Non-dalit appointed member of Dalit Commission; Terai Dalits miffed

The Council of Ministers has appointed a non-dalit as a member of
National Dalit Commission, breaching the provision that requires all
office bearers of the commission to be representatives of the Dalit
community.

Newly appointed non-dalit member of the commission Shiv Shankar Thakur
has already assumed office, according to Nagarik daily. He was
appointed along with 15 other members by a cabinet meeting last week,
under the recommendation of a ruling ally Terai Madhes Loktantrik
Party (TMLP).

TMLP has said, the government had recommended Thakur for a different
appointment.

We had recommended Woualal Khatwe, a representative of the Dalit
community of Saptari, for the position, but the government appointed a
different person, said Brijesh Kumar Gupta, chief whip of TMLP.

Terai based Dalits have said, they will protest against the
appointments saying not a single person from their community was
appointed at the commission.

Out of 15 persons appointed last week, not a single member is a woman.

Empowering Dalit Women for Communication and Food Rights through
Community Radio
Organisation: Alternative for India Development (AID).

Country: INDIA

Alternative for India Development works to promote and practice a
rights-based approach to development and empowerment in Jharkhand
state and elsewhere. With this project, AID aims to address problems
faced by Dalit women in the Garwah District of the Jharkhand state,
including discrimination based on caste and sex, poverty, hunger and
starvation, compounded by systematic denial of the right to the
poverty line card that gives access to government food security
programmes. The project will enable the women to use community radio
to achieve active citizenship, gender justice and to reduce hunger
through achieving their entitlements. It will provide skills and
technical training to Dalit to produce a weekly radio programme to
highlight their problems in their own voice. The project aims to bring
about positive and lasting changes in the women's lives by giving them
a greater say in decision making, by demanding rights and entitlements
and by influencing the delivery of government programmes related to
food security.

Jaipur Literature festival to begin on January 21

New Delhi, Jan 17 (PTI) Dalit literature in India and the issues
raised by it will be a significant feature at this year's Jaipur
Literature Festival, the increasingly popular literary event that
promises to bring together over 150 authors from all over the world as
it unveils this week.

The festival in the past has hosted some of the veterans from the
field of art and literature like Vikram Seth, Amitabh Bachchan and
Aamir Khan, and in its fifth edition this year, scheduled from Jan 21
to 25, it will witness the presence of a Nobel prize winner, two
Booker prize winners and five winners of the Pulitzer prize among
other greats.

Providing a balance between the literary and the popular will be
lyricists Prasoon Joshi, Gulzar, Javed Akhtar and Shabana Azmi, who
will read from her mother's autobiography 'Kaifi and I'.

Chitradurga: Several hundred Dalits in the district staged a dharna
here on Tuesday in protest against the alleged anti-Dalit actions of
Deputy Commissioner Amlan Aditya Biswas.

The head of the Madarachannaiah Gurupeetha, Basava Madarachannaiah,
who led the protest, alleged that despite the sharp increase in the
number of atrocities against Dalits in the district. The Deputy
Commissioner had failed to curb them, the seer said .

He also claimed that there had been discrepancies in the payment of
compensation to flood victims.

'Change approach'


"Officials who have failed to protect the Dalits and the oppressed
classes have no right to be in office," he said.

The swamji said that they would intensify their agitation if the
Deputy Commissioner did not change his approach toward Dalits.

Responsibility


Dalit leader and Neeravari Horata Samiti president M. Jayanna said
that officials and elected representatives were responsible for
ensuring justice to Dalits, and accused Minister for Social Welfare D.
Sudhakar of having failed to ensure the welfare of the oppressed
classes. Mr. Jayanna said that the Minister had not visited a single
village in the district where atrocities against Dalits had been
reported. The protesters also burnt an effigy of the Deputy
Commissioner.
