with any surprises that Ms
Mayawati may throw at us," said a senior UPCC leader.
The Bhartiya Janata Party, meanwhile, is lagging behind when it comes
to poll preparedness. The newly appointed state BJP president, Mr
Surya Pratap Shahi, said, "We are aware that polls may be held next
year, ahead of schedule, and we are also preparing for it. I am trying
to familiarise myself with the situation and the decision will be
taken at the appropriate time."

LUCKNOW: After wooing upper castes for long, BSP chief Mayawati is
back to focussing on her core support base of Dalits.


She has begun the exercise by issuing directives to allot 'pattas'
(small land holdings) to landless and homeless Dalits in the vast
rural expanse of the state.

In a circular issued by the chief minister's office on Friday,
Mayawati directed all divisional commissioners and district
magistrates to undertake a special drive for allotment of 'pattas' to
"eligible persons", which primarily include landless Dalits.

The move is seen as part of her new agenda to gear up her party and
government for the 2012 state assembly elections.
"While carrying out 'patta' allotments to the landless poor, you must
also look into complaints of fraudulent allotments to ineligible
persons, who must dispose of such land latest by the end of this
month," the directive said.

"There is an urgent need for regular monitoring of 'pattas'. Strict
action needs to be taken against mafias and musclemen, who are found
to be in illegal possession of such plots," she stressed.

The chief minister has also urged the officials to personally carry
out spot verification of various development and public welfare
programmes.

Reviewing the progress of disposal of public complaints, the chief
minister directed officers to give priority to the problems of common
people and ensure their disposal in a time bound manner.

She emphasised on the need to make the weekly 'Tehsil Day' system more
effective so that common people get a fair chance to bring their
problems before the district officials.

The chief minister also stressed upon the need for speeding up work
related to long pending consolidation of land holdings.

While expediting the verification of beneficiaries under destitute
widow pension scheme, she also urged officials to draw up a list of
beneficiaries under Mahamaya Gharib Balika Ashirwad Yojana within a
month's time.

The chief minister's directives also include emphasis on "improvement
of power supply in both rural and urban areas", and "repair of
defective hand-pumps and extension of piled drinking water supply in
untapped areas".

Besides issuing directions for priority based allotment of land for
primary schools in slums, Mayawati has also directed the health
department to ensure proper implementation of various health,
pre-natal and post-natal immunisation programmes.

Dalit woman raped in Jhalawar

JAIPUR: A 35-year-old Dalit woman was allegedly raped by nephews of
her husband under Ghatoli police station of Jhalawar on Friday. They
also forcibly cut the victim's hair. Police have arrested four persons
in this connection. The medical examination of the victim has been
conducted for the second time, the report of which is awaited.

According to the police, Guddi Bai (35), who lived with her husband
Lal Chand and in-laws, allegedly had an illicit relationship with
another local man. Objecting to this, her in-laws often had dispute
with her but she continued to meet him. On June 1, Lal Chand and his
brothers were working in a field when Guddi Bai's paramour came to
meet her. Irked over this, Lal Chand's brothers thrashed Guddi due to
which she suffered a fracture and then forcibly cut her hair. Guddi
reported the matter to Ghatoli police after which Lal Chand's brothers
and his nephews were arrested and charged under Section 151 of CrPC,
police said.

Sources claimed Guddi developed a relationship with a local person and
used to talk with him on the phone. Despite repeated warnings by her
family, she continued to maintain her friendship with him and the
annoyed family members thrashed her to teach a lesson.

Meanwhile, Guddi approached Ghatoli police with her brother on
Thursday night and alleged that she was raped by her husband's
nephews. Though police have recorded her fresh statements and sent her
for medical examination to confirm rape. However, she had not framed
any charges of rape against them in the first report, an official
said.

SP (Jhalawar) Gaurav Srivastava said the victim's medical examination
was done after her first complaint and it was found that she had
injuries and her hairs was cut. Police arrested four persons who were
named in her complaint.

It appears that after lodging the complaint against her family
members, Guddi knew that she would not be allowed to live with them.
Therefore, she planned more serious charges against them, an official
speculated.

Meanwhile, a minor girl was gangraped by three persons in the jungle
under Guda police station of Jhunjhunu district on Friday. Police have
registered a case against three persons while victim has been admitted
to government hospital for treatment. According to report, three
persons Mahipal, Omprakash and Satyam kidnapped the girl while she was
sleeping outside her home and took her to an isolated place and raped
her. However, she managed to escape while the accused left her alone
and went to buy liquor.

AHMEDABAD: Forms for new biometric ration cards, issued recently by
the state civil supplies department, have irked members of the dalit
community. Derogatory terms in the form, seeking information on
scheduled castes and scheduled tribes, can land anybody in jail if
spoken in public. These terms have long been banned by the central and
state governments.

However, the state civil supplies department's recently-issued forms
seem to have forgotten this norm. The information sought in the card
has angered public distribution service shops.

"The onus is on us to fill up the forms and then submit them to
respective civil supplies officers. How can they ask for information
which is considered derogatory? For long, the practice was
discontinued. We can't understand why it made a sudden comeback.
Besides, the form is complex and a commoner cannot fill without help,"
said Harshad Patel, a ration shop owner and social worker from
Amraiwadi.

Angry dalits along with shop owners held a protest in Amraiwadi on
Friday. The agitators sought withdrawal of the form with immediate
effect.

Social workers too have strongly protested against the move. Manjula
Pradeep, director of NGO Navsarjan, said that castes have been made an
issue unnecessarily. "This is not limited to ration cards. Various
forms and schemes of the government ask for such details. On the one
hand, they claim they have abolished the system and on the other,
their own documents use caste identities," she said.

Girish Parmar, general secretary of Gujarat Pradesh Congress
Committee, said no other state government has used such words to
describe castes.

"It is an insult to the entire dalit society. We have objected to such
government moves in the past. We will protest against the forms and
give an application to senior government officials on the issue," said
Parmar.

Tamil Nadu Chief Minister M. Karunanidhi was said to have played the
Dalit card to save the scam-tainted Union Telecom Minister A. Raja. In
February Bihar Chief Minister Nitish Kumar played the Mahadalit card
at a 'Mahadalit ekta' rally in Patna. Also in February Nitin Gadkari,
leader of the Hindutva-toting upper-caste Bharatiya Janata Party,
played the Dalit card in Indore to counter the Dalit-Brahmin card
Congress General Secretary Rahul Gandhi played in Uttar Pradesh.
Meanwhile, elite analysts believe Mayawati has overplayed the Dalit
card by placing all bets on her self. Isn't it time to shuffle this
pack of canards?

Dalit politics as conducted in the mainstream media (now
interchangeable with PR, post paid-news) is all symbolism and no
substance. This might explain the lack of outrage at the government's
opposition to the inclusion of caste in the United Nation's 2009 draft
principles and guidelines for the effective elimination of
discrimination based on work and descent. The comprehensive framework
– the first of its kind – could have lead to the establishment of an
international monitoring mechanism on caste discrimination.

Some might question the need for global guidelines, believing that we
live in a peaceful post-caste world with the occasional cacophony of
vote-bank politics. But a three-day documentary film festival in
Chennai called 'Imaging Dalit Reality: Politics of Visual
Representation' challenged such notions.

In his inaugural address M. Madhava Prasad, Professor of Cultural
Studies at the English and Foreign Languages University, Hyderabad,
pointed out that in their current nascent form, Dalit films are
primarily inward-directed expressions of dissent, a chronicling of
marginal lives with a searing sense of humiliation. What is needed
now, according to him, is for a critical language of film-making to be
developed, a Dalit perspective through which 'everything in the world
can be discussed.'

Perhaps a reason for the insulation is that at present to be
outward-looking means seeing either miles of empty rhetoric or row
upon row of silent stone walls. For instance not one of the English
papers carried a single report on the festival, which, ironically,
coincided with Republic Day.

At the festival the ruthlessness of this power structure was the
sinister background score to each film.

'Of Inhuman Bondage', Gopal Menon's 2005 film on manual scavenging,
showed women and children cleaning up the shit of shining India,
determined to salvage their soiled prides. After 17 years of the
Employment of Manual Scavengers and Construction of Dry Latrines
(Prohibition) Act, there are still officially 6,76,000 people
(unofficially around 13 lakh) engaged in this work.

'Nadantha Kathai', Pon Sudha's short film in Tamil, portrays the
anguish of a child unable to understand the upper castes' 'ban' on
footwear. Why is it that those who make the shoes are prohibited from
wearing them? The question enrages him to the point of rebellion. In
real life such assertions can lead to horrific consequences as the
recent case of a young boy in Tamil Nadu, who was beaten up and forced
to eat human excreta by the upper castes, clearly shows. The police
took one week to file an FIR claiming that the boy had incited the
upper caste group.

Such impunity is the result of the institutionalisation of caste
prejudice – the Melavalavu massacre in Tamil Nadu being one of the
cruelest examples of this. In 1997 six Dalits, including the Panchayat
president and vice president were hacked to death in broad daylight
for daring to assert their political rights. Santha and Balan's film,
'Melavalavu', shows how the government's half-hearted attempts at
'reform' facilitate this violence. The 73rd and 74th constitutional
amendments in 1992 provide reservation for scheduled castes and
scheduled tribes in every panchayat and municipality. The panchayat
offices though continue to remain in the upper caste areas with
inadequate security provisions. The constant threat of violence
results in many being forced to forfeit this mirage of a right.

Since these cases do not lead to candlelight vigils and television
news campaigns, justice, if delivered, is usually an impostor. The
police avoid registering them under the Scheduled Caste and Scheduled
Tribe (Prevention of Atrocities) Act, 1989, which although rife with
contradictions, attempts to hold accountable police and enforcement
authorities who fail to cooperate with the victims. Not that
registration under the Act insures justice either. The less than 30
per cent conviction rate has 'shocked' even Dr. Manmohan Singh.

The very act of participating in films depicting this injustice is
fraught with danger. French anthropologist Nicolas Jaoul in his
article 'The 'Righteous Anger' of the Powerless: Investigating Dalit
Anger over Caste Violence', notes that any public display of anger
involves expressing a conflictual emotion, one that the powerless are
inclined to avoid in order to facilitate social integration and
prevent repression and further hardships. For the oppressed therefore,
this is not merely cinema, but a tool for social assertion.

Festivals such as these serve as sites for reviewing and creating
movements in this direction. The post-film discussions revealed the
complexity of identity politics. One discussant suggested the next
edition of the festival be called 'Imaging Heterogeneity', to debunk
the mainstream myth of a 'united Indian civilisation.'

But is Dalit politics itself being appropriated into the mainstream
even while it celebrates its significant successes? "What is Dalit
politics if all one wants is a slightly larger share in an oppressive
political state?" asked cultural critic Sadanand Menon. In his
valedictory address he urged for film festivals to be directed at the
oppressors.

For that we need to break out of the comfortable festival format where
a group of largely like-minded and privileged people deliberate on
'Dalit liberation'. These issues are not 'Dalit issues'. The images of
exploitation lay bare the hollowness of a representative democracy
that greases its palms with the sweat and tears of its own people.

That these images haven't percolated the national consciousness proves
the much-touted 'trickle-down effect' to be mere trickery.

A 25-year-old man allegedly smothered his girlfriend to death because
she belonged to a different caste and his parents did not approve of
the relationship, police said.

On Wednesday night, Ravi Mishra went to his girlfriend Monica
Jaiswal's house in southeast Delhi's Ambedkar Nagar and killed her.
Both of them are call centre employees. They were supposed to get
married at a court in Kanpur next week.

The police was informed about the incident by Monica's parents, who
came to the Capital from Kanpur. It was Ravi who reportedly called
them up and informed them that Monica was not picking up her
cellphone. They came to the Capital and broke open the door of her
rented flat and found her dead.

Additional Commissioner of Police (Southeast) Virender Singh Chahal
said, "Ravi smothered her to death as he did not want to marry Monica.
His parents were against it and even he was not interested."

When the police questioned Mishra, he reportedly admitted to killing
Monica. Mishra was arrested on Thursday and a case of murder
registered against him.

BANGALORE: The Karnataka State Commission for Scheduled Castes and
Scheduled Tribes has ordered the Karnataka Power Transmission
Corporation Ltd (KPTCL) to regularise the jobs of 840 daily wage
employees and hand them permanent posts.


The order issued on Friday by the commission's chairman Nehru C
Olekar, added that of the 840 employees (64 per cent of whom are
SC/STs, and the rest belong to backward classes), the ones below 47
years of age should immediately be given permanent posts and also hike
the salaries of those above 47 years of age. Representing the
employees, advocate Rupesh said that for the last 30 years, these
employees have been carrying out jobs of sweeper, attendant and
sometimes also doubling up as linemen.

Before 1998, these people were drawing a salary of Rs 3,100, but after
1998, it has been reduced to 2,600, he added.

He also said that most were temporary employees, however, they ended
up doing more than their expected share of work.

Since they are working on a temporary basis, the higher officers take
them for granted, he added.

Rupesh said that in November 2007, KPTCL had constituted a committee
to look into the state of the daily wage employees, and in July 2008,
it had recommended permanent jobs for people below the age of 47 years
and to increase the salary of those above 47 years of age.

However, no such thing has happened, he said. Defending KPTCL,
additional chief secretary, Energy Department, K Jairaj said that
although their committee had given recommendations, they could not
implement them as there was a Supreme Court order in the case of State
of Karnataka vs Uma Devi.

The SC order categorically states that public employment will be
affected if the suggestion (regularising jobs of daily wage employees,
hiking their salaries) is implemented, Jairaj added.

However, we have asked the SC/ST commission to give us two months'
time so that the KPTCL committee can decided on the matter. We have
also asked for 15 days to fix the amount of increment.

Attacks on Dalits rising: CPI(M)

VENTING THEIR IRE: Members of the CPI(M) staging a protest in support
of Dalit rights in Bangalore on Thursday.

BANGALORE: Atrocities against Dalits in the State have risen in the
last two years and the Government is doing nothing about it, alleged
Maruti Manpade, State Committee member, Communist Party of India
(Marxist).

Speaking at a protest march organised here on Thursday, he accused the
State Government of discriminating against the Dalits. "Problems like
discrimination on the basis of caste in hotels, maths, increasing
incidence of AIDS among devdasis and low wages for daily workers exist
but the Government is not doing anything to solve them," he said.

Accusing the Government of introducing policies which were against the
interests of the Dalits, the protesters demanded the repealing of the
Prevention of Slaughter and Preservation of Cattle Bill, 2010, as red
meat formed the basic diet of the Dalits.

K. Varadarajan, polit bureau member, said even after 60 years of
Independence, everyone was not treated equally, especially in States
like Karnataka. "In more than 50 villages in the State, social boycott
or untouchability is practised and action has not been taken by the
authorities. In today's India, democracy is decided by caste or
money," he added. The march, originally planned to start at the City
Railway Station and end at the Chief Minister's residence, was cut
short as Minister for Social Welfare Sudhakar Rao visited them at
Freedom Park. The Minister was presented with a letter to the Chief
Minister urging him to look into the living conditions of Dalits.

Patna, June 12 (PTI) With internal differences persisting and RSS
taking a strong line against it, BJP today appeared to be having
reservations on its support to inclusion of caste in census.

"We believe in a strong nation. We have put forth our view in
Parliament...Why you are asking us when the stand of the central
government is itself not clear," party general secretary Ravi Shankar
Prasad told reporters here.

Answering a volley of questions seeking clarity on the party's stand
on the ticklish issue, Prasad's refrain was, "we believe in a strong
nation. We have put forth our view in Parliament".

He was briefing reporters on the presidential address of party chief
Nitin Gadkari to the BJP National Executive which began here.

[ZESTCaste] Interview conducted in Panjab University Chandigarh for SC teaching post

 

Dear All,

In the response to advertisement No. 6/2009, I have applied for the post of Lecturer in Physical Environment-1 (Reserved for SC Category) in the Department of Environment & Vocational Studies, Panjab University , Chandigarh .
Further with reference to their interview letter vide No. EST/10/2535 dated 19/03/2010 , I appeared in the interview on 02/04/2010 at 4:30 PM in the office of Vice-Chancellor, Panjab University , Chandigarh .
As per condition of the interview letter, I was asked by experts to give presentation in the office of V.C. After completion of presentation, Experts seems to be much satisfied with my research activities and qualification.
VC from His chair asked me, "Have you brought NOC".
I told that I have applied for it to my Private Deemed University but they refused to provide the same.
Interrupting me to say anything VC said with anger, "How did you appear for interview?….you are not suitable for interview…..without NOC…how did you come?"
One expert said sir, let we interview him first.
V.C., "OK…….OK"
One expert asked me, "Why you studied POLYCYCLIC AROMATIC HYDROCARBONS (PAHs) from incineration of waste?"

I answered PAHs are of special environmental concern. US Environmental Protection Agency has declared 16 PAHs as priority pollutants. Moreover many PAHs have been declared as probable and possible carcinogenic by International Agency for Research on Cancer (IARC).
I told that I have submitted two research projects, one to AICTE entitled, "Oral Exposure to Polycyclic Aromatic Hydrocarbons" and another to CSIR entitled, "Toxic Environmental Releases From Medical Waste Incinerators" for funding. Presently, I am guiding two M.Sc. students and 1 Ph.D. student.
Then VC rush toward the seat where expert committee was sitting and said to me in hindi, "Tu bahut environmentalist banta hai? Ye bata abhi – abhi globle warming per controvercy chali thi; wo kya thi?"
I just started to speak, whether carbon dioxide ….is actually responsible for global warming or not?
(but even word carbon he did not let me to say anything).
Then he asked, "Who is the Indian environmentalist who have received Noble prize".
I said, sorry! Right now I am not able re member his name.
VC said with anger in Punjabi, "Chhal…bhajj ! bhajj………bhajj ja…bhajj ja……..(means you just get lost…fast)" by pointing his fingers towards the door.

I left the room but I was shocked.

Having PhD degree (with international publications) from reputed Deemed University, NET (LS) CSIR UGC, HP SLET, GATE and more than two year teaching experience..…the person is treated like animal in interview, just to degrade SC candidate or to show that I was nothing in front of world owners (Upper caste people).

I request you all, kindly to enquire the following:

1. Why an interview Letter No. EST/10/1552/Estt. I dated 25/02/2010 was issued in which date of interview was mentioned to be 20/11/2009? After consulting University authorities a new interview letter was issued on 26/02/2010 (Letter No. EST/10/1706/Estt. I) in which date is mentioned to be 03/03/2010 at 9:30AM.
2. When I reached at University on said date and time, It was said to me that interview has been postponed. Why I was not intimated for that? [However, modified letter for interview was issued on 26/02/2010 (Friday). There were holidays for 27/02/2010-Saturday, 28/02/2010-Sunday and 01/03/2010-Monday (for Holi)]. Why interview was cancelled on spot (02/03/2010) and Why the candidate who's corresponding address was of same city in which University is situated was not intimated for postponing the date of interview?
3. Further, afresh interview letter was issued on 19/03/2010 for interview to be conducted on 02/04/2010 at 4:30PM.
4. Why I was mentally tortured by using abusing language by VC?
5. For reserved post, Why every year interview is conducted but seats are not filled? Is it for money making?
6. Why every year, It is said to UGC, "Not found Suitable."
7. For a reserved post of Lecturer for SC, what can be more qualification than Ph.D.? Is in India education system has fallen upto such a extent that suitability of a candidate (for a post of lecturer) can not be predicted on the basis of having PhD degree, CSIR-UGC NET (LS), HP SLET, GATE and Teaching experience of more than 2 years at university level? But such a candidate is insulted in interview.
8. Why private colleges/ Universities do not issue NOC (No Objection Certificate) but ask to resign?
9. Why NOC is required from private employer, if candidate do not want to take any benefit of his experience from last employer in the case when private authorities do not issue NOC?
Please find enclosed my Latest CV as proof of qualification and copy misleading interview letters. I have also made many requests through e-mail from April, 2010 regarding my grievance.

Kindly look into the matter as soon as possible and help untouchable persons to stand in the front of upper cast people.
