New Delhi, Mar 16 : Slamming Uttar Pradesh chief minister Mayawati for
wearing garland made of thousands of thousand rupee notes at her
rally, yoga guru Baba Ramdev on Tuesday said the money should have
been used for betterment of Dalits and poor.

"Mayawati calls herself Dalit Queen. And look at her! She wears
multi-crore garland at her party rally," Ramdev told reporters here.

"The country's wealth should be used for betterment of Dalits and
poor, and should not to be used as garlands to decorate the neck," he
added.

Meanwhile, the same day (Tuesday), Ramdev launched his own political
party 'Bharat Swabhimaan' and said his candidates will contest all
seats in the next Lok Sabha elections.

Ramdev said he wants to 'cleanse' the system and hence forayed into politics.

On Monday evening, Bahujan Samaj Party (BSP) chief Mayawati raised her
narcissism to a new level by wearing a garland made of thousands of
thousand-rupee notes at a mega rally in Lucknow.

The rally, held on the birth anniversary of BSP founder Kanshiram, was
organized to mark 25 years of the party.

According to BSP activists, Maya's garland was worth 'quite a few lakhs'.

Lucknow, March 16 (IANS) After initial denials about Uttar Pradesh
Chief Minister Mayawati having been felicitated with a giant sized
garland made of Rs.1,000 denomination currency notes at the Bahujan
Samaj Party (BSP) rally here Monday, party leaders Tuesday said it
contained only Rs.21 lakh, not Rs.5 crore.
Taking cognizance of the gift, the Income Tax department is said to
have issued a notice to Mayawati.

"The garland had currency notes worth only Rs.21 lakh, that were
contributed by a large number of party leaders and workers,"
Mayawati's close confidante and cabinet Minister Naseemuddin Siddiqui
declared here Tuesday.

"The money for the garland was collected by party functionaries in
Lucknow and we arranged to have a special garland made for our leader
here itself," he told mediapersons, after the party's earlier denials
were rebutted with huge pictures on TV as well as in print, clearly
showing the currency notes.

Siddiqui refuted media reports about the garland having been gifted by
BSP functionaries in Karnataka, where it was earlier stated to have
been crafted.

When a journalist sought to draw his attention to a Karnataka BSP
leader having gone on record Monday claiming that the garland was
brought by him, Siddiqui said: "What I am telling you is the truth. I
do not know of what and who made this claim from Karnataka."

Accusing the opposition of spreading all kinds of canard against the
BSP, he said: "Well, the opposition has got the jitters after seeing
the mammoth turnout at our rally, so they are bound to make wild
allegations against us."

Asked what the party would do in the wake of the Income Tax probe
ordered into the garland affair, Siddiqui said the party was "not
scared of any inquiry as we have not done anything wrong".

Flatly denying the opposition charge that the rally was a "government
sponsored affair" and that it entailed an expenditure of Rs.200 crore,
he said that by no stretch of imagination, could it be such a whopping
figure.

"Let me tell you, most of the work was undertaken by volunteers who
worked without taking a penny in return to make the rally a grand
success, which was what the opposition cannot digest," he added.

Controversial Chief Minister of India's Uttar Pradesh state, Mayawati,
has been criticised for accepting a huge garland made entirely of
1,000-rupee notes.

Ms Mayawati's supporters gave her the garland as a gift at her Bahujan
Samaj Party's silver jubilee rally on Monday.

It is made of new 1,000-rupee notes and is estimated to have cost
anywhere between $400,000 and $2m.

Ms Mayawati, who champions the cause of the poorest of the poor, is
criticised for amassing vast personal wealth.

She is India's first woman Dalit (formerly "untouchable") chief
minister and has a huge following among those at the bottom of the
Hindu caste system.

Calls for inquiry

Photographs of Ms Mayawati, wearing the rupee garland, appeared on the
front pages of Indian newspapers on Tuesday morning.

The issue was also raised in parliament, with MPs from different
parties criticising what they said was a vulgar display by Ms
Mayawati.

"We appeal to the government to take cognisance of the money that is
being spent, or rather, misspent in the rally. And millions' worth of
the garland that she accepted should be inquired into," senior
Congress party leader Digvijay Singh said.

A leader of the opposition Bharatiya Janata Party (BJP), Rajnath
Singh, said: "I just want to say that state funds and resources have
been misused in Uttar Pradesh in every form. And I want the government
to take action in this case at the earliest."

It is estimated that nearly 400,000 supporters attended the rally in
the Uttar Pradesh state capital, Lucknow, on Monday. The city was
draped in blue (the colour of Ms Mayawati's party) for the
celebration.

Statue spree

A former school teacher, Ms Mayawati is one of India's most colourful
politicians. She has governed Uttar Pradesh and its 180 million people
since state elections in 2007.

In the past few years, she has amassed massive personal wealth,
developing a fondness for lavish birthday parties and diamond
jewellery.

She has been taken to court for commissioning massive statues of past
Dalit icons and herself at great public expense.

Ms Mayawati's critics accuse her of wasting precious government funds
in one of India's most backward states.

Uttar Pradesh has soaring crime, poor health services and very high
illiteracy rates.

Ms Mayawati appears unfazed by all the criticism and has spoken many
times about her ambition to be prime minister of India.

Her party denied claims on Monday that state funds had helped pay for
Monday's festivities, saying it had footed the bill.

LUCKNOW: Uttar Pradesh Chief Minister Mayawati on Monday attributed
the purported move to freeze her Bahujan Samaj Party's election
symbol, elephant, to a "conspiracy" backed by the Opposition parties.
She rejected talk that the elephant statues erected in parks and
memorials for Dalit icons had something to do with the symbol. In the
statues, the elephants were shown in *swagat mudra' (welcome posture)
with their snouts up, whereas the BSP's symbol shows the elephant with
its snout down, she said addressing a mammoth rally organised here to
mark the 25th anniversary of the party's formation and the birth
anniversary of its founder Kanshi Ram. The BSP has to submit to the
Election Commission on March 18 its reply to a petition filed against
the elephant statues.If the elephant statues could be brought to the
Commission's notice since the jumbo is the BSP symbol, the Commission
should take note of the Congress' symbol of *hand' and the Samajwadi
Party's *bicycle,' she said. Bicycles were being distributed to girls
under the Savitribai Phule Scheme launched by the BSP Government and
the hand was used by leaders of all parties to welcome people. "In
that case, the hand and cycle symbols should be de-registered," she
said.

Ms. Mayawati also justified the erection of her own statues. "Is there
any law in the country that bans the erection of statues of living
leaders, and can funds be spent only on erecting statues of dead
leaders and not the living ones?" The statues of Jawaharlal Nehru,
Indira Gandhi and Rajiv Gandhi were erected throughout the country by
the Congress; many schemes, colleges, universities, airports, railway
stations and roads using government funds were named after them. In 63
years since Independence, she said, crores had been spent on building
memorials and museums for the Gandhi-Nehru family. However, when
statues of and memorials to Kanshi Ram and other Dalit icons were
built, the Opposition charged the BSP with misusing government funds.

Congress anti-Dalit'

Ms. Mayawati termed the Congress anti-Dalit, arguing that it supported
the caste system. She blamed the Congress regimes for corruption in UP
and accused the Centre of stalling the State's development by not
releasing funds. The BSP, she said, had achieved much more in the 25
years of its existence than what the 125-year-old Congress gained in
the first 25 years of its formation.The Chief Minister accused the
Congress and the Opposition parties of trying to finish the BSP in the
last 25 years by making baseless allegations against Mr. Kanshi Ram
and engineering a split in the party. She also mentioned the moves to
corner her in the Taj Corridor and disproportionate assets case. Ms.
Mayawati expressed the satisfaction that despite the tirade, she had
managed to strengthen the BSP movement. She cautioned the party
workers against the designs of the Congress, which, she said was
trying to regain power in the State.The BSP rally was one of the
biggest seen here in recent years with party workers from all parts of
the country. Opposing the Women's Reservation Bill in its present
form, Ms. Mayawati said her party would stage dharnas in district
headquarters on April 14. She also warned of a nationwide agitation if
the Centre does not bring prices down.

Probe into sudden appearance of bees

PTI reports:

'Stung' by the sudden appearance of a huge swarm of honey bees at the
venue of the rally, the Uttar Pradesh government has ordered an
inquiry.

"Someone disturbed honey bees at the nearby central school building by
lighting a fire below the hive, following which they hovered over the
Rama Bai Ambedkar maidan for about an hour," a government release said
here.

The inquiry will reveal the mischievous elements behind the incident, it added.

ALLAHABAD: Crores of rupees have been spent to observe the birth
anniversary of Dalit icon Kanshiram but the project named after him
for the development of the selected wards in cities has been
forgotten. The State government has announced the Kanshiram Samagraya
Vikas Yojna with fanfare for the infrastructural development of
selected wards but the money meant for the project was stopped midway,
giving jolt to the project.

Under the scheme, as many as 38 wards would have been selected for
development in the city over a period of five years.

In the first phase, Katra, Muthiganj-II, Jayantipur and Sulemsarai
were selected. In the second phase, Rajapur, Sadiapur, Kareli, Atala,
Rajrooppur, Civil Lines-II and Colonelganj. After that, no other wards
were selected.

Though there was some work in the first phase in some of the selected
wards but the work in the second phase was negligible. The corporators
have complained about the quality of work in the first phase. Katra
corporator Anand Agarwal said that the work order was released for the
construction of road in Machi Bazaar area of the ward but it has not
started till date.

As far as infrastructural facilities are concerned, the water woes of
the selected ward should be solved. Improvement of the drainage system
and construction of cemented roads are other areas. The faulty
streetlights were meant to be changed.

Various social programmes were to be taken up in the selected wards
like giving pension to old persons, widows and handicapped.
Establishment of health centres and vaccination to children were also
part of the scheme.

In addition to this, scholarships should also have been given to
students belonging to Scheduled Castes, scheduled tribes, minorities,
handicapped and poor children of general classes. The ward also has
the facility of beautification of the parks and the development of
community centres.

The true tribute to Kanshiram would be taking a vow to work for the
upliftment of downtrodden and neglected sections of the society.

Lucknow: Uttar Pradesh chief minister Mayawati warned on Monday that
if the Election Commission (EC) forfeited the BSP's election symbol
(elephant), then the party symbols of the Samajwadi Party (cycle) and
the Congress (hand) should also be forfeited.


Addressing a mammoth rally to mark the BSP's 25th anniversary and
party founder Kanshi Ram's birth anniversary on Monday, she lambasted
opposition parties, particularly the Congress, on issues ranging from
rising prices to women's reservation.

"The difference between our election symbol and the elephant statues
installed in the memorials are obvious. They have their trunks raised
as a traditional mark of welcome. The elephant in our party symbol has
its trunk hanging down," she reasoned.

Mayawati also asked the Congress not to mislead people by
promising development. "The Congress wants to claim credit for the
Women's Reservation Bill, but it gives no separate quota to Dalit
women. It was not the Congress but Dr Ambedkar who gave reservations
to deprived sections and equal rights to women in our Constitution,"
she said.

"The Congress has put up statues of Nehru-Gandhi family members across
the country, but they raise objections when Dalits put up statues of
their icons… This shows that Congress is biased against Dalits," she
remarked.

Talking about her own statues, she wanted to know which law in the
country prevented the installation of statues of living persons.
Discounting charges of dilution of Dalit ideology, Mayawati said, "I
can never alienate myself from the Bahujan movement and will continue
to work for the Dalits till the last drop of my blood. I will never
let Dalits hang their heads in shame," she asserted, inviting a
thunderous round of applause.

Lucknow, Mar 16 (ANI): Congress leader Digvijay Singh has accused
Uttar Pradesh Chief Minister Mayawati of misusing public money, and
said she is not the daughter of a Dalit, but the daughter of wealth.

The giant garland, used to honour Mayawati during the Bahujan Samaj
Party's silver jubilee celebrations on Monday led to a new
controversy, as it was alleged to have been made of Rs.1,000 Indian
currency notes.

Congress leaders have questioned the source from where the money had come.

Further criticizing Mayawati, Singh said she should be charged and
investigated for money laundering.

The Samajwadi Party and the Congress both have demanded a Central
Bureau of Investigation (CBI) inquiry into the matter.

Congress leader Akhilesh Pratap Singh said, " Mayawati loves money.
Therefore she only wants people to give her money."

"It's a scandalous show of money power," said Congress spokesperson
Manish Tewari, adding that it is the same Chief Minister, who had
earlier said the State Government did not have appropriate funds to
compensate the Pratapgarh stampede victims.

The multi-crore garland was just a small part of the extravagant Rs
200 crore celebrations that marked the BSP's 25th anniversary, and its
founder Kanshi Ram's birthday, with a massive rally in Lucknow. (ANI)

Bahujan Samaj Party general secretary and Rajya Sabha MP Satish
Chandra Mishra was on Monday virtually sidelined from the party's
political and organisational affairs when he was named the chairman of
its All-India Legal Cell.

He is now the chairman of the Uttar Pradesh Advisory Council.

Mr. Mishra, who was instrumental in enlisting the support of the
Brahmins for Chief Minister Mayawati and was one of the architects of
the successful social engineering experiment in Uttar Pradesh, was
also divested of that responsibility.

Now the onus of enlisting Brahmin support for the ruling party will be
on Energy Minister Ramveer Upadhyaya, Gopal Narain Mishra and O.P.
Tripathi.

These announcements, including the formation of the BSP's legal cell,
were made by Chief Minister Mayawati at her mammoth rally here to
commemorate the silver jubilee of the party's existence and the birth
anniversary of its founder Kanshi Ram. Ms. Mayawati made it clear that
she had not drawn a 'Lakshman Rekha' for Mr. Mishra which barred him
from participating in organisational affairs.

"He can go anywhere in the country, but only after he is free from
legal matters", the Chief Minister said.

"Legal matters of the party would be a priority for Mr. Mishra and he
would devote full time to these," she added.

The Chief Minister said she had made this public announcement to
dispel doubts and rumours that Mr. Mishra had been cut down to size.
She lauded his efforts to strengthen the party.

Ms. Mayawati said she had been forewarned by her mentor Kanshi Ram
that the BSP might have to face legal hassles in future, which is why
the all-India legal cell has been constituted.

Apart from reconstituting the Brahmin 'bhaichara' (brotherhood) core
committee, the BSP president named Ministers Jaiveer Singh and Badshah
Singh and alleged mafia-don-turned politician Dhananjay Singh to
enlist the support of the Thakurs.

Bahujan Samaj Party president Mayawati [ Images ] had the most
pleasant surprise in store for her when her party workers from
Karnataka [ Images ] garlanded her with a special garland believed to
be made of currency notes worth Rs. 5 crore.

In fact, none noticed the Rs. 1000 rupees currency notes with which
the huge garland was created until these became visible in some shots
by some local photographers. "We notices the notes when we zoomed in
for our shots", said the photographer, covering the event.

Earlier, while Mayawati was being garlanded, mediapersons could see
from a distance that it was not a run-of-the mill garland, beholders
initially thought the garland was made of exotic flowers. However, the
mystery was unraveled when TV channels covering the event beamed
pictures of the garland.

Those present on the dais, however feigned ignorance about the unique
garland in which some 50,000 currency notes of 1000 rupee denomination
were believed to have been used.

The garland was specially crafted and brought by Mayawati's party
functionaries all the way from Bengaluru [ Images ] for Monday's mega
rally organized by her to mark the ruling party's silver jubilee
celebrations which coincided with the 76th birth anniversary of party
founder and her political mentor, Kanshi Ram.

LUCKNOW: In perhaps the most emphatic reiteration of her core Dalit
agenda in recent times, chief minister Mayawati said she was immensely
proud of
the Dalit community which stood solidly behind her over the years.
With Congress, off late, trying hard to breach her Dalit base,
Mayawati's speech at a massive rally on Monday remained focused on
Dalit reiteration and Congress bashing. She said that, in the past,
several leaders had broken away from the party and it was thought that
BSP would weaken but instead "our people never left us".

After her famous speech in August, 2008, were she had spoken about her
successor being from the Dalit community only, Ms Mayawati made her
most vocal reiteration of Dalit ideology saying that she will "never
let down Dalits", trying to nip any speculation that the community's
interests were being overlooked by the BSP government.
Though for good measure the Dalit czarina pointed out that certain
senior leaders have been specifically tasked with bringing the
Brahmin, Thakur and Vaishya (Bania) communities closer to the party,
it was pre-dominantly the Dalit agenda all the way at the rally.

Strangely though, she skipped mentioning Muslims in this series, which
may have to do with the fact that the PWD minister Nassemuddin
Siddiqui has been focusing on wooing the minorities into the party. Ms
Mayawati also tried to clear the air over the fate of her confidante
and party general secretary Satish Chandra Mishra, saying that
political rivals were trying to portray that he has been cut to size,
which she said, was far from the truth.

CHENNAI: When political leaders like Lalu Prasad Yadav, Mulayam Singh
Yadav and Sharad Yadav seek reservation for OBCs and Dalits within the
33 per cent of seats that is proposed to be reserved for women in
Parliament and legislatures, why are the parties in Tamil Nadu that
came from the Dravidian stock not exercised about it? The answer is
simple: They do not need it.


The fear expressed by the OBC and Dalit leaders from the north that
elite women from the upper castes would grab all the seats is a
nonissue in Tamil Nadu.

For, as voters get polarised on caste lines, most political parties
invariably look for candidates from the dominant caste grouping, such
as Vanniyars, Nadars and Thevars, in each constituency to offer the
poll ticket. After the women's quota kicks in, all the parties will
have to do is to look for women candidates instead of men from the
dominant caste in each constituency. In other words, no change in the
caste composition of the lawmakers.

Besides, the parties in Tamil Nadu that swear by the Dravidian
ideology cannot stall a Bill that aims at empowering women because the
father of the Dravidian movement, Periyar E V Ramasamy, had involved
women in a big way in his protests and marches.

Though he had not mooted the specific idea of woman's reservation in
Parliament and legislatures — in fact he was against the Dravidar
Kazhagam (DK) contesting elections — he advocated women taking an
active role in all walks of life, including decision making.

However, ever since the DMK, which broke away from the DK, started
participating in electoral politics, not many women have been fielded
in elections by it. Even the parties that broke away from the DMK do
not have a record of ensuring increased women participation in the
elections.

Perhaps, the women's reservation Bill will help them realise a dream
of Periyar to bring in more women into politics.

BHUBANESWAR: Political activists and social justice forces, opposing
the Women Reservation Bill, today staged a peaceful dharna at lower
PMG and submitted a memorandum to President Pratibha Patil through
Governor MC Bhandare.

In a joint memorandum to the President, Samajwadi Party, Jharkhand
Mukti Morcha, Rashtriya Janata Dal, Republican Party of India, Utkal
Yadav Mahasabha, Social Justice Front, Orissa Dalit Kalyan Parishad
and National Union of Backward Classes have demanded reservation for
Scheduled Castes, Scheduled Tribes, other backward classes (OBCs) and
minorities women in the Bill.

While due care has been taken for representation of SC, ST and OBC
women in the three-tier panchayati raj institutions, there should not
be any objection from any quarter to extend the facility to these
categories of women in the Assembly and the Lok Sabha, the highest
policy-making body in the country, the memorandum said.

While the average women representation in Parliament world over is 19
per cent, it is only 11 per cent in India (61 women in the Lok Sabha
having a total strength of 543) despite the fact that the women
population of the country is 48 per cent of the total population. The
presence of women representatives from SC, ST and OBC is negligible.

Even conservative countries like Pakistan and Bangladesh have better
women representation in their Parliament. Pakistan has 76 women
representatives in a house of 342 members while in Bangladesh their
number is 65 in a house of 345 members.

General secretary of the State unit of the Samajwadi Party Rabi Behera
told this paper that the social justice forces will obstruct the
passing of the Bill both in and outside Parliament and create a public
movement on the issue.

Nearly 20 students stormed into the apartment of Ilaiah and demanded
that he withdraw the `Manya Seema' demand which he voiced at a time
when the agitation for Telangana State was at its peak. The students
demanded that the professor support separate Telangana and raise the
slogan of `Jai Telangana.' Taken aback, Ilaiah reportedly chanted `Jai
Samajika Telangana' but that too did not go down well with the
students who said that the same slogan was taken up by Praja Rajyam
Party (PRP) but was later dumped by the party. Ilaiah then reportedly
raised the slogan of `Jai BC Telangana' too which did not pacify the
students and they forced the professor to raise `Jai Telangana' slogan
in the end.

The professor, however, insisted that a at least separate district be
created for tribals if separate Telangana is carved out, to which the
students agreed.

``We don't mind Ilaiah leading the ongoing Telangana movement. But we
are against the Manya Seema or any other slogan,'' OU Students Joint
Action Committee (JAC) leader Manavatha Ray said.

The students left the place after painting the walls of the entire
apartment with slogans of `Jai Telangana' and `Manya Seema vaddura (We
don't want Manya Seema).

i'd pointed out in many posts (please read this), that the separatist
movement has a majoritarian agenda because its core philosophy is
essentially of upper caste hindu origin and telangani-ness now (like
hindutva), and in the future (if a new state is formed) shall be
defined according to upper caste norms. so why would the telangani
separatists like the idea of adivasis in andhra pradesh demanding a
state of their own? as i had warned in this post, the separatists own
the adivasis now, their history and their homeland. i had also said in
this post:

slowly, but surely, i see all kinds of diverse minorities bowing down
to the hectoring of this new, unexpected majoritarianism: from various
obc caste groups to the madiga rights' activists to muslims in the
villages. will they really have any say in shaping a new telangana?
ilaiah had said, when he received the lisa book award in london:

This award has come at a time when I was going through a crisis of
confidence. I have begun to think, of late, whether the Dalitbahujan
people, for the sake of whose transformation I have been writing and
fighting, would ever use the material I and others write and are
writing, to change their status and position in India and in the
world. As a person who constantly keeps working towards, what I call,
Thought Reform, in a country where the thought process of the people I
write for and work for, has never been recognized, I began to become
rather nervous.
and:

For a people who had no identity of their own for centuries, the
struggle for identity becomes central in the realms of both thought
and action. This is a historical process that remained invisible for
centuries. Their actions for identity were met with violence and
counter violence. Blood was spilt but most of it was of Dalitbahujan.
Brahminic ideological forces deployed several mechanisms of
violence—spiritual, social and political—to keep the Dalitbahujan
under control or under their hegemony. Brahminic hegemony was so
encompassing that the Dalitbahujan had no historical agencies to
liberate them for a long time.
now, at home, the people 'for the sake of whose transformation' he'd
been 'writing and fighting' seem to be rejecting the historical
agencies he offered them.
